9:00 pm
you. know if you don't like and it's my job to light on how and why. in the world. this is a news hour on al-jazeera hello i'm fully back to go live from a world headquarters in doha coming up in the next 60 minutes the german hospital treating prominent critic alexei navalny says there is evidence he was poisoned but his life isn't in danger. the u.s. republicans formally nominate donald trump as their 2020 presidential candidate their convention has kicked off in north carolina. i count for. yourself

voting to scold all 51 instant people their only crime your arse off their. relatives and survivors recount the horror of last year's massacre at 2 mosques in new zealand prosecutors say the white supremacist gunmen planned to cause maximum carnage and hundreds of thousands of families displaced by weeks of tarantula rains and flash flooding in the yemen. homecoming for european football's champion. but it's not a big welcoming party for god in munich fans are told to keep their distance because of coronavirus.
9:02 pm
thank you very much for joining us doctors in germany say tests results indicate that russian opposition leader alexei was poisoned chancellor angela merkel has called on moscow to identify the perpetrators and hold them accountable of any remains in an induced coma after being transferred to berlin from a hospital in siberia on saturday doctors say they found no poison in his system the long time opponent of president vladimir putin fell on thursday a colleague say all he had to drink was a cup of tea while we'll have reaction from russia in just a moment alexandra so-on of edgecomb fries standing by in moscow but for us we go to a dummy cain in berlin so doctors in germany saying he was poisoned tell us more about what they have said and what is his current condition. mr current condition is that he remains in
9:03 pm
a coma and induced coma to help protect him in his fragile state the doctors who've been treating him now since saturday morning say they no longer believe they don't believe that his life is threatened from this condition however they say that the extent of his ordeal is such that they cannot guarantee that he will recover fully why because the toxin the poison that they have found in his system is one that works on the motor neuron reflexes of the human body reflexes that control muscles the lungs and fight. particular substance they have. state specific which particular agent is in his system however it belongs to a family of chemicals that have very few civilian therapeutic applications perhaps in so far as the treatment of dementia is concerned or of out simon's disease but
9:04 pm
of course that has never been suggested as something that mr novelli suffers from the other applications of what is in his system well pesticides and in nerve agents that's to say chemical weapons so very clearly what's in his system should not be then the question is how it got there in the 1st place right dominic the german government has been very cautious about directly blaming russia but chancellor merkel has been speaking about madonna's condition and calling on russia to investigate. yes it's very clear the german government in the form of angle americal the chancellor and her foreign minister colleagues that the social democrats both of them issuing a joint statement in which they say that in their words now that it is clear that samina valley was poisoned they have called upon the or in russia to investigate this case to find out who was responsible for this scenario and for that those
9:05 pm
people to be brought to account to be brought to justice in their words but it's clear they are not specifically accusing anybody inside the russian government of any degree of complicity in this affair it's more nuanced than that contrast that with what is being said by other politicians in the european union wanting government to occupy a senior role in brussels one such being the belgian member of the european parliament who's post some pretty stinging questions about what he believes in what he is alleging is complicity between the doctors who treated the 1st in. siberian city of arms and the russian government of course there's no proof of the allegations that he has made and that perhaps explains why there's more nuance in watch the german government has said in the form of the miracle mass statement
9:06 pm
thank you for that dominic kane with the latest there from berlin well let's just remind you of what the doctors who initially treated in russia said about his condition early on monday take a listen. we were treating the patient and we saved him there wasn't and couldn't have been any outside influence on the patient's treatment of us was almost. the diagnosis of poisoning remained until the end of the day until at 12 if i'm not mistaken we received a final conclusion from 2 laboratories that no toxic chemicals that can be considered poisons or by products of poisons were found. as ring in journalism alexandra so janowicz gone in moscow for us what are the reactions alexandra in russia to the news from germany and doctors there saying that he was indeed poisoned. well look just came in is a reaction from the regional minister of health of the arms they're actually
9:07 pm
