campaigning with biden in scranton pennsylvania and trump in arlington virginia. let's speak to our coverage good begin our coverage by speaking to alan fischer in washington d.c. allan where into the final hours now and the messaging still continues. exactly right i mean talking about this election almost since the moment donald trump was inaugurated on the 20th of january 20th 16 and the reality is that in just under 9 hours time the 1st polls here on the east coast of the united states will close and for many people the 2020 presidential election will be over donald trump is determined to keep fighting it until the final moments he's been on television in the last couple of hours saying that people should get out and vote saying that he deserves another 4 years in office that he had built the greatest

economy and american history not strictly true but a message that he is how murder again and again and again and it was all because of the plague as he described it covered 90 coming from china as he claimed that ruined that economy so he deserves a chance to build it all again he's been over to arlington in virginia as well to republican party workers who have essentially coordinated his efforts particularly over the last 3 weeks you'll remember that it's not that long ago the dollar trump a man in the seventy's was actually in hospital with covert 19 he got out of hospital a few days later and within a week was back on the campaign trail holding eventually across the country in fact 17 in the last 3 days hitting the states what he's really got to shore up his support if he's going to win this election so he's been visiting the likes of north carolina florida of course he's been in pennsylvania and he's also been and michigan when he ended this. campaign 2016 there's

a lot of things that donald trump likes to do is a repeat of 2016 because he believes it was successful for one of those things is looking at the polls you'll remember that 4 years ago all the polls and i mean all the polls said that donald trump was going to lose the election this time around the polls are saying exactly the same thing he's not put off he thinks that that's just the norm and making sure that he's going to get another 4 years in the white house and we shouldn't lose sight of the fact that this of course isn't just a race for the presidency this is all about the balance of power between the white house and congress and senate. it's not something that donald trump has made a big deal about that's not surprising given who don't or trump is. he's gone and he's helped a few candidates here and there but joe biden has realized and campaigned more for other senate candidates as well because you remember the senate is 5347 in favor of the republicans so if the democrats can flip 3 seats then when

the senate now if you look at the polls across the country there's a real chance they can do that in fact there's probably 6 seats that they might win 5 is probably slightly more realistic but 3 is definitely within their grasp and if joe biden won the election as well that would give him a house a senate and the white house all governed by the democrats and that means he could put forward his own agenda and push it through very quickly as for donald trump he has warned that that will mean a radical agenda that this will change the face of the united states forever it will become a completely different country he believes it is the radical left that is driving the democratic party but we'll know in a few years time whether people are buying that argument donald trump desperately wants a 2nd term you'll remember that when he was campaigning 4 years ago he talked about

was a fight for the soul of america how are people in delaware reacting to all of this . well rob this is joe biden's hometown in fact the polling station where it is where his wife used to teach so they are very much the majority at least in favor of the democrats' agenda but as you mentioned central true the messaging has been that this is a fight for the core of america even for american democracy and this is why we've had the messaging coming out from biden on from his running mates for people to come out and vote as if their life depended on it and what we actually have here is obviously a mix of young and old but we do have some 1st time voters and i want to just introduce them how you guys are going to what brings you out to vote in this cold day why is this election so important and i feel like this election will be any other it's very important for the future of the country with everything going on it

so important even in the pandemic for us to vote and we're actually taking a break from classes right now to stand in line and vote in our 1st election because it's just so important that everyone gets out the matter is that what makes it so important i mean elections come and go every 4 years are going to get a chance why this time you've decided to come out of class to come stand in line in the culture of what is at stake here i think our entire civil liberties our human rights they and they have been for the past 4 years i don't think anyone realized just what damage could have been done 2016 which makes this 2020 like an even more you need. because the things that have occurred in the past 4 years have been awful and we cannot withstand another 4 years of that especially with the pandemic and everything that has gone on and so we are fighting for our lives today so do you guys think that it is your civil liberties here that are of course not just an issue of choosing between republican and democrat that actually your rights as

