4:07 pm
away many belorussians have overcome their fears for teams of national not as diverse as we want our country to develop and not to stay at a dead end it. will stay here until our dictator is overthrown and happiness comes to our country more and more joining the spontaneous protest after they were beaten and chased off the streets at night protesting during the day a new strategy that seems so confused. why look might have been able to silence ban of russians for many years this time they're going to have to stone him for 23 times to them. dramatic scenes detention centers but i can report now that old son you saw earlier ilya has been released overnight with light injuries but serious enough to be brought to the hospital the genie is definitely out of the bottle here in belarus where this is going to lead to nobody knows but the kind of

sky has just released another statement saying she is ready to discuss a transitional government as she calls it with the authorities she sat based on the figures study opposition has they have won with 60 to 70 percent of the vote but so far has not offered any dialogue with the opposition so meanwhile pressure will definitely still go up on him steadfast and now with all the latest from belarus as capital minsk thank you very much that well that situation in belarus is one of the topics that's being discussed at the e.u. foreign ministers meeting for more on that we can now speak to me of baka who is in london for us there has already been open talk of sanctions here. we're waiting to see exactly how long it could be before any kind of punitive measures are leveled against minsk by the european union it could be a few weeks despite the fact that the orthorexic symbol of research released
4:09 pm
thousands of protesters who were. basically captured off the streets of jerusalem in the last few days despite the fact also a leading official in butler russo's issued a rare apology talk of sanctions are looming against the authorities are sort of on the lam the president of the european commission has called for those sanctions to be introduced immediately we know that austria and germany are also backing immediate sanctions and at least 9 other countries are discussing drawing up a blank list of names within the country who may well face possible asset freezes or travel bans to the e.u. the czech republic poland latvia lithuania estonia and denmark are also calling for officials responsible for giving alexander look at shango this result 80 percent of the vote for them to be slapped with peanuts of measures as well but according to
4:10 pm
the austrian foreign minister who's been speaking a little earlier in the day he doesn't think that any of this will happen today it could be several weeks as i mentioned if that is the case that still pretty quick for the e.u. need to stay with me because those even foreign ministers will also be addressing a standoff between greece and turkey now both of those countries claim waters in the eastern mediterranean greece says i'm correct has started searching for oil and gas and its water has now switzerland has offered to mediate the conflict to try to diffuse some of those tensions charlie and reports. beneath these waters in the eastern mediterranean lies a growing source of conflict on monday turkish warships entered territory that both greece and turkey claim as their own escorting a ship carrying out seismic surveys on the sea bed searching for oil and gas on wednesday greece's prime minister issued a stark warning. in response to turkey's deployment of its

fleet we have also put our armed forces on alert i'm confident that all greeks have the same absolute trust in the capabilities of our armed forces as i do at the same time though we remain in absolute political and operational readiness we are also mobilizing our diplomacy notifying our friendly nations and alerting our allies and partners we are not alone in this effort one of those analyze is france who sent in 2 fighter jets and this naval warship to sail alongside greek forces but turkey is plowing ahead with plans to issue gas exploration and drilling licenses in the disputed region within weeks this shows the exclusive economic zone to greece turkey and cyprus as defined by the united nations it accords greece 71 percent of the aegean sea and turkey 8.8 percent but this is how turkey redraws the same map
4:12 pm
claiming much of greece's waters as its own and this is the area where turkey has started looking for oil within itself to find waters but that infringes on greece's maritime territory according to the e.u. and the un. turkey did postpone exploration last month following a truce brokered by germany but when athens signed a new maritime deal with egypt last week ankara vowed to defend its interests are looking to resume putin in haakon that gives him is your greece attitude in the aegean and the mediterranean is malicious we don't have to zines on anyone's rights but we won't let any country take away our rights e.u. foreign ministers are hoping to resolve the standoff through dialogue at the emergency summit greece stated that it is ready to sit on the table and discuss with delegate and all relevant parties in the region as long as all the meat dairy presence in the region is withdrawn you cannot. diplomatic discussions where you

