4:00 pm
and examine the possible global solutions december on al-jazeera. this is al-jazeera. hello i'm sam is a than this is the news hour live from doha coming up the next 60 minutes. we are expecting several 1000000 doses of the prize will be on tech vaccine before the end of the year we will be rolling it out as fast as we possibly can the u.k. becomes the 1st country in the world to approve pfizer and beyond takes care of with 19 vaccine for widespread use. hong kong's pro-democracy activists jailed for their
4:01 pm
role in last year's anti-government protests nearly 4 months after beirut's catastrophic ports explosion little faith remains for accountability. and drilling into the moon scientists could have their 1st new samples of balloon iraq since the 1970s. and inspire we are going to it could be said early exit from the european champions league a 2 nil defeat against the tarp has put in a deans a dance man in danger of elimination. now the united kingdom has become the 1st country in the world to approve the pfizer and biotech covert 19 vaccine for public use the 1st immunizations the set to begin next week 50 hospitals across england are ready and waiting for. the vaccine to
4:02 pm
arrive large banks and nation centers are also being set up $800000.00 doses are expected in the 1st delivery the health secretary says the most vulnerable groups including the elderly and people in care homes will be given priority what it means for people is that from next week we'll be able to start rolling this out we'll start with those who are most vulnerable to corona virus and it will you need 2 jobs so 21 days apart so and after that we will start protecting people as this protection comes with these these these 2 jobs and it will help save lives and then once we've started to. protect the most vulnerable it will help us all get back to normal and and and back to all the things that we love the pfizer biotech vaccine needs to be shipped and stored and
4:03 pm
i'll try cold temperatures that makes distribution challenging prime minister boss johnson says people shouldn't get their hopes up too soon about the speed of delivery he says covert 19 restrictions are still crucial we are expecting to remove a dose is of the pfizer beyond tech that before the end of the year we will then be rolling it out as fast as and as we possibly can but that's why i put so much emphasis mr speaker on the can pin you in the importance of the tearing system of mass community testing at the same time as we go forward through these tough winter months to go live now to need barclays in the british capital for us navy 5 the biotech got quick approval how. yes they get very quick approval and the british government is very keen to show
4:04 pm
that the country is the 1st in the world to give this green light to the fires set by and by intact vaccine there is a perhaps a political edge to it as well the british government keen to show that now that it has left the european union its regulator can act more nimbly on the data than by haps the european union can the e.u. have said that they're looking into it and will possibly give a green light to the vaccine pretty soon as well but let's not forget that this approval is an emergency approval what the regulator here in the u.k. is done is both way up the the risks against the benefits and has decided to push ahead with this on the basis that it is in the public interest and the health of the health of the nation is at stake here and thus this a vaccine should be rolled out as quickly as possible we know that an order was already placed for 40000000 doses that could treat 20000000 people in the coming
4:05 pm
months but the initial batch will start next week a small batch of 800000 doses that could be used to treat 400000 people because as we heard there from the health secretary matt hancock you need 2 injections $21.00 days apart we now also know the order in which the vaccine would be distributed across the country the most vulnerable would be those people in care homes and care workers who are there to assist them national health service staff and other vulnerable members of society particularly older members of society 1st and then the vaccine will slowly reach those who are least at risk from suffering the severe effects of covert 19 a huge endeavor is about to begin you've clearly got a friend behind you neva has got some other issues to bring to people's attention other than just coven talking about challenges though. it's quickly as possible is not the same thing as quick though is it take us through some of the logistical
4:06 pm
challenges in getting this vaccine out when it comes to storage and distribution. yeah it is going to be a huge huge challenge and of course that isn't the only challenge on the government's plate as you can see breaks it talks are still rumbling on but of course the british government wants to focus the attention on some positives which is how quickly they can get this vaccine out to the general population it is manufactured in brussels in belgium rather and the vaccine itself needs to be kept very very low temperatures minus 70 minus 80 degree centigrade it's called a cold chain vaccine which means at every point in its journey from manufacturing to the place in which it will be stored it needs to be kept at those extreme temperatures we believe that it can go into a normal refrigerator for a few days before it's actually injected to people but of course huge demands on
4:07 pm
how it's kept to maintain that means of course that there are certain locations namely hospitals that are better poised than others to be able to help distribute this vaccine and of course also because it is an emergency rollout checks and balances will need to be made before this distribution takes place so at the factory before it heads out lastly any point there are any signs the vaccine is having a negative effect on people the whole process can be potentially stopped or let's thank neve barker there so much for that day let's continue this though with dominic kane these live for us in berlin and dominic you may have heard there knievel was saying a moment ago he was talking about the u.k. getting ahead of the e.u. regulators when it comes to approval for vaccines where do the e.u. regulators stand now then let's start with that one. well 1st things 1st the e.u. has the e.u.'s health ministers have been holding a meeting
