sunday's disputed presidential election. several in you country see a steep rise in corona virus infections prompting fears of new lock downs and stricter quarantine measures. we begin with a surprise announcement from the u.s. president on a breakthrough peace agreement in the middle east israel and the united arab emirates have agreed to establish full diplomatic relations israel says it will suspend plans to an expanse of the occupied west bank trump says the u.s. helped broker the deal which will see the u.a.e. and israel exchange embassies and invest it is the 2 nations are expected to meet in the coming weeks to sign bilateral agreements. this is a truly historic moment not just the israel jordan peace treaty was signed more
7:02 pm
than 25 years ago or so much progress being made towards peace in the middle east by uniting 2 of america's closest and most capable partners in the region something would say could not be done this deal is a significant step towards building a more peaceful secure and prosperous middle east and we've got our official standing by in washington d.c. but 1st let's go to harry forsett who is in western harry. netanyahu talked a big game in terms of an expression what does israel get out of this. well yes i mean the annexation seemed really to be pretty much a busted flush at least for now at this stage given that there hadn't been the us sign off that to netanyahu said was required there was a an interview he gave to the local media earlier this week in which he said that the annexation issue had dropped down the u.s. agenda so essentially there wasn't going to be an exception it seemed any time soon
7:03 pm
anyway and yet he has been able in this really surprising announcement surprising in many ways not least for the fact that it came in the oval office without any involvement from at least in terms of the vision of it from from either party the u.a.e. or israel or indeed of course the palestinians but what it did do is allow him to say look an extension is on hold as they are they're currently saying it's suspended sources are telling people perhaps to try to mitigate whatever damage this does to the right wing settler supporters of netanyahu saying it suspended but it is still possible at some stage in the future in return for that look what we have a netanyahu is calling this a peace deal he says that this is a historic moment and he is able to say that in return for not pushing ahead with something that looked like it was running out of steam anyway he has this major normalization of ties with a major arab neighbor not something that he has been pushing for many years
7:04 pm
a couple of health warnings though it talks about returning or rather establishing very various things including economic ties flights technology call cooperation telecoms health cooperation and the like and about talks about establishing bilateral embassies it doesn't give any real time scale for that and it's worth noting that in his tweet about this that in fact the leader of the u.a.e. . the agreement was reached. stop for an expiration so he's taking credit for having stopped an exception to continuing and the uni also agreed to corporations and the rude map towards bilateral relationships so that's somewhat less a few sieve than what we've been hearing from both trump and you know and area we are expecting to hear from netanyahu in about an hour's time i believe what are we expecting to come out of that. well i think he will make the absolute most of this
7:05 pm
but he can this is a prime minister who is under huge political pressure here at home both in terms of major protests that is that are happening at least every weekend outside his residence here in west jerusalem he's also of course on trial in 3 separate corruption cases that trial due to start its evidentiary phase in january there have been all sorts of tensions within this fractious coalition he has with his former rival benny gantz and there had been speculation that israel could be heading towards a 4th round of elections in a few months this may well put that off certainly that talk has been ebbing somewhat recently but this is something that he will be able to talk up as he has in the past about his own specific and unrivaled ability to bring major achievements to israel he will doubtless talk about this in terms of his own abilities on that front and this can be a real legacy issue for him if as i say if these details are in doubt and it goes
7:06 pm
well what it risks though is potential loss of support or anger on the far right especially given that annexation seems to have been at least for now the price paid worth noting that $1.00 of his allies in the settler movement the relatively pragmatic mayor of a legal settlement south of jerusalem he was tweeting saying that this is an achievement by benjamin netanyahu because it shows that the settlement issue which has long been held as an obstacle to peace that as long as israel continues to establish and buttress its settlement project in the occupied west bank that that would be an obstacle to progress such as this as far as israel is concerned and progress towards peace and he's saying that netanyahu has demolished that argument thank you that herefore said there from westerners then. and let's go now to allan fisher who joins me now live from. d c for us reaction alan unsurprisingly the u.s.
