jobs that will be conditional on those in power carrying out reforms structural reforms and fighting corruption and if those in power do that then automatically they weaken their hold on the state and many here will tell you all we want is a state we want a competent government and a state state institutions are controlled by political parties civil servants are appointed by political parties they are not appointed because of their qualifications or on merit so they are beholden to the party they're not loyal to the state here all you see is the lebanese flag and that's quite rare because when political parties hold their rallies they hold the party flag here they're trying to speak in one voice but this is a very difficult battle to win because once those in power agree to reform then automatically they lose power and the more international intervention in the crisis in lebanon the weaker they become and this is what the lebanese people are counting
