entrenched cost system despite rules protecting what was formerly known as the untouchables they face daily discrimination for generations so those so-called main dimensions idea regards those actual violence against a custom woman as a serious issue but when it happens to or a low cost woman they are trying to predict their past just in the past right now not coming out as new would come for an up as woman for instance in the us her head was used she was brutalized she was in the hospital but she was not given to build proper medical care the issue of sexual violence against women has been under the spotlight in india since the 2012 gang rape and murder of a woman in delhi which led to huge nationwide protests and changes to the country's great pools but this time protesters say it's hasn't been enough to protect these 2 women enter to pradesh so to hire that al-jazeera. well let's take this on now joining us from boston a surgeon who's

a senior fellow at the harvard kennedy school and scholar of india's caste system service welcome to the program can you tell us a bit more about what's happening here we have to turn able crimes that have been committed bad enough in their own right but it's all amplified because of the cost issue can you give us a bit more context around thank you nic what we have seen in this incident is the assault that was committed according to all indian woman had a particular later that made it more violent more acceptable and more probable to get any impunity which was their past most of those women belong to that delegate cost which has been the most marginalized community for a lot of 500 years and i think the practice of inflicting cost while and $2.00 or 3 and out of followers of the o.t. attacks is to subjugate the condition of their lives to

a permanent subhuman level can we draw parallels do you think with the black lives matter movement and and the cause that millions of got behind. oh absolutely i think the in india what we have is the layering of cost has completely been ignored are sideline even by the progressive circles let alone the world media who thinks of our liberal lal use simply because the cost context brings so much insecurities many of the people who represent the cause of the actual international forums like the international forums and so forth are them to belong to one of the core what i call opera star cast and within the in the black labs america movement the white supercede was held as a lens to keep weight as an india brahminism which continue to support those of the poor poor men who raped the little girl where belonging to a caste rajputs backpackers and that is the same cost of that that the chief

minister did they not belongs to of with their permission and what we see is a repeat of pattern when you think you can control it and then you can exploit the body of a ballot as you wish because the lets out a still made the peasants and they are still living in a condition where they have to rely on the owners of the land or owners of the job . it's hard to see how this is an example in any context where it isn't is it but the cart the problem is the causes them has been around for thousands of years. so how do you how do you get to dilute it how do you get to change things i think you know what we need to do is we need to strengthen the communities we can't rely on the bed of the limbs of the dominant caste and that's never going to work out and of the world revolutions happen a big part of colonization not upon the venerable and some dark pressure but we took the responsibilities upon ourselves and i think it is about time that the world community recognizes the cries of the left and then as recent as

talking about you say that the world community needs to stand up and take notice and get something done but what about the national government what about the indian government the prime minister narendra modi has said that the structures action will be taken but many accuse modi's hindu nationalist government of not protecting these marginalized sections of society. absolutely you've seen of the movie represents a certain ideological that wants to establish. a hindu nation and hindu nation means subjugation of billets to that effect of all status betty is no hindu nation without untouchables there is no equality if we look before 19 fifties legal doctrine was yet to keep bullets into subhuman level so when they try to paint a picture of muslim as an aggressor i've got a solitary what they want to hide is that the condition of ballots which is add to the level of they want to have a free slaves to work under them and that's why they have created this whole it redeem of trying to out muslims which then again of course get to deceive the

platform of it all being muslim but here in the dell it sense is that let's are also human those. how do you then justify this and no nationalist no hindu bandwagon have even condemned us to say that this was a hindu and by the way the the girl who was raped a gang raped while the hindu herself a parent where saying they wanted to do the last rites with a hindu ritual so the more the or even in this yogi the b.g.p. has a very strict they're doing that they have ensured that the dignity and the little rights have been curbed and one of the 1st was to make the discourse about what they did but barbary and the and the and the issue that had to do with the c.n.r. seat but their intention is to change the constitution and once you will man with the constitution then you can easily subjugate the population and i think that