sticking basically to their story what they're saying is that we didn't have clinical symptoms that they're characteristic of intoxication with the current there is inhibitors what they're also saying is they did best for that the end found nothing but one of the doctors that was flown in from moscow to health treatment to help determine what is what is wrong with him what happened to him also says that he didn't hear anything new from from germany what he says is that they also from the start started getting up shopping till now buying meat that they also thought that might be a what is that now the diagnosis of the german doctors but they moved from there since a lab results came negative on the forcible toxins that it caused these states so what he's also pointing out is that look also german labs didn't find that specific royson like 4 hours did and on the other hand the finest family the russian
9:08 pm
opposition in general is saying we were telling you from the start this was poisoning what you were suspecting now is for firm known german clinic and what they now want is a thorough investigation which was promised by the president of russia spokesperson meet with the support he said that if these assumptions of poisoning were confirmed then there will be a thorough investigation of course this also rises numerous questions as to how the lab results negative into russian laboratories a word they testing for the proper toxins that cause the data and there is a lot of speculation of how that would have happened as well as of who is behind this and the russian opposition is quite quick to door to blame the your forty's though some of them whilst been very direct saying. finger at bolton our secret service says the others are taking
9:09 pm
a more gentle approach of saying the government thank you for that alexandra so janowicz country i live there in moscow well let's not discuss this further with bharat. senior clinical lecturer at the university of except as medical school is via skype from bath thank you so much for being with us so doctors at brilliance charity hospital saying that natalee was suffering from intoxication by a substance from the group of coli nests or as inhibitors what are they and other dangerous. thank you so these are often chemicals that are found in the insecticides industry so they're often used as an agricultural insecticide they used to basically act as nerve agents against insects and kill them for crops and crop protection so when administered to a human either through injection all to skin location. what they do is going to
9:10 pm
block nerve transmitters they block the receptive ears and then as a result you get cancer difficulty of transmitting signals and you can end up with for example are very high temperature your muscles going to spiral and you go into a coma and you can become very ill and you remain very ill until that chemical is hopefully biodegraded and removed and new research has made it in your body as you heard the russian doctors who initially treated in a valley said he wasn't poisoned but i understand that poisoning by these. inhibitors is easy to diagnose how could they have missis. it depends on the panel look drugs that they were looking for we have to also understand that this is in russia and the princes and happened in russia so it depends on how a seriously you were looking for would you find it. if parnell of what we were
9:11 pm
called by a lot of products of that age and not necessarily look for that agent but breakdown products of that agent and it is easy to do but it depends on how hard you look for it but what about the specific such sen's that would have been used to poison him they're not saying the german doctors what the substances but i understand that they're also found in pesticides and chemical warfare nerve agents including sarin and know the chalk which was used in the $2818.00 attack on the x. russian spies scrape up yes indeed so these are all organophosphates that we allude to and it is difficult often to identify the exact substance but what you can do is you piece together what that substance could have been by looking at the breakdown products that you can identify in the year in in the low sample and in tissue samples and putting all that together you may sometimes not always sometimes be
9:12 pm
able to say it was this organophosphate this insecticide that was in use not only is still in an induced coma in berlin but the german doctors are saying that his life is not in danger what could be the long term effects bill to his health. well there are several one ranging from a complete recovery to a recovery with some disorder and there is a whole range so it's very difficult to tell but what is very important is that treatment be given as soon as possible to reduce the harm that may come from this nerve agent that has been administered soul i hope that no one even read the full recovery but that is not guaranteed thank you so much for talking to us about this thank you very much for your insights. plenty more ahead on this sound as air news
9:13 pm
hour including west african leaders are in mani trying to solve it school crisis why have a live update on all the latest. buzz fears some of the biggest wildfires in california's history could be about to get even worse we'll have a live report and the japanese driver who is soaking up more success after the indy 500 meter has the action coming up later in sports. first donald trump has been formally nominated as the republican candidate for november's election national convention gets under way the president is dealing with a country in crisis but he's staying in the on the offensive. if you want to really drive him crazy you see 124 years.
