4:02 pm
alexander lukashenko was declared the winner of the vote his opposition is opponents say was fortunate the country could now face sanctions because of suspected vote rigging a violent crackdown on demonstrators e.u. foreign ministers are expected to meet on friday to discuss what action to take that's go live out of minsk al-jazeera step is there step where are you what's happening. on the i'm here at the rally in that the central. hundreds of women wearing white clothes and waving flowers have been walking around the city center for hours already to show their anger and also they are concerned about the police crackdown that has been happening here for days it's a very different tactic than what we saw in the last couple of nights when the people came out at night protesting not knowing really what to do so there were different parts of the city now this is one group of women as you can see the old
4:03 pm
waving flowers they are also saying stop beating us and they get an enormous response from people around this area who see them there. their horns as a sign of opposition and also they always think people are crying people are really emotional to see this act of defiance because these women are very brave if we consider what violence has been happening in the last couple of nights around 6000 people have been detained already of course they are now also risking arrest but so far police has left them alone. outside a detention center in the city what was happening there very different mood. definitely a fairy emotional also very sad also lots of people crying there they were waiting for news about their loved ones who have been detained very randomly been detained
4:04 pm
just by walking through the city streets that sitting on a bench people were picked up by police and brought to detention centers and then mass nothing was heard from them ever since we've spoken to a very young 17 year old boy who was detained and very badly beaten so that's basically the tactic by police in the last couple of things very very strong be things also shootings with rubber bullets so there is a very strong message cheer for him to govern. to scare people off the streets but this is a yeah this is a very grand act of defiance i would say any security presence that to try to stop this particular demonstration i mean. why is the government clamping down as it is what is it saying about its heavy handed response. to be honest i think the government looked at shanghai is completely confused what to do with this out poor of anger and this opposition force that has reached
4:05 pm
unprecedented heights has never seen such a thing during his 26 years rule and the only answer he has found so far is to crack down on the ferry badly and he's been hitting our whole family women children men everyone has been hit by this so this has created even more anger and we see these women they're not going to accept this so he will need to find another solution there have been talks about negotiations with the opposition but the last comments we got from my present look i shan't go was that he wants to create jobs because he says all these protests protesters are criminals and they simply have nothing else to do stephanie thanks dana reporting live from minsk let's speak to childish is an assistant professor of political science at the massachusetts institute of technology she joins us now live via skype from boston
4:06 pm
what do you make of what's going on in bene risk right now. so main developments as i say are the unprecedented mobilization of the population bellerose has seen some electoral process before but this is by far the largest response so there is widespread feeling in belarus of disillusionment with the regime anger and finally a willingness. to act on it so the situation is still developing it's very difficult to predict how it will go by you know the important things are people going in the streets massive response by the state lights bread internet shutdowns which are meant to stop ordination among the protesters. and even in small regions and villages all around people are going in the street and
4:07 pm
some of the state on factories have organized strikes in response will the heavy handed government crackdown quell these demonstrations will simply galvanize the protesters and bring more of them out onto the streets. my sense is that eventually the correct down will reduce the number of people in the streets but in the long run it probably will backfire because the people are increasingly angry so. you know it's a short round solution that just abolitionists the situation in the long run what about the threats of sanctions will that impact the government and its behavior in any way. so bellamy's has been under sanctions for a very long time. starting 2008 or so or so there have
4:08 pm
been a new round after cost electoral violence in the 2010 elections there's been a round of sanctions myself the sanctions are having a symbolic in fact. they need not necessarily change the behavior of the regime which is already very much isolated from the west or so ready elects economic ties to abroad but i do believe it's an effective measure to signal opposition to the police brutality. and to what is happening in belarus right now even if if it even if sanctions will not have an immediate result for many thanks indeed for the childish that. speaking from boston. now to lebanon where cleanup efforts are continuing with tens of thousands of homes damaged and more than

