given the prevailing southwesterly winds are the side of honshu you could see wet weather in the northeast monsoon set in across india and the rain is concentrated in south. or. 0. hello have learned this is the al-jazeera news hour live from london coming up the race for the white house narrows with joe biden continuing to eat into donald trump's lead in crucial states and the president launching more lawsuits. from supporters and opponents confront each other amid rising tensions over the ongoing vote counts. she resigns as kosovo's president and is transferred to

detention in the hague where he's been charged with war crimes. and tanzania's president is sworn in for a 2nd term after an election the opposition has dismissed as a sham. and in school rafael nadal has stayed on course to win the paris monsters for the 1st time a day after securing his 1000 career victory that doll is through to the last 8 in france. would begin in the united states where americans are going through yet another day of uncertainty over who will be the next president counting continues in just a handful of states which hold the key to the white house for either joe biden or donald trump biden appears to have won the popular vote but it's all down to the electoral college the state by state voting system that determines who wins the
12:02 am
white house democratic candidate joe biden has flipped michigan and wisconsin states donald trump narey 14 years ago and based on associated press results biden has a projected total of 264 electoral college votes trump is currently projected to win 214 which. and it needs 270 to secure the white house the states in yellow a currently too close to call they include nevada where joe biden is currently in the lead by more than 11000 votes the winner of this state will secure 6 electoral votes in 26000 trump lost the state by more than 2 percent in georgia it's also extremely close donald trump's initial lead has been steadily falling now it's under 13000 votes and thousands of absentee ballots are yet to be counted most of the remaining votes are from atlanta and its suburbs which lean to the democrats helping joe biden and one of the most contentious states is pennsylvania trump is
12:03 am
currently ahead by about $101000.00 votes counting mail in ballots which is weighing heavily towards democrats so biden could still secure the state's 20 electoral votes we have correspondents monitoring events around the u.s. the moment we'll go to cheryl in joe biden's home state of delaware but let's start with alan fischer in washington d.c. so allan tell us about the tactics at the moment. well a lot of it revolves around going to the courts and we knew they were going to do this donald trump has been talking about for weeks the fact that if he was that the election it could only be because of fraud and so if he wanted to go to the supreme court if necessary to try and win the election we're certain see a number of minor court cases over the last 24 hours or so we've seen one in georgia that was thrown by the judge we've seen one in the last few hours in michigan which the judge said was based on hearsay evidence which means there was
12:04 am
no real evidence presented and so when the she was asked to stop the counting of ballots she refused to do that some of the time campaign has been very spiky when talking about the democratic colleagues the democratic opponents in the last few hours we've heard from bill stepien who is the campaign manager he said that the democrats have been lying cheating and stealing running rampant across the country when asked for a response the biden campaign said that was simply silliness that they are filtering this message to try and back up some of the actions that they're taking across the country jason miller who was one of donald trump's closest advisors in 2016 came back to do the same sort of role this time around he says that by the end of friday the results will be known and at that point donald trump will be confirmed as president of the united states with mike pence and him spending another 4 years in the white house what is interesting with all of these court
12:05 am
cases is that the judges have said look there's not enough evidence here and so we're hearing from the trump campaign saying there is fraud it's happening it's there we're seeing examples of it but they're never able to produce any evidence that backs that up a fair from jr in the last hour he says that some of the 2024 republican candidates should be doing more to defend his father saying that ron the scientist the governor of florida is the only one that seems to be doing that but again and again we're hearing these allegations from the republicans with no evidence in the last few hours we've heard from their team and last week it's in the bag and again suggesting that those who were voting were not entitled to vote in the presidential election again with no evidence. we firmly believe that there are many voters in this group of mail and people that are not proper voters and the last many days we have received reports of many irregularities
12:06 am
across the valley weaver we believe that there are dead voters that have been counted. we are also confident that there are thousands of people whose votes have been counted they have moved out of clark county. in the during the pandemic or alan is that the waiting in the counting continues are we any closer to getting a result from one of the key swing states. well there's the possibility and at the moment we thought it was almost a certainty the next hour or so we would get something from pennsylvania we're being told it's a possibility we might get something from pennsylvania in the next couple of hours that would be big and that would be significant donald trump has had a lead there that has been whittled away by joe biden that's because they're counting the mail in ballots and as we've been seeing since before the election the mail in ballots are likely to favor the democratic candidates there because they made a big deal before the election because of the corporate crisis to send in your mail