9:14 pm
we caught them doing some really bad things in 2016 let's see what happens we caught him doing some really bad things we have to be very careful because they're trying it again with this whole 80000000 mail in ballots that they're working on. sending them out to people that didn't ask for it in english the use gave them and it's not fair and it's not right. well as a president attends the republican national convention black live matter demonstrations are continuing in a number of u.s. cities including charlotte north carolina where the convention is being held thousands protested also in wisconsin after a black man was seriously injured after being shot in the back by police 7 times and the state of california on the u.s. west coast says experiencing some of its largest ever wildfires are expected to grow with more lightning strikes forecast across the state and on the other side of
9:15 pm
the country parts of louisiana have been evacuated as a state braces to be hit by 2 tropical storms at the same time and on the political front the head of the u.s. postal service is appearing in front of another congressional committee knew it a joy is again being grilled on the delivery of postal votes and for the 1st time is secretary of state will address a republican convention from outside the u.s. michael bell is currently in israel promoting the u.s. brokered deal between israel and the united arab emirates to normalise tie us live to alan fischer at the white house for is so alan let's start with what's happening in north carolina the president was due to appear later but he's made his speech already after being formally nominated tell us 1st about what he said and what we can expect over the next 4 days. well that's quite a list of all that's going on in the united states don't trump only touched on a few things giving his perhaps an idea of what he's going to cover this convention
9:16 pm
speech which of course is and thursday we are told that he will make an appearance every single night of the conventional though he might not speak someone very wise remark to me is donald trump he may well do that tonight he's going to meet with 1st responders people who are on the front line of the covert crisis he talked about how the obama campaign spied on his campaign a 2016 that's not entirely true one of his campaign workers was be surveilled by the f.b.i. because. the convinced a court had reason to do so he talked about the possibility of meal and fraud and how the democrats were planning to steal the election of course there's no evidence that that is actually or it's happening something acknowledged by his chief of staff he told a vote it talked about that he's built the more successful economy in the united states the current and employment rate is 10 percent he says that in the 1st 10 months in this 2nd administration he will create 10000000 new jobs and
9:17 pm
interestingly enough he talked about how the stock market was doing incredibly well but of course most economists will tell you the stock market is not the economy and then to top it all off he said that bernie sanders had had a rough deal from the democrats and many of his supporters should vote for him because these here are some common themes that will make some republicans essentially facepalm because for the last week throughout the democratic national convention we heard the mantra that if you vote for biden you get bernie that he had been co-opted by a far left agenda pushed by bernie sanders and here is the president of the united states who says he doesn't want the united states become a socialist country seeing that there are many touchstones in what bernie sanders wants and what he has been delivering thank you for that alan fischer live at the white house well let's discuss the republican national convention for the now where . every public and strategist and founder of republican women for biden she joins us via skype from west virginia thank you so much raina for being with us on
9:18 pm
al-jazeera so the slogan for the convention is trump 2020 the g.o.p. convention this really is a turn convention isn't it more so than the republican convention. indeed it's you know the reflective of a party that's been completely made over by this president and this rallying cry for another 4 years to be strong i believe is that for and i we are going to hear the most passionate ardent supporters of this president we're going to hear loyalists who come from his campaign era people from different pockets of the country who dealt with so many different things ranging from having family members killed by isis or by illegal immigrant i think this republican party what they're trying to reflect is the strongest image possible and a party that should be entrusted with another 4 years because of the success of this one man but what successes can he really point to. well i struggle with that and that's why i say you know my vote is it strictly for joe
9:19 pm
biden this time i've had no problem with god i'm not doing an independent i'm not writing in it's going to be a vote for joe biden because i believe that donald trump has been a threat to our republic and these few years what we've seen is a great erosion of our public institutions and that was already happening so much of what people who do not like this president will say is that i already felt that some of this was happening what i feel is that the the piece has been accelerated by this president because he undermines our institutions every day he is helping with the people mistrusting their government he's causing more of that i have no faith in my federal government because they didn't handle the pandemic response on our shores well so that's that's what i think we're going to hear these next 4 days are exaggerations and likely flat out lies as well about this president and what he's done in office and already today we've heard something a bit surprising in his speech earlier in north carolina he made an appeal as holland reported that to bernie sanders voters but he said all along that voting
9:20 pm
for biden would mean voting for bernie and the radical left what's changed. well now they're all under one tent and so that's the argument he's trying to say they're all together in this they're all against me and guess what most of their party is run by the far left and i don't think that could be further than the truth i think what we feel in this ticket in the bind here is ticket is 2 very strong moderate that have a track record of that and this is simply a he said she said type of situation that the president has been using since he was a campaigner and you know what we've seen is that people do take in birds where it leaves a strong base and now it's a shrinking base but include strong base and so one thing i know this convention will do will rally their support i certainly though that. it will follow historical trends which are bumps in fund raising after convention these are meant to rally the base so let's let's be honest about what we'll hear next week this week excuse me comparison to last week
