al jazeera. every. rule. this is al-jazeera. this is a news hour live from doha coming up in the next 60 minutes several european countries imposing new coronavirus restrictions as global cases exceed 40000000. unofficial results in bolivia suggest a win for us a socialist candidate from exiled former leader even more honest his party. no

country has weaponized its cyber capabilities as maliciously and it responsibly as russia. the us justice department charges 6 members of russian military intelligence over alleged white scale cyber times thousands in bangkok to fire a ban on protests for a 6 day forcing a change of tone from the prime minister. and more than 50 u.s. lawmakers demand the release of political activists and journalists facing dangerous conditions in egypt's prisons. so the number of people around the world who have contracted coronavirus is now exceeded 40000000 a quarter of those are still active cases iran has reported its highest ever daily death toll at least 337 people have died of covert 900. past 24 hours and that
9:02 pm
brings the total number of fatalities up to more than $30000.00 and more than $10000000.00 cases have been reported across latin america brazil argentina colombia they're among the top 10 worst hit countries in the world and other nations across europe including poland and italy are imposing more restrictions to tackle the new wave of infections and wales is going into a nationwide lockdown for 2 weeks that starts on friday it's one of the worst hit areas in the united kingdom well let's hear from john hall now in london who says the world down did not come as a surprise. whales of course already under restrictions much of the country and on friday to the rather unprecedented step of banning people from travelling to wales from high infection locations in england and scotland other parts of the united kingdom of course and then mark directed earlier in the day today that's the 1st minister in the devolved ministration in wales announcing this 2 week lock down to
9:03 pm
begin on friday that's the beginning of the state schools hard to break it'll last for 2 weeks it is pretty deep this locked down almost as much as the one the national locked down across the u.k. earlier in the year that's the picture of wales of course wales is not the only place enduring these sorts of restrictions at the moment the north of england the midlands of england in particular having an uphill battle lots of cities up there university cities have seen infection rates going up exponentially in recent weeks after the return of students to campuses in september liverpool under tears 3 lock down restrictions us the highest here in england the mayors of other cities like manchester newcastle and so on resisting government efforts to put them into tears re saying of the science doesn't stack up and the money isn't there to compensate for the loss of jobs and the businesses that will go under as a result of a big battle underway with downing street it's ended in deadlock in meetings today the minute the mayor's saying they won't do it downing street responding saying
9:04 pm
look your infection rates are out of control your hospitals are going to be full by the middle of november if you don't text sept the money and the new deal that we've got on the table now will force you under these restrictions or we'll do it without the extra cash incentive. on a global public health expert and a senior fellow at university college london school of pharmacy and she says there's hope that multiple vaccines could be ready by the 1st quarter of next year . we do have some 200 candidates currently 42 are human trials so the robot pipeline is robust which is great means we have different types of platforms being used as well it's likely that it won't just be one vaccine but multiple that are going to be distributed all around the world and there is positive developments with after zeneca so we do hope that by the 1st quarter 2021 there should be ability to get those 1st doses out but still if
9:05 pm
we look at who that's going to go to it just simply won't be possible to do it all at once so it is going to have to be a staged approach in the don't we chose working with gavi and set b. and countries to help prioritize create a framework so the vulnerable and healthcare workers have access purse but it won't be readily available to people straight away which creates an opportunity for falsifying medical products to men entering the markets and that's one concern going forward we've already seen a shift of criminal activity to warrant st p. p. e. fake tests and all these other complications are unintended consequence. well there's news about an experimental vaccine in brazil so let's cross over to rio de janeiro where you know if you have his life for us and want to tell us about the news about that experimental vaccine and what the picture is across the country right now. well this is just one of many
9:06 pm
vaccines that are being tested in brazil it's produced with the chinese institute so nowak it's called corona vaccine it was already administered 2 doses were already administered to $9000.00 volunteers and there weren't too many side effects but now the question is how effective will the vaccine be. i we just spoke recently to were a researcher who said that hopes are that they were it will be like 50 to 60 percent effective besides this this vaccine which is being tested in some bottle which is the richest state also by the end of the year they were hoping to have the russian vaccine into other brazilian states that's the sputnik 5 vaccine and finally they're also testing here the astra zeneca vaccine with dogs for so there's at least there are many vaccines that are now
9:07 pm
being tested but the one that's ahead of all of them right now is the corona vaccine from china right and that you can't come soon enough to move in 10000000 cases being reported across lots of america and as you say the brazil argentina colombia among the top 10 worst hit countries in the world given the broader picture if you would across the tumor. well yes brazil is like a still the 2nd largest world hotspot after the united states it's reaching 154000 dead more than $3000200.00 infections the president the 1st lady and one of the. have been among the infected they were they they were cured but still. argentina which had a much serious much more serious lockdown then brazil where the covert 19 and that macwas minimized in argentina no they took