mabel baseless branding exam their very small geographic. although the 2 sides seem on a collision course they say they share a desire for dialogue and diplomacy. out of their. money this was the entire reason this imagine see meeting was called is there a realistic hope of a kind of resolution today. what we heard there in charlie angelus report there is an appetite for dialogue and appetite for discussion but it's looking very much like a gunship diplomacy at the moment given how much military hardware is currently present in the region of course the french have sent navy vessels including a frigate they said 2 fighter jets as well to cyprus turkey obviously has naval vessels warships in the region protecting its survey ship the greek military on high alert is one of the being reports in the greek media of greek submarines
4:14 pm
actually being scramble to the region to keep a close eye on what turkey is up to adding to all of that we've heard from the greek foreign minister met traverse earlier this morning he's accused. from solve 'd stirring up the situation those accuse the e.u. of pampering greece by immediately coming to greece's a come what may. on top of the there is as a suggested an appetite for for talks the indication coming from turkey is that switzerland may well play the role of mediator we wait to see what e.u. foreign ministers say later whether they are even discussing the possibility of punitive measures against turkey or indeed whether they will accept the possibility of a diplomatic solution to this very soon neve bar there across that e.u. meeting for us from london thanks very much and well we can now also speak to lawrence brennan he is a retired u.s. navy captain and an expert on international maritime law at fordham law school and
4:15 pm
he joins us now via skype from new york lawrence this appears to be a very complex legal situation in both sides laying claim to overlapping areas what's the basis for those claims. the basis is the 1982 u.n. law of the sea convention and interesting way the right to exclusive economic zones is a product of the convention and is understood to be in giving states certain sovereign rights but not sovereignty and may not extend those beyond 200 nautical miles from the end of the territorial sea there's some confusion as to the exact line but it creates rights in economic sources for coastal states or nearby coastal states and of course as you say there are many overlapping conflicting sources turkey's not a party and has rejected the law of the sea convention so the basis of its claim for
4:16 pm
an easy easy right is questionable it doesn't recognize a law many nations most of the nations involved are of the signatories or parties to the law of the sea convention and have the right to go forward there's no single forum that forces people to do what is right it's not like civil or criminal law where 2 parties disagree they can bring their dispute to a judge who will encourage them to resolve it or will force them to resolve it we've seen this problem in asia between the people's republic of china and the philippines arbitration award in favor the philippines ignored essentially but talked about by the people's republic of china. as well over a posting that just over a week ago creased at the stale with age it says set up the maritimes oh and how is that affected things here. it's probably a bit of an overreach it's it's hard when you have the. customary international law
4:17 pm
or. or a treaty of a multinational treaty to have 2 nations for example the way turkey and libya as well as greece and egypt have decided to carve up warriors and rights that affect more than those 2 nations if it were simply a boundary line as occurs often between adjacent states say the united states and it or if symbol for foreign ministers in diplomats to sit down and say ok this is where the line is going to big now but when you affect rights of multiple states and only 2 or 3 parties talk about it it's not a global resolution and. oh yes greece and turkey on nato allies but we have now also seen fronts joining and grace and naval activity and that area could all of this be divisive a nation would you think. oh it's a terrible problem again for nato it's not the 1st time in greece have had disputes and we know the cyprus story which is part of the discussions that we need to
4:18 pm
address here but the nato ministers need to work together a particularly under article 5 to prevent disputes rising as forces gather together there's always the inevitable possibility however remote that there can be an accidental. act of violence or loss and the closer the ships get together the close of the airplanes get together the higher the probability these are professionals they're well trained well managed well led well disciplined forces but that doesn't mean something can't go wrong and the the historic story we all know in the u.s. navy is during the cuban quarantine in the cuban missile crisis 1962 there was almost an inevitable accident involving u.s. and soviet forces which would have changed the results to a much more horrible ending than what crew shifted president kennedy to go she did november $1062.00. and we'll be watching this situation attack in case very closely