a dozen schools destroyed by last week's blast to the city's poorest the scale of the devastation is heaping pressure on the country's leaders talks on the way to try to form a new government but politicians have been warned that any foreign aid will be dependent upon change and reform let's go live to beirut now to serious but it's worth is that where are you what's happening. this is the neighborhood of beirut behind me like everywhere else every flaw of every building is glass smushed door smashed in so the far left all the cloud being smashed up there are deco building in the middle destroyed it's very hard to give you an idea of the scale of the damage we hope that the different locations we've shown you since we've been here this last week has give you an indication of how widespread this sort of damage is the challenge now is to
4:10 pm
prioritize where and how to effect and. how to find the funds to do that. rich or poor the beirut explosion didn't discriminate 10 people died in the luxury seaview apartments that overlooked the port and alice assad's house she and her 2 children had left home half an hour before the blast they raced back to find this alice pays a rent fixed in the 1960 s. the common practice here if the landlord can't afford the repairs or release the funds home will probably stay like this. the most important thing is for the kids to have a place to sleep comfortably with food we will not starve but we need our home back businesses too must find the money to rebuild if they think it's worth it. this country was already enjoying an economic crisis after a shortage of foreign currency last year sent its currency into freefall i have to
4:11 pm
go through it if you will be able to put more money into it i don't know we need help not only us. everybody. needs someone. 70000 homes and a so far uncalculated number of businesses were destroyed or damaged when 2750 tons of ammonium nitrate exploded at beirut port last tuesday. a dozen schools also need rebuilding this is the city's oldest the school of the 3 doctors voted this in on the challenges huge an explosion of the scale is exceptional before rebuilding you have to appraise the structure see if everything can hold up sometimes you have to consolidate sometimes you have to destroy to rebuild it so it will take real building expertise. every homeowner every business every institution needs glass and building materials and nearly all of that is imported. so they need

dollars. but their money is locked in inaccessible bank accounts for many here it's effectively stolen by political elite that's been running the country for decades. so the pressure is on the parliament to appoint a new cabinet and a new prime minister and he's been made clear to them that they'll be no international funds for this city's reconstruction unless the parliament approves of a cabinet and a prime minister but he's not dominated by iran back hezbollah and its allies and the french president emanuel has given them until september the 1st to come up with some sort of solution. many thanks indeed i was there has been a smith there reporting live from beirut. this is the news hour from out 0 still to come on the program a historic choice democratic presidential hopeful joe biden names. this as his running mate. an all night curfew 3 days of violence in

a city in eastern sudan leads to heavy restrictions. and in sport back with a win serena williams placed her 1st competitive match in 6 months. at least one person has been killed and several seriously injured in a train derailment in scotland it happened near stonehaven and aberdeen show 1st minister nicola sturgeon has declared a major instance the cause of the drill mount is unclear at the moment but heavy rain caused flooding and travel disruption in the area overnight germany's health minister says that he's skeptical of russia's coronavirus vaccine on tuesday russia became the 1st country in the world to give regulator e approval to a covert 19 vaccine president vladimir putin even said his daughter had received it
4:14 pm
germany's in spawn says the vaccine hasn't been sufficiently sufficiently tested and could be dangerous dominic kane reports now from berlin. mr spann saying that the problem with rushing a vaccine out which hasn't been shown openly to be safe and to be effective against the corona virus is something which he fears he fears could kill off the efficacy of vaccines generally going forward the point they're making therefore is that they need to be able to see the data upon which the russian government has based its assertions that this vaccine is good to go as it were contrast what the german government is saying with what certain other governments are saying a suggestion that the governor of a large state in brazil is going to be in meetings on wednesday with the ambassador the russian ambassador in brazil about what might be able to be done there but even in brazil there are certain senior officials who have expressed grave reservations
4:15 pm
as i say about the haste with which the russian government is proceeding to marketing this vaccine as something that large chunks of society will be able to use any time soon as i say the most important thing here is the germans are being very cautious they themselves have their own research into vaccines they've put a lot of money in into wards but they are saying what needs to be done here is proper peer research and open research where other scientists are able to analyze what the germans have done what anything to victim has done that says it's found a vaccine so that it can be verified and falsified and because they say they haven't been able to do that that explains the the caution with which they are viewing what's going on in moscow. and zimbabwe a prominent journalist and government critic is back in court to ask for bail hopewell. was arrested alongside an opposition politician last month and charged with incitement ahead of anti-government protests president. sorry

