outfront. on al jazeera. al-jazeera. hello i'm adrian for the good and this is live from doha coming up in the next 60 minutes a call for calm by joe biden as he nears the 270 electoral votes needed to become the next president of the united states still a 1st to come together as a nation to heal. we have to try. as president trump's campaign takes legal recourse to challenge the results the supreme court orders the separation of postal votes that arrived in pennsylvania after election day. after studying troops

at imposing a state of emergency ethiopia's president moves to replace the regional government in the troubled will. jump in corona virus infections in france at a national locked out increase european nations grapple with the 2nd wave of the pandemic. and sport pressure is mounting on manchester united boss ole gunnar is so sour. just hours away from facing everton in a game that could have massive implications on his future at the club. so joe biden is inching ahead in the race to become the 46th president of the united states he has a narrow lead over president donald trump in battleground states 4 days after america went to the polls the votes are still being counted amid protests and several legal challenges by the trump camp. and biden has spoken in an address to
1:02 pm
the nation saying that he's convinced he'll win he's ahead in pennsylvania nevada and georgia so far biden is projected to have won 264 electoral college votes from past 214 remember the number acquired is 270 bible needs to win in only one of the undecided states to get over the line rob reynolds reports from los angeles. joe biden took the stage looking weary but full of confidence we don't have a final declaration. of victory yet but the numbers tell us it's clear to us a clear and convincing story we're going to win this race. by now leads donald trump in pennsylvania by a significant margin and a narrow one in georgia he also remains ahead in nevada and arizona as vote counting continues and what's becoming clear each hour is that record number of
1:03 pm
americans of all races faiths religions chose change over more of the same they've given us a mandate for action on covert economy climate change systemic racism. biden called for healing after a bitter and rancorous campaign let's put the anger the demonisation behind us it's time for us to come together as a nation to heal it's not going to be easy we have to try the trump campaign launched a barrage of lawsuits seeking to halt vote counting or to toss out mail and absentee ballots tabulated after election day but the president's lawyers provided little if any evidence of fraud no i think what the president needs to do is frankly put his big boy pants on he needs to acknowledge the fact that he lost and he needs to congratulate the winner just as jimmy carter did just as george h.w.
1:04 pm
bush did and frankly just as al gore did and stop this and let us move forward as a country nevada's attorney general called the trump campaign's voting fraud complaint in his state garbage multiple studies over the years have concluded that vote fraud in the u.s. is extraordinary rare in georgia biden's lead is so slim a recount is being planned as we are closing in on a final count we can begin to look toward our next steps with a margin that small there will be likely a recount in georgia pro trump demonstrators continued to protest around the country convinced that foul play was underway it raises the hair on the back of your neck where they're trying to plan where they're planning again they're going to they're going to steal this election. meanwhile biden supporters celebrated in the streets of several cities after days of painfully slow vote counting most
1:05 pm
americans are eager for this election to finally be over but given trump's apparent determination not to concede defeat the legal battles could stretch on for weeks robert oulds al jazeera los angeles let's go live now to delaware al jazeera is mike hanna mike what are we to make of that speech by joe biden the victory speech that wasn't. well a victory speech of a kind of though he did claiming victory at this particular point expressing confidence that once the process is over he will be able to declare victory and become the next president of the united states this is the tack that joe biden has adopted in the days since the polls closed he doesn't want to get ahead of himself he doesn't want to declare premier to a big tree making very clear that he is confident of his chances and certainly does
1:06 pm
indicate that that is very much the case that biden once again calling for unity expressing the opinion that he will represent all americans regardless of whether or not they voted for him and attempting to begin to heal this massive divide that has grown particularly in the last 4 years of the administration biden also pledging to begin work as soon as possible saying that he and camilla harris's running mate are also sitting down discussing what to do next discussing the period of transition something that could tip all the figures to the way that they indicate could begin within the next few weeks. how all the biden can blithely to approach this transition period assuming the one given that the president is unlikely to concede any charge soon.
