and smaller and smaller you can already see it in the tweets from leading senators who never. allowed any distance between themselves and president trump a fork but now be your query. and that's not something it's going to be able to reverse steve clemons they're the host of al-jazeera show the bottom line speaking to us there from washington d.c. thanks so much for sharing your thoughts with us right at this very historic moment well the time is just after 1730 g.m.t. and we're bringing you momentous breaking news this hour we are projecting that with 290 electoral votes joe biden has now won the u.s. presidential election that makes him the president elect of the united states pennsylvania is the states that put him over the top and he has now also been projected to have won nevada well let's show you some of these incredible pictures of people celebrating around the country you can see crowds out well actually these are the celebration of their hustle abrasions and other places these are trying to
8:31 pm
supporters out in washington d.c. who are none too pleased about the result that's been made even on fox news it appears that they are for the president elect biden let's listen to this crowd. we have heard from the trump campaign and the president on trump is refusing to concede is it does appear that he's out golfing at the moment and so we have yet to hear from him and so we have heard from his personal lawyer really giuliani was confirmed but he is not conceding on a statement from the campaign suggest that they will proceed with further litigation on monday but that is yet unspecified as to as to what that assuming that they do say that will begin on monday let's now take this moment to speak to me on the cage at his electorate the university of pennsylvania kerry law school neil what do you make of all these potential. legal challenges does seem like would
8:32 pm
be very difficult for them to chains that spread out. he would not only be called so there's really no factual or legal basis by which the president. and. i think any stop stop alice he just saying. stop the stock. act like it's a in our future and in our leadership and that was always the fear with donald trump is that he was taking america into a place that would make it unrecognizable but joe biden not only want to over voters who voted for trump and in 2016 he won voters in pennsylvania in michigan in wisconsin he also created a new map he won arizona nevada. georgia
8:33 pm
these are places that. it seems very clear although of course they're going to certify damage to make sure that if there's a if there's a recount if necessary it's going to happen but it's clear that all of the modes that are outstanding are from areas that are you know each one for by and because of their mail and votes and the president told his supporters not to mail them and he told them to go to the polls and you know risk. getting coded for whatever reason he did not i don't understand but. the results are accurately portrayed by by the networks today until we almost a week to get to this point and there's really no no turning back or a kind of invalidating mad. you know short of some kind of military response which i don't think. you know is going to happen. let me ask you that on the. off of all of us outside of the united states can you talk us through
8:34 pm
the constitutional process here because we have the president elect now we have a current president refusing to come and someone is going to have to be inaugurated on january 20th and take office in the white house so one of the rules governing this process now. i believe that the secret service will walk donald trump out of the white house and you know he's quite adapted dealing with trespassers so it's really not a concern. and i will tell you you know this is a moment where we can just stop listening to everything literally it's time to just turn it off and i think that's what. excited about. but one thing that joe biden has already made clear is that he's not going to act like donald trump he's not going to be antagonizing anybody who's been supported ever disagreed with and.
8:35 pm
he's going to make his decisions based on reality in fact. people are excited to hear can get a biden tonight he made clear that he wants to represent all of america and i think i could do a combo heresie also chose someone who is going to be the 1st in history the 1st woman to reach. the 1st. first african-american 1st indian american and he's really. setting us on a path through the next 4 years where we feel that everyone in the country will have a stake and be heard and be represented in government and that's something we just haven't had in division and distraction and donald trump who's mostly just kind of been concerned about himself honestly. and it's just it's. it's finally
8:36 pm
something that we've we've all been waiting for in terms of in terms of bringing things back to where i'm at government and our presidency where the president is representing all of our mail and i want to ask you before i let you go about not just in the city because we've been talking a lot about you just want to see this democratic process that has become so sacred in the united states do you feel that in some way that this has been as indication of that process and that this the dishonesty of this election actually really seals that for the united states. i think if you walk into the elections office here in philadelphia and you see that it's not at all what donald trump is describing where he gives this notion that it's a big fraud and there are votes just being discovered if you walk in and you see the volunteers and you see the poll workers and. just do it absolutely counting
8:37 pm
ballots one by one it's actually very boring you would be inspired if same time because you could see that the country is moving on and the work of democracy has continued even through all of this noise and attempt to deal with him as a nation by donald trump who has basically said that this election is going to be stolen since he started running because you know he's understood that he only threw away and that was a fluke and now we know it was a fluke because he's a one term president and this was a mistake and joe biden is now going to have to be on a long road to to repairing everything that has been damaged his last 4 years like he's had and that at the university of pennsylvania kerry law school to get your insights at this momentous moment thanks so much. well let's now go.
