i've been covering all of latin america for most of my career but no country is the like and it's my job to shed light on how and why. the the on the record. oh i marianna london is a quick look at the headlines now crowds have gathered near beirut support today for a vigil mocking a week since the catastrophic explosion that shot at the lebanese capital. survivors held a moment of silence for the more than 200 people killed and read the victims' names out loud a blast injured thousands of people and left hundreds of thousands homeless anger has also been shown we will see anger on the streets in the capital as clashes between protesters and security forces continue demonstrators have set fires and

whole stones a parliament building now reports suggest lebanon's leaders had been warned just last month about explosive materials stored at beirut's port saying a hoarder is there and has more on the investigation into the blast. the government has now handed the file to the judiciary but one of the main demands of the anti-government protest movement is that there is the need for an independent judiciary at the moment judges are appointed by politicians which means they are loyal to the political parties and not to the state so there's little faith in the judiciary there's little faith in politicians who have a knowledge themselves that they knew that thousands of tons of ammonium nitrate was stored at a warehouse in beirut ports beirut ports located in the middle of a densely populated city the president himself saying that the report reached his desk and he's saying it's not my responsibility i'm not in charge of the ports and

that i spoke to the officials at the higher defense counsel and told them to do something about it but people believe that he is the president but he's also the head of the armed forces the commander in chief he should have done something about it it's not just the president other officials who are aware and that's why people have been demanding an independent investigation russia claims to have developed the world's 1st vaccine against covered 19 after less than 2 months of human trials but there are concerns moscow might be pushing national pride before science and safety results of the limited trials are yet to be made public meanwhile the world health organization says there are some are some spikes in virus cases in countries that had previously controlled the outbreaks like colombia or knowledge and tina the dominican republic also has more cases than all of the caribbean island nations combined. but a recent position in this fight on a taken off sky has taken shelter in lithuania after rejecting the presidential election results the e.u. is saying the vote was not free and is threatening sanctions taken off sky as fast

a week away. that's already. full. of the lot. of. us are some breaking news coming into us now california senate. has been chosen as democratic candidate joe biden's running mate of course in the race for the white house this makes her the 1st black woman to occupy the vice presidency alan fisher has a background report for us but we're getting reaction to this news just of course to to give you a sense of what's been happening this week the expectation was that an announcement would be made in the middle of the week so it was an announcement that we were expecting of course joe biden had already made it clear that he would select a woman for this role we know that he had been looking at women from
11:24 pm
a number of different backgrounds asian american latin american and also a woman of color and there really has been a very big push by democratic strategist and his supporters for him to elect a woman of color for this particular role but this would make the 1st black woman on a v.p. ticket alan fischer brings us his report now. and has been the favorite to fill the democrats the piece look for some time here. she brings a high national profile as a former presidential candidate a senator from california. and family connections to biden she was close friends with his late son beau because this is my belief child of a mother from india and father from jamaica she takes 2 important boxes as a woman of color. such as dynamic or and really good in messaging and she's really good at talking about complicated subject and made
11:25 pm
a very clear to the audience in to the american people former attorney general of california she's used her skills as a prosecutor in senate hearings to pick apart arguments put forward by the come to ministration but that all title has also brought criticism during her tenure as attorney general there are a lot of questions raised about her willingness to intervene in a variety of types of cases including police excessive use of force our patients as well as areas around drug policy that could really become a problem. in the 1st democratic presidential candidate debate she had a tense exchange when she said joe biden's past few on desegregating schools was hurtful but in modern u.s. politics it all seems a long time ago smart and charismatic she's been the front runner for a reason and 55 more than 20 years younger than the candidate she's seen as the next generation of democratic leaders alan fischer al-jazeera washington.