9:21 pm
a very stark contrast right early start and he's also say today that if he loses the election he will only lose in action rather if it's rigged without again providing any evidence and this is almost turning into a campaign strategy would same for him how wary should the democrats be about this . extremely so because when you haven't got the ball in your head and you're trying to get a back injury and it's a tougher situation that they are in they are really going to have an uphill battle these next 75 days in trying to prove to the american public that the guard should be changed and you know this is it seems on its face a very simple proposition the american people but not many american people are plugged in like many of our who work inside the beltway the mid atlantic elite have been a bit accused of controlling things and so i think what we see from the rural areas of this country is a rebellion against the status quo and career politician about the narrative i
9:22 pm
expect as well that will be pushed these next few days thank you so much for talking to us we appreciate your time. joining us safe from west virginia is a republican strategist thank you for your time well democrats are concerned about ongoing attack on mail in voting and they've been questioning the head of the u.s. postal service on capitol hill noida joy has a child is being asked by a house committee whether his changes will delay the delivery of post obama as the president has said many in voting will calls voter fraud without providing evidence is voted by mail himself in the race in florida primary while there was a tense exchange earlier with jim cooper who was a democrat take a listen do your mail delays trumps campaign goal of hurting the post office as stated in his tweets are your mail i'm lazy i'm not listen campaign contributions types a question i'm here i'm here to represent the postal service has nothing to do with
9:23 pm
my actions have to do with improvement is a postal service mr joyce is your backup plan to be pardoned like roger stone. at a fool you have 2 seconds to answer the question i have no comments on. castro's live for us on capitol hill joins us now live on the newshour a tense exchange has the postmaster general heidi said anything different before the senate panel then what he said to house members area. well he has doubled down on his his willingness not to reinstate any of the machinery or the post box offices that have already been removed under his tenure of course in the last few months since he's become postmaster general there have been reports of mail delays across the country in the midst of this pandemic that coupled with the upcoming election as we know with
9:24 pm
a majority of americans likely to be voting by mail many for the 1st time that's what's raising these concerns from democrats and if the postmaster general double back to back appearances on congress was meant to appease any of those concerns well despite his vows that each ballot will be delivered and counted on time before these congressional panels despite making those promises it appears that democrats are not assured at all that that will be happening thank you for that heidi castro with the latest from capitol hill. by u.s. democratic presidential candidate joe biden says they must be an immediate investigation after the latest police shooting of a black man. officers a scene shooting jacob lake 7 times in the back he's in serious condition in hospital and overnight curfew was imposed in in wisconsin where this incident
9:25 pm
happened and john hendren is in can no show for us he joins us now live. it's absolutely shocking what we see in that video john tell us more 1st about what happened. well in the moments before that 20 seconds or so of video that went viral over the past 24 hours jake blake was reportedly responding to a fight he had parked his car he had his 3 children in the back seat it was a little after 5 pm local time and according to his lawyer and family members he'd gotten out of that car there were a couple of women who were fighting on the street and he was trying to break up that fight that's what we're told by people who know him but what that's where the video picks up at some point the police were there also responding to that fight and they want to know around his car and apparently had been calling for him to
9:26 pm
stop he did not do so and as he entered the car you can see one police officer hold his back and then one who officers fired 7 shots into his back and that's what put him in the hospital and since then we have had condemnations from the governor of wisconsin tony even as he says this must be investigated he said. they want he wants action of the officials who have failed to recognize the racism in our state and country for far too long joe biden as well has called for a complete investigation but what happened after that incident where things got a little rough here you can see right over my shoulder there's a square just a few minutes ago there were a group of black live matter protesters holding up signs supportive cars were honking as police arrived in riot gear things went south if you look over my left shoulder you can see a garbage truck that had been put out here to block this square that had been lit
9:27 pm
on fire and things went downhill from there into the night and this is coming of course as containing protests across the u.s. following the police killing of george floyd in minneapolis back in may now we niketan see more protests in u.s. cities as a result of this latest shooting in wisconsin. very much so there is a rally planned in that square right behind me in just a few hours actually about 4 and a half hours that will be the next protests that we know of we're also only about an hour and 15 minutes drive from the city of chicago where there's a large black lives matter movement milwaukee is another city that is not far away from here so we enjoy expect some people to come here some of them just to see the scenes but other to come out in protests and there this is another viral incident
9:28 pm