9:08 pm
a very strong stance but still the infections are rising which is very worrying and then you also have of course peru and colombia which are among the largest the ones that are having more contamination now so it's a pretty gruesome scenario. going to be there for many thanks very much that's a picture from rio de janeiro you know. i was talking about united states where the number of you infections has reached the highest levels since july since late july in fact over 70000 cases reported just on friday that's the highest since the country's peak this summer hospitalizations are increasing in more than 40 states the current surge is different from previous ones because it's spread across several states many states at this point the ship returns used live for us in washington d.c. deeply troubling these figures. right especially since they seem to be occurring slightly before what was expected to be
9:09 pm
a surge in numbers as winter truly hits the united states 'd people going indoors and so on this is all happening slightly before the winter weather has really hit and that's why it's particularly concerning when the winter was supposed to be the 2nd search but what are we saying now in that case as you said that that the 70000 cases reported in just one day on friday is particularly concerning i want to. use you with with numbers but at least 17 states reported record covert code cases last week and there is that number that you just pointed to hospitalizations going up hospitalizations increasing in some 39 states 40 states perhaps at least reaching a weakling new peaks in 6 states that's particularly concerning because the mayor bit of sun so we get more numbers of testing improved but there was a hope that most people would be asymptomatic wouldn't be feeling feeling the effects of covert $170.00 the death rates are far lower at their peak earlier in the year but if hospitalizations are going up about that that is very very about
9:10 pm
wiring as well. this goes without saying we have to mention how this all keys into the u.s. election. right but what a fascinating a fascinating dichotomy in that survey from donald trump's public pronouncements he seems to think that his approach to covert is no a winning one over the weekend he was very scathing about joe biden for quote listening to the scientists and closing down the economy joe biden responded in a tweet to a one word tweet today saying well yes. trump it appears thinks that his argument that we don't want to lock down the united states is a winning one that that is a clear choice that he can win in fact just today he was railing against. the us is leading infectious disease specialists this is the quote from donald trump a campaign goal a few hours ago people are tired of curve it people are saying whatever just leave us alone and people are tired of hearing found tree and all these idiots he's been here for like 500 years he's like this wonderful sage telling us well if we listen
9:11 pm
to him we'd have 700800 deaths and he also said you know every time he goes on television there's always a bomb but there's a bigger bomb if you fire him but trump seeming to suggest that there's a fear that there is this pandemic fatigue that he could actually key in to make a winning a winning argument a winning closing argument if you will this close to the election. thanks a lot so she ever times there in washington d.c. let's head over now to iran a dorsett you parys in tehran and she says that many iranians just can't afford to take restrictions that seriously. one of the main reasons and that is one of our also the cause of concern for health officials is that people are not taking these restrictions seriously in the capital despite the fact that many people are asked to stay home in the schools or close in your verses are all closed there is still a lot of people that are going about their daily routines the malls are open restaurants are still open and they are not hearing to the words of the health
9:12 pm
officials who are urging people to limit their movements in the city this is also one of the reasons that one of the main reasons for that is that many people don't have the luxury of staying home they have to earn a living there is no help financial aid from the government that's being offered at the moment so many people that we've spoken to say staying home for them is just not an option they have to make a living so the traffic that we see on a regular basis in the capital one of the busiest provinces in the country continues despite this outbreak even though people are the majority of people that we see across the city where masked there are still many people who go about their daily business and they try to earn a living in many of the taxi drivers that we spoke to say they just can't afford to stay home they have to earn their day's wage because there is absolutely no help financial aid from the government during this pandemic. chief palestinian negotiator saeb erekat who's a 1000000 medically induced coma will be treated for coronavirus complications he was taken to hospital in west jerusalem from his home in the occupied west bank on

the individual known some of the world's most destructive malware the group is. accused of attacking ukraine's prime a grid in 2015 and disrupting the 2100 winter olympics and. time no country has weaponized its cyber capabilities as maliciously and it responsibly as russia wantonly causing unprecedented collateral damage to pursue small tactical advantages and fits of spite the defendants in this case were all members of the military unit 74455 of the russian main intelligence directorate known as the g.r.u. the department previously charged members of the same unit also known to cyber security researchers as the sand worm team for their role in russia's efforts to interfere with the 2016 u.s. elections. when it can be how could joins us from washington d.c.