11:26 pm
right well alan joins us live now alan this was announced when there's a great deal of anticipation and excitement and you could say that it was expected but what has the reaction been. well it's still early yet but i think most people would think that this is the surprise has been the front runner for a while i said even on super tuesday that i expected to be the vice presidential pick she has a relationship with joe biden it goes back years she was very close to bo biden who is joe biden son his death of course informed his decision not to run in 2016 she comes from california she is very good at raising money in fact she's raised about $5000000.00 for the biden election campaign already she's very personable good on the campaign trail there will be questions about her role as attorney general and california and whether or not she did enough to help the black community there but
11:27 pm
that will be washed away there will be many people who will be very happy that joe biden hasn't just picked a woman but picked a woman of color and we can expect her to be very feisty in the vice presidential debates when she's up against mike pence she has very strong opinions on certain things that the term campaign has done so predictable yes and i suspect that given we saw a letter from many leaders in the black community over the last 24 hours saying that joe biden had to pick a woman of color this will definitely take a lot of boxes for the mainstream supporters of the democratic party because of course it is a fairly strong position isn't he he's ahead in the polls but nonetheless if he had picked not just a woman but a woman of color that could have been quite a backlash. it's always difficult to talk about being ahead in the polls
11:28 pm
particularly in august i'll just refer you to president michael dukakis remember him know he had a 20 point lead at this time before he stood up against george bush and lost the election you remember too that hillary clinton had a big lead over donald trump 3 weeks from the election it really doesn't matter that much what the polls are saying at this point it was a decision that he made that he said he was going to appoint a woman i think the black lives matter campaign made it important that it was a woman of color and i think there was a grown swell in the democratic party that it had to be a woman of color certainly there were other names being mentioned like karen bass is a congresswoman from california there was also involved deming's congresswoman from florida even line support and autumns who is the key shell and support my apologies who is the mayor of atlanta as possible runners but i think they were really just names that were being put into the heart by their supporters camelot is
11:29 pm
has had the inside track for a very long time and joe biden went ahead and called all the people on his short list and camelot as was the one that got the call to see you in the past and i pick will there be some disappointment yet by progressives in the democratic party who perhaps thought that. elizabeth warren should have been that the choice for joe biden will be those who are close to bernie sanders who feels that if there is going to be a woman that it should be elizabeth warren because she would certainly take the box for many progressives but i think this is going to become not a battle of which part of the democratic party gets the right to be on the ticket it is going to be a battle between the democratic party and donald trump and certainly from everything we read everything that we've learned it would suggest that many people in the democratic party want to see someone who. donald trump in the white house come january next year and if camilla harvest helps him get there that will be
11:30 pm
a big bonus and we know that joe biden had been in touch with the front runners himself had been some face to face meetings but obviously because of restrictions and measures relating to the coronavirus on those conversations that take place on the phone do we i mean aside from from the all of us do we know what particular qualities he was looking for from his running mate. well we know from what joe biden has said in the past that he wanted someone that if anything were to happen to him could step into the top job in an instant that's why susan rice was considered a potential vice presidential pick a former national security advisor very strong on foreign policy had what with joe biden 8 years during the obama administration and someone that george biden felt very comfortable with but that's also why can't
11:31 pm
a lot higher this was one of the front runners because he knows her he's known her for years and felt that she could step in to to do the job you'll remember that all of these vice presidential candidates have been very closely vetted by the biden campaign they have gone through everything from financial records they've carried out what's known as opposition research are there any skeletons in the cupboard could any of these potential candidates produce an october surprise is there anything that has been overlooked well if the biden campaign has done its job properly they will certainly see that camelot had this is the one that they can put forward to the american public and say look this is going to be a vice presidential pick and there ages i said my report is important as well she's 55 that makes her 22 years younger than joe biden if joe biden is elected he will be america's all this president on inauguration day so it signifies that there is another generation ready to move into position ready to take over now many people
11:32 pm
