a half before the polls opened in the dark i spoke to the woman at the front of the line and she had actually requested a mail in ballot but because of all the concerns being raised by president chomp about counting the votes she decided to come and vote in person instead 3000000 mail in ballots have been requested in pennsylvania about more than 3 quarters of them have already been returned so those are expected to take some time . to be counted in pennsylvania the law requires that they don't start counting those mail in ballots until the day of the election itself 7 counties have said they don't have the manpower to even begin that process until the day after the election so this is why the results are expected to come in a bit later here and why president trump has been raising objections and concerns about those votes coming in later the mail and votes of course expected to be more

really coleman ates what has been a very very tumultuous year here in the united states and a lot of people wanting to see what these results will be and then see what their reaction will be from people here in america after these. bad 9 passes in new york says he will be being contracted i thank so much came from. well let's put all of this into context the u.s. has a rather unique way of electing its president it's called the electoral college system it's complicated and it's contentious especially if you're talking about who actually got the most votes now each state is given a share of electors and that share depends on the size of the state's population and therefore the number of representatives in congress so populous states like california texas new york and florida have more electoral college votes and that entire nationwide electoral college is made up of 538 members. of

538269 which means the magic number that the candidates need to win is 270 so during the election when people vote for their perfect candidate they're actually voting for these electors who in turn give their votes to the candidates now the states have mostly a winner take all system so if you get the most votes at the ballot box you get all of the electoral college votes for the state except for maine and nebraska they split the electoral college votes so in america it is actually possible to get fewer votes from the population and yet still win the election it's already happened 5 times twice in the last 5 elections like 2016 as you'll remember when hillary clinton got nearly 2900000 more votes than donald trump but trump flipped some crucial states with high electoral vote counts and he got 270 instead of her while almost 50 is the stage of minnesota's electoral college votes have gone to democratic presidential candidates in 2016 president trump lost that state by less

a senior fellow at the german marshall fund of the united states and he was also forman vies a republican u.s. senator marco rubio he joins us now from bell and jamie thanks for being with us i don't know for many people outside the u.s. it does seem crazy that this whole election rests on a very small group of voters in just a few states and this time around a few traditionally red states do seem to be leaning blue do you think that's because of the choice between trump and biden or is it because we're seeing a changing more divests electorate. i think it's related to both those factors as you noted this election has generated passions on both sides and so we have the potential that we're not just dealing with some of the traditional swing states which have been contested now over the last several decades places like ohio florida. parts of the rust belt but there are other states that people are openly discussing possibly flipping places like texas perhaps arizona and some of that is just the energy especially on the democratic side in opposition to president trump

but some of it's also related to changing demographics and a number of those states where some of the democratic party's core constituencies are a growing segment of the electorate and the democrats have invested a lot of energy in this cycle in actually trying to draw all those voters to the polls don't move to states that we're all going to be watching very closely tonight florida and pennsylvania and get specially given the number of that truck college votes and the polling margins that missing that president trump is now already insisting the counting of ballots beyond tonight which he founded practice and is jetson that do you think this is all going to end up in cost. it very well could and that's that would not be unprecedented american presidential elections have often been litigated certainly in 2000 with bush versus gore but even when it was not over the actual determining votes there are always issues related

to voter access and a number of congressional races that often end up in the courts i think the real challenge is going to be in pennsylvania in florida my understanding is that florida starts counting its early pre-election day votes in pennsylvania because of a number of state practices a lot of those votes the mail and ballots will actually 'd be counted probably until election night or even the day after and especially given how tight the margin was last time where it was less than one percent where trump was from took the state you have a very tight margin and those mail in ballots could actually sway the election and that's why it's going to be incredibly difficult if the election does come down to pennsylvania to really determine very quickly what the outcome is so let me ask you then jamie how much of the landslide win this election need to be from biden in order to avoid the court battle going forward. i think the big question will be

