a 3rd term in getting the opposition refuses to accept the result. back for a 4th time lebanon name sad to have a the as prime minister once again as the country battles a political and economic crisis. how the 2nd and final debate between president donald trump and democratic nominee joe biden was a less chaotic affair than their previous meeting they had lively exchanges ranging from the economy and health care to corruption and the election interference the pandemic kicked things off promised a vaccine against the coronavirus very soon in his opening statement on biden tore into the president over the more than 200000 americans who died so far. it will be by the end of the year but i think it has
6:02 am
a good chance or 2 companies i think within a matter of weeks and it will be distributed very quickly to tell us which companies johnson and johnson is doing very well mode earners doing very well pfizer is doing very well and we have numerous others then we also have others that we're working on very closely with other countries in particular europe let me follow up with you because this is new information you have said a vaccine is coming soon within weeks now your own officials say it could take well into 2021 at the earliest for enough americans to get vaccinated and even then they say the country will be wearing masks and distancing into 2022 is your timeline realistic though i think my timeline is going to be more accurate i don't know that they're counting on the military the way i do but we have our generals lined up one in particular that's the head of logistics and this is a very easy distribution for him he's ready to go as soon as we have the vaccine and we expect to have 100000000 viles as soon as we have the vaccine he's ready to go 220000 americans did you hear nothing else i say tonight

to this anyone who's responsible for not taking control in fact not saying i'm i take no responsibility initially anyone who's responsible for that many deaths should not remain as president of the united states of america i'd like to terminate obamacare come up with a brand new beautiful health care the democrats will do it because there be tremendous pressure on them and we might even have the house by that time and i think we're going to win the house ok you'll see but i think we're going to win the house but come up with a better health care always protecting people with preexisting conditions and one thing very important we have 180000000 people out there that have great private health care far more than we're talking about with obamacare joe biden is going to terminate all of those policies well joe biden says millions will be robbed of their health care if trump stays in power. he's already cost the american people because of his terrible handling of
6:04 am
a covert virus an economic spillover 10000000 people have lost their private insurance and he wants to take away 22000000 more people have an obamacare and over $110000000.00 people with preexisting conditions and all the people from covert are going to have preexisting conditions what are they going to do joe got 3 and a half $1000000.00 from russia and it came through putin because he was very friendly with the former mayor of moscow and it was the mayor of moscow his wife and you've got 3 and a half $1000000.00 your family got 3 and a half 1000000 dollars and you know someday you don't have to explain why did you get 3 to have i never got any money from where because there has been nobody tougher to russia with between the sanctions nobody tougher than me and russia between the sanctions between all of what i've done with nato you know i've got the nato countries to put up an extra $130000000000.00 going to $420000000000.00 a year that's to guard against russia any country no matter who it is that
6:05 am
interferes in american elections will pay a price they will pay a price has been overwhelmingly clear this election won't game get into the last one this election that russia has been involved china's been involved to some degree and now we learn that that. iran is involved they will pay a price if i'm elected they're interfering with american sovereignty that's what's going on right now they're interfering with american sovereignty and the best of my knowledge i don't think the president said anything to putin about it. joe biden is accused trump of being one of the most racist presidents in modern history. he pours fuel on every single for a cyst fire every single one started off his campaign coming down the escalator saying he's getting rid of those mexican rapist he's banned muslims because they're muslims he has moved around and made everything worse across the board he says to them about the poor borders last time we were on stage here he said i told to stand
6:06 am
down and stand ready come on this guy's a dog whistle about as big as a fog horn. the 1st time i ever heard of black lives matter they were chanting pigs in a blanket talking about police pigs pigs talking about are police pigs in a blanket for i am like bacon i said that's a horrible thing and they were marching down the street and that was my 1st glimpse of black lives matter i thought it was a terrible thing as far as my relationships with all people i think i have great relationships with all people i am the least racist person in this room. let's go 1st to our white house correspondent now can believe she joins us live from nashville kimberly i do want to get to the issues of substance in a moment but 1st if we can talk about the dynamic it was different right it's almost like we've gone from blood sports the color almost to cricket.