are saying if she was such a good candidate why didn't she do so well in the primaries she ran a terrible campaign she didn't handle the money properly not that there was anything wrong with what she did it was just she didn't spend it in the right areas at the right time she didn't employ the right people to run her campaign and essentially she ran out of steam far too early but joe biden obviously likes her and having a woman of color on the ticket will certainly appeal to many people across the united. states and it will be seen as a step forward it will be seen as something significant it will be seen as a glass ceiling being shuttered for women and also for people of color that has never been a person of color on the ticket before know there is a woman of color the only other vice presidential pick was general do for our or a very long time ago of course we had hillary clinton as the top of the ticket just 4 years ago but this is
11:33 pm
a significant moment for the democratic party and for politics in the united states as a whole that's right and joe biden will be hoping that it will build momentum around his campaign galvanize his support says and also perhaps boost black voter turnout. that was something that donald trump was very aware of that the black community and it's hard to talk about them as an amorphous lump but he knows that hillary clinton didn't do so terribly well with black voters certainly less than barack obama but that was always going to be the case because barack obama of course was the 1st black president and certainly there has been suggestions that the republicans are very much behind the idea of can new west running for election because they want to take voters away from the biden campaign but joe biden is loved liked revered you could probably use any of those words in the black
11:34 pm
community one because joe biden was liked by barack obama anough to be selected as the vice president and so if you're good enough for barack obama many people in the black community will think well you're good enough for me and there is then the importance of the black community again making the moment more for a slump which is wrong but the black community coming out and saying we would like to see a person who looks like at the top level of the united states government who is a vice president and if she's elected of course it will come just 4 years after barack obama left the white house so this will be seen as another step forward for a community which has spent a lot of 2020 in particular the last 3 months fighting for their rights fighting for recognition fighting to be treated equally like other people in the united states so this will play very well for joe biden he will be aware that there is some don't side about her time as the main prosecutor in the state of california
11:35 pm
but clearly they've decided that what is much more important is that she will energize the base and she will energize a base that she can talk to and that she is a very good communicator she has a reputation of being able to boil don't comp. issues into same bite so people can understand why they're important and that will be important on the ticket as well because there is and it can't be ignored people who see joe biden has perhaps lost the step from his peak when he was a politician and running for vice president he was at the top of his game 4 years on or actually 8 years on since he last run for office things haven't been quite as sharp as pinpoint as accurate as they need to be and camelot harvest will bring that to the ticket it will be almost belt and braces for someone who is well respected in the community but also someone who isn't as sharp but still is very
11:36 pm
much a naval politician are out and i'm sure will again later i'll let you get that award to that for now thank you very much we have now political commentator jeff hauser standing by via skype from washington so i mean if elected she would be the 1st female the 1st black american vice president alongside the oldest president elect in u.s. history what is your response this week new expecting the selection of commodity. yes i was i mean joe biden and his to see stud tragically deceased son beau biden have known qamar harris for quite a long time and have longstanding connections to her and harris like 5 is a figure in the center of the democratic party very much like barack obama she is somebody who's been in the national spotlight for
11:37 pm
a long period of time from when she was very young when she was identified as a rising star i mean this is somebody who has essentially been a rising star in the democratic party for almost 2 decades and she has been a rising star because she is a quite capable politician she is a quite capable campaigner she's very comfortable on television she is very comfortable in debate and these are all attributes that vice president biden needs right now and she is also unlikely to be a controversial figure everything about her is well known because for periods of time in 2019 i believe she was essentially the front runner to be the democratic nominee and obviously that did not come to pass and her campaign had some serious problems along the way but she is a not a new figure i mean a lot of the people who are being discussed in this process as other finalists were much newer to the national spotlight where it's apparent as you say. there was a great deal anticipation around this but it won't come as
11:38 pm