we've had the george floyd incident in minneapolis and jacob blake's name is likely to join the list of unarmed black men is girlfriend has told us that he was on armed who have been shot by police in this case he is still alive at this time but we do expect this to continue that sort of viral uprising we've seen a loss the united states where hundreds sometimes thousands of people are protesting city by city the question is will there be confrontations here tonight because we also expect the police to be out in riot gear and we're noticing that store owners are boarding up all of their windows and doors because they expect things to get worse here thank you for that john john hendren with the san from wisconsin and still ahead on this al-jazeera news hour the u.s. state of louisiana braces for threats from not one but 2 tropical storms we'll have the very nascent. and new counted new come on change from a not freakin

stuttering failing come back again for a couple days thursday and friday. no for the showers a building into nice clumps now which tend to produce local flooding in nigeria and i think in both i get to choose day to be further west towards booking the faster and then they go offshore into the atlantic and you see the orange shows you the depths indicate the depths of the showers and therefore the potential even for flash flooding in africa south of all this as winter chugs on you get those winter fronts going to off the cape but they've gone through so much more to come i don't think but in cape time you might see a shower or 2. after years of overgrazing the damage caused to the precious grasslands of chile is being reversed with one of the world's biggest ever conservation projects. they're pretty emblematic of the patagonians out if their plan to fall and they're calm like this

you're watching the news hour on al-jazeera with me for a reminder of our top stories the berlin hospital treating russian opposition leader alexei and of army says test results indicate he was poisoned it says his life is not in danger but he cannot rule out any long term effects of ami was flown to germany from a siberian hospital in an induced coma on saturday. the republican party has formally renominated donald trump as its candidate for november's election the u.s. president has made a surprise early arrival at the party's convention in charlotte north carolina. and to the us again way to tropical storms are posing a back to back threat to the state of new tropical storm marco is to make landfall later on monday and the governor says water won't have time to recede before
9:33 pm
tropical storm laura and that's currently passing over the caribbean it's already responsible for 11 deaths a and a gallagher joins us now live from miami and andy i think you're starting to feel the 1st effects there of that storm bringing us up to speed with the natives then the situation right now. well we potentially got in a residential situation where there was going to be to hurricanes in the gulf of mexico potentially getting the same thought of louisiana at the same time that's not going to happen now tropical storm bako it is to be weakening all the time it's about to start in boxing the coast of louisiana slowly moving west towards texas so i got a few months ago right now what meteorologists are really concerned about particularly here at the national hurricane center in miami is tropical storm laura which is the south coast of cuba right now these are the effects with feeling here in miami now as that storm breaks away from cuba against the wall wart of the gulf of mexico it
9:34 pm
is then expected to get fueled up while back water potentially becoming a doctor very long i've got to read to some folks saying it may even become a got degree 3 when it hits the chrome slide so why between houston and new orleans the european model at the moment is it going to galveston going which is a very low lying area but of course both houston and new orleans are very susceptible to these kinds of arcade so authorities have declared states of emergency various counties are warned people to hunker down but now but it's lower that people are really keeping a close eye on yeah head and the potential risk of double trouble especially from from nora tell us about the preparations under way for to and elsewhere where this . norm is right he said. well obviously the prime demick is making everything up a bit more complicated but what the authorities in louisiana reject you saying is you don't worry too much about tropical storm marco the problem is as marco skirts
9:35 pm
across our probes slides louisiana and texas florida may come in and do that double in part 3 which is talking about now it all depends how long the lower state things are in the gulf of mexico the longer it stays out the more they could get power to become even more powerful because rocks westward towards texas that could be trouble for the people in that state because lower may very well pick up a great deal of speed if i were you know to louisiana as a category 2 but again spell trouble for either of these states at the moment the code of uncertainty is very wide and they're talking about in quite some time on cheese day perhaps into wednesday thank you very much for that gallagher live there from a very rainy miami and a very different picture on the other side of the u.s. on the west coast 77 people have died as wildfires continue to rage in northern california these are some live pictures there from northern california hundreds of

thousands of people are under evacuation orders and authorities have renewed their warnings for people who've already left their homes to stay away 5 find is expect the fires to get worse with more lightning storms forecast rob reynolds joins us from los angeles now with the natives are authorities expecting the fires to get worse today rob because of the forecast tell us about the current situation. well fully all across northern california thousands of people are packing up whatever they can as fast as they can and getting out fleeing from these raging wildfires which have scorched so much of that part of the state there are 2 dozen major fires including 2 of the largest that california has ever recorded burning in the san francisco bay area in the wine country of northern california and along the coast near santa cruz proximately 200000 people have either been told
9:37 pm
to evacuate or have actually fled already as you mentioned there been a number of deaths that may increase unfortunately some 800 homes have been destroyed and tens and tens of thousands of hectares of land have been scorched the l n you lightning complex fire which is in napa and sonoma and 3 other counties in northern california is now declared 22 percent contained by the state's fire agency cal fire but the outlook for the next couple of days as you mentioned is not very good there are more of these dry thunderstorms an unusual weather phenomenon spawned when thunderstorms form the precipitation that falls from them the rain actually evaporates before it ever hits the ground but lightning does hit the ground and can spark many fires there been more than 10000 lightning strikes over