8:38 pm
and lots and joe biden's home state of delaware. is on the ground for us that jamal i can see people gathering around people beginning to celebrate as. they are and it is still a small crowd but it is only letting its voices heard with celebrations ringing on the fences as well as cheers whenever more people join them there are families here people bring the children it's just ask one of the people here about your feelings now that it is been decided joe biden is indeed president elect yes he is i'm really glad that it happened now in that we didn't have to wait in this a week or 2 and half the country in limbo what does it mean for you especially when you brought your daughters with you what does it mean for you and for their future do you think i think this rings of a return to civility and kindness that all of our children not just my kids but everybody's kids and what is the most important thing that you think president
8:39 pm
elect joe biden has to deal with as soon as he takes office we need to get this virus under control my girls banana school since march and i don't and with a nearly 10 percent positivity rate here in delaware and worse things across the country almost 6000 cases in michigan on thursday need to get funded we need to take action as a country to get this virus in control so we can get back to doing the things that we do best thank you very much so that's again one of the main things that we're decisive in this election was the covert virus and by then when he was speaking late on friday alluded to the fact that he would be addressing doubts assoon as possible in fact he's met with a covert task force at least twice in the past 48 hours has spoken of not just trying to control the virus but also looking down it's an economic stimulus plan to help. him ask another president about their their feelings with this announcement what are what are you feeling right now. you know
8:40 pm
a few very very good for my heart because even me myself and let him examine i can minister since 2006. have a bad american citizen cheney has made us conscious difficult for even immigrants coming in this country he has can change just even would he have make this country is secure for everyone right now but in winning this election it has become one of the best thing ever since obama left office we have seen nothing but hear nothing ever now you so excited to be super new president elect and vice president you let us hear your thank you very much you know there is a consistency in the messages that are coming from people who are extremely happy by this announcement like i say there are a lot of them hours of talking about the covert virus who are talking about racial inequality in the systemic racism that exist in the country something that was exasperated by not only comments about policies of. donald trump and it's
8:41 pm
something that a lot of people are hoping with this new. era under president elect joe biden that those damages as they view it or the damage that has been done as they view on the donald trump will be fixed someone's. one of the striking things that i noticed that just as he was speaking to those supporters was that almost palpable sense of relief and i wonder if that's even been heightened now because we didn't see that wave of violence that the polls predict and is there a sense that people are just glad that it's over and that it is by. for sure i mean i think the relief has more to do with the fact that a lot of people in the united states generally felt that donald trump was a french true them either personally those who came from the specific minority communities or collectively when you're the. got the democratic process and we
8:42 pm
haven't heard for example nancy pelosi referred to him as a threat on the country but the relief of some sort of closure with an announcement of course is true but remember there is still the fact that trump himself refused to accept or are still refuses to accept this result and there is still where you are as to how this transition period will be that's maybe you'll see you all have not become a disco we'll see now a bit of chanting the 2nd place give you a bit of the atmosphere that's going on here. i mean one of the interesting things here in this house is the diversity that you see in this crowd and it is something that has definitely helped joe biden win this election that he was able to reach out to younger black and white men and women obviously the fact that he has somebody like coming out how has helped him greatly the endorsement of
8:43 pm
former president barack obama and when you speak to these people and we've been speaking about it are with selves in our coverage is as much as this is a victory for joe biden as much as it is a defeat for donald trump it is also a victory for come on the house it is a victory for the diversity and the opportunity that the united states has always prided itself in unclaimed they being a land of opportunity of course that being said there is no doubt that there are huge challenges that exist there is specific discrimination that continues that is endemic unsystematic as biden himself has described it in many of the states institutions in many states across the country however he has a knowledge of their existence you haven't dismissed it or ignored it like donald trump has as far as these people are concerned i'm not is what gives them hope. you mentioned coming the hardest having seen the fast female vice president of the united states how how big is that for the crowd that you're speaking to that
8:44 pm
incredibly incredibly symbolic but i imagine an incredible source of inspiration to so many young women. for sure i mean we were speaking to people who have brought their children here and they referred to that is that something that has really instilled hope to them through a lot of people it was difficult to you know people always look to their or many people look to their country's leader as an example or when they're raising their children will refer to it many many americans felt uneasy referring to somebody who . you know recordings of him speaking extremely the recruitment towards women or who was seemed to be i was a racist therefore having that symbol at least is something that is promising for a lot of people but again like we say you know there was 8 years of the rock obama as much as not instilled hope in a lot of people it didn't dismantle a lot of the challenges that existed not just for that minorities but also for
8:45 pm
