6:00 pm
this is al jazeera. hello i'm adrian finnegan this is the news live from doha coming up in the next 60 minutes there is an aussie little bullet at the moment and then it might never be a grim morning from the world health organization is countries across the world announce renewed restrictions to hold a surge in corona virus infections. at

least 300 inmates of escape some 36 people were killed in an isolated on a high security prison in afghanistan. antigovernment protests show no sign of letting up in mali demonstrators are demanding the president step down plus. i'm rob mcbride in and on south korea the country's cultural hot line as it celebrates its world heritage traditions. and in sports after almost 5 months tennis is making its official return on the palermo open is the 1st tour event to take place since the coronavirus lockdown. we begin this hour with a stark warning from the world health organization as the rush to find a corona virus vaccine intensifies while the w

h o's applauding the efforts of more than $140.00 research teams around the world it says that people should not pin their hopes on the discovery of an effective vaccine. we all hope to have a number of effective vaccines that can help prevent people from infection however there is no silver bullet at the moment and then might never be for now stopping outbreaks comes down to the basics of public health and disease control testing isolating and treating patients and tracy and quarantining their contacts do it on inform empowered and listen to communities do it all for individuals it's about keeping physical distance wearing a mask cleaning hands regularly and coughing safely away from others do eat
6:03 pm
all well that call for global solidarity came with an extra warning for countries with high transmission rates including brazil and india the world health organization saying that they face a long battle to find a way out of the pandemic while felicita is a professor of epidemiology and medicine and the director of the global health initiative at columbia university's melman school of public health she joins us now live via skype from new york thanks for being with us what are we to make of the director general as a surgeon that there is no silver bullet is he pouring cold water on the idea than an effective vaccine will be found anytime soon. i think the warning from the director general is is a wise move at this point in time as down as think we want to do is to have people who need complacent let go of all the preventive measures that they need to be practicing in the hope of having a vaccine than the why this would be
6:04 pm
a big mistake what we need to do is to continue to lead double our efforts to do what needs to be done now rather then let go of those measures and hope for a vaccine in the future so what happens if we find that there is no vaccine that offers at least long term immunity will the changes that we've seen in society this year behave for good i think that's a scenario that we have to keep in mind that's a possibility i do hold that the current efforts towards a finding a vaccine is safe and effective vaccines will be a fruit and i didn't any of us are in public health encouraged by the early findings of some of the studies and hope that these will be contrasted with larger studies and that hopefully we'll have a safe and effective vaccine at some point in the future by the end of this year or sometime next year i think if we don't find an effective vaccine then unfortunately this will mean that we again we have to stick with what we know works and hope that
6:05 pm
weekend through global solidarity and commitment by every single individual that we can actually dampen the spread of this virus yes from a public health perspective of our will our health care care systems need to change if we find alternately and this is being very pessimistic here but if we find that there is no vaccine. well i think trust of our we need to i would pick an optimistic stand and i would say even if we find an effective and safe eckstein and this does not mean that everyone will get the vaccine immediately and we have to start planning today our public health systems have to start planning now for the availability of such a vaccine so we can prepare communities we can prepare people so that they are willing to get the vaccine because it does not help to have an effective and safe exit sitting or shall we have to get to that scene to the largest numbers of people
6:06 pm
around the world as quickly as possible and at some point whether there's a vaccine or not will we achieve herd immunity as far as this this disease is concerned that doesn't look like flu just continuing to have uncontrolled infection spread of infection that we will reach the levels that are necessary at university immunity meaning protection of the population we know that we need to achieve at least 60 percent 70 percent of people to have evidence of protective antibodies in order to achieve herd immunity and we are nowhere close to that anywhere in the world so our hope for achieving bird immunity is linked to our hope in getting a safe and effective vaccine and getting as many people as possible around the world to be willing to take their vaccine it's always good to talk here many thanks indeed for being with us into the u.k.
6:07 pm
as government says that it's rolling out tests for the corona virus that can provide a result within 90 minutes millions of these are to be sent to hospitals care homes and the bara freeze as early as next week some health experts that have voiced concern over how reliable these new tests will be but britain's health minister says that swift testing could help to make the country safe. these technologies which deliver these rapid turnaround tests will mean that we can expand testing capacity further and into settings where for instance in schools we have currently we have survey testing so we have some testing that would be able to be expanded but also looking at looking across the community where we want to test people who don't have symptoms to find out where the virus is al-jazeera so you're going to go joins us now live from outside thomas' hospital in london so you tell us more about these these new rapid 19 tests.
6:08 pm
allegedly have some $5800000.00 test should d.n.a. based tests which are going to begin to be rolled out by next week and this will be working in tandem with the $450000.00 so nasal swab and for tests that a target being carried out at the point of this of course is to ramp up that testing and to get ahead of that before the seasonal flu kicks in and of course at the moment this summer in the northern hemisphere it is high tourism season we are seeing spikes occurring in certain countries in certain regions of countries throughout europe as well which is raising alarm bells and of course what a lot of governments so worried about and the u.k. government is worried about is trying to get ahead of this of any of this by having an affective testing regime put in now bows who are behind the testing say that
6:09 pm
controls have already been put in place so they can avoid issues such as false negatives but with that in mind it's going to be absolutely crucial to have. an absolutely accurate tracing system as well so as to isolate those who have been affected in order to kind of. quell any surges that could occur because of course there is still no vaccine on the horizon just ahead and even that it's very unclear as to how long a potential vaccine could last therefore the crux of this will really be. the public health authorities to try and say and and protect the public from any further searches as much as possible agent a lot of people there in the u.k. take their summer vacations in portugal but not of course this year new figures though from portugal a painting a really bleak picture for the country's tourism industry.
6:10 pm
absolutely and portugal not the only country that's been incredibly hard but really it was one of the countries that was on the no go list for u.k. tourists to go over their backs are of some consternation to the portuguese government as well who said that there should not been any reason why portugal should have been put on that list but if you compare figures from last year there's been a 96 percent decline of tourists coming into the country nominally from the u.k. from germany and from neighboring spain as well now when you consider that portugal's g.d.p. felt 15 percent tourism accounts for about 15 percent of its g.d.p. it's enormously important and this really has been quite catastrophic for its own economy now the government had said that it would have to recoup that in 2020 but
6:11 pm
realistically it is going to be some years before the tourism industry will get back to levels as it was before the pandemic hit al-jazeera sort of going to go reporting live from central london something many thanks drew. the financial security of millions of americans is hanging in the balance as politicians debates for the relief for the unemployed for about 3 months a $600.00 weekly payment has been a lifeline for people who've lost their jobs democrats and republicans of so far failed to agree on how the program should continue to expire on friday let's go live now to our white house correspondent kimberly how could a committee where things stand today that as far as these negotiations are concerned. yeah things are still at an impasse the only thing that is encouraging is the 2 sides are still talking as they did over the weekend we understand those negotiations continue on capitol hill starting at 17 g.m.t. it'll be the house speaker nancy pelosi along with the top democrat in the senate
6:12 pm
chuck schumer and from the republican side here at the white house we know that the chief of staff mark meadows had about as well as the treasury secretary steve minutia now in the midst of all of this given the fact that we know the 2 sides are very far apart we the earliest we're hearing that is that there may be votes on there to potential legislation at the end of this week even early next week is that this white house is exploring huma lateral action to try and bring about the short term result of these payments these $600.00 a week pay it now the republican side propose doing this is a short term deal until the bigger issues could be worked out the democrats are holding out for doing it all at once in $1.00 massive package and that seems to be the sticking point so now we know that the president is suggesting that he may take you to unilateral action not just to get these $600.00 we payments going but also potentially to move forward the what expired on friday of the moratorium on the