12:07 am
in ballots so his lead in pennsylvania has slowly been whittled away particularly because a lot of those votes are coming from the likes of pittsburgh and also from philadelphia both of them are regarded as democratic strongholds and so that might happen in the next couple of hours if joe biden wins the year that would give him 20 electoral college votes that would put him over the top he would get to $270.00 plus and that would secure for him a victory although undoubtedly we will see legal challenges to that what is interesting is that joe biden actually doesn't need pennsylvania if he wins and nevada and as we know he's already been given wisconsin and michigan but if donald trump wants to win the white house is really got to win pennsylvania that is a plus a must win for him so we could get a clearer picture of what is happening on election day times 2 here in the united
12:08 am
states our official thank you very much jamal joins us live from joe biden's home town of wilmington delaware so it's not just china has been twitching tell us what this had to say. well there in a couple of tweets in the past hour or so let's go with a friend or the most recent one. he tweeted we're fighting to ensure every last vote is counted across the country and we need your help to do it chip into the biden fight fund to fuel our election protection efforts interesting language here number one is not he's not saying we're fighting to protect our victory or to protect or to make sure i'm president he's talking about protecting every single vote is counted in this is the narrative it's a very very it's a huge contrast to what donald trump has been saying the idea of biden saying that this is a must this is a fight to protect the democracy the system and everybody has a right to do so so obviously they're trying to fundraise for any legal action
12:09 am
which will be lodged or has already been lodged by the trump campaign in several states the other one is more of a presidential tweets really again saying everything but just stopping short of announcing himself the victory he said in this week's let me be clear this is biden let me be clear i campaigned as a proud democrats but i will govern as an american president again here you know part of it is essentially saying i've won but without actually saying it but more importantly maybe to those who are in the middle here is he's trying to maybe say that he is attempting to bridge that gap which has so evidently appeared in what has been probably one of the most polarizing elections in modern history here in the united states and in the meantime i suppose said the biden campaign is also a footpath and if the legal challenges run long they're also prepared to go to court and they. for sure i mean large there where they are fund raising for that and it is something they're mobilizing for but really on the
12:10 am
ground when you look at the other movements of the biting campaign is doing literally tangible movements behind us were outside the trade center where their huge queue is where this stage is being set top it does seem they're also mobilizing for some sort of victory speech at some point whether that's going to be tonight or tomorrow but the stage is still there there are members of the public who have been converging albeit just in small handfuls but there are coming here there's already been that announcement by the federal aviation administration which has put a no fly zone over biden's house which is a couple of miles away from where we are now is something that's usually only done one somebody is confirmed as a president's whether that is because they're anticipating gets or whether because of the high tensions here and we've seen people with guns and sorts and areas of the country trying to stop the votes or the reserve very real threats to the peaceful process here we're not quite sure but definitely there is a movement towards an. inevitable announcements as it would appear
12:11 am
from the biting camp for him to be announced as president albeit they are still taking like you say there there precautions they're having to announce it and they are mobilizing for fund raising for any sort of legal action that they need to take or at least need to defend against in the courts in states across the country jim thank you very much indeed. what tensions mentioned there have been rising in philadelphia where trump and biden supporters have gathered outside the convention center. still being counted some supporters are denouncing the election process and chain that fraudulent ballots were counted in favor of democratic presidential nominee. biden fans dismissed the allegation calling for every vote to be counted. georgia is one of the states still up for grabs and a guy has following the count in georgia from neighboring florida as what's the
12:12 am
latest there in georgia well they are still counting lauren just like they have been doing for the last 48 hours but let's look at the figures as they stand at the moment on the night of the election don trumpet about 837-0000 vote lead over joe biden over the last 48 hours as those mail in ballots have come in that lead is narrowed to something like 12 to 13000 now what is significant here is that the ballots coming in tend to favor the democratic candidate and also the areas if you look at where those votes are coming from in some cases they're voting for biden by about an 80 percent rate so this is a tense moment in a state that essentially the democrats shouldn't even be competitive in the last presidential nominee he was a democrat didn't win the state since 1902 and that was bill clinton so there is a real chance here that this state you would normally think of as read will play a big part with 16 electoral college votes we are getting fairly regular updates