others as well so there that is the feeling i mean we can go around and ask maybe some of the people here for their views about that so and see what they. say i think these are some of the journalists actually we'll also hear you know how you guys do and i want to i want to ask you you know obviously everybody is here support celebrating biden's victory but together with biden help from the house also running for him what does that mean to you having the 1st female vice president continually somebody who comes from an ethnic minority background it feels outstanding to have that leadership a black vice president female and asian and she's also a member of alpha kappa alpha sorority in which i am a member so i am expect proud of her and the entire biden administration so it's just a proud. you know we've seen before americans elect. barack obama we saw what that meant in terms of symbolism for those who are historically
8:46 pm
marginalized and oppressed in fact but even with those 8 years there were still issues that exist do you feel that that challenge and biden speaking yesterday saying that there is systemic racism there are things that need to change how do you think you can go about by these issues well he's got to bring the country back together because champ spent 4 years tearing us apart and the problems are going to go away obviously so he's going to have to address the systemic racism the police brutality the prison system all that has to be addressed and very quickly just you know trump refuses to accept defeat. all you want i know there's relief now got. to richmond but are you worried that there could be some tension over the next couple of months i am not where it is spent attention for the last 4 years we will endure this. we won't wear because of the law and because of our constitution so we've been doing this for 4 years so this is nothing new but we have one during
8:47 pm
this moment you have a message for donald trump get lost. well very true to the point there are. some of the some summons from the biden supporters here as i tell you in a sense you have the your increasing in number and definitely increasing in their voices as well and we do expect to hear from biden himself. there on the ground for us in delaware with all those celebrations thanks so much jamal. speaking of vice president elect camelot harris she will be the 1st woman 1st south asian and 1st but that person to hold that office and she she learns that news while she was jogging and was also one of the 1st to congratulate her running mate take. the lead we did you know. the next president of the united states. very happy coming to horace there well joining us now is claire finkelstein a professor of law and professor of philosophy and faculty director at the center
8:48 pm
for ethics and the rule of law at the university of pennsylvania law school thank you so much for being with us at this historic moment let me start by asking you saying as we just saw celebrate there as a woman what does that mean to you. this is an incredible glass ceiling moment for all women everywhere. especially as a lawyer to watch future vice president campbell how are us getting ready to step up to the rule that no woman in this country has ever held and especially as a woman of color is incredibly exciting and inspiring to all of us claire i don't want to put a damper on things but we obviously have been hearing from the trunk campaign that they are refusing to concede that they are going to pursue this litigation in pennsylvania they're going to take up other unspecified litigation on monday what do you make of that and is there a threat here that this could drag on for weeks that the results could be brought
8:49 pm
into doubt. as disconcerting as all the living geisha has been one has to understand that it's in a way a sign of the health of our democracy if donald trump is willing to accept the deliverances of our court system then in effect he is willing to play by the rules as obstreperous as he is as angry and as unwilling to accept the results as he has been if the court rules against him and he accept then we are still roughly within the domain of the rule of law my fear is what is he in the end does not accept it that poses an enormous national security risk for our country if we have a lame duck president who will over the transition period in which much needs to happen to effectuate a peaceful transition of power if he remains were consequent if he refuses to accept all of the results of the legal challenges that he mounts and they will not
8:50 pm
go in his favor. then do we continue to have. a president right up until noon on january 20th who has the codes to the nuclear launch the nuclear football or do we continue to allow him to be briefed on all sorts of national security issues does he continue to represent the united states when he is not committed to the democratic process by which our country defines itself that is an issue that we have really never confronted before in this country and it will set the tone for the rest of the country and for his supporters so it is vitally important that president trunk get on this bandwagon figure out that he has lost some time in the next few weeks and announce his concession it's also critical that those who surround him the members of his cabinet strike that tone
8:51 pm
which will he. help him to make that transition i think particularly of the attorney general william barr who's been willing to go to all those links to distort the law in favor of donald trump he now needs to come clean and say that all americans have to accept this result and that includes donald trump mention that if donald trump respect for whatever or in some ways it's it's a vindication of the american democratic process given everything that's been said over the last week that we've been hearing in the lead up to the election during the election during the vote counting do you think that the legitimacy of this process has been brought into doubt and i ask that because so much about is about perception particularly by trump's supporters and if you have nearly 70000000 people in the country who don't agree that this process what we just met then there's a much bigger issue on what happened. we have seen an incredible corruption of our democratic institutions are over the course of the past 4 years we have seen an
8:52 pm
attorney general who was willing to use the powers of his office to go after. opponents of donald trump's and he loses power to cut deals and sided with those who were willing to help donald trump cover up his offensive we have seen a senate with majority leader mitch mcconnell who is willing to use the powers of his office to engage in behaviors that damage our institutions such as the supreme court and the impeachment process but now the voters have spoken and there is no evidence of fraud in the election and if donald trump keeps saying that there is evidence of fraud he will damage one of the important safeguards that has finally worked in this process even mitch mcconnell has called for a peaceful transition of power and has said that we ought to accept the results of the election so it's time to. or
8:53 pm