vixens that has a lot of americans nervous in fact millions of americans who found themselves suddenly out of work as a result of the shutdowns caused by covert 19 and with want just over 3 months now until election day what does the president have to say about all of this. he continues to look at this is a personal attack he's attacked the media and social media this morning twitter specifically he's also once again said that the reason there are such high infections of covert 19 in the united states is because there's more testing and then he followed up one of those tweets and there were a series of them saying open the schools that did not sit well with some of the parents 2 in this country who now have tweeted so much about this that the president's son barron is trending in the united states the suggestion being if you're so keen on opening the school send your kid back to a public school and most americans don't want to do that well the president sign

goes totally private school so this is a real point of contention but as you point out election day is about 3 months away now the president wants to get these schools open to get the economy going but that's not what most parents want in the u.s. right now a white house correspondent kimberly how could reporting live from washington can believe many things china's economy appears to have rebounded sharply after that historic contraction due to the corona virus outbreak but many people are still unemployed job seekers support encouraged to become street vendors to spur the country's economic growth well just as katrina you reports now from chengdu. who don't makes a living selling sunflowers to pedestrians in time to city in china's southwest before takeoff 1000 outbreak he worked as a security guard. my company for a lot of people because of the epidemic at 1st they just to lower my salary but eventually they said they could in the employ me anymore that's why i'm doing this