4:08 pm
a digital meeting in these days of corona of which all the health ministers or representatives from the health ministers have been speaking to each other precisely about corona and vaccines and the minister who presided over again on the german health health minister in a impromptu press conference after that meeting addressed this issue about countries potentially going forward 1st as it were and saying that the e.u.'s approach is basically that all 27 countries should get the vaccine at the same time and that therefore being 1st is not necessarily the most important thing what's important is that in a show of european solidarity everybody gets the or every country gets the vaccine at the same time and crucially here is that i mean he talks about it when it when it's a certified vaccine when it's guaranteed to be safe when whatever side effects may come from vaccines because remember all vaccines may have tensional side effects but any side effects are manageable and that the return from the vaccine as it were
4:09 pm
is immunization certainly that's the view coming from the e.u. ministers who've been meeting digitally as i say today all right thanks so much dominic kane there in berlin on our studios mosses a molecular northumbria université explains how the vaccine was approved so quickly in the u.k. . the review process right now has not being a classical approval process has been stated by many media this is what's known as the imagine seat yourself right sation and an emergency use of horizon nation house certain. facilitations shall we say. the risk benefit proposition in this particular instance is looked out and the need for society and the economy is put up with safety however it's critical to point out thought
4:10 pm
and emergency use of the right situation does not mean that the votes it's going to be out there and everything's fine it means that the every single bunch of the blacks in it will be tested to confront it's of the same quality not quantity and composition there will be a fairly strict monitoring system put in place to ensure that even the slightest of a curse about it is recorded and if there is anything untoward 'd the a match or a sold out to the media and decisions are going to be taken very very fast probably faster than it has taken to review the vaccine for much its usual raise issues whether to stop oxygenating will continue just to highlight what i mean by this you will recall that early in the summer we had an incident with another vaccine which had an adverse event in brazil and for that reason vaccination stopped with it for a few days worldwide so this kind of monitoring and this kind of safety comes 1st
4:11 pm
approach will be put in place. blame all still ahead on the news hour including political drama in israel find out why the alternative prime the old to the prime minister is threatening to break off his alliance with by the i mean that's a reality. we speak to one ethiopian university student who's struggling in a refugee camp. and in sports we hear from one of basketball's biggest stars ahead of his long awaited return. 3 of hong kong's well known pro-democracy activists have been sentenced to prison joshua one will spend around 13 months in jail agnes child was given 10 months for her role in last year's protests another activist ivan lam was sentenced to 7
4:12 pm
months so why have the activists been jailed well officially it's because of their involvement in a rally held in june last year thousands surrounded the police headquarters to protest against what they saw as the heavy handed tactics by police officers have beaten gassed and arrested protesters spoke out against the law which would allow people charged with crimes to be extradited to mainland china but critics say the protest is just an excuse to charge the activists and say it's the beijing government once again flexing its control of the region and silencing critics adrian brown has more from hong kong on those charges. joshua one received 13 and a half months for organizing and inciting an unlawful assembly agnus chow received 10 months for organizing and participating in an illegal assembly and of course ivan lamb received 7 months now the reason why their sentences were not as high as
4:13 pm
might have been expected they were facing the prospect of 3 years in jail is of course a week ago they pleaded guilty the magistrate said on wednesday that only an immediate jail sentence was the appropriate option now of course this is not the 1st time the joshua one has been to jail he has served 3 terms before he's been arrested 10 times when the sentence was read out in court agnes child who's 24 on thursday burst into tears joshua one was in characteristically defiant mood he said the days ahead will be tough but we will pull through now in the past 18 months or so since the protests began more than 10000 people have been arrested a 1000 of those people were under the age of 18 and there have been almost 2300 prosecution so the courts here in hong kong really are getting clogged up with
4:14 pm
cases stemming from those protests which are now of course largely died out. hundreds of people are protesting in thailand after the prime minister was acquitted of an ethics violation and allowed to keep his job the opposition had challenge the former gentle leader's decision to continue living in a military residence despite being a civilian leader sees power in 2014 and ended his career as an army chief to become prime minister protests calling for his resignation started in july and have since grown into calls for reforms of thailand's powerful monarchy scott has more from bangkok. they said that because he is still serving the country and he's a retired senior member of the military that it's ok for him to be living on that property which is technically on a military base but they say also that this little house that he lives in is there for gas for v.i.p.'s so that they say was not
4:15 pm
