this is al-jazeera. 10100 g.m.t. here on al-jazeera santamaria welcome to the news. from afghanistan to mexico to france the challenges facing students parents and teachers at school restarts during a global pandemic. a week after a religious celebration in iraq and health officials are warning homeschools might lose control but a huge jump in coded 19 it's also in the news arrests and violence this is the u.s.
1:01 pm
city of portland where they've been nearly a 100 nights of protests against racism and police brutality in sudan to close a 3 month state of emergency for some of the worst flooding in decades. and in sport believe the last thing is not happy but he is staying at barcelona and he wants to avoid a legal battle with the club who are blocking his departure with a buyout clause of more than 8 $130000000.00. so we'll begin this hour with an issue something affecting families and educators all around the world and that is simply how to get back to school during a pandemic a new academic year is beginning for millions of children but in this age of coronavirus just how do you balance going to school with protecting everyone's health already in front. 12000000 students returned to classes on tuesday but then
1:02 pm
there was a jump of 9000 infections on friday which forced some to close again in spain teachers students and parents are protesting and they say the measures to stop the spread of covert 19 in schools across the south are just not good enough and in mexico students have started distance classes and communities are rallying to fill the gaps this is a a tortilla shop in mexico city which has decided to offer free internet and books and tutoring we're going to focus this hour on 2 other countries as well iran and afghanistan iran schools have been closed since march and the government's made it clear they won't be reopening in what are considered high risk districts are so big we'll have that report shortly but 1st on how afghan teaches a focusing on catching up female students on the illiteracy. after 5 months school is back across afghanistan with many more rules and public
1:03 pm
schools like he'd only students in the last 2 years can return they must wear masks sit apart and have hand sanitizer on the table here they used to be $45.00 goes to class now it's kept and half that what they know that. we are very hopeful after 5 months of closure we will try our best to get these classes back on track with their curriculum so their school year can be saved we have professional teachers and i are very confident they will be able to catch them up. many students have tried to learn from home most read books and watched lessons on t.v. by the ministry of education only 20 percent of afghans have access to the interviews so online learning was difficult for meaning. 17 year old shabnam says she's happy to return to school but is worried about exposing the family to the virus i think it's good if we are all. instructions just 1st of all of us has given
1:04 pm
us but a for not following in that it's dangerous for every student to come to school and to study i think helped us more important study. coronavirus has been widespread in afghanistan the country has officially recorded 38000 positive cases but a sample antibody test of the population found one 3rd of afghans have had coronavirus it's 10000000 people shared names family has been vigilant staying home taking vitamins and eating move fruits and vegetables. we were a lot about shabnam as most of the students do not fall the health guidelines we advise her to wash her hands use a mask and social distance we were a lot about her getting infected kona virus is a serious disease and the school is a big gathering place. here get this stuff to consume to feel compound to continue my fam is also worried about me that i'm coming here to teach my students but
1:05 pm
this is our holy job so we have to come on we have to teach our students so far they take as many precautions as possible for the men the students education must go on a shell of dallas. ok so that's afghanistan mel our report on iran and that tussle between the government and the provinces the how and when schools should reopen here is a setback with. temperature checks a disinfectant tunnel. and social distancing is what met students returning to school into iran journalists were invited to this school to see iran safety measures president has and rouhani addressed the flag waving children by a video link. today the education starts it means education doesn't shut down even under the toughest conditions it is the teacher's responsibility to remove anxiety from the minds of students and their families anxiety will prevent students
1:06 pm
from beginning the educational here to join me. some in the country have questioned the government's handling of the pandemic that wrong is still considered under iran's red zone for krone virus infections and despite measures put in place in schools like this one some parents are still reluctant to send their children back into school and nick out of the take us to say i have lots of stress and i'm worried one of my son says allergies and i disagree with him attending school in this situation i think i won't let him go to school because his health is a priority over education their kids they touch everything and then they touch their faces the children however seemed less concerned. i think it's good to come to school with stayed at home for nearly half the year and studied online yes there are concerns about the virus at school but we should just observe the health protocols class time to have been reduced to 35 minutes students attend on alternate days and an online learning occasion has been introduced. the education
1:07 pm
minister to try to reassure parents. the health of students is our most important concern we don't want to put students' health at risk we trust the health ministry has had great experience fighting the virus we hope families also trust us and will be sure that the education sector is following health protocols but. more than 100 people a day of dying from the corona virus in iran and about 2000 are becoming infected the government may want to return to normality but it still it has a grip of the spread of the virus said big al jazeera that are on very pleased to welcome david wholly to the news he is director general of the international school of geneva which is one of the world's oldest international schools 3 campuses more than 4 and a half 1000 students is with us from geneva and let me say right off the bat i don't envy you because or any educated around the world right now because well let's talk about you've got to balance what your government says anywhere what