9:15 pm
and can you tell us more about what is alleged to be this litany of malicious cyber times. yeah well in terms of the charges that these alleged hackers face that includes computer fraud conspiracy and this group known as sound were also is known in the intelligence and security circles by a few other names including tele bots voodoo bear and even hades now apparently these 6 individuals in their twenty's and thirty's have a very long rap sheet if you will in allegations of a ledge tax that they have participated and you mentioned a few of the big ones but according to the u.s. justice department really they've had a number of major political as well as financial and even athletic targets some of them not getting as much press as the ukrainian power grid or the interference in the winter olympics that took place back in 2018 now in terms of the current
9:16 pm
election 2020 u.s. election the set to take place in just a day more than 2 weeks from now no mention about any potential interference in that and you also heard the justice official talking about separate charges that were laid against 12 individuals for interference in the 2016 u.s. election this really tends to be more to do with some of the infrastructure as well as again political and financial targets still the concern about this group is the kind of the damage that has been done in the billions of $1.01 justice official saying that this is one of the most dangerous and aggressive groups out there and while there have been in the past some sanctions u.s. sanctions as well as the e.u. sanctions against russia for some of the routes of where they are responsible for allegedly this is the 1st time that we've seen individuals being charged right in the lympics the paralympic games are prone to the tokyo 2020 limits which would cause
9:17 pm
a split and rules are targeted you wonder what was russia who can to achieve by talking to the school to put slogans. well what the u.s. justice department says is that there is a reason that there is such a broad range of targets is that essentially given the fact that this group works for the g.r.u. or the military intelligence in russia that this was any group or person or individual that may have in some way slighted russia so in other words if there was sort of a militia tweet or a perceived malicious tweet or even something much larger in scale those individuals or groups potentially would become targets or it can be thanks to that can be how can reporting from washington d.c. . good electoral body has dismissed selu delhi india low self declared victory in the presidential election police fired tear gas and opposition supporters who took to the streets to celebrate his announcement 82 year old

incumbent has been vying for a 3rd term in office the final results are not expected for the days. folk counting is underway in bolivia's presidential election unofficial early results suggest that. it has won he's the candidate from the socialist party of former president even more as he was forced out of office software a disputed vote last year now even though county is still ongoing former president even moran is already declaring victory for do is now 30 his party's candidate from his refuge in argentina ralitsa hailed the libyan people for ensuring a difficult yeah it was undoubtedly to do it is a historic day once again the bolivian people have delivered to listen in democracy and perseverance the people have resisted a coup a defacto government to massacres a pandemic management marked by inefficiency and corruption several delays on the elections and the worst economic crisis in our history. is about i was following
9:19 pm
developments from the neighboring argentinian capital of one of their. sunday's elections sunday's vote was a historic day for bolivia it happened peacefully with no major incidents which comes as a surprise after what we've been seeing in the country in this past year since there was a failed election that was canceled last year that left people taking to the streets to demand it one with a list resignation he's leaving the country and being exiled here in argentina and the protests we have seen in the country since then the cold counting process is still ongoing but unofficial results are already confirming a 20 point lead by side a say over. so what we know right now is that the unofficial results are still out there but they need to be confirmed by counting process that many are saying it's going extremely low we satisfy is a former economy minister he was able what alice minister of economy for 12 years
9:20 pm
and many of you to him what is no one has ever known me which is a period in bolivia that saw a period of extreme growth of nationalization of the gas industry where bolivia saw growth around a 5 percent growth rate a year lifting millions of people out of poverty out of this is all happening in a country that's been polarized well many sectors of the country in cities like. others there's don't opponents of movement toward socialism sparty but in spite of this most of the analysts we have spoken to say that we sort of says victory brings stability to a polarized country or let's explore this further we can speak to. the observer works with the group could be a mix for democracy in latin america and the current women joins us now from. berkeley welcome to the program if this is confirmed how do you. richard.