a great surprise because of course she has self was also a 2020 democratic candidates and what was interesting was how she we seen had clashed with joe biden over racial issues particularly in the primary debate what do you what do you think a personal chemistry between joe biden a lot of hassle be like. i think it's going to be very strong and i think that joe biden comma heretick both adults and so i don't understand that when they compete for the same job they're going to throw elbows at each other and there is going to be back and forth but that's that's politics that's being adults they behave like each other and known each other for quite a long period of time and i think their politics are very complimentary they're very symbiotic oh and so i think that they're going to get along great and i think it actually speaks very highly of joe biden and he is willing to overlook an incident which was a pretty successful punch landed by
11:39 pm
a political opponent i qamar harris and that he doesn't hold a grudge and there are some people around him who are sort of the last adult then president by who didn't hold a grudge but obviously in the end dubai is the grown up and he doesn't hold grudges and i think that is a useful contrast to the current president and i'm struck by was talking to alan fischer there and just looking at some of the the previous vice presidents and of course he was mentioning geraldine ferraro and that was in that was in 1904 and then it was like another 24 years until you had governor sarah palin in 2008 course we all remember her. you would think that this would have happened before now i mean it's being described as progress is a major step forward but of course you know from a an international perspective perhaps you would be wondering why there hasn't been someone representing this segment of the population in the united states why it's
11:40 pm
it's taken so long to get to this point. oh yes the united states has very little to be proud of with respect to its treatment of women in politics the history is bad and the 2 previous times that a woman was identified as the vice president they were chosen by candidates who are losing and want to shake up the race in fact there is a book game changer because the whole idea was that sarah palin would be change a game for john mccain that looked to be inevitably going down to defeat geraldine ferraro was chosen by walter mondale against the extremely popular ronald reagan this is a very different choice you know 5 minutes by any the monster ball basis any empirical basis is the favorite to win this election and so in choosing a woman as vice president this is a step forward in this in america in the sense that previously it's vice president
11:41 pm
and woman so i've been chosen at of desperation and this is a choice out of. by joe biden but yeah i mean most other countries have had women leaders as well they should have and it's about time america start. empowering you know the 52 percent of the population that are women and all the talent represented in that 52 percent so it's about time i guess but it's not going to be that out of the just moving past the shame of american political history. how important is the timing of this election in light of the black lives mass and isn't and just public protests and public outcry about racism particularly systemic racism within the police force after the death of george floyd. i think it's it's definitely time way and i think they're just as america does not have a lot to be proud of with respect to the treatment of women in politics it has arguably even less to be proud of with respect to racial history and i think that
11:42 pm
the by an administration knows that one of its key tasks will be again to make greater progress on racial justice to try to with you know centuries of unfulfilled promise in this country and hopefully that comet harris will help in that regard obviously no one individual can be a savior in that regard it's an unfair standard for any politician barack obama himself an extremely talented politician could not obviously in themselves overcome decades and centuries of institutional racism but i think that by him definitely feels a recognition that the african-american community is critical to the democratic party was critical to his victory and then fight for the nomination and will be critical for winning in november and governing as an effective president. all right well thank you very much for now appreciate getting your analysis on this yeah
11:43 pm
thank you very much jeff hauser that political commentator and just want to take a closer look at commodity basic points about her background as we were hearing she's 55 years old the daughter of a jamaican and indian immigrants the 1st term senator from california had endorsed biden when she dropped out of the presidential race earlier this year she has been a fierce critic of president trump as harris was the 1st woman and the 1st african-american to serve as california's attorney general when she served 2 terms in office let's go live now to rob reynolds who is in los angeles for us rob it's still obviously very we're just having this news but there was some expectation that this probably would be joe biden selection for his running mate has there been any initial reaction there. yes there's been some reaction from the governor of california gavin newsome who wrote on twitter just less than 20 minutes ago quote
11:44 pm
principled brilliant compassionate and empathetic honest the perfect choice for joe biden that's campbell harris and then the democratic governor adding let's go win this so you're right harris has been on every lists that's come out in service about the women on joe biden's vetting roster and she's been near the top from the beginning so in that sense it's really not a terrific surprise i think that this. is interesting in another way in so far as traditionally in american history and we've been talking about american political history during this hour the candidate for vice president is often chosen to provide geographical balance to a ticket the candidate is from the yankee north then he might pick a southerner to attract some support here in this case joe biden has picked
