maritime rights. well let's go to greece now and speak to our correspondent who joins us via skype from athens john obviously not only do the 2 countries need to i guess try to diffuse the escalating tensions but they also need to discuss the actual issue at hand then and this far as greece is concerned they're actually saying these talks aren't even happening that they haven't agreed. well there are 2 separate processes here the european union which currently has a german presidency has undertaken to broker talks on the substance of greek turkish differences which is that continental shelves and exclusive economic zones that did result in talks beginning in late july those were not the actual main negotiations to settle boundary disputes those were simply preliminary talks to discuss the parameters of the negotiations the greeks want

those talks to take place on the basis of the un law of the sea turkey resists that now turkey broke off from those talks and since then the germans have been trying to restart them that is the main negotiating process that addresses the substance of the differences what nato is concerned with is not territorial nato is concerned with its allies not having a war within the alliance and what it is trying to do is to have these de confliction mechanisms put in place which would prevent accidents from happening on the understanding that neither greece nor turkey intend a war to happen but what has happened today in that process is simply that the 2 representatives of greece and turkey in nato were briefed on the secretary-general against oldenburg ideas towards such a deep confliction process staking place that meeting lasted 6 minutes according to

pandemic but also what's happening now and what we need to do moving forward because we can see i mean we'll talk about it later in more detail but there still is a true international cooperation now a lot of countries especially the united states have accused the show of not handling the initial stages of the pandemic correctly especially in not being clear that china was perhaps not being as open as it could be but of course national governments have made mistakes few people knew what they were going getting into do you think there's a chance that the w.h.o. may become a scapegoat for a lot of national governments. i think we've seen governments a few big governments in particular trying to scapegoat the u.s. but we're in the middle of a major deadly pandemic and we need to think about you know what control measures we can implement now and how we can you know how we can respond properly moving forward i don't think it makes sense to focus too much on the past unless it can inform how we can how we can move forward quickly and effectively and rigorously

and what do you think are some of the things that the panel should be investigating what do you think are some of the questions that need answering. i think the panel needs to ask well on the one hand why some governments have been very slow to respond when they continue to be slow why there are an even responses in some countries and among countries i think we need to look at how we can restore the public's faith in governments and control measures they need to focus on why tried and trusted measures like facemasks like hand-washing like physical distance they still aren't being implemented but that's very much about how the governments but this panel was very much set up to investigate it ugly acho itself so what questions do you think i should ask all of the u.n. institution. i think it should ask how the un institution can and can how do it you can better collaborate with governments we need to know what governments need from w.h.o. w.h.o.

is the leading organization in this field they have focal points in every country but it's also relatively small organization in terms of budget when compared to many national budgets particularly in high income countries you actually work for the w.h.o. for i think about a decade you worked in the regional office for europe so you know its you know inner workings of a well and i guess some of the difficulties that any u.n. agency faces so again i ask you specifically what do you think this panel should really get to when it comes to restoring some of the faith that people may have lost in the w.h.o. itself. i think you know if it's going to look at the early early weeks and months it needs to look how quickly w.h.o. was on the ground in china and what was communicating to governments i don't think the world is clear how closely in contact w.h.o. was with for going to national governments in january in february before the pandemic was declared on march 11th and we need to maybe see what some of that communication was and then see how governments actually reacted to it or rather did