analysis needs a very clear cut picture is ation and that's where you please i don't mean that the president of india is of the elect. yet the at casa de is that continued to be committed and also on ballots. in dade well it's a troubling a big clearly extremely important issue surging there we do appreciate your expertise in this thanks very much for the time thank you now the presidents of france russia and the united states have come together to call for an immediate end to fighting over nagorno-karabakh they've issued a joint statement deploring the loss of life in the disputed region and asking the leaders of armenia and azerbaijan to resume talks without delay both sides have rejected calls for negotiations saying that now is not the time to talk is very president says his forces will keep fighting until armenian troops leave the region the breakaway region is internationally recognized as part of azerbaijan but it is controlled by media and forces both russia and france say they have evidence that
6:12 pm
syrian fighters have gone through turkey to join the battle in the going across back on behalf of azerbaijan. don't we have information today that is very clear that indicates that fighters from syria have left their members of jihadist groups traveled why ghazi and to join the writings in the garden. or all the while turkish president says it is unacceptable for the united states russia and france to now try to reach a cease fire in the going to occur accusing them of ignoring the issue for decades and also repeated his call for armenia to withdraw its forces from the disputed region means. given that these 3 mints countries the us russia and france have neglected this problem for nearly 30 years it's unacceptable that they are involved in a search for a ceasefire in the face of these negative developments that came to surface in recent days but if something is wanted the invaders should leave these lands in order to achieve a solution. let's head now from bonus matthew has the latest from our end i mean.
6:13 pm
well ace we're hearing from the armenian side is that their defense ministry says they shot down an israeli and as ery helicopter crashed into iranian territory the armenians say there was no intention against the iranians there but that's where the helicopter crashed otherwise they say overnight it has actually been quiet in the going to care about fighting started as we know on sunday but in the main part of the core a parked car back it was a stance of belief the one of the quiet and eyes they've had since last sunday there have been attempts at a cease fire that have been called should we say from the european union from france from russia for a ceasefire but let me tell you what the prime minister of armenia has said this morning nicol and he says he says repeated that turkey has brought in foreign mercenaries from syria to fight alongside the azeri forces turkey of course denies
6:14 pm
that but then he added today that the front line in the gorno karabakh has become a clash of civilizations and a battle of survival that is really i guess a ratcheting up of the rhetoric from the armenian prime minister and not an indication from somebody who is immediately looking to sit down and talk and of course armenia is looking for friends azerbaijan now accounts on the support of turkey turkey's over back as a by john armenia in saying this sort of thing is looking for international support because the prime minister says this is equally threatens the u.s. iran russia and france that is what i mean as prime minister is doing looking for support. who are let's go down to see him because you know who's live in the azerbaijan capital of baquba it's a lot going on here today what's the latest. well yes in the diplomatic level plus on the battlefield some of the things are going on
6:15 pm
and apparently. it's not all now it's our bridge on our man yeah who are in role to at least diplomatically in the conflict but there are many other players let me begin with the battlefield the battle is fears especially in the north is still going on as starting from target our district will know their very own the regions of survey john down to brian area we just heard from the official sources that 11 schools so far have been destroyed because of the armenian shells and rockets since the conflict late to school to begin later on sunday also the number of people who are civilians who lost their lives is now 18 and more than 58 civilians have been injured but these are not the updated numbers probably the number of the casualties is increased we're not hearing from our survey john officials about any casualties on the military side it is like
6:16 pm
a top secret topic here but they are saying that they are being attacked in their own soil from their own soil by the armenian military forces and today we heard the assist of their system to their bridge on president saying that are many and hit us are very german soil from our many and sold not from the government got about or any other. districts that are many and military forces have occupied so that he said if things go on like this we will have to retaliate and we will have to hit back our mania in their own soil and this is the situation here and as our bridge on over there they are they don't seem to be stepping back as they are saying that our main military forces must withdraw from the occupied territories of players unconditionally then talks might happen this is the situation on the ground and on the diplomatic level like it's an imprint through much of the picture from