americans that's what you're voting on right especially as people of color it's really important in this election that we vote blue that we vote from. trump has made really racist remarks really xenophobic remarks and it's really important that we as a country stand up for our beliefs and our right people and not only made the remark he made actions against people of color that everything happened that way and our grandparents and those around them fought very hard for us to be able to vote and for us to have human rights and so it is our duty especially if like people as people of america to fight and get out here no matter what party you belong to we need to vote trump out thank you very much so as you heard that's one opinion here obviously we are at an election that has probably been the most divisive in recent history and that's what's led so many people to come out and vote almost 100000000 votes early right now if you look at this long line this is a line that stretches all the way round to the back of the school here and this

polarization has pushed so many people to come out and have their voices heard and that's what's actually also going to lead to a very long and drawn out vote count and this is where maybe some of the problems will arise we've already had both come speaking about that's the legal teams that are getting prepared to fight and you contention in different grounds but as it stands now huge voter turnout the message from the democrats is to get out and vote despite the polls being in their favor they don't want to make the same mistake that they did back in 2016 where they thought that they had a. in the bag only to find out that they had lost and that's why even we saw joe biden in pennsylvania coming out in that battleground to try and count votes even people are going to the polling stations there jamal though so i'll bring us up to date from wilmington in delaware the polls in florida open just a few hours ago in the state could decide the outcome of the election tom won there

4 years ago but by a little more than one percentage point and gallacher explains why the state is so important it seems like every 4 years when a presidential election comes around we end up talking about florida this state of course has a long history of razor thin elections that have a huge national impact but what makes it so important well the demographics unit tend to reflect those of the entire nation about 20 percent of voters are elderly and has a very large latino and hispanic population here but perhaps more importantly this state has 29 electoral college votes only texas and california has more interestingly no republican nominee is ever made it to the white house in almost a century without winning this state now voter turnout here has been huge shattering all records but coded 19 has been a massive issue in this state but one thing is. whatever happens on election day in this state really matters. well it's not just florida that could decide the whether

states like michigan illinois wisconsin and ohio could also have a huge impact let's speak to john hendren who's following developments from chicago john you're watching some of the key states down the middle of the u.s. to talk us through what's been happening. and try donald trump got elected in 2016 after campaigning that he was going to build a wall a wall along the mexican border where the democrats had a wall too and it was called the blue wall of democratic states and it stretched from pennsylvania in the east to minnesota in the west and in between there were some key states that he is still trying to play defense on he wants to win these states just as he flipped each of those except for minnesota back in 2016 so there's michigan michigan is a state that he won campaigning hard in by 0.2 percentage points that is the slimmest margin in the entire country in 2016 and wisconsin was the state that put

him over 270 electoral votes that's what anyone is going to need to win tonight so it's clear that he's playing defense in trying to hold the states that he won last time and then you've got ohio ohio is known as the bellwether state it is voted for the eventual president in every election since 1964 and since the republican party was founded $854.00 no republican has ever won the presidency without ohio so there is a kind of superstition about that state trump is has been campaigning it's no accident that 2 of his last stops were cocksure wisconsin and grand rapids michigan he desperately wants those states but he is behind in polling by about 4.2 percentage points in wisconsin in a summary of polls by real clear politics and between 6 and 7 percentage points in michigan it's a dead heat in ohio so we already know that michigan is not likely to have all its votes counted by wednesday morning wisconsin says they. they expect to have those

counted by 6 am and ohio we don't know could be very difficult because of the expected close race there but we're already hearing about some problems in indianapolis indiana there were wife i outages and that delayed the opening and in franklin county around columbus ohio there were problems with the electronic voting system and so they had to look people up by hand bad is going to delay voting and counting there these things happen every year somewhere but right now they're happening in key states in the midwest but the the ones really to watch that trump absolutely must get in this region are michigan wisconsin and ohio which possible for him to win without those but his routes to victory narrowed dramatically if he loses them tony where you are in chicago we've been hearing a lot generally about concerns that there might be some violence off to the election as the results begin to come out as you've been in the city as are you getting any indication about people being concerned about violence or protests that