1:08 pm
a school believes and what a school is capable of doing and then what the parents and the students want as well how are you juggling that. that's a thank you that's a to terrific question so and in fact you you asked it in a way that captured the tensions and the conflicts among the various groups whether it be parents students staff government etc we opened we've been open for one week we've heard glorious weather which helped us tremendously. but the best way that we have approached this so that we can deliver at least the degree to which we can deliver for our students something that is predictable something that is safe and something that is supportive of them. and that is to be as clear and predictable as possible so before the school started we did a synthesist in which we keep up to date of all of the federal and cantonal
1:09 pm
guidelines and we've created in fact we've created a equivalent which is our. 19 guidelines so that students staff parents know exactly what to expect we've created a what if document so that if something happens these these are the these are the quotes of consequences it's utter so you're trying to use are you going to up today you're cured. this difficult position of trying to please everyone and when you try to please everyone you can unfortunately that pleasing no one if you're not careful isn't it and maybe i'm saying this from the perspective of someone who has a child in school isn't it the parent and the child who should have the ultimate decision here about whether they feel safe about sending children back to school or not and the ultimate decision lies with them. well that's that's a that's a that's another great question because that is not the case in switzerland meaning
1:10 pm
its students unless there is a reason for them not to be here students are required to be in school and so we set we're following those guidelines the standards set by the government and i think the critical thing is that we are clear about the standard we are following because you mention one standard could be we just leave it up to the parents to make a decision the other one is we leave it up to other organizations like the world health organization or we leave it up to other countries or other organizations but we have chosen to declare that we are following the guidelines of the federal government the the tone of governments in our schools and. you know we have to have some faith and confidence in you know a single source of truth even though everything is very unpredictable what. it is and get interrupted because i do want to get these questions into you for kids in
1:11 pm
schools especially younger children having to wear masks having to social distance that is tough stuff for little people to deal with it becomes tough for the teachers to police as well maybe right now in this situation it would be as much as possible trying to keep things distant store online just because it's all so unpredictable at the moment. it's unpredictable but but but what we can't control either as adults let's say in this case of course teachers and staff and students we control those to the best that we we have indicators i mean switzerland is in a fortunate place although cases are going up across the country about 8500000 yesterday we had 400 cases it's higher than it has been in the summer we want to 1100 or so cases so we're following a standard trying not to panic and giving the students the tools to take care of
1:12 pm
themselves so obviously hand washing wearing masks when they after a certain age in the case of switzerland so our students are not not all our students are obligated to wear masks except for students who are 16 years old or wearing masks right now and that's all and that is a really interesting point that was going to lead into my final question the science the idea the theory out there that children are not as badly affected by cope at 19 as grown ups again why take the risk why not just decide hey everyone's got a chance and that would minimize the chance of of transfer. well again we cannot reduce the risk to absolute 0 but right now the data the data here in switzerland the data and the experience of our schools are such that we are poised and ready to change our approach when the environmental and public health situations change so we don't want to change prematurely and have
1:13 pm
unfortunately which is often happens when you talk about this the tensions in the world someone will read something about another country and they will then demand that we apply that here when our reality is dramatically different so again we're trying to be as predictable as we possibly can but there's no right it is no one size fits all thing in the end is there no no no don't we're being clear about our standard and i'm also as an educator hopeful that this behavior is going to be long term protective meaning the people students and you know i saw a lot of students visit all of our campuses they're generally managing quite well where a mask they don't love it but they're getting on with it and i think it's actually going to help long term with public health because in the winter when we have flus it's not going to be socially acceptable right to wear a mask and there's that you know we're never going to happen again if you took sort
1:14 pm
of thing isn't it yes sorry david i'm going to have to i'm just i've got some other news to get to as well as still more covert news to get to from around the world but it has been really interesting talking to you david holies from the international school in geneva thank you ok recorded corona virus infections of past 4000000 in india again they registered a record on saturday this time it was 86000 cases the 3rd country to pass the 4000000 mark after the u.s. and brazil the indian government is pushing to reopen business to revive a shrinking economy. and over it is in iraq warning hospitals may lose control of the outbreak within days this is after more than 5000 new infections were announced on saturday the highest rise yet iraq's hospitals have suffered years of conflict of course as well as inadequate funding and neglects let's check in with dosage of bari in baghdad this news door sir what is the reason for such
1:15 pm