4:19 pm
indeed here on out of there thank you for being with us and our unspent on an international maritime you know access 22 in 5 thank you for and thank you for inviting me. well there's plenty more ahead for you this news hour including we visit a hospital in beirut so badly damaged and last week's explosion it's still not operational . class why the treatment of so-called comfort when then during world war 2 is still a thorny issue south korea and japan. and the williams sisters go head to head in preparation for the u.s. open joe will tell you just who came out on top. turkey as president is also threatening to suspend ties with the united arab emirates he's angry about a deal between israel and the u.a.e. to normalize relations u.s. president on all trying to help to broker that deal as poss of that agreement
4:20 pm
israel will suspend but not scrap plans to annex palestinian territory palestinians say it's a betrayal to their cause alan fischer reports from washington. it was perhaps unusual that the president of the united states would announce a treaty between 2 other countries but that's what happened in new york law office . truly historic moment the president said talks over the past year that brought what will be new in as the abraham a court to be signed by the united arab emirates and israel at the white house in the coming weeks this deal is a significant step towards building a more peaceful secure and prosperous middle east i do cite the u.s. ambassador to israel and his son in law a senior adviser terry cush know his middle east peace plan was released in january but he played a key role in this new a court i would like to say to the people of the region muslims jews christians that this does give hope that the problems of the past do not condemn you to
4:21 pm
a future with a conflict there is a lot of hope and a lot of potential and this will benefit you and this will also benefit people here in america as. of the accord israel will suspend but not cancel plans to annex part of the occupied west bank speaking to al-jazeera mustafa barghouti said if there was a peace deal it should have been with the palestinians this. is nothing but a stab in the back of the palestinian. israeli prime minister benjamin netanyahu had earlier cheered the coronavirus task force meeting of his government but left abruptly telling those present you'll soon find out why but while speaking in jerusalem he will be aware he may leak political support domestically for shelving an existing plants. little additional interim president trump put the an exaggeration into his peace plan those who criticize me
4:22 pm
should know i said time and again that an exaggeration only be made in accordance with the united states without that it is worthless and it will damage the settlements so there have been discussions of various levels between the u.a.e. and israel for years it seems now each was preparing the ground for this announcement from the official twitter account of the u.a.e. leader mohammed bin ziad a simple statement during a call with president trump and prime minister netanyahu an agreement was reached to stop further is really an exception of palestinian territories the u.a.e. and israel also agree to cooperation and setting your roadmap towards establishing a bilateral relationship the idea is that both leaders will visit the white house in coming weeks to sign the deal with donald trump center stage he obviously believes that this will help in the run up to the presidential election in november but rarely are american elections this cited by events abroad particularly during a public health and financial crisis. at the white house all
4:23 pm
palestinians and occupied east jerusalem have been protesting that agreement they gathered in the courtyard of the oxen mosque after friday prayers as you can see some of them trampled on pictures of abu dhabi's crown prince mohammed bin ziad and the emirates the flag well we can now speak to our correspondent harry force and he joins us live from west jerusalem harry friday prayers of often become a flashpoint for protests can you give us a sense of the mood there today. yes well i think this was a major protest but it was an expression of anger and repudiation of the u.s. part in carrying out this deal with israel which obviously is something that goes in contravention of the minutes you would hear to at least publicly if not in the background policy having a resolution in the israeli palestinian conflict well as ation with other arab states there was this protest at the al aqsa mosque compound there was
4:24 pm
a smaller protest as well in hebron in the south of the occupied west bank but the the real pushback against it has as i was reporting come from the palestinian leadership itself saying that this is a betrayal. a stab in the back of palestinians according to some senior officials and they say that the u.a.e. should never have gone along with this. perspective what they're saying is that they have acted in a way which is rescued me occupied west bank from threat of imminent an extension of at least 30 percent of it and that is the that the prize that they have won from israel that seem very differently of course in ramallah which is where the policy leadership is headquartered they see this is israel gaining something very dominant valuable merely from not having done anything not having sacrificed any land not having given any major concessions it's all to the palestinians and harry from the