a violation of any of these ethics codes as stipulated in the constitution obviously you've got this protest movement that is really kind of swelled since july and 1 of the main goals of the protest movement movement is to see prime minister pro tentative go they obviously were hoping for a different verdict today they're holding a protest just a little bit from here the constitutional court they wanted to come here during this hearing today but they were barred by authorities so they're holding a protest nearby again they say after this verdict came out they say they're going to continue on they're going to continue with the fight to have him resign and for the reform of the monarchy and they have a new constitution drafted so you might see it as a setback for them but they say they're going to continue with the fight the united nations says it signed the deal with ethiopia's government to get on restricted humanitarian access to the t. gray region the agreement would allow aid workers to access federally controlled areas more than a 1000000 people have thought to have been displaced by fighting which began nearly

4:19 pm
a region does this now mean that aid is actually getting in what are you hearing. yes. there is. an announcement by the un about this ethiopian government hasn't yet commented so we don't have all the details yet the u.n. is saying that's probably by wednesday there will be a fest mission there to do some assessment within the 3 regions that the government has allowed access to those are. adjacent to to carry so it's understandable that they could be a should be included in this because some of the people affected by this conflict might half or so to those 2 regions this is also good news for those who are still probably stuck within ukraine because somebody poor student during the last few days that the access the crossing points to sudan have been blocked

by paramilitaries on militias and and also by the. me we can't verify that allegation but we have not used to come down of the numbers of people coming from each opiah understandably also it is probably because the war has somehow subsided but this is good news not only for humanitarian organizations but also for the g.o.p. is themselves within the conflict zone understandably aid will be coming soon there are some formalities to be followed of course when it comes to the u.n. and other organizations i think it's going to take days before aid reaches that region yeah. or i will leave it there thanks so much mohammed val the prime minister. formerly known as swaziland has been transferred to hospital after testing positive for cope with 19 weeks ago a government statement released on social media says ambrose many will be taken to

election less than 2 years lawyerly assure you that because surely i had no illusions in regard to netanyahu i knew his record as a serial promise violator but i thought that the citizens of israel are more important than any leader and that netanyahu will rise to the occasion it didn't happen netanyahu promised unity he promised netanyahu said there will be no tricks he promised responsible management of the corona crisis and the public is paying the price he didn't lie to me he lied to you herefore says joins us now live from west jerusalem sorry this looks like palm is going to approve this bill. it just has yes $61.00 to $54.00 at least on a preliminary reading that doesn't mean that parliament immediately dissolves itself 1st it has to go to committee there is likely to be
4:23 pm
a fair bit of horse trading potentially some attempts to resolve some of the splinters within the coalition although that is a pretty risky bet at the moment if you're betting on that to happen given what you just heard from benny gantz so we're probably looking at a couple more weeks at least before the next 3 readings that are required 3 votes before this becomes law and the israeli parliament the knesset dissolves itself taking us towards 4th elections for benny gantz he was put in this position by essentially by the opposition which brought this bill and also by his own increasingly. difficult chances of taking the premiership himself under the coalition deal that he made with benjamin netanyahu in may the 2 are supposed to rotate the premiership we've got supposedly taking over in november next year but for that to happen there has to be a state budget for 2 years that was part of the deal and so far netanyahu has
4:24 pm
continually put that off there was an extension on agreeing to that budget which has given a deadline of december the 23rd for that to take place or elections are automatically triggered anyway so this is a way that netanyahu could take what he wanted from that coalition deal i becoming prime minister again after the most recent round of elections and as many predicted without actually handing of the power to benny gantz himself all right harry for senate voting from west jerusalem. iran's top governing body is sent back to parliament new legislation which would have stopped nuclear watchdog small during iran's facilities the iranian parliament passed a draft motion on tuesday urging the government to hold unrestricted access by the international atomic energy agency the proposed changes also call for the resumption of higher levels of uranium enrichment but president hassan rouhani says

the law would hurt the country's diplomacy. i was really interested in the parliament solution to address people in the parliament hearing that i didn't attend in order to respect the instructions by the national krone task force we all have to appoint both them it is not true that i didn't go to the postman because of yesterday's bill the government of course doesn't agree with that lucas lotion and sees it to be harmful to diplomatic activities and it's time for some whether his everton. hello there we got yet another tropical cyclone are running across southern india right warnings in force a see that massive cloud and here we go this systems continuing to intensify 110 kilometers per hour at least it is moving quickly so once it does punch its way through sri lanka into southern india the heavy rains should not last for too long it will cause flooding it will cause mudslides as you can see we could see in excess of 200 millimeters of rain so that's certainly something to keep an eye on

