chuck nerve agent there berlin hospital that's treating him says his condition is gradually improving but it's too soon to predict the long term effects novacek is a group of chemical weapons which was developed by the soviet military in the 19 seventy's and eighty's the word of a chalk is russian for a new comer like other nerve agents it blocks messages from nerves to muscles shutting down bodily functions but not chunks are designed to be more toxic and some can take a few. back in 30 seconds russia was accused of using of a child to poison a former spy said and his daughter 2 years ago in the brochure city of salzburg or german chancellor angela merkel says that ali is the victim of a murder attempt and russia must answer difficult questions the white house has called the use of novacek completely reprehensible while the european union says those responsible must be brought to justice that has more rather what sort of

12:06 am
seeing now is something that we did see in the sleep by the case and that is with the ministry of foreign affairs of russia saying that they allow for the possibility that this whole situation is in order to give reasons for response measures of some sort that are already prepared though so that this is a political and politicized question whilst it should be purely medical. 3 they called it a bullhorn diplomacy a kind of visit regarding the official channels that exist for handling such such situation pointing that it should be the doctors saying this and not the chancellor of germany or politicians so they are expressing about that this all might not be true. well natalie arnaud is the president of the free russian foundation an organization that represents the russian diaspora and informs us policymakers on the situation in russia she joins us now via skype from washington d.c.
12:07 am
madam thank you so much for joining us here on al-jazeera so we've been hearing at the germans a saying they have unequivocal proof that election of on the was indeed poisoned with another chalk nor avenge agent 1st of all your reaction to this and also what is the significance do you think that was used what do you read into it. well have course of action is what i would reach. just very upset about everything on what was today who are going to new off for some time because again. there's there was initial reaction that it's might be alone in terms of it just today as you said special minute that it. was a german army are certified as organization for provision of chemical weapons come from to this poison is blown into a tsunami talk family and. what also re understand that it's not.
12:08 am
it's a very typical and one more favorite tool of the up which is that you seem to use it against its critics and because of merely long least of it if people are poisoned to do it in the produce regime and even looks in a rally himself it's not like the 1st attack on him and for example our vice president what democrat and what is our he was poisoned twice in 201520178 was a miracle that he survived and he seemed to some of it very similar to what it was experience and there's been a bit of an international outcry over they say the european union says those responsible responsible must be brought to justice even the white house and we know president trump has often seemed quite close to the mayor putin even they've said the use of novacek is completely reprehensible angela merkel says russia must answer difficult questions but it doesn't seem like russia is going to engage on any level if we judge it on the reaction we've had from the government so where do
12:09 am
you see this leading when it comes to any kind of international action against this . again it's not a red line that it can't be crossed there and 21st century it's like absolutely unacceptable to behave like that but at the same time we know or hologram and react to the fact that if you sell some bunch make them very very brazen and make them behave like that. so again it's up to the international community right now to stand up and to do something to sanction all those who are imposed in the mix in iran is poisoning again it's not the 1st time are there are many critics so far which is. where. the murder and again and so cannot be tolerated and the russian violates all possible international treaties and agreements for so many years now and one of them do so on the chemical weapons and maybe chocolate was a least it will go at least at. least last year or so again its allies are growing
12:10 am
lucian and i mean eventually these red lines and of course you know the number chalky use makes people think of the. poisoning of the script was that happened on british soil this of course happened in russia i mean presumably the russians that the sara lee have to send the valley a to germany so what do you make of all of those events the fact that the valley certainly was poisoned whether of by in russia but then was sent to germany from a kremlin point of view how do you interpret those actions. i doesn't matter for the grammar and whereas if opponents do it inside rushes or do it outside again as i said at least it's very long we all remember on the political off go who was murdered with gunshots yes cry at least a murderer she was poisoned on the flight. which was covering up.
12:11 am
again as a poison polonium but was it was used again on but it just oil in 2006. $120.00 and off. as i said letting the can was the vice president he was poison for i saw that it was the love member of pussy riot he was poison to 2 years ago and he was treated in the german clinic the same clinic whenever one is now at least a few of them it's not on the boy's an ng of course it's a gunshot just like we saw who was murdered as a crammed in 2015 there are many as. a murderous and that thems to murder all over the world just the international community should name things as they always do kremlin putin himself he's a criminal and. jim's rational shouldn't be mean though if it violates all this international agreements it shouldn't be in the g 20 it shouldn't be it should be