9:21 pm
you know i think is victory weeks talking a lot of people on the ground and it's not even necessarily that people voted for our say or the mosque party i think a lot of people expressed they are voting against racism against authoritarianism against violence this is been quite quite literally one of the most repressive periods in bolivia since it's become a democracy and i think people are tired and i think they went to the polls and they are trying to get out. not only a president involved in these massacres but people allied with them and so a lot of these votes i think were against violence and racism so in a sense people just wanted to draw a line under tumultuous 12 months well yes certainly to draw a line but also you know i think there was a lot of criticism of carlos mesa who came in 2nd or who likely is coming in 2nd for being silent during a lot of abuses you know there's been a lot of there's been several massacres under this government they've targeted people who spoke out against them and so people are tired and they're scared and so
9:22 pm
they voted for the last party at least in part because they they've expressed that they want to do something different than what the current government's been doing 1st presidential election since 2002 i think even more honest has not been on the ballot but he was guiding this campaign from exile in argentina do you think this could pave the way could open the way for his return and possibly into government. people don't know i think people have mixed feelings i certainly able to express that he wants to come back and participate in politics from what i hear there's divisions in the party of whether they want that he's certainly a polarizing figure i think a lot of the opposition groups in bolivia have legitimate. critiques of abel morale this when he was in power but there's also a lot of racism that still exists in bolivia and in particular in the far right wing groups that don't want to see an indigenous person in his position back in power so i think he is polarizing it's not clear if he's going to come back or not right if this result is confirmed do you think stability will ensue do you think
9:23 pm
the opposition will accept it. it's tough to say i think with such overwhelming support for our say i think it will be harder for there to be for instance a coup or a lot of violence but i think there is that possibility particularly in the more right wing groups i mean over the last year where state groups have grown hate crimes have grown and animosity has grown and the country split even more and so i think morale is coming back certainly will cause more frustrations but we'll see how r.c. governs you know he in his 1st speech he said we are government of reconciliation he said that we want to draw create bridges with the other side and so if he does that hopefully it will pacify the country well vote counting still underway in the presidential election as we've been discussing unofficial results just as one told us back appreciate that thanks a lot thank you. now thailand's prime minister has issued
9:24 pm
a conciliatory message to protesters saying that rallies which were banned are now permitted as long as they're peaceful thousands demonstrated in bangkok for a 6 day 2 to man pray youth child which is resignation they wanted more democratic constitution as well as changes to the monarchy but it would be about what the government has to do is protect the monarchy because this is the juicy of all time people we request just these few things and we request the protesters to demonstrate peacefully. there's no plan to expand the area of the state of emergency the government's trying to compromise as much as possible i want to ask the protesters for a few things don't destroy government and private property don't do anything wrong and most importantly don't let there be fighting that's enough from scott hired a lawyer who has more from bangkok. this protest is in the custody district of bangkok now this is one of 3 that were announced very late in the afternoon on monday and within 90 minutes we were hear of that announcement there are people showing up in their hundreds it is swollen to more than
9:25 pm
a couple of 1000 now again there are 2 other locations within bangkok again announce at the same time there are 6 across the northern part of thailand also being held on monday evening now it's interesting how the organizers of the protest are doing this now they're announcing the protest location time late in the afternoon and the people come out very quickly now what's interesting is that they've said the protest leaders to protest organizers that everybody is a leader so everybody is participating and you can see that here also something that's interesting is that there's a very light if no police presence that's something that's kind of transitioned over what we saw obviously last friday evening but one thing that the protesters are saying here they're going to maintain this level of protesting to put pressure on the government. the only thing that we can do is to keep coming out to show that we are not happy with the government have the monarchy reform is another important change perhaps the most important one in the past the monarchy played an important role behind many coups earlier in the day type police have said that they've
