a very euphoric atmosphere i have to say earlier in the day when there was a one minute silence for the victims there were a lot of tears people crying holding. making a peace sign so very remarkable scenes here today again in minsk where protests are not stopping and only growing bigger and start when we were talking about these protests on friday you were telling us that there seems to be a significant change in the way the security forces are approaching this are we seeing any difference today. yet the protestors are just really demonstrating there's no police there are no security forces around for the last 48 hours i have to say yesterday friday when the people were marching towards the independence square there was some military in front of the government house but they were to their shields which led to
6:05 pm
remarkable scenes with women hawking them there were some riot police also standing by and there were also. reports about trucks military trucks moving into the city but so far they haven't shown themselves despite the fact that some people here have been trying to create rumors that everyone needs to be very careful because riot police any minute we haven't seen a sign of them and it has led to this atmosphere of freedom that people haven't felt here for decades. some live for us in minsk when i was we were mentioning earlier on the president of president look at shanghai had made a phone call to vladimir putin in russia. is a visiting senior fellow at king's college london she says despite being traditional allies putin has been cautious not to take sides in the situation but. puts him as very smart he is careful he was the 2nd lead the whole congratulated on

trying to keep their doors open they can't be collateral damage for the administration more concerned with suppressing the vote than suppressing a virus. i did joe castro's live for us from the u.s. state of maryland let's talk about these letters which are being sent out 1st what is in the mom what's the impact told the. police are essentially warnings from the u.s. postal service delivered to $46.00 states plus the district of columbia that say that these mail in ballots are in jeopardy because the postal service cannot guarantee that they would be delivered in time to be counted it's certainly of great concern as the presidential elections are happening in just 80 days from today and in these letters directed to various states that it's requesting these states to move up the deadline for voters to request those mail in ballots and for voters to return them in the mail however that would require many of these days to
6:10 pm
change their laws in a sense now with such few days remaining that would be an in possibility so many are seeing this happen and of course the u.s. postal service is a branch of the federal government and people are wondering whether of this is part of president trump with his very public battle against mail in voting he has said repeatedly without evidence that it could lead to massive fraud and we just heard him earlier this week brazenly admit that he wanted to withhold funding from the postal service to deny its ability to expand services and make sure those ballots are mailed in and counted though he did walk back those statements on friday and as you said he himself is planning to cast a mail in ballot in the upcoming primary in florida but many are looking at this is just the latest development in what some are seeing as president trumps attempt to sabotage the mail in ballot process heidi why is this so much focus in all of this
6:11 pm
on the man at the top of the postal service. well there he is part of what people are saying is this and intend to sabotage the mail in ballots because the postal the postmaster louis to joy is a republican fundraiser who was appointed to the top post by president trump in may and since he's taken the helm of the postal service we've seen a series of controversial reforms that joyce says is to save money but in its impact has been slower mail delivery because workers are allowed to work fewer hours so lawmakers of both parties have said that these reforms may be damaging to the postal services ability to develop to deliver ballots on time and we just saw a parent leave the post service concert confirming that itself in these letters in these warnings made out mailed out to states today was how does your cost to live for us in the mirror and heidi thank you very much indeed let's talk to steve
6:12 pm
clemons he's the host of al-jazeera is the bottom line he's also editor at large for the hill the online political website he's joining us by skype from chester sonne in maryland steve good to have you with us as always to the regular world looking from the outside it does look like president john busy century saying malan votes might mean i don't get reelected therefore i'm going to strangle funding for mail in votes how is the accurate and how is that playing out in the u.s. . well i have to say that the way people around the world are looking at it at it it's very similar to the way people inside the united states are looking at it you know i think what president trump is doing is it as you pointed out already has already kind of pointed a finger at mail in ballots and said that this process could be rife with fraud there's no. broad experience with that in the united states as you said the president himself by mail in ballots but he's creating a pretext so even if the post office works very hard with crippling conditions and
6:13 pm
the president and now the new postmaster general trying to removing the equipment and machinery and the sorting machines that might help them succeed around the time of elections even if that were all to happen the president has already created in his mind enough doubt about the process and we've already seen medicine not getting to people on time checked being held up and slowdowns in mail delivery all over the united states as things are even right now you know 2 and a half months before the election so he's creating a pretext that he may be able to use after the election to say this was fraudulent is this having any residence with a voters in the u.s. are people actually picking up on these duds and beginning to distrust some in the mail in process. right it's the biggest story in the united states and i think states are trying right now to communicate with their voters and and anticipating
6:14 pm
this you know i have requested my mail in ballot but but trying to send them in as early as possible so a bulk of americans who who are going to decide to vote by mail in ballot if they mail that ballot in 15 days 10 days before the election then those ballots substantively will not have a problem and you're already seeing a lot of chatter on news this is the top story in the united states right now so so there's a lot of awareness about it but i don't think that even if the post office does a very good job of people send in their ballots early i don't think it's going to keep the president from saying that this was a wobbly and project and process so we need to keep those 2 tracks separate one track is can the post office do its job and the other track is even if the post office does see and efficiently and appropriately managing these mail in ballots does the president then communicate that he trusts this process and that's highly
6:15 pm
doubtful steve do you get an impression that people in the u.s. are changing the way that they are seeing the election that they are less likely not to to trust the results of their likes and as a result of these seeds of doubt that are being sewn. i think there's a collapse of trusts broadly in america right now in government in these institutions in the white house in congress i think that those that are opponents of. president trump are going to turn out at polls ringback and are going to turn out at mail in ballots and those that support president trump are going to support him enormously if the election would help some are 0 even republican pollsters and fox pollsters believe that joe biden would win fairly overwhelmingly with more than $300.00 electoral college votes but as we get closer to the election we see
6:16 pm
a lot of similarities between donald trump's numbers and what hillary clinton's numbers were and the similarities to where where joe biden is so i think that if you if you had a situation in which. trump loses i think that his base is going to erupt and think it was fraudulent if donald trump wins i think you're going to see much of the rest of the country argue that that election was stolen so to your point yes i think there's going to be doubt on both sides and i think when you add to that that these mail in ballots are likely to create conditions where we don't know the winner the night of november 3rd as we typically do that's going to add fuel to the fire always good to get your thoughts steve clemons we appreciate it thank you very much indeed thank you robert. but more ahead on the news hour including i'm wayne hale in bangkok where protests design preparing to escalate their campaign to try to force the government out and reform the highest institution in thailand's. had