might be out on the streets. absolutely downtown the macy's is been boarded up the gold coast which is sort of a wealthy shopping area and wealthy homes area that has been hit again and again throughout these protests the black lives matter protests following the death of well the death of george floyd and the shootings of jacob blake and others so there are protests expected in the next 24 hours or so they're generally peaceful in the daytime but they have gotten violent sometimes at night so the mayor and the police department have set out a plan they will be out in force every police officer here will be on duty and the national guard is standing by the governor of illinois j.b. pritzker said he's got them standing by hopes not to use them but they are ready for things to go badly here in chicago and of course that's a problem in all the major cities throughout this region john obviously we're going

to be checking in with you as the i was go by but for now john hendren following developments from chicago john thanks a lot. well here's how the 2 candidates stack up on china north korea and russia donald trump started a trade war with beijing confronted it on security and blamed it for the spread of coronavirus joe biden says he wants to work with allies to put pressure on china on trade and human rights and trump was the 1st u.s. sitting president to meet a north korean leader but he's been unable to persuade pyongyang to give up its nuclear arsenal biden says if elected he will not personally meet kim jong un without concessions on his nuclear program to strengthen ties with russia and moved away from traditional allies in europe biden says he will cement old alliances like nato and that he'll be tough on russia ok let's bring in jamie fly in berlin he's a senior fellow at the german marshall fund of the united states and he was also

a foreign affairs advisor to u.s. senator marco rubio good to have you on the program given the level of the disentanglement if you like the trumpet ministration has done with global entities such as nato for example is it possible for the biden administration should we have one to actually stick that all together again. i think it is i i think that you'll see if there is a by the administration a lot of initial outreach to traditional u.s. partners like the european allies and efforts to reaffirm america's commitment to alliances like nato the question though is what does the president biden want to achieve with those allies and you mentioned for instance as america enters into this competition with china working with allies on china but it's unclear yet because this has not been a policy focus campaign exactly what president biden's foreign policy goals would be 8 and what he would be then asking of us allies do you think that foreign

governments around the world regards the america in the same way as they used to or has the trumpet ministration essentially forced some governments into partnerships and alliances that normally they wouldn't have considered. i think he's clearly up ended in the traditional perception of america especially amongst america's allies i think there's both good and bad aspects of that i think the good aspects are that he's been much more blunt with allies about what a merica wants from them and i think that most of those assets are ass that i think your average american would expect of us allies but the problem is his rhetoric is often gone much further than that it's actually started to question the legitimacy of our alliance and of america's commitment so those alliances and that's where i think he's turned off a lot of partners and started to drive some of them away from the u.s.

these are all things that right now i think if there's a by the administration that can be repaired if there's a 2nd trump term though in another 4 years of this approach to the world i think it's going to set in motion some fundamental changes to the international order and it's going to make america more isolated on the world stage given the fact that donald trump had maintained that for example chinese trade or china's trade had been very unfair to the rest of the world he made claims about pricing and states supported business is there is some element of truth to that isn't there and there is a concern and one would imagine that if a biden administration gets in that it may not have this strength if you like the the force to be able to push china in the way that a trumpet minister mud ministration might have done. i think even if donald trump loses a polls today this will be one of his lasting legacies is

a shift in the debate in the u.s. about china he himself has been a bit erratic early on in that shift in terms of the views expressed about china but he's put the u.s. government on a collision course with beijing on almost every strategic front and they ministration has really framed this as a long term competition with china and started to ask allies to contribute so that i think the by the administration lightly pursue at least some of that same approach they'll probably tone down the rhetoric but ultimately they're going to face a similar challenge of how far do you try to go with this competition how much do you try to disengage your on me from the chinese economy and ultimately what is the long term goal 'd of this china strategy when this and by the ministration will likely want to also cooperate with the chinese on other global issues like climate change let's put trade to one side for a moment talk about the military elements of all of this because obviously the dynamic within south asia particularly has changed but also the dynamic with russia