9:26 pm
ordered a regulatory body to investigate for media outlets for possible infractions of spreading false information and also spreading information that could incite violence now this is tied to that emergency decree that came out early thursday morning also part of that decree is a ban on gatherings obviously that's something the protesters are ignoring and saying they're going to continue to ignore. the paranoids are taking a chance for a better life we need to venezuelan migrants looking for hope and opportunities abroad. and fears the repeated attacks in afghanistan could be the real tool to win the war. and hoping that messy can return to form when they begin their champions league campaign that's coming up.

hello there should be a few thunderstorms on the mountains of man in a bit of rain on the coast as this tropical depression that's what one of these falls apart is certainly picked the seas up as warning for a small craft to stay clear of that was the wind is up but beyond that the weather is quite quiet and middle east on through levant has been rather more active in turkey recently has been active front with flash floods in some parts of western turkey this is the focus to choose to the heaviest rain looks to be in the northeast it will induce a bit of a breeze afterwards so they fairly high temperatures of this part of the world will drop down by 3 or 4 degrees above average now warm still in iraq and then you cure what otherwise where it should be the heaviest rain africa is drifting sas with this seems to be slow movement but it's doing to all the same so northern towns there uganda rwanda and burundi certainly going to be wet places in the afternoon and rather more regularly i think in gaborone on the northern part of angola there

collaboration televisions another way is to even ban. u.s. army quotes to saudi at some point all of these imputed measures could be utilized and he just which every year receives a lot of u.s. aid there might be a chance that congress can play a role conditioning those eads starting next year to get back to that news how the u.s. government is expected to remove from its list of state sponsors of terrorism we can speak to of course when he morgan joins us live now from. tell us more about what you know. well mike this is news that the sudanese transitional government has been waiting for for months now since this government came to power in august last year they went on track to meet with the u.s. administration to get it down off the list of states sponsoring terrorism now that the list that's 2 down was put there on by the clinton administration accusing it
9:44 pm
of supporting terrorism by providing haven't been met in the progress of fido which obviously the u.s. these are the terror groups so for more than 2 decades a dam has been on that list almost 3 decades and that has significantly harmed sudan's economy because of lack of foreign investment needed to shortage apartments which has crippled the country's economy that is something that has also fallen government of all of this year from power and that is something that this transitional government has been trying to work on a little more than a year now so this is quite significant news to the sudanese administration and to the people of sudan because they believe that with sudan being lifted off the list of states sponsoring terrorism then foreign investment and the economy would improve but it is worth noting that he did not specify is this if you say that it has been lifted he tweeted out the president from tweeted out is that it and will be lifted once the amount for the terror attack but
9:45 pm
a compensation for the for the compensation of terror attack victims u.s. terror attack victims act when the policy takes to u.s. banks that's once again been lifted let's come to that now sudan has agreed to pay the sum of $335000000.00 to the u.s. government or to read that to victims of terror attacks in 100-900-2000 at u.s. embassies in kenya and their respect around and the attack on the u.s. destroyer the u.s.s. cole in the port of ad and now the agreement by the between the sunnis one such an administration and the terror victims is to pay 335 $1000000.00 the sudanese government entities official say that they have secured that money and that they will. and for basically is a signal from the u.s. administration that once they pay that amount it's name of all the departments of state sponsored terrorism so what do we read into do you think the timing of this and do you think that this is the only obligation the sudan will have to pay back
9:46 pm