to announce the demands on stage is wanted by police however i have mixed feelings i'm glad that i've started a conversation i think that i'm playing a crucial role in this movement but at the same time i feel bad because we've been suppressed for far too long and many people have been too afraid to speak up so far protests by royalist groups have been small but given the strong language from the students they could grow in the meantime they're choosing to lay complaints with police but it people have the right to protest but you have to do it correctly you have to follow the rules and the laws are not criticized the monarchy that criticism and questioning the role of the royal family has increased since the death in 2016 of king a do new day who reigned for 70 years his son king know what you are long gone spends most of his time in europe but has strengthened his position amending the constitution and taking full control of palace assets since 932 thailand has been

6:34 pm
this vaccine. i think not very much is the short answer to that question but there seems to be a lot of smoke and mirrors with this kind of press release debut anyway because it does look like from what i've read that they are going into additional trials and just licensing kind of the use for some front line responders in highly vulnerable populations which is still very problematic for a backseat that has not been there only tested but also seems to be deployed very differently than what's being sort of celebrated and lauded from the press releases and the announcements being made as we were just talking about there's a lot of nationalism a lot of pride and there's also a lot of money involved in this is nationalism and profit getting in the way of safety you know at this point for the major players and for the really the vaccines that i'm really keeping a closer eye on such as the oxford vaccine the moderna vaccine and others that really have the potential to be produced at scale you know as of yet i'm not seeing that now that is something that obviously we need to keep
6:35 pm
a close eye on but there are a lot of moves a lot of licensing agreements recently announced with the serum institute in india the gates foundation has also been contributing to make sure that there are lots purchased or a license in a way so that it can p. produced in lower cost environments and have more global of alle ability so i do think in the broader perspective and for the vaccines it will most likely be available at the scale that we need globally and there are measures being made to help ensure that there is more equity in that distribution but that doesn't mean we should take our eye off of this because there's always the potential for it to slip towards the wealthier countries or those with more purchasing power yet the equity of distribution is something of course as we just mentioned that the world health organization is very concerned about that even if the richer countries manage to to corner the market essentially that still doesn't mean that they are at any less of a risk because as the w.h.o. says the poorer a country which doesn't have the vaccine is still going to be open to the infection and may well spread it from there. and i think that's a really important point right with any pandemic it's
6:36 pm
a global pandemic it's impacting globally it's not impacting a single nation and so in addition to just the the spread of infection itself you also need to trade with these countries that would still be battling a pandemic and and the global economy would still be suffering even if there are brighter spots with less infection in nations but it's also important to note that these vaccines these 1st batches of vaccines may also not be at the high levels of efficacy that we're used to seeing in vaccines in the u.s. the f.d.a. the federal drug administration is willing to approve vaccines as low as 50 percent effectiveness now that'll give us leaps and bounds in terms of extending the impact of our social distancing policies masks things like that it will be a big help but it won't in another itself be a solution or an exit strategy to this pandemic so we do need to continue to think of this holistically even when a vaccine does come on the horizon that is available in many countries around the world there is a suspicion of vaccines in a suspicion of injections particularly vaccination programs which are government

sponsored if this doesn't work if a vaccine is rolled out and it either simply doesn't work at all or it has significant side effects what do you think the impact is going to be on the later attempts to roll out a more effective vaccine. and this is why the sort of announcement of vaccines before they're through their safety trials and efficiency trials are so incredibly dangerous because it feeds that cynicism and it feeds that suspicion and rolling out a vaccine that that doesn't work that is said to work or rolling out a vaccine that is dangerous it could severely undermined the ability to have any widespread vaccination policies in the future just like a much really good to get your thoughts on this we appreciate your time so thank you very much indeed thank you glad to be here. india has seen another record in daily corona virus infections and confirmed more than $65000.00 cases despite that the prime minister praised the country's handling of the outbreak now under modi said almost $1.00 trillion dollars will be injected into infrastructure projects to