7:07 pm
president is very presenting this is a major win playing up his role as media. what is interesting is if we roll back a bit you'll remember that in january we had jerry krishna release this peace plan for the middle east we then had israel saying that it was going to annex parts of the occupied west bank we also kellyanne conway senior counsel to the presidency on the driveway and in response to a question from my colleague chris sheridan that the u.s. was going to make an announcement within the next couple of days on that issue which we all assumed and were certainly given indications that the u.s. was going to say to israel go ahead we don't have a problem with it it was then halted it was then put on hold and we were told that there were technical issues that were being discussed by gerry krishna and his team what it would appear is that those technical discussions included discussions with the united arab emirates because in the white house just a very short time ago within the last hour or so donald trump said that this
7:08 pm
process a group they got underway about a year ago or so that would overlap with the release of the peace plan but would also encompass the point where we were told that the white house was on the verge of recognizing the onyx ation so it may well be that the whole thing hinged on whether or not that actually went ahead so israel pulled back from that because of the united arab emirates but maybe perhaps also because of pressure from the white house so this will be called the abraham accord donald trump saying maybe it should be called the donald trump accord but no doubt he was looking for an important foreign policy victory he will get that 7 he thinks it will do it help him in the election the interesting thing is that foreign policy doesn't tend to sway voters one way or the other particularly in the middle of a covert and economic crisis but he will have the movement here at the white house we're told in the next couple of weeks ago still to. the announced one the leaders of the united arab emirates and israel will be here probably on the south lawn
7:09 pm
cause of when bill clinton invited the leaders of the palestinians and the israeli prime ministers to say in the court there but they will be on the south lawn where they will sign the abraham accord which will formalize relations between these 2 countries i think that alan fischer there live from washington d.c. . well a prominent member of the palestinian liberation organization has responded to the move on dr ashar way said israel was rewarded for not openly declaring what it's been doing to palestine u.a.e. has now revealed its secret dealings with israel please don't do us a favor we're nobody's fig leaf. well a formal reaction i believe we have our correspondent need it for him on the phone from ramallah needed one other reaction have we had from the palestinian camp so far. so the pulse opinion that 'd those office or the palestinian government
7:10 pm
is not big so far about this but we have been speaking with bells been in officials over the past few weeks namely because that they that was announced by the israeli government to go forward with is on the with its annexation was in july and. palestinian officials have told those that they're worried that israel will be rewarded for suspending lines of annexing parts of the occupied west bank which is illegal under international law and 1st time i assume that this is the feeling now that israel has been through war that's not for ending it's a continuous military occupation of the west bank including east jerusalem and indeed of gaza but but they've been they're being 9 rewarded for just not moving forward with this step that this considered illegal under international law now if you want to talk about the palestinian street there has been no faith in
7:11 pm
the attic regimes for so long for so many years when we talk to paul thing is they feel that they've been left alone in the dark fighting israel by that every scene however they still feel that the arab nations 9 in the arab world people are still supporting their paws but that the out of regimes i haven't been doing much to support them so it does indeed seem here is it is a big disappointment by many palestinians and we'll be waiting to hear for more palestinian officials we'll see what reaction they might have on this move. ok thank you then need a friend there live from ramallah ok let's cross out to our senior political analyst mark on the show who is in london now on despite how this is being presented by the u.s. even if this is not about peace in the middle east can you explain that for us you
7:12 pm
absolutely look on the one time. mike what we've heard earlier do you he is not a neighbor or is is not absolute what is right it was not for a war israel not a single iraq be or that israel is over there are not involved in any conflict and this has been going on for 3 years implicitly meaning daily and israel i've been agreeing that relations commercial relations diplomatic relations intelligence gathering religious also court behind the scenes and in so many ways if you remember back in the process exceeds about 70 robinson i mean i was boasting of 5 people calling the decision. to have all known about this the more modernization that we are without the as good i mean we're not make for peace i think what memory is today what it could make or who are if this is part of