6:07 am
this was a really well handled debate and hats off to christine well her colleague of mine from the white house for doing an excellent job and once again she's lived up to her reputation as being objective and fair and really a top notch journalist i think she's the winner in all of that in terms of the 2 cabinets i think you know they both support some points and they both made some mistakes and i think that the winner from that and from the substantive discussion is the american public that really didn't get to see much of any sort of policy discussion in that 1st presidential debate and all they saw was a lot of what they don't like about washington that is fighting partisan fighting bickering in dysfunction so this was an opportunity is both men laid out their closing arguments to really make a case that i think what american voters god was
6:08 am
a clear sense of what each man would do should they become president or in the case of the. reelection there was there was that sort of measured discussions and what this did was give the undecided voter of which there are many in the united states the opportunity to know where each man stands on a variety of different issues that are making headlines right now i'm glad you mentioned that so when it comes to the different issues they. call me how different a vision. would get for body and. i think it really comes down to their economic policies where these 2 men are different and those ak anomic policies really affect the sort of full spectrum whether it's race whether it's policing whether it's schools what and that's that's
6:09 am
essentially what this comes down to it is the argument that donald trump made this evening and he has made repeatedly is that yeah joe biden's policies are great but they cost money and what a lot of americans are worried about is putting food on the table and so what donald trump has in his favor is the fact that he was able to preside over historically low unemployment the something the united states has not seen for 50 years of course that was a rather kid with coke at 19 and this is where he has this vulnerability is that joe biden is saying look at all of that would have been lost if it weren't for this very same president so you want to risk that again so that's where joe biden was successful and kind of reminding americans that everything great that you may have liked about donald trump's presidency even if you didn't like donald trump well that's all gone now and it's going to be hard to build back and says you don't have
6:10 am
those jobs you don't have the economy that donald trump put in place guess what you're also not going to have some of those other things you're worried about. that is overcrowding racial injustice and number of other issues including health care which is a big problem for millions of americans so i think where they are separate is on their economic policies but it found out very quickly and i should point out it also found that we heard it as they discussed climate change because donald trump really defended his rolling back of some environmental regulations are saying they're just too expensive and i care more about jobs right now and making sure that the united states has a fair chance in the global stage as long as india and china he alleges continue to be major global polluters like kimberly how did that thanks so much for that let's bring in allan lichtman he's a professor of history at american university joins us from washington d.c. professor lichtman is well known for predicting the winner of every u.s.
6:11 am
presidential election since $984.00 well this year he's calling it for joe biden good to have you with us so has anything that we've seen tonight in tonight's debate changed your expectations for the election result. so really not my prediction is based on my 13 keys to the white house which has been correct since 1984 and the keys are gauge your strain and performance are already holding the white house all the words the big picture of governing not repair creating house absolutely nothing in this debate has changed the big picture of governing on which my prediction is based nothing that they are great say or do during the campaign tilts the record do you think it would be impacted by anything that's happened tonight. i can't imagine certainly this
6:12 am
was a vastly better debate than the 1st one is so many of your commentators have said likely because donald trump was not interrupting and bowing but in terms of the issues and the argument absolutely nothing new came out in this debate we heard the familiar arguments on both sides donald trump calling biden a career politician who's done nothing all these years hating him for the crime bill claiming he's going to bankrupt the economy with this climate change plan and in turn joe biden noting that donald trump botched the coronavirus pandemic and has no plans for dealing with it i thought the most affected moments for biden was when he pointed out that donald trump has been promising throughout his presidency for a plan to replace obamacare and it's never mertz it still isn't there and i thought donald trump you know was very vulnerable on the separation of the families and the
6:13 am
children with over 500 children still not united and he had no answer as to how those children could be united. and these debates of course they designed to speaking to the american electorate speaking to a domestic audience but i wonder when it comes to what messages the outside world might read from this they did last holmes when it came to russia china ickes haitians of who is corrupted by outside powers how do you think. how do you evaluate some of the messages that the outside world might be receiving from this. well i think there was so much on troops that it's very difficult you know donald trump was hurling completely false allegations against you know by you know that required $5000000.00 from russia that he was taking money from china none of which is remotely true in turn. joe biden tried to take donald trump as the one
6:14 am
who's pay taxes and trying to who has a chinese bank account i think for the most part it was a lot of sound and fury not signifying very much of substance on foreign policy. and you mentioned that i think you're right it was more different terms of style than substance was that down to the new light control protocol of no candidate want to be seen to be faded down through a sentence i think that's exactly right that my control and the excellent moderation by christian welker were absolutely critical i thought donald trump was also 'd finally taking the advice of his handlers and saying you've got to turn it down you can't come across as so hot as you did in the 1st debate he had his overheated moments but it was nothing like the 1st debate and i think he's going to benefit from the fact that the expectations were so problem well for donald trump
6:15 am
after that sastre asperse performance that he might get good reviews simply because he didn't replicate what he did the 1st time interesting so it was good talking to you thanks so much for coming on now take care and still ahead on al-jazeera the hunt for george's most wanted man dozens of hostages freed when the government disappears with hundreds of thousands of dollars. hello there we've got some rather unsettled weather some cooler weather making its way across parts of north america band of cloud here just into central parts of the u.s. that's diving outs of canada to the north of that because that's where the cold air is to the south of that that's where we've got the other the warmer a something of