has been accused of cracking down on dissent as calls grew for his resignation. speak to a p.s.p. jew who's a senior consultant for the international crisis group the southern african nations good to have you with us so what do you make of what's going on in this case is he likely to get bail having been having it been denied to him in the past. while i was just communicating with some colleagues in zimbabwe about the hearing is ongoing and i understand that the state's case to hold part of the state's case is not being heard in camera in front of the magistrate this is a renewed bella occasion given his previous bad luck the question was refused in the magistrate's court and then that refusal upheld in the high court controversially last week so this is an attempt to say there are new circumstances
4:17 pm
and i hope what you know should be granted well my sense is that he's likely to be granted. with some pretty severe restrictions on his social media and his public communications this will be used by the zimbabwean government to illustrate judicial independence and so forth. they would necessarily expect in the kind of negative feedback that they have received in the last couple of weeks around this case and related matters. i think that this may be an opportunity to to release him now but they may be concerned also about the details that he will provide about fissions inside prison and the concerns about the spread of covert in prison as well so we will hear this so the noon but my sense is that it's like he will be granted this is the government becoming more authoritarian and. does it really care how it treats the country's journalists and political leaders.
4:18 pm
well i think it what we see adrian is is a selective engagement around these issues yes there is some concern in some quarters about external perceptions but only in as much as this interferes with plans around reintegration and so forth we've seen in the last few days south africa stepping up to the plate the african national congress for the 1st time saying how politically that they feel that there's a political crisis with within the government and zanu p.f. roth at the border and these kinds all this kind of messaging is really being responded to in in a very hard nosed way by the zimbabwean government and the ruling party who are hunkering down there and very very defensive. so that shows you that they are sensitive at one level but they're also
4:19 pm
a party in government that have demonstrated in the past a propensity to adopt high risk and sometimes dangerous bylane strategies so i think you know this is a very sensitive time just coming at the time of the statics summit that is running this week not that this issue will be mentioned i'm sure it will be sidestepped completely by the summit but certainly there are real concerns arising about what's going on it's a bump with the african union commission chair says he's worried about the the disproportionate use of force in zimbabwe president when on guard for his from his his pot insists that there there is no crisis merely what he describes as a western backed smear campaign was he mean by that. well we've heard this narrative before mainly in the time that president mugabe was president and certainly for the 1st year of president moment god was. ruled as president this kind of and us the narrative was parked away it was resuscitated following the
4:20 pm
protests and the bile and clamp down in general last year where a number of people were killed many were tortured and beaten in the security round up that that followed that and we've seen this now now unfolding over the last 18 months and getting harder and harder again so it's not new and it shows really it demonstrates that some of the continuity is that we see between the old government and what president managua calls the 2nd republic the new administration and you know this is really worrying see these kind of authoritarian street actions in play but those of us that have been watching for a very long time i'm not particularly surprised by this given the role and the dominance of the security forces and political decision making in zimbabwe really good to talk to you piers many thanks indeed. at least 127

people have been killed in south sudan in fighting between government forces and civilians the army was carrying out an operation to disarm civilians in what upstate when the violence began reports say that on dudes in the greater tonge area sank security forces an investigation is underway and in sudan an all night curfew has been imposed in the eastern city of port sudan after 3 days of violence there medical sources say that at least 25 people have been killed since fighting broke out between members of rival ethnic groups a state of emergency was imposed last year after fighting between the 2 sides more now from al-jazeera morgan in car too. first of all let's look at how this has been unfolding this is not the 1st time we see tribal clashes between the benny amr and the new but tribes it's been going on for years now and has escalated over the past 12 months for the last year we've seen fighting resulting in the deaths of dozens
4:22 pm
and injuries of hundreds we've seen state of emergency impose their will that will eventually lifted but it's kind of gives you an idea of the wider context of not just the eastern part of sudan but really the whole country tribal identities and ethnic identities do play a role in how things unfold on the ground now in fort hood it's a sort of between 2 individuals from of causing tribes from the benyamin and the new but tribes that eventually pulls in members of the same tribe so we've seen the government responding by sending more troops yesterday the prime minister is due to brief the security and defense committee tomorrow to try to figure out a solution and they've called for calm the newly appointed civilian governor has imposed a state curfew in the eastern city so they are trying to mitigate the tribal clashes between the 2 sides but this needs to be addressed as the roots the root causes of this conflict needs to be addressed now those 2 sides as i said have been clashing
4:23 pm
for several years now which has escalated over the past few months no solution no deep rooted solution has been found yet and for many they think that it's an issue of who actually deserves to be imports and who deserves to be identified as part of the east and who is actually somebody who is overstepping on a territory that is not very so a lot of issues right now at stake mostly the issue of ethnic identity and tribal identity and who belongs and who doesn't and it looks like every government does not step in which is something that activists have been called for then this violence will continue. 3 people have died in the indian city of bangalore violence sparked by an allegedly offensive social media post about the prophet muhammad dozens were injured when protesters clashed with police who fired on a crowd facebook post was made by a relative of a local politician. elizabeth broderick reports. the charred remains of a violent protest burnt out vehicles a strewn on the streets of bengal police say that saf to