7:13 pm
the u.s. is raby going to start would you eat the right angle that is meant to run your arm if not in the battlefield in some form or another so this is part of the new circuit to try and go that is probably would be to escalation rather than to be that's one month on the 2nd hand and i think this is probably the most. so the entire idea of annexation was not and you are right we are moving in the sense that he would not even being there but i do you think people get messages he hears of the imams this is part of the charm deed of the century so the ideal is for an accent or senior and is part of trumps that of the century so horrid out for the american person to rewarm a day you worried who are normalizing relations in order for israel for spot the next nation makes actually no sense in the sense that it was up to on this route no
7:14 pm
you cannot and actually i am because this is not exactly what my peace plan steps or something. and that's why the palestinians and just people in some social 'd media since we bought you know the main circle then is the once in arms here ition of this year calling it betrayal a stab in the back. of the palestinian people because as i said earlier not much of a piece is going to happen to the european israel as much as they would be listen see on the back of the palestinian right because never in the last 3040 years 5678 years have israel being more aggressive in its illegal settlements and it's the structure i've been reaching across that you know one's interests are pressuring the penicillins and it's raids now on pennsylvania downs and cities so is the war israel has aggressive spiegel word to it by and kind of country for full
7:15 pm
diplomatic and economic relations which is that the nation well. my one you sort of hinted at it there but when donald trump spoke he said he expects other countries to follow the u.a.e. as lee what do you think. well 2nd innocent of countries including so if you're to be reinserted it might be you know another. we call that experimental balloons meaning so yet it will not jump in on the whole number of other countries jumping in and that's why we see the likes of the egyptian president the dictator. and c.c. company men think they unit steps and you can see that i think maybe next on the lights and by the way this is not the 1st time or since the last 25 years like the american press and sent it up into the likes of all mine even improve the relations
7:16 pm
with inside we've been open consulates when things weren't going what is in the peace process and israel was one ruling from tennessee and all your point purpose the new lands but when it starts and start cracking under the post of yours again after 2000 the real issues were severed to get so just at the moment when israel is most aggressive if you were a bit like this one who never heard the war but it when probably happened more of it with the likes of bahrain wherever perhaps it's going to happen before the elections or not because as i said earlier this is a good thing for truck or even we'll use it as a good thing as a peacemaker or sort having and arab israelis i'm using the white house were always there whether it be in the arena populations a lot as were parking lot you didn't want to policy at this level probably don't they will no importance to the results of the american elections so all in all this
7:17 pm
is more of a circus operations but it is in a way a stab activists in. thanks. alice them i want to share live in london. let's bring in a former ambassador to iraq chris hale from st petersburg in the u.s. state of florida thank you for your time sir so what do you make of this news israel and the u.a.e. have agreed to normalize diplomatic relations israel has agreed to suspend addicks ation plans what's your reaction as well i'm assuming i think most americans myself included would regard this is good news i think i'll punch it beats yeah a little careful about the fact there u.a.e. is a special situation on the arab world and it will not necessarily lead to you know other such deals as the as president suggests president that's not so much of a bender in chief as he is a architecture of chief so it's quite understandable that he's going to be
7:18 pm
marketing this agreement it's as if it was the 1st such agreement in world in story that he's had very very few are ours that if experience this is the sort of clear is he still trying to kick out who's to go see a ship or korea as far as that you know but nobody else does so i think it's understandable that he's looking to take a bow that the us are turning to the substance of the agreement is obviously much to be learned but israel you decree to suspend their antics a should a palestinian lamb that's banner that they're continuing with the annexation but it of course as your previous speaker suggests that there's a long way to go or of any way shape or form the story about state rights there are so it's not of the normal accomplishments that want to be you but as we often say
7:19 pm
to diplomacy it could have been worse. you're a former ambassador to iraq what do you see as the potential regional implications of this terror in the middle east. well i think. you know of course mom had been signed up there's always been a bit of a a loner he doesn't necessarily do what other people tell him to do oddly from the a key question will be out the saudis are were guarding their sleep do they see this as some kind of process building momentum i think if you're at a rocky you're simply trying to get through the day try to figure out what your next book is whether it's energy production etc so i don't think this is a is it anything that's going to affect now in iraq looks out at every minute that it sits between it's weight israel obama general and