a spike in one day. well it come all of this is because last sunday on august 30th it was the holy day of assura in iraq it's a very important day for share muslims across the world is a day that the grandson of the prophet mohammad it was killed in karbala in 688 and they converge on to curb a lot to commemorate his passing and although the government's had this had said that they will be a limited number of people able to allow it enter the shrine of imam hussein there are still hundreds of thousands who attended to pay their respects as opposed to that number as we've seen in the past last year there was over 3000000 people who visit a curve along the shore of the government has urged people to try and abide by the guidelines but after that day we've seeing a spike over 5000 positive cases in the past 24 hours this is something the authorities are very worried about the country's already in
1:16 pm
a semi lock sound there is a partial curfew from 10 pm till 5 am 25 percent of government employees are allowed to go into work schools are still not reopening here until probably the end of october for now so there is a lot of concern that these numbers will continue to increase because people did not listen to officials although the government didn't shut down the shrine they said that they could not close it down but they did allow a limited number of people to go in but it's still has managed to increase the numbers of positive cases the world health organization has also said that even prior to assure they were concerned by the alarming rate of increase in numbers in iraq and that they've urged the authorities to do everything they can at all costs to try and limit the spread of this pandemic but many people here we are seeing on a regular basis just do not listen to the guidelines and there is really very little the government is doing to enforce the rules and regulations that they have
1:17 pm
put in place thank you for that update dosage of the situation in iraq. for a quarter past the hour here is what's coming up. keep digging through the rubble of a collapsed building still there is harper finding a survivor from last month's explosion. and katherine sawyer in 10 years mao forest where the government is trying to solve a complicated landownership problem and protect the forest i'll tell you why some indigenous mildly say they're being treated. and in spite of the l.a. lakers did not live up to their top billing this is the n.b.a. playoffs we'll find out what happened with a little later. today. so the search continues for a possible survivor beneath the rubble of a collapsed building in beirut highly sensitive equipment it detected signs of
1:18 pm
breathing on friday risky was have so far dug 3 tunnels to the spot where the signs of life were picked up but so far nothing has been found and update now with cena who's been up that search site in beirut for the past couple of days anything more to report. well a short while ago the head of lebanon's civil defense says they found nothing no body no survivors but as you can see behind me the search operation continues the possibility really of finding a survivor 32 days after the blast is quite slim but nobody here is giving up hope late yesterday the head of the chilean team and they are leading this search operation in fact it was their dog and then their machines their scanners their sensory equipment that was what the tech to really a sign of life thursday morning 18 breaths per minute 24 hours later it reduced
1:19 pm
significantly but late yesterday afternoon they were not able to detect anything they're not discounting the possibility that there was jamming their signal was jammed because of the live transmission the phones in the area so as you can see the search operation continues it is they 3 no one here is losing losing hope the chilean that of the chilean team told us yesterday is that we shouldn't be talking about the percentage of ever because he was asked whether or not the machines could have made this error he said this is not what we want to talk about what we want to talk about is the percentage of humanity even if it's just one percent they are not going to give up so people here are waiting to see but there's a lot of anger with the authorities because it's been 32 days and that collapsed building was never searched and another question which nobody can answer at this point in time is if there is a body or if there's a possible survivor who is it according to the lebanese army 7 people are missing 3
1:20 pm
lebanese to the syrians one egyptian but so far no family has came you know came to claim the possibility that their loved one is underneath that building what an extraordinary situations in a photo there as the search goes on in beirut thank you. now police in portland in the u.s. have broken up protests as the west coast city heads towards $100.00 straight nights of demonstrations they've been arrests as well this is all been going on since the death of george floyd in police custody back in may president obama trying dispatched federal agents to portland in july saying local authorities went table of stopping the wrist they were later withdrawn also jonas's following those protests in portland and told us protesters are energized ahead of what will be the 100th night of demonstrations and also explains the impact president trans comments on the city are having now. tomorrow is the 108 more and so there's protests
1:21 pm
planned all throughout the day i think you know or the police continue to say that they are tired here 'd and you know they can't stack this many police officers the sunday nights with protests and stacking for the conservative rally. but overall the city is on one hand weary and on the other hand. kind of energized the thing about the protests in portland is that the president trump he's kind of an ancillary figure most of the chants and the and the kind of demands are to the mayor here they want him to define and even abolish local police depending on who you talk to a lot of it is not so in the run for president now when present from some federal agency here you know it was definitely much more about president and federal government but you know the process here a ton of hyper local with the mayor doesn't you know has not been talking about so much in the press conferences that he's also the police commissioner and a lot of decisions on how to police these protests you know he's directly
1:22 pm
