holding the powerful to account as we examine the u.s. its role in the war on al jazeera. this is al-jazeera. alarms the whole raman and this is the al-jazeera news our live from my head quarters here in doha coming up in the next 60 minutes just hours before closure deadline china clears out its consular office in houston while retaliating with a shutdown order in the u.s. friday prayers are back inside istanbul's high gear sophia after more than 85 years under turkish president says it remains open for all. but top u.s. disease expert warns of 3 new york's most coronavirus cases grow and now there's
9:01 pm
a warning about the spread from children. safety fears over the world's top selling passenger plane there's concern about engine failure on boeing 737 to grounded by the coronavirus fallout. and score major league baseball is back in north america after a 4 month delay caused by coronavirus the leak has started with no fans in attendance . welcome to the news our good t.v. company time is nearly up for china to shut its consular office in the u.s. city of houston over spying claims but the crisis between the 2 countries is only intensifying a chinese research or taken refuge in the san francisco consular office is expected in court soon accused of hiding her military connection when she applied for her.
9:02 pm
u.s. visa in houston chinese consular staff have been busy clearing out less than 3 hours now remain to the closure deadline the u.s. ordered the move to protect american intellectual property well china's foreign ministry call vatanen justifiable act and then retaliate has ordered the u.s. consulate in chengdu to close our white house correspondent can we help it joins us now from washington d.c. it's been a very busy day and continues to be kimberly just bring us up to speed on this arrest in san francisco it is you would say directly and indirectly related to the spat between china and the u.s. . now there's no question that the u.s. is escalating its actions towards china this is the latest example of that let me just give you a little context of how this all happened this chinese researcher entered the united states in march of last year and it is alleged that she misrepresented her
9:03 pm
background on her visa application that is why she is charged with visa fraud this is a penalty if convicted of 10 years 250000 dollars if convicted now what seemed to happen here is that there was an interview with the f.b.i. a couple of days ago or shortly after that interview we understand she sought refuge in the chinese consulate in san francisco now u.s. authorities cannot enter this property so it appears she may have surrendered herself voluntarily to appear in court via video link now the allegations that all of this she says she came over to do bio biology research at the university of california davis but in fact again the united states says that that she was working with the chinese military and again violating charges in terms of these a fraud so that is what she will be facing here in the united states as the u.s. is clamping down taking strick action against the against the china the number of
9:04 pm
actions that have taken place in the last few weeks indeed i mean will windows will be endgame is kimberly because at the end of the day china and the u.s. continue to talk to each other on different levels on a range of different subjects at least to discuss what are they going to do about this particular incident. well the latest coming from the press secretary kelly machinating in just the last few moments she's holding a press briefing that may have just wrapped up but in it she made a statement essentially saying that the united states is calling on china to see that its malign activity whether it be the actions of this research or working with the military whether it be the actions in the consulate in houston the view of the united states is that essentially china has not been offering the same level of diplomacy that the united states says it has been offering that in fact that this consulate in houston was really being used for illegal spying for influence
9:05 pm
operations and they are calling for this to end but they are also calling for an end to what they call tit for tat retaliation referring to the closure of the u.s. consulate in chengdu now in the midst of all of this you should remember that the united states has kind of had strategic competition with china for about the last 4 decades but the view of the united states is enough is enough they say they met in new york city last month why you just before that they once again pleaded with chinese officials to operate with essentially clean hands they allege that china continued to conduct itself business as usual and that's why the united states says it is taking this action for the update complete how could i want to post correspondent thank you. well china's foreign minister. is calling on the u.s. to reverse what he calls its wrong decision in the meantime the focus is turning to the u.s. consular office in chengdu which must be closed by monday between e.u.