11:45 pm
a woman senator from california there's no question what about which way california is going to go in the presidential election in november it's a solidly democratic state so you see that paradigm of geographical balance has shifted quite a bit and now it is gender and racial. attributes that camel harris brings and age i would say also given former vice president biden's age all these things coming forward 'd in this pic. one of the things that. has been noted about campbell harris is that while she successfully ran for senate. and she had a rousing start to her. 2020 bid for the democratic nomination he dropped out before any votes were cast because he was having difficulty getting her campaign
11:46 pm
machinery to operate correctly so she dropped out in december of last year before any of the caucuses 4 primaries that is perhaps. a sign inaugurate of whether her about her political strength so we shall have to see if you know in this very unusual pandemic campaign how she campaigns and how she and biden complement one another as candidates and really saying she was the 1st woman the 1st african-american to serve as california's attorney general and she said that 2 times and also what was always public opinion light was the general the date on the film and. the general verdict was that she was competent somewhat cautious but a popular figure now i have to mention however that in the wake of the black lives

matter movement harris's tenure as attorney general of california has come under criticism it so far as she did not aggressively pursue investigations and all prosecutions of police officers who shot wounded or killed minority groups black men in particular and there were a number of such cases during her tenure as attorney general so she has caught some criticism from the left from the b.l.m. movement for her lack of enthusiasm shall we put it towards. prosecuting police officers but to your question as for her general tenure as attorney general she was quite a popular figure. and so wrong how then that was the some criticism that she could have done more for the black community in terms of. prosecuting but he's offices who had been

violent towards young black men and obviously you know this is one of the biggest stories in the country not right now if not the biggest story the racial divide the public protest of racism that is is so ingrained and so systemic and i suppose in some ways to you know to be taking up this role that will be seen to be breaking a glass ceiling but people want to see more than just lip service being. employed in the matter they will says there's pressure for that to be tougher action as well . yes i think you're absolutely right and i would guess i would i would predict that senator harris will continue to say that her views have evolved and changed and that the black lives matter movement the murder the kill the homicide of george boyd at the hands of police and all of the protests that took place

following that have changed the landscape and changed her politics as well she was known as somewhat of a centrist figure not far to the left or to the progressive wing of the democratic party had joe biden wanted that sort of balance he could have chosen elizabeth warren the senator from massachusetts or perhaps a congresswoman karen bass here from here in los angeles. who is the chief chairperson of the congressional black caucus but biden chose a popular centrist that's in keeping with his entire sort of political profile that he is he is someone who will while he will tackle the issues that have been brought to the to the forefront by the black lives matter movements he's not called for the abolition of police or any of those things
11:50 pm
nevertheless president trump has accused biden of being a puppet of the far left so it'll be very interesting to see how trump and his campaign now approach the their criticism of senator harris you could be certain that his campaign has been preparing for this moment so we will see the next you drop when the president from response and perhaps launches some criticism of vice president former vice president biden's pick well actually when i have to wait too long for that as roland so now. bronson out and in very. will catch up with you a bit later just want to look at some reaction that's coming in joe biden himself in some tweets just making the announcement saying i have the great honor to announce that i cannot harris he describes as a fearless fighter for the little guy one of the country's finest public servants
11:51 pm
proudly announcing that she has been selected as his running mate and then he adds back when camano was attorney general of course when she was attorney general of california she was closely with bo i watched as they took on the big banks lifted out working people and protected women and kids from abuse i was proud then and i'm proud now to have her as my partner in the campaign so that's joe biden making the announcement just some remarks from him that made on twitter but obviously very. interesting different reaction in stark contrast the reaction we're getting from the republicans and danielle g.o.p. chat woman saying that says extreme positions from raising taxes to abolishing private health insurance to comparing law enforcement officials to the k.k.k. show that left wing mob is controlling joe biden's candidacy just like they would control him as president so that's just a flavor of the reaction that we're getting from the republicans but obviously we