that as is in the capital colombo and reports that concern is growing over the future of minorities under the new government everyone is trying to. walk this government. in the future the fact that we've had essentially a government that's not had to rely on minority votes for the massive victory is something that is a little bit of a concern because they've proved to the presidential election in november 29th even now at the parliamentary elections that they can pretty much go into lord and. essentially to give them a 2 thirds majority a controlling stake in parliament so how that impacts on the. the mechanism of government takes place in terms of the actual cabinet that's. 8 relatively few minority to represent the very much supporters being included. as to how

inclusive it's going to be or they feel this is dated to be something that will have to wait and see taiwan's president has called on china to use dialogue instead of oppression in hong kong on monday on kong police arrested 10 people including a newspaper and a high profile pro-democracy activist under the new beijing imposed national security law saying when promised the government would support the people of hong kong. thank you they even go once again solemnly calling the beijing authorities that when the people are taking a stand together and fighting for something the government should find ways to resolve disputes instead of oppressing the people and depriving them of freedom and human rights only by having a sincere dialogue with the people of hong kong can dispute speed result in can hong kong society return to come out as is a very and brown in hong kong says that size comments a part of

a wider diplomatic strategy. i think president zine when has been doing her very best to raise her international profile during the past few months of course in january she was reelected for a 2nd term and almost immediately she started weighing in to the situation here in hong kong she's been highly critical of the national security law that's been imposed on hong kong she's even gone so far as to offer sanctuary to people in hong kong who might want to go to taiwan so in a sense president zaya is on a bit of a role right now and she wants to keep that momentum going because calls taiwan is only recognized by 15 countries and this week taiwan had something of a diplomatic coup when the u.s. health secretary visited taipei now he became the most high profile u.s. official to go to taiwan is in decades so zion when is a leader who wants to keep the spotlight shining on her why well of course we have
4:29 pm
the presidential election in the united states in just a few months time and she wants to ensure the taiwan remains a sort of foreign policy priority no matter which candidate is successful in that election and the reason is that of course the united states has a defense pact with taiwan it's obligated to come to taiwan's defense if it's attacked by china and she wants to make sure that no matter who wins will stick to that pledge now the u.k. is currently enjoying if that's the word a bit of a heat wave but don't worry normal service is about to resume it's tell us more make sure we're just have some folks yeah thanks very much and that pretty much sums it up it's been extreme heat of course temperatures getting well up into the thirty's i find we get above about 28 degrees it gets a little bit too close to here we need a good old summer storm to break the heat and we've seen some of that recently lots of clout there across parts of england northern england pushing up into wells or up into scotland in the course we had that durham and unfortunately the northeast

discussion in that. may well have been j.t. one of these severe storms just rumbling away up towards the far north of the u.k. causing a landslide let's believe it was of low pressure currently located just around the bay of biscay southern parts of france northern areas of spain and that's been swirling away that's going to bring our wetter weather as stormy weather could see some huge storms coming in here possibility of some flash flooding some wetter weather grassy coming from but when it does come 3 fastballs kind of break the hates at the moment today is looking at the last hot day 33 celsius in london 35 there for paris and then we'll see that he grew actually just get squeezed a little further east which is we go on through thursday on through friday going on into the weekend i hate getting pushed over towards poland towards the boat states cooler weather more comfortable weather gravity coming back in behind for the here and now we have got those showers making the way across that western side if you are swirling across the northwest as we go through thursday and be back to normal