an outcast basically and that early on a president of the free russian a foundation that i'm think you for sharing your views with us much. now coming up on this news hour from london the murder of a lawyer and sends angry students into the streets accusing the haiti government of complicity to silence cutting their cloth to survive small businesses feel the pain as australia enters its 1st recession in 20 years and could this new arrival in barcelona decide the footballing future of their own and best details coming up in sports. the u.s. federal budget deficit is projected to hit a record $3.00 trillion dollars due to the covert $1000.00 outbreak and the recession triggered by the pandemic that's more than triple the 200-1000 shortfall and doubled the worst level during the 2008 economic crisis now according to the
12:13 am
new estimates us that levels will surpass the size of the american economy next year well despite those numbers president trump has been celebrating the valley jones industrial closing just above 29000 points he added you're so lucky to have me as your president with joe biden 8 would crash course all of that in a tweet well peder that cost a senior reporter at market news international joins us now via skype from washington d.c. thank you for joining us here on al-jazeera so what do you make of those numbers. well just as we should the president should not be celebrating the stock market highs as anything broad based because stock ownership is so concentrated at the very wealthiest part of the economy we should also not be begrudging a large budget deficit at a time when we're basically at war if not at war you know in a real war or with
12:14 am
a virus and so it's no surprise that we're talking about spending levels that are going back to the spending budget comparisons that are going back to world war 2 because it really is a war like effort in terms of the amount of spending that's required to deal with the repercussions of this endemic both in terms of the public health aspect as well as the economic downturn everybody is saying that actually the projections in april had been even worse for about $3.00 trillion dollars so i guess this in a sense isn't really a surprise that's right it's not a surprise in in a way the improvement is not an improvement because you know a budget deficit improvement might sound good but where you're talking about in in the current situation is spending on very basic essential things like you know from loans to small businesses to extended unemployment benefits for people who really need them and so you know the flip side of that smaller number is the fact that
12:15 am
congressional inaction has led to an absence of really a 2nd fiscal package that we've seen thus far and ok so i mean it's obviously an enormous number of how does the country get out of that kind of. budget deficit and crucially how long would it take. well then the interesting thing about budget deficits is that people tend to compare them to the household and it tends to it's very confusing because households need to pay their bills on a merge sure shorter term horizon than countries especially the united states which has a reserve currency we can afford to run a budget deficit for a long time and so the way you get out of the budget deficit is actually by growing you know by expanding economic growth in the way you expand economic growth in a recession is by spending more money than quote unquote you have in the bank and so it really makes a whole lot of sense for the u.s. government to be expanding the budget deficit at this time the issue becomes of course how you spend that money because the deficit is just an allocation of money
12:16 am
to be spent and of course there's a huge difference on whether you spend it on tax cuts for the wealthy or extended you know unemployment benefits for those who really need it so how the money spent is what really matters in the app political decisions there and of course you know the u.s. is 2 months away from an election that what impact do you think that these numbers will have politically on either side the interesting part is that while the numbers might play badly a large budget deficit might play badly for the sitting president in normal times it would also be political. suicide for democrats to begrudge donald trump for his deficits given that if he comes into power joe biden is going to have to extend those deficits so i think that neutralizes the potential that the budget deficit itself will become an issue i think the bigger issue will become who is best positioned to turn the economy around americans are truly hurting millions of people tens of millions really are out of
12:17 am
a job businesses are closing every day and so it's really going to be about you know who's best position to turn that around that are the cost the senior reporter and markets news international always good to talk to you thank you thank you so much. well staying in the u.s. midwest the states are experiencing a surge in covert $1000.00 cases going against the general down war of the trend across the country the states include south dakota where the city of sturgis drew criticism last month for hosting its annual motorcycle rally drawing tens of thousands of bikers from across the u.s. 263 cases and 12 states have been linked to that event alone health professionals say the outbreak hot spots are moving from the big cities to the less densely populated heart of the country. democratic presidential challenger joe biden is trying to focus attention on donald trump's handling of the coronavirus outbreak he's attended a campaign event in his home town on how to safely reopen the country's schools

millions of students are now starting a new school year in the same way they finished the last one at home at home parents are doing their best but more and more were were finding themselves at wit's end struggling to balance work and child care and education duties educational duties mr president were you were are you why aren't you working on these we need emergency support funding for schools and we need it now. so president that's your job that's your job. well meanwhile donald trump has been in the battleground state of north carolina. where he has declared the port city of wilmington a war old war 2 heritage city it comes a day after he visited cannot share in wisconsin to show his support for police