12:13 am
from officials we think there are about 50000 votes left to count including i should say some from republican areas and some from members of the armed forces overseas who've put these ballots in but there are state officials in georgia saying look this could potentially end with about a 1000 votes between both biden and trump and under georgia state law that means a recount could happen so let's just listen to the secretary of state for the state of georgia. we anticipate having the count quote unquote done when the legal deadline for certification is which is going to be 10 days after the election that's when we're done because there are ballots that are still coming in their ballots to be cured of their ballots there provisionals that are to be verified so we can know how long the process will take we don't have clarity on the outcomes of these elections as soon as possible however when you have so many important elections state being so closely done is a very relative term at this point we're trying to get all the legal votes counted accurately so we can get the right results and make sure that everybody's vote is
12:14 am
reflected properly. so these poll workers of really being put in the pedal to the metal over the last 48 hours working all these long shifts trying to get this right accuracy at this point in time is the most important thing the trump lawyers did launch a legal challenge that's been dismissed dismissed by a local judge things in georgia in the peach state incredibly tight and again i thank you very much indeed. now let's speak to reynolds who's in los angeles and he counts in the neighboring states of invalid and arizona to tell us 1st about the situation in nevada. well the voting officials in clark county nevada which includes las vegas which is for the biggest city in that state did release some new vote totals earlier today
12:15 am
a few hours ago and these breakdown basically showing that joe biden now is increased his lead in nevada over donald trump to about $10000.00 votes with 13 percent of all the votes. counted thus far. the bulk of all mail in ballots the official say will be completed in tally by the weekend either saturday or sunday and then there are various other categories of provisional ballots and other sorts of special categories which amount to a small number of ballots but they will be done before they must be done by november the 12th that's the final day for counting and tabulating ballots the delays which have if you want to put a little levity into all this that the long delays in the voter have lit up winter with all sorts of images of sleeping cats and dogs and giant sloths and qual bears
12:16 am
and so on sleeping in the moving very slowly but the officials defended their action saying they just are not interested in going fast they're interested in doing everything correctly at the same time the trump campaign has announced it will start initiating a lawsuit in the state of nevada to stop the town. and we will get more information on that is as it works its way through the ports but according. to the election officials at least in that highly significant county clark county nevada they said that there have they have seen no improper ballots no evidence of any fraud no evidence of people voting improperly so that's the latest on the votto with its 6 electoral votes of tension very important state
12:17 am
a very important number of votes to get to the so-called magic number of 274 joe biden and one also tell us also back to arizona because that's also contentiousness . yeah it is contentious and again more lawsuits underway there. filed by the from campaign there was last night tuesday. somewhat of a public servants when from. demonstrators surrounded the. voting center where the ballots were being tabulated in phoenix again this is the largest city in that state and they were. demanding some of them to be allowed to observe the vote this of course is not legal there are special. people designated from both parties to go in and serve the demonstrators also tried
12:18 am
to enter saying they were media and they were turned away because they didn't have any potential eventually it all ended the sort of petered out peacefully but the votes were intended to be tallied and they continue to show joe biden leading in the state of arizona with its 11 month old. thank you very much indeed for bring else for that update and we're also waiting at this evening in a statement to any minute now a statement from joe biden will bring you that as soon as that happens there. in time christmas remains so watching events in pennsylvania for us she joins us from philadelphia just on the counter and where things stand now. while joe biden keeps inching closer and closer to president try his lead is now less than 100000 votes here in pennsylvania and that is expected to get only closer
12:19 am
as the day goes on with most of those outstanding ballots coming from here in philadelphia in the pittsburgh area these are heavily democratic areas of the state that is expected to favor joe biden as we get closer and closer to the final results in just a patient is growing particularly given the lawsuits and legal challenges being raised by the trump campaign you may see on the street behind me there's a crowd gathered down there it's a bit of a festive party atmosphere right now but they're carrying signs that say count every vote act going joe biden we did also see earlier some tribe supporters in the mix there carrying and signs and saying that voting ended on november 3rd well it did and on november 3rd that what they are referring to was the president's calls to stop counting ballots under state law here in pennsylvania officials
12:20 am