what happens in florida if biden is able to capture florida elects world map for president trump becomes very difficult it's not impossible but if president trump can hold on to florida and we'll know fairly early after the polls close in florida and the count in florida begins and i think florida has a history just by the despite the mess in 2000 of counting relatively quickly if we know the outcome in florida that will be an early indication of some of the trends and whether this is all going to come down to pennsylvania ultimately a couple other states if there's a major upset in places like georgia texas states that you would expect president trump to carry but he does not that could also make the whole map less reliant on pennsylvania and give us an early indication of what's going on so much of this comes down to the mental content which in itself is pretty controversial and and many would argue that the natural college actually disenfranchises vice hasn't and

none swing states because most campaigning ends up being focused on those areas and and other issues that are important to my house when they get put aside do you personally think a metro college system shuts down exists. i think it's a a corky system that's difficult to explain to people but i do think it ultimately works i think the founders established this system. for a reason america has always been divided by urban centers and large rural 'd spaces of america rural there was a desire to make sure that you didn't just have people in the cities who had all the political power and i think honestly that's going to continue to be a challenge in american politics as the country in the demographics changes and so i think some of what you've seen with selection is a bit of that rural backlash non-college educated caucasians coming out

and the number of problems already very obvious across several states let me start by asking you how has malan voting this time and gone well enough to be seen as an adjustment not only by the politicians but more important by the electorate. absolutely i think what we've seen could be described as a miracle except that i know exactly how many human hands and how much effort have gone into making it work smoothly we saw the number of people voting by mail approximately triple the selection over the 2800 midterm and despite that we're seeing ordinary levels of correctable errors that are being corrected and are allowing people to get those ballots catherine there are also a number of other methods of voting being used to say because of the pandemic drive through voting for instance i say the republicans wanted something like 120000 votes thrown out in texas a federal court has now refuse that request has the pandemic created a potential opportunity here if a new attempts at voter suppression say i think the pandemic is absolutely changed

how we vote and i believe that those changes change always creates some degree of uncertainty and i think election officials have been very careful to communicate how those changes are happening how they're securing the vote and how they're serving voters in this time unfortunately the fact that that uncertainty is still present allows bad actors to be able to for there so that uncertainty i think as an elections community we've been working really really hard to ensure that voters have faith in the system but yes we're seeing challenges to that and people taking advantage of the novelty factor to try to undermine trust in our voting process catherine we just heard our correspondent in his report there say that everyone needs to learn to be patient how quickly do you think we can expect final results especially from the swing states given the time pressure that the trumpet ministration in particular is putting on the counting. absolutely i think. the rule in elections is everything varies based on what state you're talking about

i'm here in north carolina where the election boards have been counting mail ballots and been counting early votes as they've come in and we expect to have results by tonight or tomorrow in michigan and wisconsin and pennsylvania the rules are a bit different and we know that it may be a little while and so the answer as to when we'll really know the come of the election depends on which states it really comes down to and how close the names are so we have to be prepared to be patient but we may also know quite a bit yet tonight well given the lack of patience particularly on some parts there has been plenty of discussion about misinformation around this issue throughout the campaigns plenty of that has been taking place on social media i say that twitter has already flagged one of trump's tweets just in the last day how successful do you think the response has been by a social media giants to all of this. i think the social media giants have been working very hard to set good policy and then they've been struggling to enforce that policy when these messages have been coming from the accounts of very powerful

and well placed political actors it's very difficult to decide to put a warning on a tweet from the president and i'm very glad that twitter is enforcing its own rules against even his account but they've been they've been navigating some of these surprises and this uncertainty along with the rest of us the election coverage and democracy network is a group of political communications experts who've been putting out recommendations on how to be able to cover these pieces and i believe that their recommendations about being able to cover the process what isn't is not as expected what isn't is not normal and up holding the democratic institutions who will be doing the vote counting we're really seeing that play out across a great deal of media and i am hopeful that the networks will be able to cover this as a process and to cover it from a frame of what is that worthy of our democracy rather than a frame of what are the candidates saying while we will be awaiting on tenterhooks for all of those results as they come in dade katherine ph says they're from the investigate of north carolina at chapel hill great to get your thoughts here on out
