similar programs and hospitals on choose day it's the beginning of the end of this pandemic we're not there. yet it's so important that people keep doing the things we know we need to do following the rules and the basics to make sure we keep this under control but we can now see the light at the end of the tunnel the government's ordered 40000000 doses so far and initial 800000 will be available in the 1st round of treatment this week capable of inoculating 400000 people with 2 injections 21 days apart this is one of several london hospitals that will begin backs in ating this week because initial supply is a limited those at the front of the line will be elderly people currently receiving treatment in hospital many others over the age of 80 have also been contacted to come forward and get their jobs and care workers who look after the elderly have also been prioritise if there are any doses left to health care workers at serious

sick szell orientation should be safe new zealanders deserve a system that does its best to keep you safe and that is what we are committed to building. whitehead joins us live from christchurch new zealand so wayne how did the commission reach these findings. well as you heard from the prime minister there was a very extensive report some 800 pages long hundreds of interviews conducted hundreds more recent submissions provided it really looked in many different aspects leading up to the attacks and. what could have contributed to those attacks taking place of course they looked into the background of the gunman himself. they found that he had racist views from quite a young age when he was growing up in. the commission looked into how he managed to
8:11 am
get a legal firearms license when he moved to new zealand despite inadequate background checks being conducted in adequate character references being provided as well and the commission found that the police failed to meet the appropriate standards when giving that. to him and for that the police commissioner. has apologized a lot of attention going on the security and intelligence agencies all of new zealand what they did or didn't know about breynton terence and the commission found that an inappropriate amount of result by those agencies focusing on islamic extremism and not enough time is spent on looking at the groups such as white supremacists. right wing groups and clearly that is one of the recommendations going forward and as we mentioned earlier. the 44 recommendations made by the commission is that a new security and intelligence agency. ok given all
8:12 am
of that what's the reaction be to this. i think overall from people who were directly affected by this from muslim leaders in new zealand saying that excepting and welcoming the findings and recommendations by the royal commission of inquiry but the overriding theme is that it doesn't go far enough that more needed to be investigated more needed to be said and there's also a sense of there is nothing new in this report for the muslim community because they have been complaining and raising some of the issues that are outlined in the report for many many years some muslim leaders saying that they have been for years before the attacks took place raising concerns with various government agencies about the fact that the muslim community was becoming increasingly marginalized that many muslims were becoming the targets of hate crimes and hate speech and for
8:13 am
the most part those concerns were ignored by those government agencies so yes these findings recommendations are being welcomed and accepted but there is a sense that more needs to be done needs to be done and also a level of skepticism about whether that we will see any real change come out of this ok thank you for that wayne has a live for us in christchurch. still ahead on al-jazeera. as a hospital in pakistan runs out of oxygen while treating coronavirus patients. workers across india prepare for a nationwide strike is known as ram protests against agriculture.

it's about to snow again in afghanistan which is the forecast for tuesday it seems quite significant to go across the north next as well following that it's much quieter weather for iran the next system next westerly waves it might to divert probably won't make much of an impact and between the 2 we're going to have 3 days of a fairly stiff breeze dropping temperatures in bahrain and qatar but nicosia on cyprus reflects what this westerly wave could have done if it went across into iraq we weren't some storms or shots the next 3 days and they'll tend to move up into what's turkey you might get a tail and as far south as gaza it just shows partly cloudy in the for cross but i would say the likelihood of a shower even asunder storm out of that but otherwise it's a fairly quiet looking picture with that cooling breeze going down through your way towards. us maintaining $26.00 degrees now the seasonal rains are going sighs out of tropical african other's toes some big showers in the forecast in parts of kenya maybe tanzania but typically somalia and ethiopia and south sudan are drawing the

leadership network and has worked extensively with new zealand's muslim community all she welcomes the report she says it's a shame that no one will take responsibility for what happened. i think the report and its findings no surprise and you would hear that unanimously from muslims across new zealand so we welcome the findings and we welcome the opportunity that the government has actually excepted all of their recommendations however it is unfortunate when no responsibility is taken along side a report like this so it's a shame to have to say to hear things like nothing could have been done to avoid the terror attack it's deeply frustrating muslims who have been under the scrutiny of surveillance full of very very long time could tell you that they have been talking about threats towards them for decades now and so it is a shame that you know not only have we been heard as

a community but that agencies who know that they've actually made mistakes are saying that they could have done nothing to prevent those mistakes from happening so like us did as well as welcoming as it is to have the government accept all 44 recommendations as great as it is to have a report that does not say anything that is too surprising it is a shame but actually no one is going to take on civility for what happened last year we are living in a distrustful and wire and we're coming from countries that are constantly under scrutiny and war and conflict and displacement it does mean that we are now a body of people around the world who lack trust not only within society and though from those around us but within our communities and so the terrorist attacks have just made that experience far more exacerbated. south korea says it secured millions of coronavirus vaccines amid a growing surge of infections they are buying vaccines from for pharmaceutical

basically failed as far prepared this is concerned the world health organization know them the praise pakistan for its fight against the pandemic saying it had taken appropriate measures to control infections in mangy it worked with the country to set up labs and to test 50000 people a day but so far only around 2 percent of pakistan's population of around 220000000 people has been tested for the virus back in the shower as an investigation is underway many want to know why there was so many failures and how they all seem to go unnoticed nor about the money out is there a. at least 8 opposition activists have been arrested in hong kong that's because they joined an annual protest march on july 1st this year it was deemed an illegal assembly a number of those arrested which included several former politicians announce it on their social media pages because pollen is in hong kong with more. these are very

prominent pro-democracy figures some of them as you say are former lawmakers here they were arrested for taking part in that protest which usually takes place every year for the past 17 years on the anniversary of hong kong's handover from a british colony into a chinese territory but this year that was banned the government says due to the pandemic although incidentally that was also the day that beijing imposed the national security law on hong kong now this seems to be just the latest in a number of arrests yesterday we saw another 8 arrested 8 students for a protest on campus 3 of them under the national security law and last week we saw what's possibly hong kong's most recognizable pro-democracy icons joshua wong and the media mogul given jail time here in hong kong so just seems to be part of an ongoing crackdown on any kind of opposition or dissent and particularly those who took part in protests in recent months and even last year. the united states has
