the taliban. another election on the horizon in israel the preliminary votes on dissolve the parliament has passed. the man if he is waging war on nature disease suicide of. the u.n. issues and not the warning about climate change but with a global pandemic he's listening. the u.k. has become the 1st country to approve the pfizer by own tech covert $1000.00 vaccine for public use will start to be administered to high priority groups within days it's a major breakthrough in the effort to tackle a disease that's killed nearly one and a half 1000000 people round the world paul brennan reports from london. the approval of a vaccine almost exactly a year since coded 901st emerged in china is

a triumph for science the final trial data for the pfizer buy on tech vaccine was only submitted to the u.k. regulator the m h r a a week ago but as a result of a process of rolling approval examining data even as the trials were taking place the regulator has been able to move swiftly and confidently to declare it effective and safe the safety of the vaccine has been scrutinized independently by our commission on human medicines and no stone has been left unturned so absolute confidence in the safety effectiveness and quality of the pfizer violent tech vaccine britain has bought 40000000 doses of the pfizer biotech jab and the 1st 800000 doses will be available in the u.k. next week 10000000 doses will be delivered this year and the remainder will arrive during 2021 this is a monumental step forward it's no longer if there's going to be

a vaccine it's when in our battle against the virus help is on its way there are still challenges this specific vaccine needs to be kept within minus 70 celsius and minus 80 celsius meaning that hospitals will almost certainly have to be the main hubs for distribution but it can be kept for up to 5 days a normal fridge temperature between 2 degrees and 8 degrees celcius individuals need to japs 21 days apart for full protection and in the u.k. a committee called the j c v i says elderly care home residents and their carers will be 1st in line in order to protect the most vulnerable we have prioritized the most vulnerable individuals 1st the other element is protection of the n.h.s. the health and social care system because by protecting the n.h.s. we osu protect lives. the challenge now will be to manufacture and distribute the quantities required to meet what will inevitably be extraordinary demand britain

has a head start but the united states has ordered 100000000 doses of the pfizer biotech jab and the european union 200000000 to be that the watch it is about sunset about the hope they'll be rolled out everywhere in the world as soon as possible because we really need it what england does and why i'm not sure i hope it comes to italy soon no they're not thought that they're there though if they carried out the 2 tests and their results are the real results and not approximate ones then it's welcome anyway the english are not stupid they have a brain there are several other vaccines undergoing final stage trials and vaccine candidates by modern oxford astra zeneca have been submitted to regulators with the u.k.'s approval pfizer bio on tech are leading the field the options for tackling this global pandemic are likely to get even wider within a matter of weeks paul brennan al-jazeera london well it's not just the u.k. moving ahead russia's president has ordered officials begin mass vaccinations next

week but a mere presence that his country will have produced 2000000 doses of its spin the vaccine in the next few days it's said to be 92 percent effective against the virus xandra good for us says russia isn't barking on an ambitious task to vaccinate its entire population by the end of next year. in his announcement of the start of the massive a vaccination russian president vladimir putin put as a priority medical personnel and teachers he said that they are 1st to receive this vaccine since they are in the research group but what he did today is official announcement he gave an official start to something that quietly actually already started we do know that certain hospitals have been offered already to vaccinate their medical personnel the minister of defense said of course said that the army is going to get vaccinated some 400000 members with the priority of people working