a soviet era nerve agent he told the magazine that's an order from putin is the only explanation the kremlin has dismissed around these allegations as absolutely groundless and except for the organization that manages the u.s. election debate says it will make changes to bring order to the remaining 2 contests it hasn't given specifics yet but there have been calls for the moderator perhaps to be able to cut the candidate's microphones a president trump has been widely criticized for how much he interrupted and spoke over james biden joining the 1st debate around karl is an author and the director of debate at the university of michigan has more on what could change. they could give the moderator discretion to cut off the microphone when appropriate but there's you know inherent dangers in that and there's technological problems and you know you're going to have issues that arise i think it's impossible and he's the present a united states so there's no moderator that has the credibility you know to really
6:19 pm
2nd guess there's a natural power dynamic that exists and you know that will be impossible to always force rules when you could cut off a microphone but we've had primary presidential debates ronald reagan was famous in 1908 during a republican primary debate for saying you know how dare you turn off my microphone i paid for that i deserve to be here and that really helped him politically so you know even backlash against the moderators could could help you candidates politically but the good thing is the next debate it's in miami it's a town hall debate and i think you'd be very unlikely if candidates interrupted each other while they were while they were speaking to undecided voters you know it's totally different there's undecided voters in the crowd and that would hopefully make for a better more substantive debate for the next one in miami but certainly no guarantee last time in 2016 the st louis debate donald trump kind of followed hillary clinton around the stage like a shark it's just you know alternately i think if nothing else i could be rules that prohibit donald trump from. from interrupting the future it's going to be that
6:20 pm
most people thought that joe biden won the debate one poll c.n.n. had a $32.00 point margin and so it's going to be the backlash from the audience the backlash from the voters that cause the candidates to do differ behaviors now while both candidates interrupted donald trump you know analysis shows in interrupted 75 percent more of the time and so it's not quite equal that you know both of them did bad things and so a negative reaction by undecided voters could cause that both candidates especially present time to change his behavior. now the european union has announced is launching legal action against the united kingdom over plans to breach parts of the brics agreement says a bill now before the british parliament would violate international law when it comes to trade rules in northern ireland prime minister boris johnson has admitted it breaks the rules but says it is necessary to protect jobs and the integrity of the u.k.'s internal market and european commission president wonderland made the announcement. this morning the commission has decided to send a letter of common notice to the u.k.
6:21 pm
government this is the 1st step in an infringement procedure. to let invite the u.k. government to send its ups and nations within a month. and besides they say the commission will continue to work hard towards a full and timely implementation of the withdrawal agreement we stand by our commitments well we'll be speaking to dominic kane in berlin in just a few moments from 1st let's have reaction out of the united kingdom paul brennan is standing by there in london a poll this was inevitable course of events given the u.k. action what's. the sense of panning out now. well i mean it's not a foregone conclusion that this will end up in the european court of justice far from it but you heard from a slave on the lay in that final payoff line we stand by our commitments as you say
6:22 pm
with that it was absolutely inevitable that having issued an ultimatum to the u.k. government 3 weeks ago when they introduced this internal markets bill that unless they didn't withdraw the offending clauses within that bill by the end of september the e.u. would act then you know of course by the 1st of october today the e.u. has had to act so it wasn't a surprise that live on the land came out with this the response from the u.k. there has been to press the press on the u.k. government spokesman coming out and saying we will respond in jus course we have clearly set out our reasons for introducing the measures that we have and we need to create a legal safety net to protect the integrity of the internal markets that said there are plenty of critics of the u.k.'s position not least the former supreme court judge lord sumption who came out and said this very tight little doubt this is a negotiating ploy by the u.k. a gigantic bluff he said. described as a cat and it negotiating tactic but what's crucial in all of this is the fact that
6:23 pm
