1:02 pm
crisis is calling it the last chance for lebanon system my call is making his 2nd visit since a catastrophic explosion at beirut sports that killed almost 200 people and left hundreds of thousands homeless has been at the center of international efforts to press for reforms and tackle corruption in levanon and our. before the french president landed on monday former diplomat mustafa was named as nonce new prime minister let's go live to al-jazeera xina harder in beirut for us so the 2nd visit by michael in less than a month saina the 1st time he went down and met with the people i talked to people what's planned for today and how easy being welcomed this time around. yes the 2nd visit in less than a month mccall really projecting influence and power the political message is we are the main power brokers in this country
1:03 pm
a very symbolic visit as well because mccrone chose the date of his return september 1 which coincides with the 100th anniversary of the creation of the greater state of lebanon that was announced by french mandate authorities back in 1928 france of course being the former colonial power the french minister is now on board that aircraft carrier behind us he's been meeting and children presented as well as the united nations this morning in fact the treaty to mark lebanon's nationhood last night he met a singer who needed a unifying figure in this country all that before sitting down with a politician he is expected to meet the president in the coming hour or so so the message from across is we will push for radical change in this country not many believe him you said that people welcomed him in the streets last night a few protesters told him that you are accepting the political class to create
1:04 pm
a new government we want a new system of government we want the ruling class belief how we're all together but no course response is these are elected leaders what do you want us to do but i think the crown is making it very very clear and the next 3 months if the political class there's not an act much needed reforms then they face this. threat of sanctions and zaina how the lebanese reacting to the appointment of this new prime minister mustafa are they hopeful that he could be the one to bring about change. mixed reactions as well it came as a surprise his name just appeared really literally from nowhere on on sunday night which led many to believe 11 on that this was part of an international deal because the public believes it takes months sometimes for them to agree on the candidate acceptable to all some are hopeful that the international community has now stepped
1:05 pm
in applying more pressure on the political class to enact change others will tell you the political class really has no it has little choice but to reform the system but to fight corruption because it makes so they won't get billions of dollars of aid to save the economy and what's the use of ruling a country that is in total collapse but others believe that those in power will not give up easily and this is just a matter of wasting time because they link it to the outside or regional rivalries between the u.s. and and iran yes mccraw has now positioned himself as a mediator because france's influence has waned in lebanon on what who holds influence that's the u.s. and iran some across saying i can mediate between these 2 powers so many lebanese will tell you our country is yet again an international playground thank you for that xena hard line for a say in beirut when let's discuss this further now with. a researcher at the lebanese center for policy studies he's via skype from beirut thank you very much
1:06 pm
mr alcott for being with us on al-jazeera we heard the president mccoy issue almost an alternate i'm asking lebanese politicians to come to a political understanding to pass through sweeping reforms and hold state cases of corruption and mismanagement how difficult of a task is that going to be for them. yeah i think intentions of president are coming to of the political class implemented reforms are genuine but i think they're also out of touch with the realities of the lebanese political arena i mean we've seen how the nature of this extend power sharing system and the interests of the political class have made it really impossible to implement the kinds of structural reforms that we need right now in concert and the magnitude of the crisis so it's so long that had been so very light unlikely to happen consider how much it would harm the entrance of the political class and their ability to reproduce their power going forward but this is a political cause that is under extreme international pressure today do you think
1:07 pm
that's not going to be enough fulfill for them to consider changing and perhaps also i mean what do you think would be the new government a new government and the reforms that the new prime minister could a notch that would lead him to have a successful attempt. yeah it does seem like it's some ultimatum right now and this is the final opportunity as are the political cost of possibly forms but regardless of what this new government will look like when it's formed and we know it that it's a while for them to agree on government so as long as there is no political will by parliament and by the political process of will so on they say those reforms that would honestly down the line or use them very much and push them out if. they want tough and so while the stakes are very high they've been high for a while now and it's yet to be seen whether they're willing to take this but all indications and history and dictates that this will not happen let's talk about france's on a bit more here and michael says france can taint
1:08 pm
a few in lebanon's political affairs and he has rejected the idea of reviving the french mandate but at the same time france seems to be undertaking a major role here that there are the main power brokers in this crisis how do you think other regional powers i.e.e.e. ronn who've also been so involved in the lebanese political scene will be viewing all this is there a risk in what will they allow france to be so deeply involved in lebanon on the 6 . well as you said there are a lot of different stakeholders and international players and beginning in the lebanese political arena for a while and the actions of present them to micro are clearly very new you know colonial and nature there's a clear power dynamic there and there's a clear sense of putting pressure on the somebody who's followed just like the other players on the region whether from the west or from the iranian and russian camp all of these the friend regional and international players of the front entrance and lebanon and none of them really have the soul and just of the lebanese
1:09 pm
people and mind there are other flatbeds that they consider even if my phone presents himself as this popular savior of the lebanese people we all realize that they have ulterior entrance and they have their own on and shows that they consider and they're all made many of them but the biggest political cost so all of these things are they keep in mind but as long as this international presence there and their finances pushing towards implementation of the structural forms that's relatively a good thing but there's also the bigger picture to keep in mind and also the kind of unrealistic expectations from the political class that believe that they are still able to get us out of this crisis that they've created really in the political transition up where away from the same politicians and as long as they enter national community is not pushing them that direction they are not serving the interests of the lebanese people thank you so much for talking to us now deem and kak from the lebanese center for policy studies live there from game which we appreciate your time. thank you for having me. in other world news china has warned

