a state of emergency ethiopia's president moves to replace the regional government and the trouble. and ivory coast's opposition leader is a rested for forming a rival government challenging the president's reelection for a. while it is now 1600 g.m.t. that's 11 o'clock in the morning on the u.s. east coast and president donald trump has begun his day with new accusations of voting irregularities without giving any evidence in a series of tweets he's demanded the counting be stopped in pennsylvania a battleground state where democratic nominee joe biden's lead a steadily rising meanwhile let's take a look at where we stand by been is also ahead in nevada and in georgia he is projected to have won 264 electoral college votes by the associated press trump has 214 the number acquired is 270 that all means that biden needs to win and only one

of these 3 undecided states to get over the line now in an address to the nation lays on friday evening the former vice president called for calm and for unity. we both know tensions are high they can be high after a tough election one like we've had already remember we have to remain calm patient let the process work out as we count all the votes you know we're proving again what we've proved for 244 years in this country democracy works your vote will be counted i don't care how hard people try to stop it i will not let it happen. as i was saying president trunk has posted a series of tweets containing unfounded accusations of version of what he claims tens of thousands of votes in pennsylvania were received after the deadline on election day that would change the result there and in other states he also claims
7:03 pm
his election observers were prevented from watching counts now twitter has removed or flagged many of trance recent tweets containing untrue information well we have correspondents across the united states following all these developments for us tomorrow and joe biden's home state delaware kristen salumi is across that crucial count for us in pennsylvania but 1st let's go to alan fischer in washington d.c. allan we were just saying last hour that we hadn't seen president transcends that remarkable press conference on thursday night but i see he has just been spotted what's he up to today. well as ago we were asked the same question i said it's such a beautiful day here in washington d.c. he'll probably go golfing and he's off at his golf course in virginia he left the white house short time ago arrived at the golf course passing by a number of signs which were in support of the president but also a couple from the biden campaign and one big sign which read good riddance he'll be there for the next 3 or 4 hours he's done this several times throughout his
7:04 pm
presidency you remember that before he was elected and 2016 he said he probably wouldn't have time to vote but he still found time he would have time to golf but he still phone time to tweet just tweeting in the last hour i won this election comma by a lot so he's not letting this go it is we knew his team are due to hold a news conference in philadelphia in the next 30 minutes which we believe me give us some indication of the groans for going to court to try and at the very least impact the counting of votes in pennsylvania of course the whole idea of the president saying stop the current it really doesn't work in his favor because in the 4 states. that are crucial to the reelection where georgia nevada arizona and also in. pennsylvania joe biden is ahead so to stop would actually damage the president he's alleged in another tweet that there was widespread voter
7:05 pm
fraud he said tens of thousands of votes arrived illegally after the 8 pm deadline what he means by that we're not entirely sure he said the voters were not alone the votes were not allowed to be observed he took that case to a court in pennsylvania a couple of days ago and the judge ruled that that wasn't the case particularly with some of the truck campaign there is someone from the campaign in the counting room yes and responded that that was the case he said i don't see your problem is but donald trump believes that to quote a tweet bad things happened but there is growing pressure not just within the republican party but also from the general public saying look you've constantly made these allegations since tuesday you've got to front up with some evidence more than just someone told someone told someone that the hair that there was a problem with the voting well alan favored and man at the white house has been
7:06 pm
leading all of these legal challenges around the election chief of staff mark matters has also tested positive for that 19 is that creating even more k. also over there. just to be clear david bossie is the man who has been appointed by jerry. son in law to lead the legal drive in many of the states in the way that james baker a former secretary of state was the one that led the george w. bush campaign in florida in 2000 just doesn't have the same sort of political heft that james baker had nor is he a lawyer mark meadows is the man you're talking about he's the chief of staff to donald trump he's been by the president's side every day during the election campaign and he was that the. white house on tuesday night not wearing a mask when people were gathered waiting for the results and what they got was donald trump claiming victory he tested positive on wednesday the day after the election as did a number of people who work around him we don't know whether he's self isolating we
7:07 pm
don't know whether he's showing any symptoms but what we do know is that a week or so before the election mark meadows told the media that the bush administration was never going to defeat the via this instead they were going to continue it well this is a bit of an embarrassment for donald trump and the white house you remember as well that during the election donald trump said come the day after the election no one would talk about covert all you hear about is corporate corporate corporate he said the media were doing it because he tried to damage his reelection well for the last 3 days here in the united states that have been more than $100000.00 new cases of corporate which is at the same level as it was during the wash days in me march and therefore as have all the latest from washington d.c. thank you so much allen well it seems like a good time to speak to kristen salumi in philadelphia where she is following that really critical pennsylvania count question we've been getting all of these results that shows and i see we are expecting another one that potentially any minute and
7:08 pm