the european union hasn't walked away from the table from the negotiating table because in brussels at the moment they're still trying to thrash out a free trade agreement those talks on going to have walked away from that the important to remember is if they can do a free trade to come to a free trade agreement then essentially the measures included in the internal markets bill would become redundant with incog still going on here and it's not a foregone conclusion it's all that will end up in court within cogs or a paul thanks for that dominic cain is live for us in berlin it's a pretty clear message that the e.u. institution does not believe that the u.k. is acting in good faith. yes pretty clear from. the lack of good faith from the british side of this particular scenario means that she and her colleagues. have to take this action they have to pursue the legal remedy if there is one the interesting thing though is the rail
6:24 pm
politique element of this we know that there is an e.u. summit going on in brussels today and tomorrow we know that from the irish government remember the irish government is a particular player in this given the the fraught situation about border controls should they be imposed on not between northern ireland part of the u.k. and the republic of ireland we know that the deputy prime minister has said today that he believes that there is still the scope for a comprehensive trade agreement which would not involve any form of tariff or other controls like that and some form of minimum supervision might still be possible which would allow for a trade deal to happen but then juxtapose that with the view from the french government we know that the french europe minister. has said that with the british government. moving the legislation that paul was just talking about there cannot be a trade deal so you have this sense that negotiations still going on but the lack
6:25 pm
of good faith as the europeans see it from the british perspective is definitely making it harder. all right daryn thanks very much for that dominic kane reporting live from berlin let's take it on we can speak to you about van voting who's e.u. a constitutional lawyer joins us live from brussels and part welcome to the program it's pretty complex but what about the legalities the e.u. have launched this action what happens next what is the process. well so within the european union the commission has always taken that all of the guardian of the treaties as as it is called and that means that they have the legal power. to bring a member state before the european court of justice and the u.k. has agreed through article 89 of the good ol agreement that it would subject itself to that should jurisdiction even after that it had left and up to 4 years after the
6:26 pm
end of the original period and so what happens next is really happened is that the formal notice which basically sets out you do you can't have file a that article 5 of the withdrawal agreement which says that you will do everything to implement the obligations that you have agreed to in good faith. what you lawyers this is a very well known principle it's really you what it's really the oil that makes the european union and also the e.u. u.k. deletion ship work so this is a very well known legally enforceable principle and so now the u.k. has one month to respond to this allegation to this letter a formal notice. and then typically member states or in this case the u.k. they would try to settle things may be made a deal pending little goal weight and if they don't want to which what we've heard from the previous speakers there would be a so-called good reason the binion which basically sets out this is the act the
6:27 pm
u.k. to mark and bill this is what is the impinging position and at that point there is really a political decision to be made so once you have that reasoned opinion it doesn't mean automatically that you go to court but the commission and specifically the college of commissioner so the $27.00 national commissioners that that you know the highest political level of the commission would decide whether or not to bring the u.k. right before the court and i think is if the u.k. and the e.u. come to an agreement it would go to court anyway. exactly so it's more it's a shot across the bow that this procedure has now initiated but it's not a foregone conclusion that it would and it's quite common i myself have represented belgian government and other member states in discussions with the european commission in trying to find a way on how to comply with the international legal obligations so i certainly
6:28 pm
agree that it is a negotiation tactic albeit a very very strong one because if you had read the u.k. internal market bill it basically says we can ignore the northern i don't protocol and this who have a legal effect even if we violate human rights even if we violate that you u.k. with all agreements so this is unprecedented very briefly but given that if the u.k. does go its own way without a deal what power do the courts then have what penalty can they imposed. in principle the u.k. has also agreed to subject itself to the powers of the court to impose financial penalties and the. commission could start once the. commission could start again and then seek a fine and these can take on i remember to get any case for instance 30000 euros a day of noncompliance and what is more the u.k.
6:29 pm
has also agreed that such financial penalties would be enforceable before its national courts now i could say we have had sort of you know in a we've actually run out of time but we do appreciate you very much going very well for us we appreciate that very much thank you a broad one vote thank you as usual thanks a lot. but. still ahead here and on here we'll tell you why the u.s. is blocky imports of palm oil from a company in malaysia. we don't support in 20 minutes or so a unique celebration very small piece champion will be explaining on. how we got some spring up around the caucuses of the my mixi this little area of