11:52 pm
don't have any reaction just yet from president trump jeff houser is standing by he's obviously monitoring the reaction as well and i suppose these comments from daniel come as no surprise to you that is probably how the trunk campaign is going to frame this decision by joe biden the selection of kemal. the sort of leftist takeover narrative. they were going to use a walk this takeover narrative if you were to accuse like the chairman of goldman sachs i mean that narrative was really written. there you they're going to use the notion that whomever is chosen because they're younger and because joe biden has said that he is going to be a transition candidate which many people have interpreted as a one term. they were going to say that the members chosen was a leftist who was going to be the real person in control the fact that camara

harris is a relatively well known figure who is known to have ron and much more centrist campaign and then either senator warner senator sanders makes the likelihood that that attack will really resonate much less i don't think it's the most likely to be a successful attack but i think overall the message at the campaign has been on for several months is to try to attack by as the as too old to be in charge and that you will instead be in thrall to younger more progressive figures given that they're attacking my heritage we're supporting higher taxes on the rich and more health care for more americans i'm not really sure those are the most winning arguments in the world because i think those are actually relatively popular positions but we'll see what they come out with the next several days we were speaking about joe biden having a lead i think
11:54 pm
a 10 point lead on president trump at the moment. we're only in august so the situation can change but what can we. see on the back foot in touch with everything that's happened what can only expect from trump and in the coming weeks and months leading up to the election. i think we should expect to see a lot of culture war i think the material nature of the economy is bad and does not seem likely to get better in the near future i'm very worried about how coping $1000.00 is going to continue to plague this country especially with the onset of who sees in october right before the election it's obviously really that the lack testing capacity because of a $1000.00 under normal times and all of a sudden the interaction with who's the zen began so i think he needs to run on culture war we've actually seen him tweeting about american football major college football conferences the united states have announced that they will
11:55 pm
not be playing football this fall it's hard to overstate the cultural impact that that on large swaths of this country and why the devastating reminder it is that america unlike western europe in east asia does not have this virus under control but i think trump is going to try to run on blaming a lot of this for telling athletes the should not risk permanent cardiac damage by playing sports century with over 1000 in. i suspect it's going to be a lot of culture war and i think ahmad harris well through no fault of our own find yourself a new element in trunks efforts to radicalize and make it seem like the other the democratic party and the democratic ticket but that effort was going to go on for guard as they said of the identity of the democratic vice president that is that the republican playbook at this point. all right thank you very much jeff house and
11:56 pm
alan fisher is still standing by for us at the white house and i just want to pick up on some of the points that jeff was making that that you know this sort of culture war and you know battle for the soul of the country all these issues around race this is going to continue to play out in the coming months but i think the one thing that no one can ignore is the white house response to the coronavirus and the way this administration has struggled if not completely failed in being able to. save lives and come up with any kind of coherent response. or interestingly enough there's been no reaction from the building behind me donald trump hasn't tweeted oh yeah that's a surprise oh often of we've said that but his campaign has they've already dropped an ad which they think will pick up lots of free media and already highs in certain channels where they're criticizing campbell how this they see that she wants to
11:57 pm
defund the police she wants to raise taxes but she wants to. interfere with health care and is just how is it we're seeing when it comes to health care that really isn't a winning argument for them they obviously had this ready to go in the way that many news organizations including yourself had many many. profiles ready to go or people that could possibly be vice president i've just seen a couple of tweets one from jim clyburn he's an important figure because he's the whip of the democratic party but he gives endorsement to joe biden and so carolina and that was enough to win him so carolina and revive his campaign he thinks that joe biden has picked well and that is the sort of reaction that he's going to get from the black community that this is a big win for them and they think this will help joe biden win in the election in november overall from democrat hasn't been thank you thank you so much appreciate it we're going to bring you more on this story in just