they are expected to stretch joe biden's lead. that is the expectation but at this stage the count is moving much more slowly as we get into more problematic ballots that have to be verified the lead of joe biden at this stage is about 29000 votes we're trying to gauge exactly how many outstanding ballots there are and i just got an update from election officials here in philadelphia they say they have 38000 ballots left to count and we know that in allegheny county which includes pittsburgh they have about 37000 ballots left to count so that's just under 80000 ballots in the 2 major urban centers of the state which skew heavily democratic and are expected to heavily favor joe biden but there are also expected to be ballots coming in from elsewhere around the state as well although the numbers there are less clear and probably less so as i said those
7:09 pm
ballots that are coming in include mail and ballots that were received before election day a few 1000 probably that were received after the election but before the deadline on friday those are the ones that allen was talking about that the president is trying to stop from being counted and has gone to court over and then there are these provisional ballots and that's where things get tricky and that is what slowing down the count these are ballots that have to be verified people who came to the polls to cast a ballot but perhaps had an issue for example if they requested a mail in ballot when it decided that they wanted to vote in person given all the concern about mail in ballots went to the poll site but didn't bring the mail in ballot with them election officials would give them a provisional ballot so that they can verify that the person is not voting twice so
7:10 pm
these take much longer to process and are a bit trickier. and a bit harder to predict frankly in terms of who they will go for but this is a standard process it's something they've dealt with in the past it's just they haven't had so many of them to deal with in the past all of these melons and provisional ballots so we do expect to get another update before too long and of course joe biden is hoping that he gets just enough to put them above a half a percentage point lead right now he is at a point 4 percentage point lead if it goes above a half a percentage point then there will not be an automatic recount triggered anything under a half a percentage point means an automatic recount so we are watching and those last votes come trickling in to see if he can meet that threshold christensen i mean i watch in that fight for us in pennsylvania that vote count sorry pennsylvania thanks so much preston well let's now speak to. us from wilmington and joe biden's
7:11 pm
home state of delaware jamal joe biden sounding very confident last night and despite not declaring victory it does seem that he's prepping for a potential transition. prepping for one essentially acting as the next president in the way he has been addressing the nation not just his supporters in the way he has been on the lying what he believes to be the maintenance of what. this country is built on or at least his political system in terms of the democratic process in the way in which he keeps insisting without the votes counts have to continue on that everybody's rights will be protected he said he himself would not allow for anybody to steal people's voice obviously told he is still just the candidates of the democratic party not necessarily having to endure for it you to do that but these strong words never the less those strong words. were accompanied with
7:12 pm
a call for calm as well and then acknowledgement on. of the divisions that exist in the united states and an outline to what he will be working towards in this interim period once it begins once it's announced and maybe the initial days of his probable administration he outlined 4 key areas where he would be looking at covert and we heard there from out in fisher the way in which the trumpet ministration has essentially failed to deal with not only resulted in trump himself and his aides contracting the virus but also in a lot of people across the united states troops in to vote for biden because they saw mismanagement in the trump administration so biden when he came out to speak yesterday said he had just finished yet another briefing with his covert task force he also outlined the economy as something that he was going to prioritize again saying he had met with experts and he was laying the plan for a new stimulus bill obviously unemployment in the u.s. has skyrocketed as a result of the virus but also the economy was jittering because of lower oil
7:13 pm
prices earlier on in the year you look at another key issue that they spoke about the environment when you look at just a couple of days ago it was the anniversary of the u.s. pulling out from the paris climate's agreement which was much held back in the day trying to withdraw from that and finally he looked at the what he described a systemic racism something that has been accused of being a racist biden says he will address something like that so those were the words coming out from him what his supporters are most looking forward to is him finally announcing himself or declaring route right that he will be the next president of the united states of america to the never i'm trying to remain patient in the meantime. thanks so much to. well as we've been saying president trump has been threatening lissa geisha against the vote counting process in several states now his campaign has filed suits in georgia michigan pennsylvania and nevada and these include allegations of late and invalid votes and campaign
7:14 pm
observers being denied adequate access to cases in michigan and georgia have already been dismissed for lack of evidence and none of the complaints provide examples of what trump claims as massive voter fraud finkelstein is a professor of law and director at the center for ethics in the rule of law at the university of pennsylvania she says these lawsuits are not going to change the state's overall results. and here at ground 0 of this litigation namely in pennsylvania and there have been numerous lawsuits filed for example objections to the curing of ballots in which mail in ballots were defective for some formal reason and it standard procedure here to call up the voters and give them a chance to correct those ballots for example by signing the outside of an armadillo. there's the lawsuit about how close republican observers members of the truck campaign can stand to the tables where the ballots are being recounted to there's lawsuits around in what's called provisional ballots but it
7:15 pm
looks as though 1st of all this is the most important point none of these lawsuits could result in flipping the results in pennsylvania because the number of ballots involved is just too small and joe biden's lead in pennsylvania is now too great that's one issue another issue is that judges have not generally been sympathetic the most that the term campaign has gotten out of these lawsuits so far is that some of these ballots have been ordered to be segregated so that they are separate from the other ballots in case of legal challenges down the road but that's not going to make a difference to the outcome alternately because it doesn't suggest that the judges will be sympathetic on the merits. well still ahead here on. a mandate in a general election. as