in defense assistance which is cutting off alexander there to take you live now it's a once in with the british prime minister is about to speak around the corvids 19 vaccine rule light in the u.k. medical office simon stephens chief executive of n.h.s. england it is almost 2 years since humanity has been tormented by coded across the world economic output has plummeted and a 1000000 and a half people have died all the time we've been waiting and hoping for the day when the searchlight of science would pick out our invisible enemy and give us the power to stop that enemy from making us ill and now the scientists have done it and they've used the virus itself to before the kind of biological jujitsu to turn the virus on itself in the form of a vaccine you know an idea that i think was pioneered in this country with jenna in
8:07 pm
796 and today we can announce that the government has accepted the recommendation from the independent and medicines health care products regulatory agency to approve the pfizer bone tick that scene for distribution across the united kingdom after months of clinical trials involved. thousands of people to ensure that the vaccine meets the strictest internationally recognized and of the safety quality and effectiveness thanks to the fantastic work of keeping him in the vaccines taskforce we've purchased more than 350000000 doses of 7 different vaccine candidates and the u.k. was the 1st country in the world to preorder supplies of this pfizer vaccine securing 40000000 doses through our winter plan the n.h.s. has been preparing for the biggest programme of mass vaccination in the history of
8:08 pm
the u.k. and that's going to begin next week and in line with the advice of the independent joint committee on vaccination and immunization the 1st phase will include care home residents health and care staff the elderly and those who are clinically extremely vulnerable but there are immense logistical challenges the virus has got to be stored at minus 70 degrees each person needs 2 injections 3 weeks apart so it will inevitably take some months before all the most vulnerable are protected long cold months so it's all the more vital that as we celebrate this scientific achievement we're not carried away with over optimism or fall into the naive belief that the struggle is over it's not we've got to stick to our winter plan a comprehensive program to suppress the virus protect the n.h.s.
8:09 pm
and the vulnerable keep education and the economy going and use treatments testing and vaccines to enable us to return to much closer to normal by this break. today in england we've ended national restrictions opening up significant parts of the economy in doing so but also replacing them with tough tears to keep this virus down and i know that those tears will mean continued hardship for for many and it's going to continue to be tough for some sectors but until the vaccine is deployed our plan does rely on all of us continuing to make sacrifices to protect those we love so please please continue to follow the rules where you live remember hands face space and if you live in a tier 3 area where community testing will be made available
8:10 pm
please take part in that community testing together these steps are the now the surest way to protect yourselves and those you love and by reducing the transmission of the virus help deescalate your area to a lower level of restrictions as as vaccines and testing as i say take an ever larger share of the burden as we do all this when no longer resting on the mere hope that we can return to normal next year in the spring but rather the sure and certain knowledge that we will will succeed and together reclaim our lives and all the things about our lives that we love so i want to thank the scientists and all those around the world who've taken part in the trials and got us to this stage and i want to hand over now to simon stevens the electors. thank
8:11 pm
you and good afternoon obviously as the prime minister says today is a news bringing great optimism we have a vaccine that has been independently shown to be both safe and effective but i suspect that what people want are practical answers to 3 questions who will be 1st in line when will the vaccines be available and how will we get it to you from the n h s so taking those 3 questions in turn 1st of all in terms of who will be 1st in line as the prime minister says the independent medical experts the joint committee on vaccination and immunization have clearly recommended that the n.h.s. should make sure that the 1st people to be all for the vaccine are those at highest risk together with the people who look after them in practice what that means is starting with the overreaches who are at much higher risk of severe outcomes from
8:12 pm
coronavirus as well as people in care homes together with some of the frontline health and social care staff who are looking after them and then as more vaccine becomes available we will be in the new year extending that to many more people across the country in line with the j.c.t. i recommendations so russia in turn helps answer the question when in that although we are the 1st health service in the world to be able to get vaccinating supplies from the manufacturer phased so the initial truncheon december is going to enable us to get started but the bulk of this vaccination program either through this vaccine or hopefully others as well that will join it will take place in the period january through march or april for the at risk population. the majority of the early vaccinations will as i say before the over eighty's and for care home residents and since you need 2 jobs with an initial
8:13 pm
injection and then a boost are typically around 21 days apart that means that we've got to reserve the 2nd dose for the people who are getting the 1st dose in december to make sure that that 2nd dose is available for them and it also means that the people who are getting the 1st dose in december will not have the full protection from the vaccine until they get the 2nd dose in january which emphasizes the point that we need to continue to be extremely careful during december and into january and then as that's a nation expands to the wider population. so that's who and that's when in terms of having the vaccine that has been approved for the n.h.s. to deploy today the phase of the on tech vaccine is been independently shown to be medically safe but it is logistically complicated we have to move it around the
8:14 pm
country in a carefully controlled way initially at minus 70 degrees centigrade or thereabouts and then there are a limited number of further movements that we are allowed by the regulator to make it also comes in packs of $975.00 people's doses so you can't at this point just distribute it to every individual g.p. surgery or pharmacy as we normally would for many of the other vaccines available on the n.h.s. . so the phasing of delivery the way we will do it is that next week around 50 hospital hubs across england will start offering the vaccine to the over eighty's and to care home star and others identified by the j c v i typically they may be people who were already down to come into hospital next week for an outpatient appointment so if you're going to be one of those people