ranking officials including the president should be held to account so far the investigation has focused on port and customs employees like other explosions and assassinations were not locally tried and therefore we called for an international investigation there is little faith of lebanon's judiciary long accused the big politicized there's also little faith in the political class accused of decades of corruption and negligence now some accuse officials of wanting to bury the past by demolishing structures at the port that have come to symbolize what happened to beirut and its people the state says the grain silos risk collapse an assessment dismissed by some experts who say the structures should be kept as a memorial there is a similar situation that happened in hiroshima. when the hiroshima bomb
4:32 pm
explodes just organized a sort of memory park to recall the the memory of the thread judy in lebanon we used to raise order with the memorial to reach the grain silos are credited for absorbing the brunt of the explosion and limiting the damage to the western half of the city there also evidence of a crime many fear may go unpunished in a country with a legacy of impunity. talk more now designing the whole though she is live for us in beirut and i think we can see behind you looks like people are trying to rebuild their homes and lives that they are holding out much hope at this point. well lebanese need to urgent assistance like you mentioned repair work rebuilding efforts it's been 4 months since that explosion at beirut's port destroyed and damaged thousands and thousands of homes and so people are not able to rebuild
4:33 pm
their lives without any assistance most of the work that is being done on the ground is by n.g.o.s the government this cash strapped they have had no real initiative to help people rebuild their homes you can see some people are living in their homes even though repair work continues a lot of these people are poor the country is in deep economic recession which was before the beirut port explosion after that explosion a lot of people lost their livelihoods people lost their jobs and the situation is quite desperate so they are hoping that more money will be pledged to be able to rebuild what was the story but very few of these people really have any faith in the lebanese government so that what they're calling on the international community don't funnel that money through the government funnel it through n.g.o.s. and france of course is hosting this virtual conference to try and deal with the crisis . this in lebanon but why they seems they're not just focused on trying to raise
4:34 pm
money but more particularly how money's to be spent. this conference is about emergency assistance this conference is not about bailing out the government it's not about rescuing the economy an economy which is so close to near collapse that 12 happened the international community has made that very very clear until politicians agree to reform so until politicians who have been governing this country for decades agree to fight corruption to for example form a government a reform minded government able and willing to carry out those structural changes that is not happening and france has been pushing for this initiative for some time now but because the situation is so desperate what france is trying to do is give this emergency fund to help these people for that for the time being but those in power really have lost a lot of legitimacy and credibility in the eyes of the international community.
4:35 pm
thanks so much zona holder. is head of middle east advocacy the norwegian refugee council joins us now from good to have you with us so what's your assessment 1st of all of how much assistance people have received since this tragedy happened the sentiment you hear from people in the street is one of abandonment. at the moment hitting crisis point in lebanon what we hearing from people. will send communities that we help assist in that anonymous that these are desperate desperate times waiting for months now the day to last an explosion devastated the city and 4 months later the international funding appeal is less than hall. and that's really atrocious because right after the crisis we saw an outpouring of
4:36 pm
solidarity and support from the international community that was very much welcome but unfortunately the one thing that was pledged has not hit the ground running and has not been discussed in the numbers and the levels that we meet at the moment lebanon 2 is facing multiple crises it's facing of course the aftermath of the beirut explosion with shelter needs and homelessness rising it's facing a refugee crisis as well for many many years now of course that went on has been generous enough to host syrian refugees for years but that requires more international assistance and of course all of this is coming in the middle of this pandemic where we're seeing not only the health impacts of code that devastate septa's in that saddam but also the knock on effects of coronavirus in various sectors leading to job losses and the loss of livelihoods across the
4:37 pm
country so the lebanese communities that where interacting with refugee communities that we're helping assist desperately need the international community to step up being particularly as we hit winter where we're seeing these needs even wes and across the board is it an easy message to get. how though when there's such a crisis of trust in the political class in that country not only are foreign. donors weary of the perceived corruption there but there's a lack of trust from the people themselves. there's no doubt that the country is facing political paralysis and there have been clear calls structural reform from the biddies communities and families and people on the ground people want to
4:38 pm
see change they want to see reforms in various sectors reforms to electricity good security so livelihoods and jobs and these need to be addressed i think the government needs to take heed the boyce's and these calls for reforms but i think there's also a humanitarian crisis as well that the international community need to address organizations like like mine to trying to roll out assistance so that we can assist those who are most vulnerable including lebanese affected by the beit blast we want to be sure that shelter needs are met as we hit winter we want to ensure that refugee communities are receiving the assistance they need so of course levanon needs a long term assistance and structural reforms and they need to go hand in hand. right thank you for your analysis psalm 100 done.