for us and once is. more than 20000000 chinese workers are estimated to have lost their jobs because of the pandemic. like food on many have taken up informal streets selling to make ends meet. street markets are now putting up across cities and towns with many vendors selling their own handmade goods lee lay decided to organize this market after losing his job as a hairdresser he says street vending is for many the only way to generate income but sales aren't easy to come by not up with them so the fact is not many sellers can make good money some new sellers losing money it all depends on the products and experience the official data suggests strong recovery for china's economic growth the emergence of legions of street sellers nationwide paints a bleak picture the chinese government says unemployment is at 6 percent but other estimates put it at closer to 20 chinese premier league

a child last month encourage the development of the so-called street stall economy to help china's economic growth get back on track but these vendors on to welcome everywhere. some local governments have banned unlicensed street vendors calling the stalls backward and unhygenic chinese state media says the burgeoning street economy is only a temporary solution and one not suitable for so-called 1st tier cities like shanghai and beijing but food dogs says he prefers this work to his old job but which are not going to work as a security guard again there the salary was too low and this job gives me more freedom if you want hard enough you can make more money and very happy. that's one bright spot at least for this new worker katrina al-jazeera. the philippines has reported more than $3200.00 new coronavirus infections pushing it close to of

a new normal and further restrictions the victorian state government has ordered more parts of the economy to shut down including in retail manufacturing and construction most are never thought that i would be telling people not to go to work that is what we have to do in order to stop the spread of this wadley infectious virus on sunday the movement of people with further touch and with residents not allowed to move further than 5 kilometers away from their homes say this is a little set up with schools again closed and millions stuck indoors many people including kate moulton are again juggling work isolation and home schooling. but it definitely this time around we feel like it's really looked down regional victoria is also facing partial lockdown though not as strict as melbourne

some say the new measures will trigger thousands of job losses and stand downs statewide it is hard to businesses now that it got through 6 weeks and then work out how they ran. out some businesses. financial grants will be available for businesses forced to close as well as workers who have exhausted sick leave what we're dealing with here is i disaster. and we need to respond on the bice's of the why we provide support in the midst of disaster while border closures have largely kept the virus within the state of victoria there are clusters emerging within new south wales in particular sydney and the federal government has warned the economic fallout will be nationwide victoria makes up about a quarter of the national economy and with coated 19 cases remaining in the triple digits direly many are wondering if it's realistic that numbers can be driven down in 6 weeks gauge al-jazeera sydney dr barrett is
6:33 pm
a senior clinical lecturer at the university of exeter medical school in the u.k. he says that lockdowns not the only on stopping the virus. what we have learned is that this infection is still generating cases we've got to be careful the virus has not gone away and really the public health message is don't drop your guard you can get infected don't get infected don't in fact others this is very important and if every single person took infection control precautions we would have less drastic restrictions or lock downs as we refer to it the 2nd lockdown will have to be very prolonged and and and that makes it difficult because we cannot have a very prolonged lockdown and this is why i'm very concerned that if you have a lockdown and then you have a premature lifting of the lockdown you undo the pain the cost and the expenses
6:34 pm
of the initial lock down very very quickly therefore speed is always of the essence and early speed allows you to regain control whereas later on it's much harder so if you start from a high level it's almost impossible to regain control and if you act fast act early act far hard like new zealand did you can then reduce your number of cases and regain control so this is the game of chess that we have to apply and we have to play it with the science which is act fast act act hard and you regain control act slowly act reluctantly and you find it very difficult to maintain and regain control south korea acted very fast and very efficiently with regards to its testing and tracing and as a result of a super effort they released an army of people
6:35 pm
a large number of people to test and trace they were able to remove people from circulation i think lockdowns are a cost measure there is a more precise measure is to test and contact trace extensively. trading has resumed on zimbabwe's stock exchange after a month long suspension in order to try to stabilize the country's currency zimbabweans are currently suffering 800 percent inflation and their worst financial crisis in more than a decade it's been worsened by coronavirus lockdown restrictions and police have arrested activists who are demanding the fall of the ruling zanu p.f. party in connection with corruption allegations. reports from harare. government officials say from companies and from individuals who are using more money platforms to buy shares even sell their shares and move their money out of a country which is fueling the black market and causing foreign currency shortages
6:36 pm
after one investigations companies are now allowed to trade except for 3 old neutral p.p.c. and feed co but it's still under investigation they're also saying that the reason why they introduced the weekly auction system is because if you try and make sure that the rate of the us dollar and the dollar is determined on a weekly basis a thing this what hope stabilize the economy and also stabilize the black market as a while so a lot of people are now wondering is this going to work ordinary zimbabweans are saying they re not seeing much difference they saying that the salaries and they savings are being eroded by high inflation which is nearly 800 percent they complain when the going to market the products on the shelf from zimbabwe so that other countries but they're just too expensive to buy the government introduced a cushioning allowance for civil servants and pensioners but because of logistical issues some people have been able to access that money and for the vulnerable people in a new area where they are struggling to feed themselves there's

