of tens of thousands of syrians displaced by war. also ahead we meet the park rangers in zimbabwe who are using brooms to protect animals from poachers. and i'm he said with the support of south korea is also on one day when the asian champions league and india slumped to the lowest innings total in test cricket score in just $36.00 runs as their crushed by australian in adelaide. we begin in the central african republic a nation on the edge just a days before presidential and parliamentary elections in the past few hours the government has accused a former president of attempting a coup it says francois boozy is intending to march in the capital bangui with his men was easy who was in power for 10 years up until 2013 was recently barred from
6:02 pm
running in elections because of an international arrest warrants and un sanctions against him the un peacekeepers have been deployed after reports of violence in the lead up to the vote on december the 27th the un secretary general and to a new terrorist has appealed for calm to ensure peaceful and credible elections but ca r.'s 3 main armed groups which control. parts of the country they are joining forces against the government nicholas hong has covered the situation in central african republic extensively he joins us live from senegal if he does decide to go ahead with this threat and march on bondi due to the optics in the run up to this election well the march has actually started now in the name of concert with a himself but we know that 11 armed groups some of the signature of this statement against the president essentially have started deploying their troops have called
6:03 pm
on armed groups to head towards the capital bangui and as a result the $12000.00 strong un peacekeeping force have taken position on main arteries leading to the capital so has been deployed the central african republic army that was trained by the russians that is out in the port to try to stop any of these forces from entering the capital just one week before this much anticipated presidential election so why are they all marching towards the capital simply because they say the president is not respecting the agreement that they had signed in $21000.00 in khartoum which was in effect to give these armed groups leaders a position in government but also funds so that they could disarm so that's why they're heading towards the capital now in that statement that we mentioned that was made by these armed groups there is no mention. but the government believes that he is also behind this latest move towards the capital bangui peter
6:04 pm
and as far as these 3 groups are concerned i mean they coalescing around one individual and they all genuinely coming together can they stay together because they come from different areas different tribal areas of the country. that's exactly right peter i mean some of the group the u.p.c. is a former select armed group of peers because forces that were fighting each other remember in 2013 they have now united as a common front against the government of. iraq there's also the poll defense group the full army defense group that have joined forces with these are very various factions that have one common interest is to get paid. to disarm but also to have more positions of power remember these armed groups have control
6:05 pm
over large territories i mean we're talking about central african republic is the size of france there are some of these armed groups that have control of areas that are the size of wales or scotland we've been in these areas where there is no sign of these 12000 un peacekeeping peacekeeping force nor of the government there it's really these armed groups that are in charge of holding the hostage hundreds of thousands of central african republic. people that are dependent on humanitarian aid and there is the norwegian refugee council mentioned this is one of the most neglected crisis on earth it's very difficult to access these regions to give help to these people and that's what's at stake in this election peter is to try to reestablish the rule of law and the government in places where it has retreated but also come to help to these millions of central african republic people who population that have seen little of their government helping them peter thanks very much to. ok let's take
6:06 pm
a look now at the fragile political landscape than it was talking about in central african republic president forced on our shores to adela came to power in 2016 and vowed to pursue peace and unity but he has struggled to contain unrest now his rival the man we've been hearing about here on the news france what was easy was forced from power more than 6 years ago by mostly muslim rebels known as the celica prompting reprisals from christian groups u.n. investigators say large scale killings were carried out by both sides against civilians the subsequent violence worsened the country's ongoing civil war prompting thousands of un peacekeepers to be deployed in 2014 a peace accord signed in february 29th teen between the government and 14 armed groups that's led to a lower level of violence box with armed factions forming a coalition against the government now it's for the country could see a return to wider conflict this forced 4 and a half 1000000 people to flee their homes let's talk now to t.n.t.
6:07 pm
vehicle he's a coordinator at the french institute of international relations observatory of central and southern africa he joins us on skype from paris t.r.e. vocal welcome back to the news hour why would anyone try to stage in a thing before the election. well i think they're trying to do that before the election because of the. of the electoral process itself and the electoral process. has been very balance and the presidential party has appear only in big 880 towns who we know the 1st round actually the. presidential party. who are strong and therefore are displayed and they have displayed the now for quite a long time that we know strategy that of course has been.