a system to show that it can work and for all americans to accept that however disappointed they may be in the results let me take a step back and ask you about how you think this is being viewed abroad because obviously at the wild is watching this incredibly incredibly closely and one of the big bastions of u.s. identity for so many years has been the democratic process what do you think foreign leaders are thinking now as they're watching all of this unfold. i think they're enormously relieved all except maybe vladimir putin. because. donald trump has not only attacked our former allies and sided with putin in trying to damage the nato alliance trying to damage our european partners who have been so important in helping to secure democracy across the globe he has coddled. dictators and really reversed our traditional
8:54 pm
forms of diplomacy and interaction with with foreign leaders it's going to take a lot of work to get our democracy and our and our diplomatic process season relationships back on track that's not something that's going to happen overnight but i think this is a chance to start rebuilding some of the former alliances that were so critical there will be very confusing aspects of this for example what do we do with our relationship with iran is biden going to go back and try to restore the iran deal that obama put in place and that took so much time and energy and diplomacy during his presidency how we store how we treat russia for example which interfere in our last presidential election in the midterms tried to interfere in this case but was not able to throw the results so there was the. to be
8:55 pm
a lot of changing foreign policy and that can't all be done. and it's going to take a very very good foreign policy team by and is going to need every bit of help that he can get from the professionals that i know we can call. the factory director at the center for ethics in the rule of law at the university of pennsylvania law school thanks so much for being with us in this moment here on al-jazeera. seems like a very good time to go live now to our diplomatic james base who is in new york and will talk us through some of the internet the international reaction that we are seeing to joe biden's victory so james are we seeing all the congratulations roland from around the while. well it was a bit slow to begin with and i think that's because the world has been watching this very slow process of counting the votes and i think they were all aware
8:56 pm
that president trump is someone who can fight back and bite back very hard so they didn't want to comment until things were definitive but we are now in the last few minutes getting a flood of comments now i think it's worth telling you the canadian prime minister justin trudeau was the 1st to give his comment on this this i think is important he's not had a particularly good relationship with president trump certainly fell out at one g. 7 summits and you remember that prime minister trudeau was one of those seen laughing at president trump when he was overheard and with another group of leaders present mackerel and the british prime minister boris johnson back in palace a year ago of course it's been a tough time for canada nafta had to be renegotiated during the trumpet ministration and even now the canadian border is shut because of the large amounts of covert cases to the south whereas the situation in canada is
8:57 pm
a lot better comments from other allies who i think privately all share the same views of the trumpet ministration they felt very uncomfortable with the isolationist and protectionist policies of the trump administration and what's been on the global scale a perceived lack of u.s. leadership where there is normally u.s. leadership comment here let me read you the 1st woman got here from germany germany hails a new start in transatlantic ties we have a few other comments here not from leaders but from former leaders. from. iraq the. the prime minister of israel says joe biden president elect a balanced responsible adult it will be interesting how the current prime minister benjamin netanyahu responds from jerusalem because he couldn't really of
8:58 pm
her hoped for a more favorable occupant of the white house than president trump he obviously knows joe biden very very well indeed but it will be interesting to see how he reacts we have had reaction as well from domestic reaction but important internationally from bill clinton the former president and hillary clinton bill clinton america's vocal and democracy has one now we have a president elect and vice president elect who was all of us hillary clinton the bocas voters have spoken they've chosen joe biden and camila harris to be our next president vice president it's a history making ticket lots of questions though on how this new ticket is going to respond to the continued presence of president trump how he is going to react in the coming hours the coming days and possibly the coming weeks and exactly what a biden administration is going to do about so many problems around the world
8:59 pm
obviously top of the list is kogut well let me ask you i'm still that we will be covering that in the coming hours but at this point nowhere from russia or china. not that i've seen as i say there was no comment really until the last few minutes and where we are now i think in capitals they have seen that other leaders are commenting and they feel that it's probably safety in numbers so i suspect you're going to see many more statements in fact though there is one more that i can read you. rather see the full version of this i've only got the headline here but the british prime minister boris johnson says the us is our most important ally and i look forward to close working closely on shared priorities well certainly in that headline there is no mention of president elect or president trump maybe he's trying to hedge his bets and although europe and the e.u. in general will be so pleased i think privately that there is going to be
9:00 pm
a biden administration because they felt very wrong footed under under the trumpet ministration president trump even on trade calling the e.u. a furrow the u.k. of course is in the middle of brics it one of the few supporters on the international stage for brics it was president trump where would biden be on bricks if he thinks it's a great big mistake and i think that the british are also somewhat concerned because one of the fallouts of bricks and problems of brics it could well be the northern ireland and of course president biden has arash roots and is very very interested in that particular issue all the following all the international reaction as we get it from around the while there are diplomatic editor james bay is there speaking to us from new york thank you so much james if you are just joining us the time has just after 800 g.m.t. and we are continuing to bring you coverage of the men's.