a long drought for example saying the money the government promised them still hasn't come. lebanon's foreign minister has resigned saying the country is at risk of turning into a failed state. is the 1st to step down since the start of the growing economic crisis which has pushed lebanon to the brink of bankruptcy it's been replaced by the presidential advisor. of 0 reports from beirut. the foreign minister's resignation is being seen as a blow to prime minister has given his government he's been trying really to gain credibility and legitimacy at home and abroad since taking office in january but he has largely failed to do so the prime minister made many many promises like to fight corruption to fix the economic situation nothing has changed in fact the situation is only getting worse and now criticism from within his own government the foreign minister saying that lebanon is becoming
6:38 pm
a failed state he's accusing those in power of not having a vision and saying that they are not carrying out the 4 reforms that are needed to be able to be eligible for much needed international financial assistance in fact talks with the international monetary fund to bailout the economy are now on hold and the statistics really are staggering more and more people are losing jobs businesses are closing in fact to an aid agency recently said that 500000 children are growing hungry just in the beirut area alone so the situation is worsening the foreign minister saying that the government has done nothing and really raising the alarm saying that the sink the ship is sinking and if it is not saved everyone will drown in a clear reference that the government itself and those who hold power who are starving want to mentation power they too will drown if no solution is found let's
6:39 pm
hear now from patrick patrick madine who is president of the lebanese institute from atsic market studies he explains how lebanon ended up in its economic crisis. i the live in his government have been spending money endlessly for the last 20 or 30 maybe 30 years and this is money alone and not where they were going to get it from the menus banks which ultimately means that they were blowing in from the lebanese population those depositors' and the fact right so they have been have been mounting are we've got to be using a very high level one i guess debt to g.d.p. doubles in the word and alone and had no means to pay that back because the money that they borrowed was mostly spent on useless projects and with a lot of corruption suspicions that go around those projects and so the business money has been wasted government cannot pay it back and that's why we currently

have a government the federal government actually announced that they will stop being back there that the time they figured out what to do and here we are in one of the largest economic recession that the country has ever seen i mean even the war crime was not the end of the mission unemployment is massive companies are closing down people are unable to withdraw their life savings from the bank because basically there was a this money has been spent by the government long time ago and it's not available and more so people lost their jobs they lost their income they also lost their life savings and at the same time lebanon is suffering from a hybrid inflation so they don't have money and prices are are increasing in a very crazy way and that's the situation. the masses describe overnight israeli airstrikes in gaza as a dangerous escalation the israeli military says that it targeted several sites

after a rocket was initially fired from gaza it's the 1st such exchange in nearly a month. this ready army says that it's killed for fighters in the occupied golan heights it's released this video which it says shows them planting explosives along the border fence the military described them as a terrorist squad it says the syrian regime is ultimately responsible the video though can't be verified no group has claimed any such attack al-jazeera as harry forces in west jerusalem says that investigation is now under way. i mean to base that in the account from the israeli military they say that what took place was this group of what they call terrorists coming into israeli controlled territory in the southern occupied golan heights they said they were trying to plant explosives at an unmanned israeli military outpost there they were tracked as they did so and they were fired upon by troops on the ground and from the as similar tenuously and
6:42 pm
all 4 of them were killed what we don't know and what the israeli military says they are investigating as to whether there is any link between this whether it's an isolated incident or is connected to the already heightened security situation in israel's north israel has been reinforcing its troops along the border with lebanon and in the occupied golan heights in anticipation of a potential hezbollah attack thought to be likely to come from lebanese territory that softer as well off lighter was killed in an air strike inside syria last month has a long standing promise to retaliate to any of its fighters being killed inside syrian territory and to be there was an incident weeks ago on monday when israel fired upon and it says drove back a group of would be infiltrators into its controlled territory in the disputed shabat farms area as well a sudden there was no attack carried out in that instance so the israeli military