4:25 pm
israeli side netanyahu is calculus here tell you very much based on domestic issues too has it been received in israel. yes it's been received broadly very warmly through most of the israeli political spectrum it has been supported by the opposition leader pete it's been supported by his partners in this pretty fractious coalition who only found out benny gantz the prime minister and the defense minister gabi ashkenazi want to start and he found out very shortly before it was announced this was all happening in the background the people who'd been opposed to it been crying betrayal on the israeli side of the right wing settlers who say that netanyahu sold them down the river by promising an exaggeration and then giving it up now he says obviously that he hasn't given it up that it's still on the table however it would be very difficult to maintain that kind of language in that kind of tone if you also wants to have the u.a.e. continue to cooperate i mean it's it's hard to see are the u.a.e. would shine up to
4:26 pm
a lot of things if i was to bang me on extension drum quite so and as you said he requires us corporations to carry it out and there's no sign that the us is interested in isolation while they're trying to come to me in this deal herefore sit there live from leicester iceland with all the latest thank you harry on attending to the coronavirus pandemic and new zealand has extended a lockdown and it's a larger city as all authorities try to contain in new outbreak that restrictions in oakland keeping non-essential workers at home have been extended by 12 days the rest of the country will be on a lower level for that same period of testing and contact tracing up both being ramped up to 30 cases were detected this week investigators are trying to find out how the virus rematch after more than 3 months with no end in locally transmitted infections. in keeping with our precautionary approach and new zealand's philosophy of going had in going. today cabinet has agreed to
4:27 pm
maintain our current see things for an additional 12 days bringing us to a full 2 weeks in total all michael baker is a professor of public health at the university of the tabor and a member of the advisory group for the government's covert response he says investigators are looking into several possible sources for this outbreak the outbreak occurred in the community which is obviously a red flag if you don't know the source the most likely source of course is people in one of the managed team facilities and we still have thousands of new zealanders coming back to the country and some of them are infected there how in these facilities for 14 days quarantine and tasted and there's a reasonable chance that the virus escaped from there were some creatures biosecurity and started this outbreak we have to look for alternative sources that
4:28 pm
may be coming from a seaport or could be coming from a flight crew for example who have somehow avoided the usual cautions i mean this is one of the challenges of elimination as a strategy is with very well in tombs of health we've got the lowest code mortality in the o.e.c.d. and the economy has just been very well and i think part of the elimination approach is you have to manage our brands and the government is pursuing this outbreak control theory aggressively just as we did we need eliminated the pindi a mic in match which took and 2 months to get rid of the virus so this is part of the elimination approach and we hope to be back on track again in a few weeks. well across the tasman a scathing report has criticised health officials in a strain for their role in allowing infected passengers to get off a cruise ship in sydney and march $120.00 of the 2700 passengers with sick when
4:29 pm
they left the really princess helping to spread $1000.00 across the country and beyond a public inquiry says inexcusable mistakes were made including the failure to get prompt test results and became a strain is the single biggest source of infection with 20 deaths directly linked to the ship. it is now time for the weather and jenny it seems the heat in europe's now been replaced with rain yes i mean it's still quite warm but not as hot as it was but yes of course it never just cools down and is nice and sunny is it we will find so as you go rain showers i can show you on the satellite we have got some good case skies as well really through much of southern europe across the med certainly through the eastern end but you can see quite a lot of cloud as been spilling in across the central areas and the northwest in the last few hours that is say it's nice and warm sunny across areas of italy as the animals in this finding so the zookeepers do all they can to cool them down all sorts of cold treats they go to a watermelon that they freeze for the mic cats and that is just to put it out they