1:07 pm
well this is a very difficult point in to be because president travel has made very clear that he's reluctant to accept the results as it stands at the moment as the point is well that he may be reluctant to participate in this transition period or not get much cooperation and certainly when trump himself came to power there was little of working together with the previous administration the obama one and said certainly biden and harris may not expect full cooperation from the outgoing trump administration given the nature of betrayal and the nature of division that has occurred but at the same time they are well aware of that they will be getting together a transition team they will attend to get through this particular period but then you do have the issue of the president trying to refusing to concede now that is a major issue which is not really dealt with in the constitution in any form there
1:08 pm
is one remedy and that is the 25th amendment which is members of the cabinet demanding that president trump step down but that appears to be an unlikely scenario so certainly this does make the period even more complicated for biden and harris should they actually move through i must point out well that back in 2000 when they would legal contests going on for a number of weeks off the election both bush and gore at that particular time establish their own transition team so what you are going to see should biden get through and win this election you will see them getting ahead drawing up transition plans as they are already doing says biden and they will have to do that despite the lack of cooperation from the trumpet ministration which may make it all the more difficult i'm serious mike hanna reporting live from wilmington delaware many thanks indeed mike a top u.s. supreme court judge has ordered all mail in ballots arriving in. and sylvania after
1:09 pm
election day to be kept separate that's how the votes were already being tallied republicans for the last justice samuel alito to keep them uncounted but the judge ignored the request while legal challenges are pending more now from who's following developments in philadelphia. the secretary of state here in the commonwealth of pennsylvania was very hopeful that the votes would be counted by this time they're not i think a lot of people thought they would be but that the count has dramatically slowed and it's not clear why that has happened what is clear is every time votes are coming in they're showing the former vice president joe biden is getting a consistent lead he's consistently taking 70 to 80 percent of the votes as they're being counted if that continues it is clear that he will win the 20 or like 2 old votes that go with winning in pennsylvania voters went to the supreme court and to try and get something to happen that's already actually happened there were about 4000 votes there were allowed to be sent in after election day as long as they were
1:10 pm
postmarked on election day you know so the republicans went to the supreme court and said those ballots shouldn't be counted they should be kept separate but the point is that the dirty done that the supreme court had already said keep those ballots separate but again we're talking about 4000 votes if the trend continues it looks like joe biden will win this commonwealth with tens of thousands of votes beyond that so we thought the votes would be done we thought pennsylvania would already be in joe biden's column making sure that he had a clear path to the next president of the united states so far that hasn't happened but here in pennsylvania there is optimism that it will. election official say that there has yet to be any evidence of voting irregularities for donald trump's republican party says that legal teams have been sent to 4 states to investigate. we have seen some discrepancies in michigan and some irregularities that deserve investigation democrats and the media spent for years and millions of taxpayer
1:11 pm
dollars talking about a russian hoax on the grounds of election integrity now with just over 48 hours after polls have closed in an actual election for president they want to ignore clear irregularities russia call states as one and this election we will not stand for that every candidate in every office from president down to the local level has a legal right to challenge irregularities that occur in the process of canvassing ballots we intend to ensure that every lawful voter has their vote counted in accordance with the law that observers are granted the access they are due under state law and that any irregularities that have occurred whether by a malicious attack intent or incompetence are fully investigated to the fully fullest extent allowed under the law that's free and jordan who's in washington
1:12 pm
d.c. so we've heard from joe biden we've heard from the republican national committee. one of the what is the term campaign saying where's the president. well as best we know the president is at the white house but we have not heard from the president in person since thursday evening when he delivered that 10 minute or so statement which pretty much everyone has panned as being filled with lies and misconceptions and misrepresentations about the way that votes are counted after a presidential election here in the united states the president did pop up a few times on twitter but a number of his tweets were taken down by twitter's moderators because the platform said that his tweets violated their policies on describing the political process in the united states so there hasn't been much directly from donald trump we have been hearing perhaps most frequently from
1:13 pm
a number of lawyers in battleground states who are arguing that the vote counting process needs to be stopped and they've been appealing to federal and to local judges to try to make that happen they haven't been very successful however because either the judges hearing the case think that the arguments are specious or they take a look at the evidence and then they say there's not enough here for us to say that you have proven your allegations and that you deserve to have your request to stop the vote being from being granted what happens if a pennsylvania is called such oh by later today is there any circumstance in which donald trump would concede. well certainly there's the fact that as of january 20th 1201 pm eastern time the president would then become joe biden it doesn't really matter what donald trump wants at
1:14 pm
