4:00 pm
he is talking to people understanding what we are going through so that i can be the headlines in the most human way possible. we believe everyone has a story worth hearing. the. 0 . hello there i'm the star of the attack and this is the news hour live from our headquarters here and coming up in the next 60 minutes. i'm not here to that we've won. but i have here to report on the countess fetish we believe it will be. democratic candidate joe biden says he is close to victory as president donald trump launches legal challenges. but the race to the white house remains extremely tight the final results will be determined by key battleground states
4:01 pm
where votes as you can see are still being counted. because of us president resigns following the indictment for war crimes at the hague. and the u.k. gets a new multibillion dollar rescue package to boost its economy as an england enters another democrat down. i'm far as small have all the day's support and polluting pressure mounts on manchester united boss only going to sole share as his side loses a gallon this time in istanbul in the champions league. now americans are waking up to another day of uncertainty over who will be the next president it is now 8 am in the u.s. state of georgia the is a live pictures from that where vote counting has been going through the night it's an extremely close race in the traditionally republican states donald trump's initial lead has been steadily. falling georgia is one of several states where
4:02 pm
republicans are already filing legal challenges over this election let's take a step back and look at the state of play right now well biden has already flipped michigan and wisconsin that donald trump on very narrowly 4 years ago the democratic candidate now has a projected total of 264 electoral college votes according to the associated press while trump is projected to win just 214 remember a candidate needs 270 in order to be declared the winner here in yellow you can see the states that are still being decided is nevada in the west and of course georgia north carolina next to georgia and of course pennsylvania while the associated press is projecting a win for biden in arizona but this is also been disputed by the trump campaign we are following a.p. calls here at al jazeera english well biden's lead over trump has narrowed in arizona over the recent hours this battleground state is worth a critical 11 electoral college votes as i mentioned
4:03 pm
a vote counting is still ongoing in georgia trump there leads by only about 18000 votes but what might help joe biden is that most of the remaining votes are from the plants and its suburbs which lean democratic we are expecting more days in the coming hours could be called any moment we are also still waiting on pennsylvania that's the state that joe biden was born in trump's lead here is again shrinking the remaining male ballots are mostly from democratic leaning cities of philadelphia and pittsburgh that all gives biden a pretty good chance to catch up pennsylvania is another state where trump's also filed a lawsuit and here is nevada where biden is narrow lee in the lead the western state has 6 electoral votes doesn't sound like a lot but that would be enough to get him to that magic number 270 allow teams are in place across the united states alan fischer is monitoring developments from washington d.c. . and biden's home state of delaware and kristen salumi is at the pennsylvania convention center but 1st patty culhane wraps up all the developments so far.
4:04 pm
former vice president joe biden projecting confidence he will be the next president and he may have taken a step closer he sociate a press declaring he's won the states of wisconsin and michigan giving him more electoral college votes and an easier path to the to 70 that will get him to the white house and now after a long night of county it's clear that where one knew enough states to reach 270 electoral votes needed to win the presidency i'm not here to clear that we've won but i am here to report when the count is finished we believe we will be the winners but u.s. president donald trump is demanding a recount in wisconsin after falling short by around 20000 votes even his most ardent supporters doubt that will change anything former wisconsin governor scott walker tweeting out a recount and 2016 trumps numbers went up by 131 and the counting continues in the
4:05 pm
states that will decide the election with state officials asking for patience give the public servants the opportunity to do their job and what i will tell you is that tara pennsylvania we're going to follow the law and we will respect the will of the people and the crop her victory will be certified based on who got more votes the president is suing to stop the counting in some states his surrogates saying falsely that the election is being stolen to win for a republican to win here how many votes we have to be at 400000 is not enough with 80 plus percent counted i think there's only 14 percent of the vote to go if you think we're stupid you think we're fools the president is complaining on twitter they're finding biden votes all over the place in pennsylvania wisconsin and michigan so bad for country to be clear they're not finding ballots but counting ones that come in on time according to state laws. and there is
4:06 pm
a question about whether the postal service run by a trump loyalist interfered in getting ballots delivered on time define a federal judge's order tuesday to do a sweep for ballots they refused potentially leaving hundreds of thousands not counted the one thing this election has clearly shown america is a nation divided it really does seem like people live in 2 different realities given like the news they consume and who they surround themselves with so i i am not that surprised that a lot of people decided to vote again for a president who has brought us to where we are with several cases winding their way through the courts as the votes are counted and america and the world waits to see who eked out a win in this fractured country. al-jazeera all that space alan fischer who joins us now live from washington d.c. and we've been saying so much rests on these really raise at the margins right now
