groups, militias, local conflicts? do you think this will be easily reflected on the ground? i think it's a breakthrough in so far as it demonstrates that all of the libyan factions are ready and willing to engage in the political process. it's a breakthrough in the political factions that the military solution is no longer possible and that the political process is the best way to go about cementing and trying to cement what they have achieved in influence throughout this conflict. so it's a breakthrough in that it represents a genuine desire among syllabi and parties to choose a political battlefield as opposed to a military battlefield. however, the problem that i have with this announcement is that we have to remember that elections have taken place in better environments. this in 20142011, the problem with those elections was not the fact that there was not the government or an interest in that group ruling libya. the problem was that the roaming

militias that act with impunity to various fiefdoms they desire amongst the political factions to maintain military wings and military arms. meant that these militias were engaged in intimidating the population in ensuring that elections only were conducted in a manner that would benefit their own gains. and i think we've seen a reflection of the impact of these roaming militias with the assassination of a prominent libyan lawyer in benghazi, who threatened to reveal corruption within the administration was a known dissident. you know, other words, we're watching for elections when the military environment on the ground is practically no worse than it was in 2014. and we saw how the 2014 election disintegrated when one militia that didn't like the elections, went in, sees the airport while the other militia went east winds. and then we became east and west and wheat plunged into a civil war. and so i think it's a breakthrough in that we now have a political back battlefield, but it's important to note that the parties are engaged, not because they genuinely want to see a new democratic transition,

but only because this is currently the most viable way to cement big gains pretty good given it's a power sharing agreement. and the final point i'll make on this, and the most glaring piece of evidence of the intentions behind the parties engage with the political process and how they are trying to cement the gains is that we are seeing visits to cairo. but i am a great deal by eugen, a figures, in other words, a recognition that the ones who will decide who rules libya in the coming era. the people who will decide are from outside libya, not inside libya. and what i fear is that what will emerge from this political process is a power sharing framework, whereby the parties or actors proxies for the international power elections will be a proxy influenced, as opposed to reflecting the true will of the libyan people. ok? i want to bring it back to a point you made there about running militias with different aims, different agendas. the u.n. is talking about reintegrating, the armed forces into a single body. i mean,

how does libya even begin to do that? i think the most interesting thing that we've seen with regard to this particular topic is a clear desire from the u.s. led process to ignore the reality on the ground and refused to call things as they are to name things as they are. the reason the political parties are engaged with this political process is because turkey and to intervene, to establish a military balance between g. and a on one site and then a on the other. it is this very awkward military balance between text on one side and the russians in egypt as on the other site that have made the military solution impossible. and that's what's encouraging everybody to go into the political transition of the political process. the reality is that the current political dynamics in the current political frameworks, it's very dark and very crude of me to say the reality is that you need to maintain this military balance. if you want to ensure the survival of the political process, you need the text there and you need the russians there in order to prevent the libyan factions from going back to their preferred option of

a military solution. so any gauge read between the military factions needs the buy in of tech, you need to buy and of russia. ok. how is that insistence on trying to push out turkey and push out russia in creating this vacuum of authority that will enable these militias to have further free reign to cement themselves as opposed to being forced to adopt a unified institution. ok, we've got time for one more very quickly. the plan, as i've been saying is to hold elections within the next 18 months. don't think that will happen. i think it will happen, but it will not be free and fair elections. i think it will be elections that govern by intimidation. i think every party will seek to destroy the forces at their disposal to ensure that whatever result comes out to the election reflects the power sharing agreement between bashar go between make, take between a half that and the like, and the international sponsors of these various different powers will ensure that any government comes from the elections represents their interest as opposed to the