responsible for so police you know have been using tear gas and buttons in the making arrests in the street and they've been unsuccessful and i know. this will be protesters from continuing the protests each night there's new clips of protesters being brutalized and so the mayor you know is not really giving clear answers on how we you know you know tell his police force to just release these protests. and in rochester in the state of new york protests against police brutality of continued into the night dozens of people are seeking justice the day after the death of daniel crude in march he suffocated after being arrested by police officers put a mesh hood over his head and held him down for 2 minutes while he was handcuffed 7 officers have since been suspended. jacob blake the unarmed black man shot by police last month in cannot show wisconsin has appeared in court by video link are you able to hear me clearly today sir yes sir. he faces charges of sexual assault
1:23 pm
and domestic abuse police say they were trying to arrest blake when an officer shot him in the back 7 times it has left him paralyzed the shooting triggered days of protests in several cities. we moved to sudan now with the government's declared a 3 month state of emergency because of weeks of floods that have killed nearly 100 people they remain risen to levels not seen in a century and overall rates of flooding and rain exceed the record set in the 1940 s. and eighty's 100000 homes have been badly damaged or collapsed entirely and all up half a 1000000 people are affected. morgan with us now from what is it that is making these floods so bad. walk a mile we've spoken to meteorologist and 2 government officials who work in the ministry of water and irrigation and they attribute the reason of the unprecedented
1:24 pm
levels of the river to multiple factors they say one of its climate change they say that there's been heavy rainfall in ethiopia where 80 percent of the water comes from the blue nile and so so they say that the heavy rains in if you've been high lands and that eventually comes down stream on the nile is one of the reasons why we're seeing heavy flooding along the banks of the nile they also say that the dams that have been built along the nile over the past few years have contributed to the fact that to the heavy rains and to the rise of the water levels now we've got at least 4 dams along the nile river 3 of them here in sudan and one of them just on the border just just over the across the border with egypt and one of them that has just recently been an ounce so that has been filled in ethiopia now that was expected to reduce the amount of water that is flooding right now because it's partially filled in because no deal has been reached between the 3 countries sudan if you have here and egypt a lot of issues remain to be decided and
1:25 pm
a lot of things are yet to be completed in terms of the operations of that dam but sudan right now is saying that it is announcing a 3 month state of emergency because of the president at levels it's right now at 17 meters point 61 that is a record that has not been broken in a century this is the 1st they're recording this is the 1st time the record of such a level and they say that they're expecting it to rise in the coming days so they're calling on organizations both local and international to aid the people at least 100 people killed more than 100000 homes destroyed and they say that it would get worse within the coming days of the movement that up there on the stronger flood situation in sudan thank you. before we take a break with a look at the weather still tracking those typhoons going into korea yeah that's right kemal with we've got so high set of course we've been talking this for a couple of days now this is likely to become a record breaker actually when it does make its way into the korean peninsula because that was the 5th storm to hit the korean peninsula in one season that is
1:26 pm
a record you can see the size of the storm you can see the size of the eye this is absolutely massive and it's making its way jeremy north which it will cause problems into the southwest of japan initially and then run up toward south korea at the moment as weak and that's about the only good news i've got for you but at the moment we're looking at winds of 210 kilometers per hour with significantly higher gusts no cause for celebration because it is still a massive storm that's equivalent to a category 4 storm 14 foot waves at the moment a large storm surge will come in we've got the heavy rain that's going to make its way across the southwest of japan into the korean peninsula and we do expect widespread flood flooding widespread disruptions so as we go through the coming hours you can see how it makes its way further north it's again it will continue to lose some of that intensity becoming a little more disrupted but it is still massive even ahead of the storm strongest winds are going to be on the east and all the northeastern flank all that storm
1:27 pm
vast kind of battery sway across q.c. and then it will sweep pop into south korea eventually running up into the north korea and it's going to be the middle part of the way before it finally clears away from the korean peninsula kamau goodness ok thank you for that evidence folks with your international weather will see him in the next news hour 1300 ounce still to come in this one they're fighting to preserve their language protests in a chinese province where it's feared mandarin is being promoted ahead of speaking i'm going. to show the resolve for you still a lot of differences between. also u.s. brokered deal between serbia and kosovo creates an economic bridge. there are political differences that i still don't know. and we've got action from a record breaking out of athletics in belgium it's my bar and we've got coming up with sport a little lighter. from

people the nile's risen to levels not seen in a century. people living in the u.s. state of north carolina will become the 1st to vote in november election by mail 600000 ballots are being sent out to those who requested them postal voting in itself has become an electoral battleground donald trump has claims without evidence that it is vulnerable to fraud i mean this week the president urged people to try voting twice which is illegal as a way of testing security measures he wanted to maybe we should delay the election . maybe we should. you know write in ballots are fraudulent not a single bit of evidence this i mean it just is and i think it's all society creates so much chaos. that no matter what the outcome lecture news is thrown up in a year. it just undermines the legitimacy.