4:07 pm
and i see there's already an army of lawyers that's been deployed by the truck cab . exactly right no we're expecting results of from georgia probably in the next 45 hours we are told that there is $25000.00 votes just to be counted and the secretary of state one of the leading officials dealing with the election in georgia says they expect to have an announcement around lunch time which would put that about 12 o'clock so that could be interesting because at the moment don't trump is slightly ahead we know that joe biden is gaining on votes that have been cast in some of the democratic areas of georgia so that could well settle the whole presidential race but we have the lawyers out in force in other countries in other counties and also in other states such as pennsylvania the in wisconsin there also in michigan as well there's a couple reasons why don't trump wants to do that 1st of all he believes that he has been cheated by some of the procedures even though the officials there are
4:08 pm
saying look there are people from both parties in here they are looking at the procedures as we count the votes there is nothing untoward and some of the allegations that are being made are just quite simply nonsense there's another reason why i don't want to do it if you're talking about that you're not talking about your by winning the election you're talking about electoral fraud and so that distracts from donald trump so yes the lawyers are about working hard on behalf of donald trump alan do you think that there is a real danger here if joe biden does make it across that 270 electoral college threshold that president trump will decide that he won't concede and went to from there. well you know people say well if that happens donald trump will do the right thing but you've got to look at what's happened over the last 4 years and has he ever acted the way that people thought he was going to remember when he won the
4:09 pm
election 4 years ago we were told that he would that much more presidential when he was actually in the white house that didn't happen we were told that he would torn down his tweets because he realized that they were causing problems that didn't happen he wouldn't be so aggressive against opponents that didn't happen so will he walk away will he quietly hand over power. let's wait and see but it seems that it's unlikely certainly we do he's going to fight all the way to stay in the white house we know that he set up this scenario weeks ago when he talked about if you will or steal election it would only be through fraud he couldn't possibly conceive the idea that the american public might reject him or his ideas so how is he going to react i think we can only wait and see it would be wrong to speculate but someone pointed out a short time ago the last. republican president to win one term was george w. bush when he lost he stood up in front of his supporters and said we're going to
4:10 pm
get in contact with governor bill clinton we're going to do everything we can to make sure that the transition is smooth because sometimes country is more important than party and i suspect they'll be those in the republican party who might go to the white house and just remind donald trump of that if joe biden wins the election but we've got to see at this point a move got to make absolutely clear both men still have a path to 270 it's just proper possibly a big killer clearer for joe biden at the moment and thinking alan there with analysis for us from washington d.c. we're watching the vote counting very closely here and out of there thanks so much allan well let's now speak he's and joe biden's home state of delaware he joins us now from wilmington jamal let me ask you what has the biden can't been doing in preparation for these potential legal fights ahead. well they've expected this is
4:11 pm
a possible scenario it always is in an election but obviously this election more than others that there would be some sort of legal recourse that either side actually could have taken obviously. campaign has been more forceful and more vocal about their challenges to the results that have been coming in and that's why the democratic party in the by the camp has been fund raising from its supporters and donors to be able to put up a legal fight which often costs a lot of money but since these statements were made by biden late in the day on wednesday we haven't heard much from them but it is very important to kind of stop those comments that were made and we played a few of them earlier on in the program where he was talking about his confidence in reaching out to 70 number in the confidence of the biden camp has that he will be eventually announced as the next president of the united states but further afield there where of 2 of the key messages or there was mention of 2 of the key
4:12 pm
messages in that speech that he gave at the trade center here one was the imperative kind of or the importance of protecting the democratic process of respecting gets and i think biden is trying to lead by example here by not declaring himself a victor yet by saying that all the votes have to be counted and only then will we know who indeed is the next president of the u.s. but the 2nd key message was pertaining to the huge division that exists currently in us society a division that's only been exhausted. rather because of the coronavirus that the pandemic that's going on with some people siding with trump's policy of how to deal with its others on the other side of it some believing that the government has failed to deal with this we saw it's with the. movements we saw you saw those divisions in. of other he issues that really kind of cut across the fault lines of