times which is the english language newspaper of the global times and the headline is about india saying that indian troops have made an illegal crossing in the area and quite aggressive editorial in this paper today on tuesday saying that india should. withdraw its troops to to make sure that these tensions are escalating saying that china will not hesitate to protect its sovereignty and will do everything to repel india and attacks if there is any agitation made by new delhi and also saying that india should be under no illusion that the chinese military is not willing and ready to take on india that china india simply nor much for the chinese side and according to the global timetables undertaken a survey of its readers saying the boss majority of chinese leaders say that they're tired of what it's called hostile behavior from the indian side and that 90 percent would support military action should the chinese government think about it
1:12 pm
is fair to do so but of course there's also been an acknowledgement from china that media is also a very important neighbor a lot of trade is done with india and they would like to maintain peace and analysts say india and china have been conducting talks for the last few months for every week almost but these talks seem to have been very limited in the amount of progress they've been able to achieve so far well let's get the view from india and speak to our josh defense analyst joins us via skype thank you very much mr shapiro for being with us on al-jazeera so conflicting claims from both sides once again can you tell us 1st what you know is happening right now at the line of actual control. well in broad starting from the beginning of may chinese troops started crossing the line of that true control it's called the elysee for short into indian territory and occupying indian territory the indian

troops were not in their positions because been taking over 19 precautions and had been pulled back from the border. suffice to say that china and india then entered a sort of dialogue process to negotiate a chinese withdrawal but since then the chinese have been talking but only in receiving further and further into india and its new points of interest as well so there's a certain sort of build up that has been carried out from the indian military side as well brought on me that now boys. constructing each other on the border it's an extremely volatile and dangerous situation out there but china does not seem prepared to redraw from indian terror 3 and instead it is accusing the indian side of aggression which is a bit ironic considering that china has 5 times the size of india right would india north regression against china so that's the situation stands today you talked
1:14 pm
about a build up of indian troops and they have indeed been reports that india has been sending troops into the dock why is india sending reinforcements into the region now how big are these reinforcements and to what and is india preparing for something bigger for an escalation. look there are an estimated 35240000 chinese troops remains do along the line of actual control some of them have crossed and doing the interior 3 an occupy positions there already but over the last 3 months india have built up forces a matching number. india as well following has been well positioned to take on any chinese aggression that might manifest itself in the future but that's the position as of now who times out there in large numbers they are their equal numbers and from the indian side it's been made clear by the political leadership as well as by
1:15 pm
the army chief of the indian army that anybody in rest by the chinese will be met with force they have been negotiating in china for almost 2 months now why is this escalation happening now this latest one anyway and what would be the spock us far as india is concerned you talked about some $35000.00 indian troops in the region right now is their willingness to deescalate a war are they on a war footing. oh well by all accounts the indian side is the extremely key not only escalating it is not keen on taking on a country 5 times side in the military contest it is a gauge didn't talks it has been engaged in dos and sort of both in good placement do you with. reach during that dialogue group says between the military and be the political and diplomatic levels as well india has been trying to sort of a range of mutual deescalation the disengagement and have gotten back to their

respective sides of the border but by all accounts china is not too willing to do that it is willing to talk but it has same time its good been using its hostile and aggressive stance and that is what it's causing the new site to build up and be prepared for any sort of escalation of the situation by china thank you very much for talking to us mr. is a defense analyst joining us from india thank you for your time now syria's government says it's no closer to finding out why one of its citizens has been detained in china chiang a works as a television presenter for the state on channel c g t n she's not been charged by she's been held under what is called residential surveillance the australian embassy was able to speak with chang through a video link last week this comes at a time of growing tension between china and australia over the coronavirus pandemic a delegation led by the czech republic's opposition is in taiwan for