news out from out of syria the headlines will than 6000 opposition supporters have been detained by the reuss following sunday's disputed presidential election e.u. foreign ministers of the hold an emergency meeting to consider possible sanctions. the german health minister says that russia's russia's corona virus vaccine has not been sufficiently tested and could be dangerous for tuesday russia became the 1st country to give regulate free approval to a covert 19 vaccine. 70000 homes have been left uninhabitable in lebanese capital beirut following last week's explosions tens of thousands of businesses have been damaged or destroyed adding to the country's economic crisis. hardliners in iran's parliament have rejected the president's nominee for trade minister it's the latest setback to ass on rouhani as authority he had named hossein madonnas to bonnie to the position after sacking the previous minister
4:34 pm
early this year conservatives in parliament moved to impeach rouhani the plan was dropped off the supreme leader ayatollah ali how many intervenes let's go live that attack iran to syria's assad bake can that tell us more why have they rejected the president's nobody asset. well this cited a lot of reasons of partly they said that his previous experience in different fields was adequate enough and one parliamentarian actually said that he wasn't strong enough to take on the mafia also in the country now when parliamentarians talk about the mafia in the country they're talking about influential and powerful figures in the country that have control over certain industries such as manufacturing nevertheless it's not been a very good day for president hassan rouhani this is a conservative parliament the most conservative party in the country has seen since the revolution in 198940 mph voted against his appointment and 100 for 4 that
4:35 pm
means that president rouhani would have to go back to parliament and present a different candidate or even the same candidate again for a vote of confidence now president rouhani was expected to turn up at parliament but the krona virus task force advised against it because of the pandemic now some say that's quite convenient considering the treatment foreign minister devolves reef last month that he was repeatedly heckled interrupted and even called a liar that prompted the supreme leader ayatollah khamenei the political and spiritual leader of the country to come out and ask and peace to be respectful and not to insult so we understand that this is very difficult for president hassan rouhani he does face a conservative parliament but there's also plans to impeach his oil minister and interior minister if that happens that will force president rouhani to go back to this parliament and present his government for a vote of confidence all this is taking place while iran is trying to back to the united states at the united nations not to have this arms embargo extended the economy is in great shape the currency is losing value this united states sanctions

4:40 pm
hometown of wilmington delaware in the coming hours it will be their 1st appearance together since by named as vice presidential contender on tuesday and they're expected to host a virtual fundraiser for their campaign i was there as alan fischer joins us now live from washington d.c. a virtual fundraiser alan how's that going to work. well the way that a lot of the campaign events have been working the moment they'll go online they'll get people to join and then the last them to contribute what is interesting is that the biden campaign says that between $4.00 and $5.00 yesterday just after the united front of camelot hardass was made she is going to be the v.p. pick they say they had the best of fundraising that would certainly but against the idea that many republicans have been floating in the morning shows here in the united states and late last night that there is a great deal of enthusiasm for camelot as the v.p. pick and it certainly wouldn't play out on social media where i'm seeing a lot of people are very excited in
4:41 pm
a campaign that really hasn't ignited because of them because really the candidates were not exciting there was no great movement that we saw particularly when you compare it to the republican campaign in 2016 there was no great moment but this was perhaps the biggest standout moment so far when camelot hardass was announced double trump of course he's had his say this morning on twitter he said that campbell has started her presidential campaign pulled about 2 percent and then pulled out said that's the sort of opponent we like to face what is interesting of course is that camelot is has been fundraising she's written about $5000000.00 for the biden campaign she is fairly popular among the democrats and it's also interesting to note that joe biden picked someone who was always going to be near the top of the v.p. picks anyway the fact that she is away. and of color of which they help given that he committed to picking a woman early in the process but she really fits the mold of former v.p.
4:42 pm
candidates you really only go outside the mall when you think you're far behind and don't have a chance of winning geraldine ferraro syria appeal and there are 2 examples of that coming our house doesn't fit into that mold a tall she is what many people would regard as a safe pick and that 55 will certainly help liberals who are looking at joe biden and think you're pretty old me think well could she do the job well speaking diffuse independent voters last night the are certainly reassured that the choice was can't allow us to what extent is is she the catalysts that will set this campaign a light for both sides both campaigns. i'm not entirely sure it's good to campaign to share is that she sets the campaign a light again it's interesting to see what the republicans are seeing and in my twitter feed today back to back there was one who's saying the choice of camelot
4:43 pm
harness will certainly please wall street types that means that will kowtow to china trade deals will be will be abandoned this is a really bad pick for the country and right below it from another senior republican was saying all this is the choice that the anarchists wanted the people who are bringing trouble into a street and it sure is the difficulty that republicans have in framing camelot harness and that's always important to donald trump he was able to frame his primary opponents fairly well why in ted cruz he's tried it with sleepy joe biden it doesn't quite work he's know trying to find a frame where he can attack camelot harness and the republican party still hasn't phoned yet it's august it may well happen but the fact that there are flailing around sure is that they have a problem too with messaging and the fact of those 2 tweets shows that they're not quite sure how to attack camelot. i there so it seems like a good pick for joe biden he will undoubtedly get a bounce in the opinion polls that's what happens when you pick your v.p.