4:39 pm
after months of deadlock there's been a breakthrough in efforts to restart peace talks between the afghan government and the taliban representatives from the 2 sides say they've agreed on a framework for negotiations to begin been holding talks since september for peace in afghanistan but the framework agreement only covers procedural protocols both sides have agreed to begin discussing the agenda for a comprehensive dialogue which would include a cease fire agreement for more visits to control fully in carmel's so what broke the stalemate. you know if this is the 1st for the 1st time there is some good news that has reached kabul and it comes at a time when the afghan capital as you can see has been so dark and so cold.
4:40 pm
literally and metaphorically this breakthrough is something that a lot of people have been waiting for for quite a while it has been welcomed already by several embassies by the international community and also dr abdullah who's the head of the national reconciliation council he just tweeted a while ago and he said i welcome they michel major steps taken in doha today agreeing to the procedural framework that paves the way for discussions about the peace agenda and if there's anything that we should keep in mind about this breakthrough it's is that this is just a nation will step in what will be a very long way this talks to decide just about the procedures took over 2 and a half months now it will take a long long time for the 2 sides to start talking about the major issues like what kind of a country will there be after those talks about human rights about women's rights and like you mentioned what everybody wants and hopes for will happen will be that
4:41 pm
cease fire comprehensive cease fire because this war has been claiming so many lives here and that's what most people afghans here hope will come out as this peace talks to peace talks progress back to you feel your control. let's take you now to the u.k. health secretary who is addressing the house of commons on the approval of those vaccines and now our task is to make use of the fruits of this scientific endeavor to save lives mr speaker we've spent months preparing for this day so that as soon as we've got the green light we will be ready to go we were the 1st country in the world to preorder supplies of this successful vaccine and we have $40000000.00 doses pre ordered for delivery over the coming months enough for $20000000.00 people because 2 jobs are required for each following authorization the next stage is to tax test each batch of the vaccine for safety and i can confirm that batch
4:42 pm
testing has been completed this morning for the 1st deployment of 800000 doses of the vaccine these doses of the whole united kingdom this morning i chaired a meeting of health ministers from the devolved administrations to ensure the rollout was coordinated nationwide this will be one of the biggest civilian the jist of the efforts that we faced as a nation it will be difficult there will be challenges and complications but i know that the n.h.s. is equal to the task rolling out the vaccine free at the point of delivery according to clinical need not ability to pay is in the finest tradition of our national health service and i'm delighted to confirm that the n.h.s. will be able to start parks and eating from early next week the whole purpose of the vaccine is to protect people from coded so we can get lives back to normal so we will prioritize the groups who are at greatest risk. this morning the joint
4:43 pm
committee on vaccination and immunization has published its advice setting out the order of priority according to back to nicol need and this includes the care home residents and their carers the over eighty's the frontline health and social care workers and we will deliver according to clinical prioritization and operational necessity because of the need to hold the vaccine at minus 70 to make it makes this vaccine particularly challenging to deploy and while we begin that sedation next week the bulk of the vaccinations will be in the new year but i would urge anyone called forward for vaccination by the n.h.s. to respond quickly to protect themselves their loved ones and their community mr speaker over the next few months we will see vaccines delivered in 3 different ways 1st we will begin vaccinations in hospital hops 2nd will deploy through local community services including g.p.'s and biju course pharmacies to and 3rd will
4:44 pm