9:06 pm
is that for us. we're here in downtown chengdu and this is the new as consulate and there are a lot of policemen here that doesn't police officers also are monitoring the crowds this entire street has been blocked off to cars since the chinese foreign ministry made the announcement that the u.s. consulate here would have to close but the best rooms are allowed to walk behind are quite a few of them passing by taking photos taking selfies it's become quite a tourist destination now china hasn't said exactly why it's targeting this consulate all it said though is that there are some u.s. officials who work here with they say have been engaged in activities that are not consistent with their capacity we also know that it's quite significant operation to the southwest of china deals with us this is nearby acts as an active listening post for events taking place in and tibet now the chinese foreign ministry has said that they do not want to do this it did not want to have to close the consulate here but they were false by the u.s. one year china's top diplomat has laid the blame for the worsening ties between
9:07 pm
time and u.s. completely at the foot of washington and he says that it's up to washington now to mend and rebuild those ties and china says if the u.s. does not pull back from the station to close the embassy in texas china will have no choice but to hit back measure for measure. rubin is a former deputy assistant secretary of state under president barack obama he says the u.s. china relationship is becoming more strained and will be difficult to repair. we are slipping in appears into a new cold war and it's this strange combination that we have right now in our american politics which is the domestic political pressure combined with longstanding grievances and concerns between the united states and china and it's really dynamic that he doesn't seem to have any brakes on that are there no guardrails what the administration is doing is clearly a coordinated campaign right now from inside the trump ministration to attack china
9:08 pm
on multiple fronts but the goal is not clear and there's a broad critique that essentially boils down to the united states of failed china is getting away with things that they shouldn't be and we have to stop it and that's about where it ends secretary pompei o is not called for regime change in china but he is constantly attacking the chinese communist party in language that is very reminiscent of that kind of objective and where does that take us it's not clear and with president trump getting more desperate in this election season it's very concerning that his rhetoric will continue to be very hostile to china president trump is now and then on the path that he appears to be heading on he's going to be very concerned about politically looking like he's giving to china so he may be asking china like he did ask parents according to john bolton's book that china helped him get reelected and maybe he'll come up with a breakthrough but that's very that's very much guesswork which means that we could
9:09 pm
see this kind of rhetoric all the way through the election and then a lot of repair work to be done regardless of who's in the white house after november. so the state of florida has reported a record number of people being admitted to hospital and it has confirmed 12000 new cases of covert 19 knots in a single day the state is the epicenter of the u.s. break president all trump has canceled the republican party convention that's supposed to be held next month now a member of the u.s. code of virus task force urging the country to change its behavior we are already starting to see. towing in these critically 4 states that have really suffered under the last 4 weeks so texas california arizona and florida those major metros and threw out their counties and i just want to make it clear to the american public what we have right now are essentially 3 new yorks with these 3 major states and so we're really having to respond as an american people and that's why you hear
9:10 pm
us calling for mass and increase social distancing. from miami 24 hours ago we were talking about this very thing and the i mean infections are soaring florida really becoming the new epicenter for the u.s. . yeah more than $12000.00 new cases announced on friday another $135.00 deaths more than 400000 cases in total and the death toll is creeping steadily up towards $6000.00 so there is no one in this state i think that can claim that any of these figures are plotting in fact for the past 2 weeks we've had at least 10000 cases each and every day on july the 12th it was close to $15000.00 and the infection rate is hovering anywhere between 10 and 14 percent now the approach here to tackle this pandemic is very much a patchwork approach you've got the governor of the state run the scientists not mandating mask wearing not talking about businesses re closing and encouraging
9:11 pm
parents to send their children to school here in miami dade which is the worst affected county in this state the mayor of miami has mandated mask where in fact he's got a squad of police officers out on the streets enforcing that new rule handing out fines to people that won't do that so i think the question for many residents here is when will the leadership of the state run to santas make some decisions that will curb what's going on right now because as things stand every single day we're seeing more and more cases and losing more and more residents you touched on the issue of schools and the voice of reason many think and found she's been speaking specifically about the topic it's a real worry for floridians it is i mean school is supposed to start next month online learning from many parents here including myself isn't really working very well for children so there is a push i think from both president trump and ron to scientists the government here
9:12 pm
to get children back into school but dr anthony found she talked about the uncertainty of that the science behind it let's just listen to what he had to say. i think we still need to learn a lot about children you know elementary school children getting infected what the percentage of their infection is and whether they either spread or not efficiently 2 adults a recent study came out that showed children up to 10 years old it looks like they don't necessarily spread infection as readily as adults do whereas children $10.00 to $19.00 appear to be spreading infection to adults as equally as well as adults spread to adults yet there's still a lot to learn about what the prevalence and incidence of infection is in children and as a group do they spread do they get any bodies what's the in family spread or not
9:13 pm
so a lot of uncertainty behind people sending their children back to school but in a rare personal by mid dr anthony fact she also talked about the threats he's been getting to not just himself but also to his children it's now believed that he has a security detail despite being seen by many as a voice of reason and gallagher thanks very much in miami. still ahead here on the news hour. drama in the skies over syria passengers are heard on a rainy and plain as it's tailed by a u.s. fighter jet. and they're the worst monsoon rains in years we'll hear from people in fact countries like the poll among others. also in sports an individual award for the player who led the c's outstanding premier league team in.