that point but we're we're more than 70 days away from that official constitutionally mandated transfer of power it's what's really happening now and what's been really developing over the past 8 hours or so here in the united states is this sort of whisper campaign coming from fox news channel and now from the wall street journal which are news organizations both own by rupert murdoch's news corp these entities are now trying to make it palatable for donald trump to think about conceding by appealing to his ego by saying think about your legacy if you step aside graciously that's going to look good for you it's going to help your popularity with the american people certainly with your supporters you see this sort of whisper campaign actually starting but it's notable that it's being led by
1:15 pm
the wall street journal and by fox news channel whether or not that's going to be traction whether it's going to be enough to persuade the president that perhaps he should. say that it's going to be almost impossible at this point for him to try to win reelection and concede to joe biden will have to see but certainly it's notable that you have these 2 very prominent news organizations putting this idea out there where basically everyone who is watching the vote count happen is paying attention to it and talking about it i was serious rosalynn jordan reporting live from washington last many thanks to president trump has been threatening quote a tremendous amount of litigation against the vote counting process in several states has come. it's filed suits in georgia michigan pennsylvania and nevada these include allegations of late and invalid votes and campaign observers being denied adequate access to cases in michigan and georgia have been dismissed for lack of
1:16 pm
evidence none of the complaints provide examples of what trump claims is massive voter fraud finkelstein is a professor of law and director at the center for ethics and the rule of law at the university of pennsylvania she joins us now live via skype from pennsylvania. thrown off of the wall some of it will eventually stick is there any chance of any of this litigation impacting the final outcome of this election. well if union doesn't look like that's the case and here at ground 0 of this litigation namely in pennsylvania and there have been numerous lawsuits filed for example objections to the curing of ballots in which mail in ballots were defective for some formal reason and it standard procedure here to call up the voters and give them a chance to correct those ballots for example by signing the outside of an armful of. there's the lawsuit about how close republican observers members of
1:17 pm
the truck campaign can stand to the tables where the ballots are being recounted to there's lawsuits around in what's called provisional ballots but it looks as though 1st of all this is the most important point none of these lawsuits could result in flipping the results in pennsylvania because the number of ballots involved is just too small and joe biden's lead in pennsylvania is now too great that's one issue another issue is that judges have not generally been sympathetic the most that the term campaign has gotten out of these lawsuits so far is that some of these ballots have been ordered to be segregated so that they are separate from the other ballots in case of legal challenges down the road but that's not going to make a difference to the outcome alternately because it doesn't suggest that the judges will be sympathetic on the merits there was a decision in delaware or rather
1:18 pm
a to go in delaware county a negotiated solution that allows a member of the truck campaign to stand a little bit closer and that has not happened in philadelphia county and so there are arguments like well the county should all be the same i don't think that any of these challenges is really are really going to make a difference to the outcome for donald trump there will be a cups professor in any election count given that the massive number of ballots that they're dealing with does any of it though any of those hiccups add up to what the president claims is a massive voter fraud. you know there's no evidence of voter fraud whatsoever there are some disagreements about the way certain ballots should be handled but it's a terrible disservice to the american people and to our democracy for the truck campaign and donald trump in particular to be claiming that there is voter fraud
1:19 pm
going on it's critical that everybody understand that what's going on is the counting of legally cast votes one of the things that's confusing in the american system is that every state has different rules for how the counting of votes will go and there is some room for interpretation even in the legally mandated within the legally mandated rules and that's just the way our system works in effect we have 50 different elections rather than one overall election for the president of the united states really good stewardship professor many thanks dave perfectly stand there in philadelphia thanks for having. this is the news hour from our series still to come on the program fears the foreign workers in lebanon the risk of abuse as a new contract to prevent their rights is suspended. and how social media campaign

foot intended now to say the sepia liquid removed from power on the back of political mobilisation particularly by the autumn and when this prime minister came to power he was received very warmly very used to ghastly because he promised a change that most people believed it but unfortunately at some point along this transitional part the prime minister began to consolidate his own personal power and came up with a radically different vision of the future and at this point the t.p.a. left emerged as the defender of the multinational federal project now the one that we see now is basically the latest escalation of this political ideological difference between the 2 but obviously there is no way that this problem could be resolved to what and this is frankly an escalation that is likely to lead into the greatest geopolitical nightmare for the whole of africa

a house that's narrow but tall told me 1st people were curious about what we're building they thought it was a word lighthouse. with just one room per floor it means a lot of stairs but with the bottom floors being the living areas mostly for day use and the top 2 more their personal space climbing up and down is kept to a minimum i don't like to. talk at all. so. choice is now designing similar tiny homes for others winning recognition from the city for his originality it's a concept already established in neighboring japan and it could provide a way for more young couples to own their own homes in seoul where the average apartment price has now risen to the equivalent of more than $800000.00 as property