8:15 pm
next week or in the weeks that follow the hospital will get in touch with you you don't need to do anything about it yourself that will then be followed in the subsequent weeks with g.p. practices coming together in each area to operate local vaccination centers and that will grow to over a 1000 places right across england where g.p.'s will be in touch with at risk patients inviting people to come forward for vaccination we've had an excellent response from g.p.'s across the n.h.s. wanting to participate in this program and as the extra vaccine comes available we'll be able to turn on more of those g.p. led clinics and then if the mh are a the independent regulator as we expect they will give approval for a safe way of splitting these packs of $975.00 doses then the good news is that we
8:16 pm
will be able to start distributing those 2 care homes and then as even more that becomes available finally we will be able to switch on large vaccination centers across the country and indeed invite local community pharmacists probably at the beginning of january to begin to offer vaccination as well. so in a nutshell this is going to be a phased program. we the n.h.s. your g.p. or your hospital the n.h.s. will contact you if you are ready to be offered the vaccination and today of course is a day of great optimism of real reasons i've said i think it needs to be tempered with realism around phasing the n.h.s. has got a fantastic track record around vaccine delivery but this is the 1st time in the world that these particularly complicated logistics are being put into practice and finally. well we've just been listening there to the chief executive of the u.k.'s
8:17 pm
national health service a lot of interesting detail in just giving a sense of the complex challenges that this vaccine and its distribution will bring but at the top of the hour we were listening to the british prime minister humus hailing the work of the sciences you have. boris johnson said they have successfully come up with a vaccine to help tackle course at 19 which has killed over 1500000 people around the world the u.k. is the 1st country to approve the emergency use of this vaccine by pfizer and by own tech and as we were hearing they are getting sets of brawl that i see the 1st people who receive it within a matter of days let's speak with al-jazeera barker joins us now
8:18 pm
from london need a lot of interesting detail there about the vaccine itself and how it be to distribute it but if we start with what boris johnson was saying it was very interesting was it not who he was talking about how this is good news the vaccine is here is great news for the u.k. being the 1st country to start using this particular vaccine but very much sending a note of caution there at the beginning the vaccines here but the challenges of dealing with the corona virus still very much in play. yes there is a tremendous amount of optimism that britain's regulator has given this vaccine the green light but boris johnson very very quick to remind people that look there's still much more work that needs to be done in the coming months not everybody will be able to have this vaccine very soon it will be the start of next year before
8:19 pm
even some of the most vulnerable are just getting their hands on it so in the meantime much more discipline is needed a lot of positive step that happened today of course was the lifting of the stay at home order which has meant that sections of the economy of started up again and that's been hugely welcomed alongside news about this vaccine but it isn't over yet we have a long winter ahead of us there are still sections of the population that are vulnerable to the colder weather and of course cove in 19 and just to reiterate more discipline he said would be needed and it certainly will we touched on it there you are saying that some of the most fun real people vulnerable people would even be getting this vaccine that's been approved and still the beginning of 2021 and just run through some of the detail we were hearing there about the logistics said we know that this vaccine needs to be stored in incredibly cool temperatures
8:20 pm
member learning there that they don't even have approval to break down the packs of vaccines into smaller doses to help spread it out among the population so suggests how much of a logistical challenge is it it's a get this one vaccine to those who need it most. well of course on one hand they may have won the race to regulate but there is this huge logistical operation that is ahead of the british government and related or thora t's going forward we know that 40000000 doses have seen preordered the 1st batch will arrive next week 8 100000 that can be used to treat 400000 people cause everybody having the vaccine would need to doses 21 days apart and when the vaccine arrives it arrives and a pack of $975.00 individual doses that cannot be broken up which
8:21 pm
means that these packs have to go to 50 hospitals' around the country where the most vulnerable will have to go initially to have those vaccines than there is of course the problem of getting the vaccines around the country because they are what's known as cold chain vaccines they have to be kept at minus 70 degrees centigrade so only specialists locations will be will be able to essentially handle this vaccine we know that for a few days just before it's administered the higher temperatures are ok but on the whole specialist equipment will be needed and we also get the sense to that later down the line if they're going to be able to break up these packs more regulation will be needed the regulator will have to carry are looking at the whole vaccination process to see whether it can be adapted and changed for the last say some criticism from the e.u.
8:22 pm
as regulator very wary about how quickly they british regulator has given this the green light so they've warned of a hasty rollout and say that their approach to it giving it so the green light giving it all of the checks and balances necessary is a better one a longer one but a more thorough one of course that's been rejected here in the u.k. the regulator here saying that they've done everything possible to make sure this is. say for us absolutely safety is very difficult it's a role it's neve barker that life or is in london thank you very much in deeds let's bring you some other news now after months of deadlock there's been a breakthrough in efforts to restart peace talks between the afghan government and the taliban represent system both sides say they've agreed on a framework for negotiations of though the agreement only covers procedure both sides are set to begin to scotland the agenda for talks which will include a cease fire agreements were at present system livia's soon wyvil powers are