violence along the border with gaza the deal was brokered by qatar and this comes as people in gaza continue to struggle under severe coronavirus restrictions a ban on fuel deliveries and lengthy power cuts as bring in harry fawcett live for us in west jerusalem how to tell us for us what the terms of this deal are between israel and hamas. well essentially there are 2 phases to it from what we're hearing from the homicide israel is traditionally much more tight lipped about this kind of thing but what we're hearing is that the situation from before the escalation which is seen in century balloons and some rocket fire and israeli air strikes coming the other way so we will see a full extension back to 15 nautical miles of the fishing zone inside gaza although the coded lockdown means that currently fischman aren't allowed to move and go out into the sea we will see the cargo deliveries restored they have been reduced to
1:19 pm
just humanitarian goods such as food and medicine and crucially a restoration of fuel deliveries for the sole power station inside gaza valid been lying idle for some 2 weeks it's due to restart later on on tuesday as that diesel fuel comes in again the electricity situation had been really bad some 3 to 4 hours per day or at least for the majority of the day. to go back to something like 8 hours on 8 hours off but the situation in terms of humanitarian straits inside gaza is exceptionally bad at the moment with nearly 300 active cases of community transmitted coded 19 and a lockdown throughout the gaza strip so can we then expect this tale to stick hag. well i think to a large extent that depends on the 2nd half of the deal which is not just about
1:20 pm
what is currently being relaxed again but what hamas says that israel has promised to it in terms of allowing for major infrastructure investment to take place things such as desalination plant a sewage treatment plant an industrial zone crucially things which will allow for job creation inside gaza with unemployment at around 50 percent and some 55 percent of people living below the poverty line that is what hamas has been deeply concerned about and says that israel hasn't made good at good on rather from previous such agreements in the past there will be qatari money coming in in the short term $7000000.00 for people who've been affected by coded $10000000.00 for the $100.00 per family payments for the poorest families inside gaza and a further $10000000.00 for this fuel that is coming in now to help restore some of the electricity situation but there is some upset on social media from people who
1:21 pm
are saying look what was the point of this escalation of all we're doing is going back to the situation before the escalation happened so there are people are talking about maybe a month worth of quiet well we see how things pan out in this longer term demands from hamas and if they aren't made good on then potentially we might be back in the same cycle we've seen so many times before thank you for that harry foster live for us in jerusalem. israel's prime minister has invited a delegation from the united arab emirates to visit that's after the 1st flight by israel's national airline which landed in abu dhabi on monday the eyepiece on board included a white house adviser jared cushion or a u.s. brokered deal for relations between israel and the u.a.e. was announced 3 weeks ago now in his 1st reaction to the deal iran's supreme leader ayatollah ali hominy called it a betrayal to muslim nations and one that won't last he went on to accuse the

worsened inequality between the sexes is chief antone a terrorist says women are more likely to have insecure jobs and be earning and saving us during this time of terror says women are playing a disproportionate role responding to the virus in roles such as frontline health workers and home care is women's unpaid care work has increased significantly as a result of school closures and the increased needs of older people and the un chief raise concerns that the pandemic has led to a shop increase in violence against women and girls many of forced to knock down at home with their male abuses while support services are disrupted. brokenness loss may take years even generations to recover you know from the of all of us. that went did it go halves leave school they will never return they really as the girls around the world got out of school there are a lot of reports of an increase in tillage pregnancies in some countries each of

these issues is a crisis we look around best speak to heidi's talking about this she's director of the gender violence and health center at the london school of hygiene and tropical medicine and she's via skype from munich in germany heidi thank you so much for being with us on al-jazeera so the un chief there warning that gender inequality is getting worse because of the coronavirus pandemic tell us more for us about the areas where women have been more affected by men by this fund demick and what have been the causes and consequences of it. i think women have been affected it's quite significant hit by the coronavirus and i agree innocently with terrorists that it's quite a worrying trend that we're seeing they are affected in employment stem more likely to lose their jobs then we're likely to not get promoted in the coming up coming time and i think the main reason behind this nearly is that women are facing the majority of the childcare and that has increased significantly by school closed the

schools as a child to a day can offend those etc and obviously also the incredible increase you see on domestic violence across the world what about in terms of direct health impact. in terms of direct health impacts obviously one of the statements burned when you got there is also was the day often in the frontlines of providing services to those affected by coal that's also have a higher risk of being in fact they're often in places that is not an option people etc baedeker then in terms of direct tense health and facts that impact the fly lens that has multiple birth parents impacts on the men and children as they're both psychologically as well as physically in which also yeah go ahead finish your thought and i'll ask the next question so just as mention that the teenage pregnancy aspect which obviously isn't very healthy for teenagers to get pregnant and give birth very soon and also has long term impacts on their lives well as show
1:34 pm
logically and physically as well so significant health and psychological impacts and in which regions heidi of the world have women most been affected some regions of course have more restrictive social norms and others and i imagine that that might be having an impact as well. so a lot of my work is in the middle income countries so we know in kenya there is a school lock school closure until the end of the year we see rapid increases in teenage pregnancies and most of them and not going to go back to school his son bangladesh deadlocked on head a significant impact on the increases their physical sexual and emotional violence as well that's a recent study in the lens of global health so across a lot of little middle income countries you see does increases and then some of his companies like for example plans and the other pregnant girls are not allowed to go back to school by government policy so they're quite a huge impacts that needlessly and in addition are also the 1st signs that it is services are also decreasing in quality and accessibility so so what then should be

the response how do we ensure that the gains that we've made when it comes to gender equality over the years are not completely lost what sort of policy actions could governments be taking. i think it's very important to include the concerns around the moment gender inequality into any kind of response to what's called a so especially includes and making specific budgets or missions in terms of gender based violence ingrates progress made in the euro countries in terms of really considering that with spawn's and increasing funding to show those making sure the services around by and against women have sufficient funding to meet this increase need for the changes that need to be made to the services thank you so much for talking to us about this director of the gender violence and health center at the london school of hygiene and tropical medicine thank you very much for your time thank you very much as well