can't count any ballot received up until friday november 6th but it has to be postmarked there by cast by november 3rd so that is the backdrop here the president did win a minor legal victory here in pennsylvania in philadelphia back earlier today when a judge said that their election monitors could be allowed to be in the room where the ballots are counted within 6 feet of where that is happening now that is being contested by philadelphia. and we did hear from a representative of the charm campaign here earlier today complaining that they are not yet being given that access accusing pennsylvania officials of china to undermine the election the governor of pennsylvania democrat tom wolfe for his part have accused the trump campaign of trying to subvert the democratic process he says the vote count is moving forward legally and carefully and now we are hearing in
12:21 am
fact that we may have results before the end of the day here kristensen we thank you very much indeed o.c. if that happens we'll be coming back to you thank you. well the baron of lawsuits president trump's campaign has an orange could add days if not weeks on certainty before we get the election result his team has already filed lawsuits in michigan and pennsylvania to stop vote counting both states are close contests with michigan called for by let's go straight there to listen in to joe biden or see i just completed a brief on both. the economic crisis facing this nation and we're again the severity of this pandemic. cases are on the rise nationwide you were nearing 240000 deaths to cope. and our hearts go out to each and every family has lost a loved one to this terrible disease. in america voted sacred it's
12:22 am
how people of this nation express their will. and it is the will of the voters no one not anybody else that chooses the president of united states of america so each ballot must be counted. and that's what we're going to see going through now and that's how it should be democracy is sometimes messy it sometimes requires a little patience as well but that patience has been rewarded now for more than 240 years in the system of government governance that's been the envy of the world. and we continue to feel so and i will continue to feel very good about where things stand we have no doubt that when the count is through the senate harrison i will be declared the winners so i ask everyone to stay calm all the people to stay calm the process is working the count is being completed and we'll know very soon
12:23 am
so thank you all for your patience but forgot to count the votes god bless you all and may god protect our troops thank you so much. joe biden that announcement. repeating his phrase of the vote is sacred and calling for each ballot to be counted t. continues though to say that he feels good about the eventual result he says i have no doubt that when the votes are in they will be the witnesses bring in. jamal an attempt that also to ask for calm because he's a web presuming that things adding more and more tense as the delays continue. yes more of the same really from the former vice president as you mentioned there are 2 twin messages one of call for respect for the process for patience for every single vote to be counted as well as an insistence that every single vote
12:24 am
needs to be counted and one of calm. amongst the people is well and i think this is something very important to look out when we're trying to assess the kind of fall outs with the votes taking place on the one hand you have the president talking and essentially kind of screaming about this alleged fraud that is taking a player plays when you look at the you know all caps tweets that are coming out and the messages that have come from his lawyer who are you giuliani and so forth claiming that there is fraud claiming that. there is some sort of irregularities taking place without giving any supporting evidence whilst also demanding that there is a hole through the vote counting process on the other end there is that need for a calm voice the biden supporters will see and that is maybe what he is trying to fill that void of some sorts of maybe reason reasoning in what is a very polarized situation as you mentioned there it is very tense we've seen that
12:25 am
tension spill over to a certain extent and we've seen in certain states some of the trump support has come armed with weapons to vote counting play centers when we've seen in other states also other horses come in time prevents the vote counting from continuing that tension there is a real possibility that it could escalate even further so what biden is saying here is number one nobody has the right to take away the american people's. right to vote number to everybody including his own supporters need to be patient until the vote counting process is complete number 3 obviously that he believes once that is complete he will be president but more importantly maybe form an independent point of view in the u.s. he's calling for calm from all sides of society here john shand thank you very much . let's take a look at some of the legal challenges president tom's campaign has launched his
12:26 am
team has already filed lawsuits in michigan and pennsylvania to stop vote counting both states are close contests with michigan called for biden a judge in michigan has thrown out that state's suit the president's campaign is also seeking a recount in wisconsin another state called for biden trump is entitled to a recount there because of a slim margin between candidates of about no point 6 percent in georgia the trunk campaign has filed a lawsuit to require chatham county which includes the city of savannah to separate and secure late arriving ballots to ensure they're not counted i've also asked to join a lawsuit filed by pennsylvania republicans with the u.s. supreme court to determine whether the state should allow late ballots. but i know perez is a republican member of the florida house of representatives he joins us now from miami in florida by skype thanks very much indeed for being with us so on the one hand on this issue litigation that the trunk campaign wanting to vote count to stop