4:13 pm
the u.s. and when we look at the results that i have been coming across the united states what we'll see is actually there hasn't been a real shift in terms of people who voted for trump in 2016 and suddenly have switched sides what we've seen is just greater voter participation and an increase in the in the difference between the democrats and the republicans so what i mean by that is even in the traditionally republican states within those states the democratic cities in them maybe their voter participation has increased but the states themselves haven't necessarily flipped from red to blue and that division is where we heard joe biden saying it's his huge challenge to be a president for all of the united states and to try and mend and heal the division an incredibly polarized country. there for us in delaware biden's home state thank you jamal. well as we've been saying pennsylvania as one of his critical
4:14 pm
battleground states which could decide the selection his come out santa maria with more on just why it matters. pennsylvania is famously joe biden's native state you probably heard him mention scranton pennsylvania more than a few times but it is important for anyone who wants to win the white house pennsylvania has 20 electoral college votes on offer and the pollsters believe the keystone state could in fact hold the key in deciding who wins this time around but if history for you here we go back 299246 straight presidential elections it has backed the democrats bill clinton and barack obama who won twice john kerry and al gore who didn't but pennsylvania still became part of the so-called democratic blue wall but like so many things all of that changed in 2016 pennsylvania flipped red only just when donald trump beat hillary clinton by less than one percent now we're going to bring up the $26.00 electoral map to see who did well where and you've got
4:15 pm
the democrats down in the southeast they did well the other cities in the suburbs the republicans who won in mostly rural areas did pick up some urban centers and then the 3 counties which we've colored in orange who switched from barack obama in 2 elections to donald trump in 2016 a quick look at some demographics for you and more than 80 percent of pennsylvania's voting population is white blue collar voters who have long been the democrats base non-college educated voters who favor donald trump also 10 percent of eligible voters are black and hispanics a little over 5 percent so it will probably come down to do is urban voters in pennsylvania and whether biden can hold on to them and then woo some back from donald trump to decide who gets 20 vital electoral college votes and that is why pennsylvania matters. because pennsylvania massenet's peter christensen amy she joins us now from the pennsylvania convention center and. kristen i know the
4:16 pm
counting is continuing that can you give us a sense of where things stand now how soon could we get results. well vice president joe biden has been inching closer and closer to donald trump as the votes continue to be counted the difference between the 2 has shrunk overnight when we went to bed it was about $56.00 percentage points apart now it's down to 3 percent or $165000.00 votes less than that separating the 2 candidates with some $763000.00 votes still left outstanding that gives joe biden a possibility of catching up to donald trump here and he is favored to move ahead because so many of the votes that are left are in urban centers particularly here in philadelphia where i am which lean heavily democratic heavily blue at this rate
4:17 pm
we do expect that most of the ballots would be counted today and we could have a pretty clear idea but remember the state is continuing to accept ballots received by mail right up until friday that is however being contested by the trump campaign who thinks that that is not a fair idea they are contesting that also the republican national committee has filed another lawsuit. against policies here in the state of pennsylvania in particular the secretary of state has ruled that voters have until november 12th to essentially submit missing proof of identity for mail in ballots basically if there is a signature missing or some other detail missing on that ballot they can. come in and fix it that is something that the republicans are fighting to stop now how many
4:18 pm
votes this could impact these 2 lawsuits if the president were successful in stopping some of these ballots from being counted it's hard to say it's likely a smaller percentage of votes but the way things are going this could be a really tight race here in those legal actions could make a difference i'll continue watching very closely and they christensen amy that speaking to us from philadelphia and pennsylvania thanks so much preston. well biden's victory in the swing state of wisconsin has already given him 10 electoral votes but the time campaign as demanding a recount there and people have taken to the streets natasha going to reports from the regional capital madison. despite the comeback story of the democratic party here in the state of wisconsin grad a rally at the capitol and people here are saying they're here because this isn't over they're standing for democracy and they say they will not leave until every vote is counted in the united states it was
4:19 pm
a good day for democrats in the state of wisconsin bitin flipped the state by 20000 votes edge to head of trauma as absentee ballots were counted in the cities of milwaukee green bay and had no shot in 2016 troth one wisconsin's 10 electoral college votes by less than 23000 votes earning him the distinction of being the 1st republican presidential candidate to win in the state in more than 30 years that was clearly something the democrats did not want to have a repeat of it was a bruising loss for them so in the intervening years they dumped a lot of money into the state biden campaigned heavily here so did trump now the truck campaign manager has said they will ask for a recount here in wisconsin the manager said that without any evidence without citing any specific examples that there have been reports of voter irregularities