9:14 pm
an order has gone out for urgent safety checks on the world's most popular passenger jet the emergency directive from the federal aviation administration in the u.s. applies to 737 next generation and classic ak raft that are not flown for at least a week the regulator warned the jets may have corrosion that could lead to engine failure after it received 4 reports of unexpected shutdowns michaela joins me now from washington d.c. to expand on this i mean what are boeing saying about this mike. also what burning has done is inform to all the operators of these airlines off the news from the f.a.a. the operators are all insistent that this will not affect their operations in any way essentially what happened is that the f.a.a. says it received 4 separate reports of single engine failure on the 7371 of them on alaskan airlines now the planes were able to land safely but on further
9:15 pm
investigation the f.a.a. found that one of the valves on the engine was blocking because a number of aircraft have essentially been left in the hangars because demand has dropped during the pandemic so what the f.a.a. is now saying to all the operators is to go there check these planes any plane that has not flown for a week to check the valves on the plane and if necessary to replace it the fear of the f.a.a. is that both engines could go at the same time which of course would be a major disaster as i state that the planes that have been affected all landed safely the operators the major aircraft operators within the united states say this will not affect their operations in any way they will simply envelop in it in a normal maintenance protocol michaela in washington d.c. thank you well toto's isn't alone so to commentator under former pilot he says
9:16 pm
engineers should have enough time to fix the issue given the slowdown of the aviation industry. it's going to cause a bit of france you can't seriously i imagine i mean fortunately the slowdown in aviation 'd will help them a little bit in as much as it is croft stores are affected and it's not as if it's a major structural corrosion issue it's to do with lead a valve in the engine which should be possible to rectify fairly easily any aircraft that risk coming out of storage 'd was very carefully checked by engineering department the pilot's preflight checks are really related to observing the outside of the aircraft to make sure that there's nothing or yes we have mess no release no damage no contamination in the way of ice or anything like that. but engineering stuff like engine valves is something that you wouldn't

9:32 pm
bolivia's interim president to use or not been elected could stay in power until the end of the year as it's had to perspire own its election due to the pandemic sinead and then is has tested positive for the virus along with at least 7 other members of her cabinet the decision to delay elections could cause political friction between the interim conservative government and the socialist party of the former president evo morales he resigned and left the country last year after social unrest loyalists was bolivia's 1st indigenous president since he was ousted ethnic tensions have got worse farnsworth is the vice president of the council of the americas joins me now via skype from washington d.c. always good to have you on the program mr farnsworth and thanks for the time i mean a delay in the election may on the surface seem a commonsense approach really because of the coronavirus pandemic but some will see it as a political move to keep both what's sections of the public and the political discourse quiet. yeah that's absolutely true on both counts i mean on 1st blush it does seem
9:33 pm
to be common sense to delay the vote from september now talk to the last 6 weeks you have to remember that voting in bolivia is complicated because there are a lot of rural areas there are a lot of areas where there isn't a large state presence so just formally organizing a vote even the normal times can be complicated and in a pandemic which is never been tried before it's particularly complicated so yes that's absolutely right i mean. a little a little actors will always see some sort of effort to gain advantage or to seek advantage by manipulating votes and changing dates and so already the morale us forces have jumped on this and said the illegitimate son that the interim government is trying to create greater support for itself so we have to see how this works out indeed in the country is politically polarized right now into sort
9:34 pm
of pro and anti evo morales groups is it really that simple is the divide is that indigenous this is not indigenous will is there more to it in terms of the left and rights of the political spectrum. it's a really important question and in fact it's much more complicated than just left 1st is right although you do have a very strong continued support for morale issues in exile right now in argentina you know and his base of support tended to be from those who didn't have a lot of public in previous years the indigenous population. in the cocoa growing movement folks who were part of the normal elites necessarily and with his ouster and with the interim governance of janine ah yes which now looks like it could be for as much as a year or perhaps more of the country's pollard ization has not been able to be healed in any particular way but there are a lot of divergence is in bolivia not just racial not just historical but also
9:35 pm
geographic economic and so there are a lot of ways that this across many nations in the americas the economy has taken a hit because of that 90 i mean how important is it to get the economy up and running especially for cocoa farmers this is a big source of income and is perhaps the largest base political base for the ra let's come. well absolutely the cocoa farmers in bolivia have some coca production is actually legal it's a traditional. medicine it's used to fight altitude sickness the coca leaves and bolivia is a very high capital of possibly high capital ised in the world so i'll go to the really is an issue but it's not just a couple growers it's also the miners which are traditionally the most politically active and those who rapidly go out to the streets to the extent that they find that their own equities or their own interests are being negatively impacted and i think to the extent that this polarization does not somehow get addressed through
9:36 pm
the electoral process you probably are going to see continued street protests will become even more serious and if the economy is not giving people a reason to really focus on economic gains and economic production that's just going to make the situation all that much worse so without souls of potential street protests and unions and various disparate getting involved how do you think janina and as the interim president has performed up to this point you've got to deal with perhaps a reality that she would never have thought she'd be facing. i think you're exactly right in fact a lot of chines the accidental president i mean they're all in snow indication last act over there in the fall of the chair with in the interim president through happenstance and through the resignation of people who are in the line of succession in front of her she finds herself in the interim president say this issue was supposed to have been resolved by elections last may which i have already
9:37 pm
been postponed to september and now i was on the nz again so there is a bit of a process year that nobody thought would be occurring and they are trying to figure it out as they go and go along i think we have to be a little bit careful though to suggest that at the end shall be the one who benefits from all this luck if a country is perceived to be in chaos or the interim government can't get the pandemic under control that's probably actually going to weigh in favor of the opposition party when the elections eventually are so this this this really could cut both ways and i think most of the folks and believe me it's not everybody wishes in the 1st instance that they get this pandemic under control and look all it's later on all of them but we'll see what does happen is always good to get your insight phones with thanks for joining us from washington d.c. thank you. the mexico struggling to cope with the economic fallout from the pandemic 12000000 people in the country were left job in april alone but the government has ruled out a comprehensive stimulus package john holden explains. of to 25