12:27 am
in in one state but then in another in arizona it could actually lead to an improvement in the result for trying isn't this a bit incoherent the senate action it's not necessarily what we're discussing here is which type of votes be counted which is not where the truck can be your is that those ballots that have received over 30 should not be counted anything received before november 3rd should be counted but if something was postmarked on the earth that was received on november that was not in the hands of the supervisor of election of the secretary of state that state before the election was completed so it's all depending on the state but there are 2 completely different arguments so dumb that that so they've lost it was already a judge has thrown out the case in michigan would that be something that you that the campaign would continue to pursue you would you think that there were some leave it at that and move on. at this point i would expect
12:28 am
a trial campaign to look at all options and moving forward and continuing that legal battle is an option whether it's pursued or not i think still depends on what's taking place on an hourly basis or really more like a minute by minute basis at this point we still haven't seen what's going to happen with pennsylvania arizona's going back and forth and let's not forget nevada nevada truly is the linchpin here i mean we have to be very careful with what's going on before any other decision is made but i would say that i think all options are on the table point if biden does get to 70 in the next few hours waiting days at what point during visits trump conceding and you think that he would then continue that occasion even if as a kind of cut pasta $275.00 biden or result of 217. i think when you have a scenario that we see in multiple states that let's talk about michigan for example where the president was some point was in the lead and all of a sudden you're seeing 363-7000 ballots show up to the supervisor of elections
12:29 am
office and all of them have and for by i think that that forces you to scratch your head because that's just not normal and look i'm from florida and in florida we don't have that problem and i'll tell you why it's in for the on the member 3rd all votes are done counted for they start being counted as the own rived supervisor of election of that county yeah vitalism research interrupted in some ways as irrelevant because each state has a different procedure as i am so that's why the different states have different rules and presumably they're entitled to follow their rules as they have set them out before that action stopped and it's not as though they suddenly came up with a last minute change of plan on november the fed they had rules in place in the way that florida does. that's absolutely right and some of those rules are you can be followed which are favorable to the campaign and those rules that were never were never created prior to this election that there are some states that are telling you that they may not have a result on the final vote of the presidential election for weeks there are no rules in any state that says of about can be counted literally weeks sometimes even
12:30 am
at this point there's a potential for it to be months after the election the member but it seems to me that some states are more biased than others to be quite honest daniel perez thank you very much for your thoughts and for talking to so much there appreciate it. well it's not just the white house up for grabs in this election so with 35 senate seats and control of the upper house of congress still hangs in the balance republicans have defeated democratic challenges in several crucial states but so far they've also failed to knock down the seats needed to retain the small majority and all of the 435 voting seats in the house of representatives who are up for grabs democrats look like them entertaining the majority they currently have 208 house seats but republicans have picked up 6 seats bringing their total to 19218 needed for a definitive majority in the house well joining us now by skype from washington
12:31 am
d.c. is laura brown she's program director if they graduate school of political management at george washington university thanks so much for being with us what's your forecast to do do you think we can expect any kind of clarity in the next few hours on this so much disputed election. i certainly believe that by the end of the day tomorrow we will have clarity on where the selection is headed i think it's important for me also just to clarify for your audience that some of the claims that were just made are actually factually inaccurate there is a national law in the united states that allows all military ballots to be received up to 10 days after the election so long as they were postmarked before the election i imagine that your previous guest would not want to throw out military ballots were they received within that timeframe in addition there were lawsuits that were actually brought by republicans in the states pennsylvania and michigan
12:32 am
and wisconsin when those states attempted to change their election procedure so that they would be able to start counting before election day but in fact the republicans fought those and in fact they did win those so the reason why the ballots that are being counted now are in fact taking so long to count and were not all done by election day is precisely because the republicans prevented it in those states. further we do have states like north carolina that has a law on its books that says that as long as a ballot is cast and postmarked by election day they can receive it to be counted. up to november 12th this year so one of the things that's important to realize is that north carolina will in fact on november 12th be reporting out ballots there is