4:20 pm
in several counties in wisconsin he also said quote public polling was a kind of voter suppression tactic wisconsin like many other states had legal challenges coming into election day with regard to absentee ballots the supreme court ruled that wisconsin could not continue to count absentee ballots through november 6th even if they were. postmarked on election day and the reason the state had planned to do that was because of the pandemic because there have been real 2 mail shortage are real mail delays in the state of wisconsin in any event as the state braces for a possible recount it's worth noting that trump when he won the state in 2016 he won it by less than one percent. well there have been protests and other cities as well in arizona trump supporters gathered outside
4:21 pm
a vote counting center that police blocked the entrance to the building observers from both parties were inside as those votes were being counted they were also processed in washington near the white house protesters marched demanding that every vote is counted some activists carried signs reading the wound as well. and hundreds marched through central chicago again calling for all votes to be included they also highlighted issues that a flare up during trump's presidency including police brutality racism and his handling of the current virus pandemic those issues were also highlighted at protests in new york was that. protests on the streets of new york city here in the heart of times square these people are protesting what they say is voter suppression in america against black people this is just one of multiple protests there were in new york city earlier in the evening thousands of people took to the streets in midtown they walked
4:22 pm
a more than 30 blocks and they were chanting count every ballot every vote counts they were people who really showed some anger that the election was even being called into question by the president and they said that they had to get out to the streets because they felt it was their civic duty to make their voices heard that the all the votes of everybody are counted people into the streets all strikes actually shut this place down i'm here because i want to join my voice to the thousands of others demanding that every vote be counted by little our it's a democracy and everybody should happen for us i'm out here tonight for all of the mail in their ballots and i'm wondering whether they're going to be counted we know you aren't. it's going. to swing states will be.
4:23 pm
the only way to stop an attempt like the one. thing he would like to do. it's by having lots of people out in the streets peacefully demanding our rights protesters here say they're prepared to come back out to the streets in the coming days if every vote is counted. well let's not speak to steve clemons he's the host of the bottom line here on al-jazeera and he joins us again now from chest a town in maryland steve really good to have you back and i do want to take a bit of a step back right now and talk about the just in the city we've seen all these legal challenges these protests watching all these people in the streets and i've been wondering how damaging do you think this all has been for the american democratic process itself. well i think one part of it is encouraging is to see the people on the street demanding that every vote be counted what's really interesting is when you look back you know 4 years ago president trump which fairly obsessed with the notion of his own legitimacy and that's one of the reasons why he
4:24 pm
discounted so heavily the notion of any russian meddling in the election because he thought that even looking into the question of russian meddling in the election damaged his legitimacy now you see the present night states you know essentially trying to. push that votes not be counted he's meddling with his own legitimacy in full daylight in front of everyone and that's why you see people in streets so on one side of the equation i think it's positive on the other side it's very disconcerting to see the head of a nation ahead of a democracy basically putting into place to discount or to disavow legitimate votes staver obviously raising fair amount of really crucial states to be called right now and i recall well after 2060 impulse to determine to get it right this time around what do you make of the polling haras that we've seen so far and i sense that it was either going to be a complete landslide or incredibly close which it has being but. but does everyone
4:25 pm
just keep underestimating how conservative the u.s. and. well i think there are 2 things going on it's one of the topics i had my show the bottom line last night with frank luntz who's a famous pollster and i think there's no other way to look at this moment than to see that polling is broken that looking at polling is broken frank once himself actually said we should give up the practice of polling and begin having substantive policy discussions you thought it would be healthy for the country and getting away from this horse race mentality that polling promotes i found it a very provocative and you almost a brave comment from luntz last evening but i think polling right now is not just under us because there are some pollsters that get it right it's the question of whether or not a substantial portion of the american public talk honestly or are connected to those questions and pollsters that they're being posed and it's very clear that that answer is no they are not and in that in that situation pollsters are no