1:31 pm
of our democratic process and its dangers the u.s. president is also denying claims he called war veterans and fallen soldiers suckers and loses the allegations were published in the atlantic magazine but don't trump's denounce the report as a hoax and a disgrace now was a fake story written by a magazine that was probably not going to be around much longer but it was a totally fake story and that was confirmed by many people who were actually there it was a terrible thing that somebody could say that kind of things and especially to me because i don't work for the military then almost anybody else. the students and teachers in the northern chinese province of mongolia are taking part in rare protests against a new policy in the requires certain classes to be taught in mandarin right now the main language is mongolian representing a 5th of the provinces population more about this in

spinning a strange and abrupt shift isn't it really just that beijing is doing what beijing doesn't that is pushing its influence out as far as possible and it's come directly from them. well that's exactly right but beijing has generally with this policy of trying to get minorities to switch to chinese language done it quite subtly quite on the other side one small step at a time and what's happened in in mongolia is they've made a very abrupt and they've made a very abrupt move which people in mongolia clearly really perceived as being the thin edge of an end of the wedge so they've changed 3 subjects 3 main subjects that were changed quite slowly over 3 years but they are 3 of the 5 main subjects taught in elementary school junior high school so they've taken on here mongolian population has been really very quiet for the last few years even the last 23 to get to kate. it's very unusual for china to try to provoke
1:36 pm
mongolian people like this and it could be a bad mistake when china what but doesn't what type of risk does that mongolian population run by protesting i mean beijing is saying all your politically motivated with these protests but i mean beijing doesn't tolerate too much dissent . yeah it's a very important question you beijing does actually allow certain kinds of dissent i sometimes on economic issues sometimes even occasionally environmental issues but the line moves all the time and you can see here that people are just talking about language they're not they're not attacking the party as they're just attacking the education policy issue and in other parts of china some protests which were bad language in the past were allowed to take place and the authorities did back off if they didn't stray into political topics but this to protest now that we're seeing in mongolia i'm going to show extensively some widespread even though it's just on
1:37 pm
the language issue it is clear as you say that the chinese are reading it as political and they could interact this is a this has become very dangerous is it a threat. it's only just starting out but is that a threat long term possibly to the mongolian language you said that it's going after 3 of the 5 key subjects i mean long term that could have a quite an effect. yeah it's really important question because we see people saying this is culture genocide and so on abroad you know. yet it is true that chinese policy does who are in military terms people called salami slicing it nowadays often takes a small bite at a time and in the hope that it will get through and gradually you can get to a place where people can sit and i think that you know mongolians are very experienced in working with communism the mongolians who had communists who

communist parties for longer than the chinese they see themselves as the elder brothers of the chinese in terms of communism so they know how this sort of strategy works and they they have very good justification for war and that this is as i said the thin end of the wedge and it will lead to less and less language use in the education systems and in society as a whole robin it is a story and a part of the world which we do not talk about very much so i'm really glad we could talk to you about it thank you for joining us and thank you for covering this issue. serbia and kosovo have agreed to normalize their economic ties after decades of conflict the serbian president aleksander church and kosovo's prime minister of the lot the attended days of talks in washington d.c. in addition both sides agreed to normalize their ties with israel. absolutely this is a great moment for kosovo and for the region i think we need a huge step forward or for normalization of relations that's what lead eventually