we put profit care. but isn't that the american way. tells us what kind of people we are. america's nursing home. the. home. and again i missed all detained let's remind you the top stories here this hour donald trump has fired off a series of angry tweets he alleges tens of thousands of votes were illegally received after the election deadline without giving any evidence he also says election observers were barred from the count that has since flagged those traits

as misleading. a top u.s. supreme court judge has ordered that all mail in ballots arriving in pennsylvania off to election day be kept separate republicans had asked justice samuel alito to keep them uncounted the judge ignored their request while legal challenges were pending. democratic presidential nominee joe biden has addressed as the bourses and in his home state of delaware late on friday he's still not declaring victory but says he will eventually win this election. ethiopia's parliament has moved to replace the regional government in the northern region of tikrit it's the latest move between the federal government and great leaders amid growing concerns of a possible civil war ballots reports. the ghosts of ethiopia's past linger in to great harm to a powerful minority the to great people's liberation front dominated ethiopian politics for 3 decades until prime minister committed came to power in 28 saying

a landslide as in 2015 when the number you want to change the whole system 5 year is just a short period we were under the dictatorship for more than 40 years and this is the start of the democracy we need more time i can give to and i'll be more time you know i need it no matter who they couldn't change anything for us that's why i don't like the end for me personally i just don't like the n.l. day the turnout for the election is expected to be lower than the estimated 70 percent 5 years ago because the nation is facing a 2nd wave of covert 19 but also because some ethnic areas won't even have polling the government citing insecurity due to ongoing fighting between the army and armed ethnic groups this along with other rules and regulations have raised concern by human rights groups about the fairness of the election despite facing international condemnation for its 2017 military crackdown in rakhine state sending hundreds of thousands of ethnic muslim fleeing to bangladesh on song suchi is still very popular at home and broadly people have really build this as

just joining us now here on al-jazeera both c.n.n. and the associated press have called the u.s. presidential race for democratic candidate joe biden well let's now speak to our correspondent outside the white house allan session allan what are you hearing there is there potentially a concession speech or a victory speech on the horizon. of course of the movie so i suspect he's going to reach some sort of reaction but given his tweets in the last couple of those when he tweeted out this election by a lot. that he thinks that bad things happened in the election then you can see that doing so. isn't going to go quietly i don't know whether you can pick up the sound that's coming from black lives matter plaza which runs in front of the white house and the few 100 people that are gathered here and the big gathering every day since the election are no celebrating and cheering the news there joe biden has

been declared president elect of the united states by at least 2 media organizations of course the trump campaign insists that there were problems in counting the vote in arizona there were issues in the valley there were problems in pennsylvania there were difficulties in georgia and all of those cases need to be addressed by the court so while the media organizations are saying that this race is in this in essence over legally it's not there's still some ground to cover and it could be a number of weeks before we get to the final court hearing or of course that could be short circuited at any point by donald trump can see the thing that he has lost this election that he looks at the popular vote where he's more than 4000000 votes behind that he looks at those 4 important states where they believe there were some irregularities and sees that in all of those states he is behind he could call for an. exam.