4:26 pm
better than modern day out commis we don't see a transparency into what they're doing and the spin can go over every which way there's no other way to explain the huge gap between expectations and results for the 2nd election in a row oh steve it feels like one of the places they they did make some assumptions was when it came to racial groups what do you make of the support that we've seen this time around to try to minorities in particular and it does seem that that support is growing. you know which is a real shocker given the george floyd protest given the various racial identity inequality questions in the way the cohabit pandemic has hit communities of color differently it's easy to explain the hispanic vote in florida because i asked to do with politicking relating to venezuela and cuba but it's more interesting when you look at the uptick that trump got it's minor but he got an uptick in black vote down there and i think the big thing that's going on that i think is likely going
4:27 pm
on is there's coded the tea had them pick that tea where people don't want to be defined that by that and they you know the one the one single line item and perhaps the most important that trump continued to be biden on across the board was on economic issues and so what you see across these different identity groups is that economics matter and that may explain partial a partial part of the robustness an unexpected turn out port for trump even though i think it looks at this you know this last sliver you know biden has the edge right now but you know that big trump crowd is not going away they have expectations of what they want in the country as well as money doesn't impact on herself as governor even steve clemons that is the highest and the bottom line here on out there thanks for being with us again with the 2 that i thank you. it is now time for the weather. american eating is no more for the time being we can no longer chart is a how to conserve valving storm after
4:28 pm
a tropical depression and it's a mass in here now its initial impact on nicaragua as a category 4 hurricane cause wind damage from more recently just cause brain damage and most of that in honduras on the north coast of honduras where there is a swollen we've seen it once at least one bridge disappeared of course widespread rescues are necessary this is on the northern coast of honduras that's about the depth of water a city in let's say about this same place same city where the river raged enough to wash away a bridge and there is a section missing now the rain is still falling but not as violently as it was and it's not going to stay in honduras are the chances are going to cross the border into guatemala and it believes in for us the showers in mexico has been flooding recently so what happens next well billie's has got a couple of days a sundry rain an isolated showers indicating something and moving what's most likely happening is the tropical scent is going off over the warm waters once again
4:29 pm
i'm a fall make it into a tropical storm if it does it will be significant even if it doesn't it will produce significant rain on its way up through cuba and even to southern florida. there is plenty more ahead here this news out including taking office again tanzania's president a sworn in amid allegations of fraud and a crackdown on the opposition. to the u.n. calls for an immediate deescalation and tensions as ethiopia's prime in a sense troops into the tikrit region. and in support argentinian football legend diego maradona is said to be doing amazing following brain surgery carol we'll have all those details for you here later. frank assessments if american public opinion is betrayed by social media platforms after november what would be that because if you believe that there corrosive to our democracy one obvious solution is to break them up informed opinions lucas said

4:31 pm
hello again i'm the star and i hope that's remind you about top stories this hour. the race to the white house is clearly going down to the wire after flipping michigan and wisconsin joe biden now has a project a total of $264.00 electoral college votes according to the associated press while trump has $214.00 it takes $270.00 to win the election. while the us president has repeated unsubstantiated claims that there were major problems with voting and ballot counting georgia is now one of several states where votes are still being counted and republicans are already fighting legal challenges over this election. claims of varying regularities have sparked protests in arizona and other places police offices in phoenix could be seen inside a counting center has supporters gathered outside. now kosovo as president
4:32 pm
says he will resign immediately to face a water a war crimes trial at the hague has in fact she was indicted in june by a special tribunal and best occasion 19981009 conflict with serbia that she is accused of nearly 100 matters when he was a commander of the kosovo liberation army group he's denied those allegations. you know last year to form as i promised i would not allow the president of the republic of kossovo to go to court that is why to protect the integrity of the presidency of cost of the state of kossovo and the people and respecting the partnership with the international community i am resigning from the post of the president of costa. well that conflict in 1908 saw kosovo rebels fight for independence against serbian forces more than 10000 were killed mostly ethnic albanians a decade later cause of a declared independence something so be it still does not recognize for 9 years now
4:33 pm