12:33 am
nothing unusual about what is going on the issue is that the president told his supporters not to you know in gauge in absentee ballots he has sought to make absentee ballots illegitimate and what has happened is that many democrats who were concerned about the potential pandemic cast their ballots via absentee and via mail so it is no surprise that now these absentee ballots which are being counted later are in fact heavily pro-democratic just on the issue of the kind of the lawsuits can i just interrupt you there that the michigan judge threw out the nor suit brought by the trump campaign in michigan it is that really then to go into further courts or do you think that you know once they get put back in and there's initial stages they'll they'll kind of leave it and then move on move on to somewhere else. so i
12:34 am
will just submit to you something that a colleague of mine who happens to be a law professor suggested he suggested that there is what you could call a margin of litigation and really i think that that is a wonderful phrase that describes the fact that there is only so much from a perception standpoint that one campaign can sort of push forward on this litigation and while the trump campaign appears right now to be attacking the american voting system and attempting to bring litigation in every way possible judges are wise to these political maneuvers and so too are the public and the media there is an increasingly desperate attempt to try to throw out ballots that have been legitimately and legally
12:35 am
cast this is not something that i think will overturn and if if all this doesn't have effect of undermining the apparent integrity of the electoral system how damaging is that for future elections you think well i don't think it will because i think one of the things that you know may well end up being the case is that these lawsuits will continue to get tossed out of the courts and should they even try to bring them to the supreme court with no evidence or the supreme court to turn something down then i think you have to say this is folly the supreme court is now a conservative court and i think what you can see in the lawsuits that have been decided conservative courts are not siding with this sort of sham attempt at politics lara brown thank you very much indeed for talking to us appreciate your

time thank you. day after americans went to the polls the united states set a new record for daily coronavirus cases there were more than 102000 confirmed cases on wednesday topping the record set last friday the country has also seen the 50000 hospitalizations for the 1st time in 3 months deaths average 850 a day up from 700 a month ago. a 2nd national lockdown has begun in england with people told to stay at home and nonessential shops restaurants and leisure facilities forced to close elsewhere in europe spain's hospitals are under mounting pressure as came in 1000 cases their top 1200000 in fact has more from london. intensive care units across europe have been bracing for

a 2nd wave of coronavirus now it's here many are struggling to stay afloat these doctors in barcelona are understaffed and overwhelmed we are tired their number of people is sometimes is not enough and if the number of cases continues to increase to rise we are going to be difficult situation of course it's needed to hire more people the problem is that there is not enough people unlike france germany and britain spain have resisted a nationwide lockdown leading to a patchwork of different rules but as cases creep upwards more measures seem inevitable. in the british capital the street talk quieter than usual as england woke to its 2nd lockdown businesses barely back on their feet after the 1st wave now closed for a month of course there have been concerns about the high street deep concerns about what kind of lasting impact this 2nd lockdown will have and for some stores

director general of the food network culture when a session at the united nations thanks very much for being with us why do you think this serco nation is needed now. you know well there's really 2 dynamics that are at work today that necessitate the coming together of this important coalition the 1st as you've been reporting is coca 19 in only 6 months the virus has reached every part of the world and we can already be certain that the pandemic is going to have continued long term effects on food systems and also food security and nutrition especially for the most vulnerable the pandemic is a global problem that requires a global response if we are all committed to preventing this health crisis from becoming a food crisis 2nd is our shared a commitment to the 2030 agenda and our sustainable development goals we really
12:41 am
need to make sure that we think about food systems improvement long term and not to meet with other risks with another kind of big coalition has are enough to ideas but practically achieves little as you mentioned sustainability but many of the goals that was set a number of years ago haven't been met what is really different about this particular grouping well you're exactly right we i think there is a growing consensus that we are all collectively acknowledging that we're not on track to meet the 2030 agenda and so many of the metrics that are outlined for us in the sustainable development goals and i think part of what is now important is that we're realizing both with the coded pandemic but also with our longer term efforts that we need more action we need more collaboration we need to incorporate new partnerships bringing the private sector academia civil society and other groups into this effort collectively is critically important and we also need to