after the shooting of jacob blake ignoring pleas from local officials to stay away . and the u.s. state department says it's suspending summing to ethiopia because of the lack of progress in its talks over the run a sense dam project this is friendship it was described as a temporary pause and it hasn't been revealed how much money will actually be held the decision was based on guidance from president trump because of ethiopia's decision to begin filling the dam before reaching an agreement with egypt and so that. and the u.s. is imposing sanctions on the international criminal court's chief prosecutor and other officials over the investigation into whether u.s. forces committed war crimes in afghanistan the i.c.c. says the sanctions and now by secretary of state might pump aoe are an attack on the rule of law united states will designate i.c.c. prosecutor for 2 bensouda and the i.c.c. as head of jurisdiction complementarity in cooperation division the key so much to
12:20 am
go for having material assisted prosecutor bensouda individuals and entities that continue to materially support those individuals risks budget to sanctions as well addition the state department has restricted the issuance of this is for certain individuals involved in the i.c.c. its efforts to investigate u.s. personnel. let's talk more about this with like how the who joins us from washington d.c. so mike how unexpected were these sanctions on i.c.c. officials. well not unexpected at all because back in june the secretary of state said that sanctions would be introduced the trump administration absolutely outraged by the fact that the i.c.c. was investigating war crimes allegedly carried out by u.s. troops in afghanistan in particular and certainly this was something that the trumpet ministration got absolutely furious about so back in june the threat was made now it has become real the secretary of state confirming that the chief
12:21 am
prosecutor and his main assistant are now subject to sanctions pompei as well arguing that the u.s. has never signed the rome statute in terms of which the i.c.c. was created so it cannot be subject to its jurisdiction but interestingly as well he has also said that sanctions would be attached to any individuals or entities that work with the chief prosecutor and his assistant so this applies to obviously the entire investigative capability of the i.c.c. also adding my compote did a restriction on visas on those working for the i.c.c. in its ongoing investigation about potential u.s. war crimes in theaters of war and like let's focus on another story that also involves the u.s. state department suspending some aid to ethiopia and that is because of the sort of lack of progress on the ongoing talks between the o.p.'s than egypt about that are in a sense than the project and they are beginning to fill it it's quite rare is it
12:22 am
a correct me if i'm wrong that that the u.s. i guess you know especially that the state department would interfere in this kind of way suspending aid what more do we know about this. well a spokesman for the state department makes very clear that the instruction to suspend aid came from the white house from president trump that self now the backstory to this of course is that president trump attempted to broker an agreement between egypt sudan and ethiopia with regard to the great renaissance dan earlier this year he even had some of the water ministers visiting at the white house he made quite a great play of that another deal that he was going to broker so certainly there's an element a personal element to this president absolutely furious it would appear that no agreement has been reached at this particular point now the state department says that the this is a temporary suspension of aid to ethiopia because it says
12:23 am
a punitive action because it claims that ethiopia is starting to fill the dam before negotiations with sudan and egypt have concluded now if i must mention too that ethiopia walked away from those trying to broker talks because they believe that he was favoring egypt in the negotiations so the 3 countries are now looking to the african union to direct these negotiations but obviously president wanting to do the reminder that he's still keeping an eye on this despite his lack of interest in anything africa it would appear throughout his years in the white house but this obviously of major concern to ethiopia the sum we're talking about is potentially as much as $130000000.00 in terms of aid from the united states and i can with the latest on all those stories from washington thank you. kids go to mexico now where at least 9 people were killed and 13 injured when gunmen opened

korea now on full alert but they take came ashore with winds well over 100 kilometers gusting up to 150 kilometers it does make it one of the more powerful typhoon in recent years i mean just stand back and give you a quick look at the scene here we're just after 1st light so a lot of people are coming out and checking firsthand the damage that it's done overnight we have a a boy that's been ripped off its moorings here on the beach this is the main beach in blue sand we know that there have been certain amount of damage around the city it's home to several 1000000 people it seems to be mostly superficial damage we also know that this did coincide with the with very high usually high tide so we've had storm surges along the south coast and different cases of flooding which has to be now were dealt with then there is a concern about the amount of rain that this will bring especially further up the peninsula around the east coast in the central parts of the country because of course but much of the interior of the korean peninsula is very hilly very

12:29 am
the bad news for people here on the korean peninsula is that there is another extremely powerful typhoon forming in the western pacific which is going to be heading in this direction it might be downgraded to a severe storm but it will be the 3rd severe storm in as many weeks. bride with the latest there from in south korea south korea of course being hit by the 2nd typhoon in a week for the moment rob thank you. lots more still to come on this news hour including as a pub where opposition politician and journalist arrested in july for calling for protests protests are granted bail at their 4th attempt. and this home favorite has got himself into a spot of bother at the tour de france details coming up and spoil it.

hello the relentless march of the seasons continue all this weather that's come in from the atlantic is now reached the far east of europe and that's because the biggest change in type ahead of it is still quite warm behind it it's not bad but it's not really what you'd like it's wet and windy here in the british isles the low countries or increasingly scandinavia there is was the south and france is one of again spain portugal in particular in the western side on the hot side but bucharest is going to see a change of type the average temperatures 27 we just dipped below that as that front goes through on friday in the sun comes out it starts to warm up again but i don't think we're going to see a huge change to be honest in the rest of europe is going to be a bit like september is normally expected to be about ankara for the whole of turkey and cyprus is hoss of the moment the average is around about $28.00 so well above that in fact it could even break a record on friday a washout for that otherwise so that's where the real warmth is and extends through