the 2 countries have been engaged in talks brokered by the e.u. to normalize relations tensions however remain high well let's speak to botha whether he is a senior associate at the domestic the democratization policy council specializing in kosovo he joins us now from berlin voted did this resignation in your mind come as a surprise i mean we were hearing there that he saying it was to protect the integrity of the presidency. hello no it did not come as a surprise as you already pointed out in your introduction. the fact that the special prosecutor's office in the hague. and indictment and handed over to the court. beginning and of april this year for the judge to decide until it actually worked over $25.00 and that fact was published by the special prosecutor's office in chile in this year and mr thought she already babe and she said that in case this indictment will be confirmed that he will step down but only did also see
4:34 pm
another 2 high profile politicians either indicted or taken to that tribunal just in recent days can you talk us through the timing of all of this. well you see this in a way is printing too and then the international community struggle with transitional justice in the balkans were some business has been left hanging and this particularly over costs of war we had a plan spartan troubles to bring a high level political and military actors on the course of our side to justice for some war crimes simply to crunch committed during the 99 and immediately after 9 anyone. serbia war or course when with nato or the un tribunals failed the u.n. war crimes tribunals if you why we had a special e.u. law mission that ulick's in costs of war with judges international judges and
4:35 pm
prosecutors it also had limited success and now at the end of after closing the executive for your next mission this court was established which is very controversial because so because on one side it's part of the traditional system of course of all but it's completely outsourced and run by international judges so this somehow comes at the end of this struggle and of course it was struggling with its reason of accepting socially that while kosovo has been the victim of but the militia which serbia policy in the ninety's there have also been committed some crimes on the other side this also comes into the context of what you have mentioned already the 9 year political dialogue led by the you will between someone serbia over a finding an agreement on the long simmering status just fueled in which mr gauci have played a key role and was which was overshadowed in the last 3 years by mr starr she's
4:36 pm
interest in trying to avoid scrutiny and trying to avoid this this court case always will be watching how that all plays out at that special tribunals but i whether that from the democratization policy council specializing in possible thanks for joining us here on al-jazeera biter. thank you it was a pleasure how the united nations is warning that on many a and azerbaijan have committed possible war crimes and the conflict over the disputed territory of an on a car back at both sides have pledged not to talk at civilians but strikes against towns and cities continue and as for a challenge reports there is evidence of other human rights abuses. in the living room in armenia these people are anxious we're not identifying the parents just in case it leads to their son being mistreated he's a prisoner of war held by azerbaijan's military his mother and father had no idea he'd even gone to the front lines now they're waiting and hoping trying to keep their spirits up. they have no information on how he is where he is what's
4:37 pm
condition he's in when we call the answer is the same it is the same from the human rights defenders and the red cross they told us everything will be fine it will be good i have no idea what's going to happen it's no wonder they are worried 3 weeks ago as a by johnny social media platforms shared video of 2 armenians being captured in a corner karabakh ball footage shows what looks like the same 2 men bound and draped in armenian and new going to karabakh flags then they are shot dead. as a by john's government says the video is fake. armenia's human rights on both men says he's aware of other videos showing mutilation. the food in jail or trades how about germany. is cutting the later years of the body of army
4:38 pm
a soldier and you can see the hate speech and glorification and praise from from other soldiers. but armenia is accused of carrying out possible war crimes to. on october 28th 21 people were reported killed in a rocket attack on the azerbaijani town of barga the biggest civilian loss of life in this war so far both armenia and azerbaijan are hitting civilian areas. and there's evidence they using cluster bombs banned by more than $100.00 countries not these 2 fi international committee of the red cross says it's engage in talks with both sides to remind them of their obligations under international humanitarian law and to allow access to prisoners of war and we call on the sides to give us more names of those people because of course all of the information that is now on the internet and we have a lot of families coming to our offices here in azerbaijan you know what incredible
4:39 pm
asking. for support and help with as they put a freeze up when they recognize their relatives much of the modern identities of armenia and azerbaijan and rest on their animosity towards each other and their fight over nagorno-karabakh strong voices in each country argue that they are the historical victim and that they have the monopoly on truth and this is a dangerous situation for human rights in this conflict. al-jazeera. armenia. john mica furley has been sworn in as tanzania's president after he won a 2nd term in last week's elections he was declared the winner by the election commission with 84 percent of the vote opposition parties however according to protest and legend widespread voter fraud now where this following all the developments for us from neighboring kenya and the capital nairobi. the opposition have said this when the 84 percent just isn't plausible and isn't legitimate they
4:40 pm