significant decision and now all of the institution need to produce the conditions in order to make those elections a reality time isn't on anybody's side here we now have something like 20000 foreign forces and or mercenaries in the country now we have 10 libyan military bases which are either fully or partially occupied by foreign forces this is a blatant violation of libyan sovereignty and a blatant violation of the u.n. arms embargo it has to come incumbent upon all of these actors to respect libyan requests for them to depart their country so that the libyans can come together so that the ceasefire agreement can actually be implemented that military forces can withdraw from these areas in central libya where the civilian police forces can

enter where civilians can feel safe where the threat of war and violence receive there is now a constituency of change in the country there is a desire to to come together to acknowledge that and there are well justified fears and there is justified lack of confidence between the different the different parties but you know the country is slipping away. israel could be heading towards this force general election in less than 2 years after lawmakers passed a preliminary bill to dissolve parliament's one of the people backing it as alternate prime minister benny gantz he says he's lost patience with his coalition partner binyamin netanyahu and is ready to break their alliance if alone over 2 budget isn't passed immediately the bill needs to pass another 3 votes before it becomes law lawyerly assure you that because surely i had no illusions in regard to

the end of every month and that's allowed the palestinian authority to pay its public now in may the palestinian president said that the palestinians are no longer abiding by signed agreements with israel including security coordination and the coordination that used to happen between palestinian and israeli officials to allow transfer of that money the result meant that the palestinians were interested in being any. money since may and that has caused the palestinian public in to only receive half a salary for a couple of months and this has crippled the economy now 2 weeks ago the palestinians have said that they received a letter from an israeli government official saying that israel will be abiding by agreements signed with the palestinians so they decided to resume coordination and accept receiving that money and i'm sure we all know that this also has something to do with the fact that president elect joe biden has won the elections and we

might be seeing a little bit of an advancement when it comes to the palestinians and israelis now as far as the world bank is concerned the palestinian economy is still crippled even though that the salaries might be paid there are a lot of factors that have led to a very weak economy and not to forget that a part of that was the latest restrictions related to the coronavirus. iran has approved a new legislation that would lead the resumption of higher levels of uranium enrichment the bill which was passed from parliament on cheese day was signed into law after approval by iran's top decision making body will also say it will also stop unrestricted site access by the international atomic energy agency the legislation is seen as a show of defiance after the killing of a top iranian nuclear scientist last friday. the united nations secretary general