this $335000000.00 or will there be other criteria to will there are concerns on sudanese officials say that the locals have been moved along by the u.s. administration by previous years administration let's not forget that the process the let's about half of its list did not fuck with that and government if ultimately the previous government of president on a chair and difference in huge. even though on a much faster pace with this foreign government now the concern comes from the victims of 911 who were speaking to their senate says and to their congressman saying that sudan should not be in the thick of the list of states sponsoring terrorism because then in then their cases would not go to court and that's something they're concerned about that is why sudan has been asking the u.s. to grant that legal fees along the left saying it's laying off a missile from things that sponsoring terrorism legally is something that the president of the u.s. cannot achieve on his own he needs approval from the congress to be able to grant
9:47 pm
a complete need to be so that is something the government here says that has to be given for them to guarantee that any victims of terror attacks will not pursue them so well this is quite a significant step the country really needs legal fees because they're concerned that they won't get some sort pump more demands it be made on the country's economy is simply not strong enough to continue to compensation to terrible films or have a thanks that updates or have been moving their reporting from coast to. the fighting between armenia and azerbaijan over nagorno-karabakh has killed another $900.00 soldiers in the disputed region i mean it says $729.00 of its soldiers have now died since the end of september the u.n. secretary general is urging both sides to respect a new cease fire the 2nd attempt of a truce began on saturday the region is internationally recognized as part of azerbaijan but it's controlled by ethnic armenians chalons is in armenia the capital of europe and he says that by john armenians do not have much faith in the

ceasefire. but of course people here are blaming his areas for that now we were filming earlier today at a school for a report that will have on al-jazeera and in a few hours' time now the school was closed but it was full anyway full of women and teenagers who were volunteering to stitch together cut up bits of camouflage material and knots them on 2 great big nets now these camouflage next would then going to be sent to the front lines to help the armenian . fighters there you have the armenian soldiers we were speaking to these these women unseen ages trying to get an idea of how they are feeling about the way things were going in this conflict and the sense there amongst these people was that it's not going very well for armenia they've seen the videos of harry drones picking off groups of young soldiers they know that they're being

territorial losses and they're aware that in some ways the military tables have turned in the last quarter of a century from you know the time when the conflict flared up at its most serious and in the 1990 s. that was when armenia was a military style militarily stronger now we know the the years aries with its sophisticated technology and its help from turkey is in a much stronger position than it used to be so they're aware things aren't going very well but they're still insisting that victory will be armenia's. the u.s. special envoy to afghanistan says attacks are threatening to derail peace talks and what bizarre make of his 100 calls inflammatory rhetoric doesn't help either a suicide bomber killed at least 13 people in the western province of go on sunday and tens of thousands in helmand province of increased fighting between the taliban and government forces the taliban says excessive u.s. air strikes violate peace negotiations you know afghan president spokesman citic

siddiqi says the taliban should reevaluate its violent approach if it wants peace i think it's an unfortunate masters that they are trying to send and i would just violence despite the fact that the international community the act and people are now ready to talk to this group the continent ration of these kind of violence and brutal attacks on the up in people and really pose a serious threat to the peace process that millions of americans are hopeful of war so i think it's time for the taliban to look at the their. behavior in this look at they have to reassess what they are doing and there they should not just revise the conduct of what's in it which is there for ending this war well 1st of all they are behind you that look at the options of a deliberate often support or perhaps on helmand will look at these. regular packs that the photo of these meters with explosives and the target government of theirs

and so there's not that. big claim it or deny it we know about who are behind this and that's the taliban of course these attacks is against. the commitments they claimed that they are doing something in the peace process so the the violates all the terms of that agreement that they made with the us in the summit so the top one has to realize that the. peace the floor it is in this one we do everything not only the up and government but the international community what we all do is to pursue the taliban to end this nonsense war and violence. still ahead herron al-jazeera 3 european countries said al to a joint bid for the women's world cup it will have that in school. rules