7:20 pm
u.a.e. so i think it's it's very specific to you and he i think it's very questionable whether it will have replicating effects but it's certainly understandable that president from his right now making about about hour after dark perhaps thinking a victory lap as well because he's had very few successes he's dealing with a coronavirus situation that both public health officials believe is on the brink of big out of control frankly from the u.s. public's point of view looking out of the election coming up what november 3rd president drought does not appear to be there but you're already choice of that election so he is rambling as much as he can the market some good news of course the palestinians see this says as israel being rewarded for choosing to at least wait to make a move which has been deemed illegal under international law addicks ation what
7:21 pm
does israel get out of this so was this just a case of enough pressure being put on israel by the united states. well again we'll have to see the details but certainly u.a.e. while i was a very small population is not to be trifled with economically and israel and u.a.e. it add up relations of the past growing relations in the past that some of this is kind of a consolidation of that it certainly helps to yahoo and tried to say look israel i'm essential to this political or regional equation so it's very much an incident for us and i think most israelis and perhaps many young american observers would see themselves a successful leveraging. that many people had concerns about that is the x. a ship or the it can't be the annexation of palestinian lands so it looks to many people that israel has that and says stuck to its positions and has somehow warded
7:22 pm
for being top out as the palestinian state that suggests this is no way something that solves any of their problems and i don't think the trumpet ministration has shown any real diplomatic capacity with all due respect to those people gathered around president trump in the oval office at our go it reminded me as someone who's worked at asia it reminded me of seeing a north korean leader surrounded by his aides telling him how great he is it's rather appalling i think for many americans to see this and i think trumps the a lot is a real uphill struggle to show that he has mastered any of the elements of the europe in particular poor policy thank you so much for your analysis fair former ambassador to iraq chris hill. thank you. well egyptian president

a big movement here growing despite this crackdown and everyone is wondering proto government is going to react to this. several countries across europe are reporting a surge in corona virus infections france is saying its highest number of cases since restrictions were in may in spain the government says there are 675 active outbreaks of germany has its highest increased increase of cases in 3 months that mccain has more now from the early. here in germany there's a great deal of concern about the way that these new infections are manifesting themselves because the mantra for ministers has been that it is people coming back from high risk areas tourists who travel to other parts of europe and unwittingly brought the infection back with them and yet actually paradoxically the majority of new infections taking place in germany take place inside germany elsewhere in those countries france the new infection rate is twice as large as it is in germany and

certainly you see in cities the capital city for example in paris where the requirement for mask wearing is back in place but also separately the organizers of the paris marathon the marathon event which would normally attract many tens of thousands of entrants well they weren't planning to have to stage the event until november and already they've said that cannot take place and then of course in spain you see several regions there where the flare up of corona continues apace and from the german perspective looking at spring we know that the german government has said that there are 3 regions where it is highly advising its citizens its residents tourists from germany not to go there where there will be the need for some form of quarantine when they come back or indeed a negative test. the philippines is planning to start clinical trials of a russian coronavirus vaccine president roderigo deterred he wants the test to start as soon as october and hopes to be inoculated himself by making the

hi i'm steve clemons and i have a question with less than 3 months left to the u.s. elections what do americans really want let's get to the bottom line. in less than 90 days americans are going to decide whether president trump or his democratic challenger joe biden will run the country for the next 4 years even though most polls put biden ahead especially in the crucial swing states it's risky business to predict which way the race will go and there are a lot of black swans or what i call unexpected events that can happen between now and then to get a closer look at the pulse of the american people these days we turn to someone.