as well do you see a difference in the way that a bi ministration might approach russia and china and countries around asia and south asia in a different light to the way that the trumpet ministrations been doing. i think clearly on russia if you just look at some of the polling the democratic parties the use of russia are a very different place than they were when barack obama left the white house. president trump while he or you know himself has expressed interest in working with vladimir putin the reality is u.s. russian relations have not improved under is tenure so i think the by the ministration will likely continue a lot of the policies pursued by the trump ministration when it comes to russia but they'll probably be even tougher with the rhetoric on china we discussed a bit some of the goals of the by the ministrations going to have to kind of determine what their approach is to be beijing but i think when you look outside of beijing to other partners in the region you'll see a lot of continuity and the u.s.

approach sure you'll see a continuance of the strategy of shoring up u.s. alliances in asia trying to deepen military cooperation with other asian partners and so despite the major differences between biden and trump i think on some of these foreign policy topics you'll actually see a certain amount of continuity when you go to get your thoughts on this to me fly we appreciate it thank you very much thanks for having me. millions of americans have already voted and many have done it by mail but is largely jews and some reluctance to vote in person during the pandemic across the u.s. there's no single procedure for processing those votes rob reynolds has more from los angeles. there's been a tremendous surge in mail in and absentee ballots cast in this election we're going to see tens of millions of more americans vote by mail than have than any other former presidential or any election really this despite president donald

trump's repeated false claims that mail in voting is rife with fraud no there's there's no evidence of widespread fraud the process catch is that the process is to bahrain to catch these sorts of issues percentage is about 0006 percent of all ballots cast 9 states plus the district of columbia send ballots automatically to all active registered voters in the rest voters may request absentee ballots despite fears that trump appointed postal officials were engineering a mail service slow down observers say delivery time has not so far been an issue we've actually been hearing good stories about very quick delivery when will all these ballots be counted well it depends on the state all across the spectrum of the united states you have a variation in the rules of which the voters need to abide by the way in which ballots are counted be be it the laws and policies and procedures or the type of

the quitman that they're using most states begin processing and preparing mail in ballots for tabulation well before november 3rd that means they'll get results quickly it's just a handful of states that don't allow that processing to occur until election day or after but that handful includes the crucial swing states of wisconsin and pennsylvania ballot counting there could delay knowing who won. if we're down to the wire and it's all contingent upon a couple of states we may not know the projected outcome and tell long after election day a couple of days maybe a week and as millions lined up for early voting armies of lawyers from both sides are poised to dispute the results in the courts there have been more than $300.00 lawsuits around election administration so far this year just days ago the supreme court ruled against republicans allowing pennsylvania and north carolina to

continue counting ballots after election day look i'm i'm a former elections official litigation can reach havoc in the election process specially in the middle of the conduct of the election there are many variables but the bottom line is have patience unless one of the candidates wins in a landslide americans and people around the world may have to wait a while before they learn who has been elected president of the united states robert oulds al jazeera los angeles katherine peters is from the university of north carolina at chapel hill and she says it's unclear how long it's going to take to declare the results of the election i think the pandemic has absolutely changed how we vote and i believe that those changes change always creates some degree of uncertainty and i think election officials have been very careful to communicate how those changes are happening how they're securing the vote and how they're

serving voters in this time unfortunately the fact that that uncertainty is still present allows bad actors to be able to for there so that uncertainty i think as an elections community we've been working really really hard to ensure that voters have faith in the system but yes we're seeing challenges to that and people taking advantage of the novelty factor to try to undermine trust in our voting process. the rule in elections is everything varies based on what state you're talking about i'm here in north carolina where the election boards have been counting mail ballots and been counting early votes as they've come in and we expect to have results by tonight or tomorrow in michigan and wisconsin and pennsylvania the rules are a bit different and we know that it may be a little while and so the answer as to when we'll really know the come of the election depends on which states it really comes down to and how close things are so we have to be prepared to be patient but we may also know quite a bit yet tonight. still ahead an al-jazeera thousands free ivory coast after