6:08 pm
previously by the fact that pasco who is easy was the main challenger of president where they are. from the electoral race by the constitution we. saw that convinced some of the armed groups president bush is easy and he's a supporter of the actually the electoral competition we lose the electoral. competition of the strong and there won't be room for them and there's won't be a he had communication or wrench meant the president what they are after the election ok that's why this year is a question for you there for a 2nd just to move it on beyond what may prove to be the 1st round of the election if it goes into a 2nd round does that mean that that time period if you run number one and run
6:09 pm
number 2 is actually riskier than the coming 8 days from where we are today. well yes i think it will be of course the very dance. between the 2 rounds of elections but the problem present here that the 1st runoff election very compromised and i don't see it up anemia next week because the 27th of december but given the security situation right now it is of course impossible to organize election there has been speculation circulating over the past 10 days 2 weeks or so that the french are watching this obvious for obvious reasons the french are watching this very very closely we're learning that via facebook and also the russians why would the russians if it's a correct allegation why would the russians be looking in on this well i mean they

day germany is reporting more than 30000 new infections and elsewhere india has become the world's 2nd nation's record more than 10000000 infections so far the u.s. to set yet another record for new cases of curb it 19 as of friday at almost 250000 there are some small signs of hope with the approval for the u.s. market of the modernity covert 19 vaccine that's a story we covered here on the news hour earlier we'll speak more about that shortly with hadija castro in washington d.c. 1st to rory challenge in london where there are reports the government could be imposing new risk. directions rory hi there what do we think mr johnson is about to an arms. question there are various rumors and leaks that are swirling around on twitter and coming from the more politically connected domestic correspondents here. the the speculation is that
6:13 pm
for the parts of the country that are being most affected by this new strain of the coronavirus so that london that's the southeast and that's the east of the country perhaps there could be a new tear that is brought in for those parts of the country at the moment there are 3 to is to 3 being the highest speculation that there could be here for 4 southeast london and the east of the country which might perhaps resemble the 1st national lockdown came into place earlier in the year and lasted through the summer now of course that has a big impact on christmas plans the government. has been criticized quite widely for 'd relaxing the regulations around social
6:14 pm
distancing and how many people you can gather with except for the christmas period for 5 days around christmas saying that 3 families can get together over those 5 days. various medical experts have said that this is a mistake and perhaps as the hospitalisation rights have been climbing higher and higher over recent days the government itself had been starting to think that this was a mistake as well so you could argue that this new strain gives the government a chance to roll back on something that it had come to regret doing and allowing people to congregate so over christmas we don't yet of course know what these new regulations are that are going to be brought in we'll find out. in just under an hour's time but certainly the expectation is that christmas in the u.k. is seriously under threat and that the announcement whatever it is going to be
6:15 pm
fairly major walk us through this is being mirrored in the main other countries across the european union already that are suffering it seems to me they're kind of breaking records for all the wrong reasons. yeah well certainly it's a layer which is right at the top of the table for the number of deaths in europe 67894 deaths that's beating the u.k. at the moment the u.k. i think was the front runner for a while. so yes in a new nationwide lockdown will be put into place for much of the time around christmas and the new year and all those days italians will be allowed to travel for work for health or emergency reasons other than that they're pretty much be asked to stay inside limited visits will be allowed for example if you want to go and see an elderly relative. it's pretty much back to the 1st lockdown
6:16 pm
restrictions there are other measures that are being brought being pro-abortion into place austria is going for its 3rd lockdown just 11 days after it came out of its 2nd lockdown slovakia's there is bringing in more restrictions sweden which has restricted. stayed away from from knock downs for the entirety of the covert pandemic is still not going for a lock down but it is tightening restrictions as well so what i mean the picture is pretty clear across europe as the 2nd wave perhaps even 3rd wave in some places really starts to grip hard. many countries a doing what they had. been reluctant to do which is to bring in new restrictions around the christmas period rory thanks very much there in london with the picture in europe let's take it live heidi to castro a correspondent covering. the states where she's in washington so heidi we're back
6:17 pm
to where we were i guess what 6 months ago talking about it at the census even though we've got the good news about madonna. that's right and right now the c.d.c. or in a couple hours time peter will be meeting to decide whether to recommend this 2nd modernity vaccine this is the vaccine that already got f.d.a. emergency authorization yesterday so it is expected to quickly pass the c.d.c.'s level of scrutiny and if that happens then tomorrow is when we would expect a shipment of some $6000000.00 doses to be distributed across the country with more vaccines using the during a vaccine taking place on monday now this is a vaccine that is also just as effective as the pfizer vaccine that we saw approved last week in a 95 percent efficacy rate but there are some key distinctions that may make it
6:18 pm
easier to distribute this mcgurn a vaccine it does not require that ultra cold storage as the pfizer did and it also shifts in smaller batches so the government is hoping that it'll be easier to reach more remote regions with them a dearth of vaccine also notably this distribution effort will be overseen by the federal government because maternal participated in the operation warp speed program that pfizer did not so it'll be interesting to see there are any differences on that front but what this all boils down to is that these vaccines cannot come early enough for the united states or for the rest of the world for that matter here in this country more than $300000.00 people have died in this pandemic and the projection from the university of washington is that in 3 months time another $200000.00 people in the u.s. could die which would bring this death toll close to half a 1000000 people in this country alone. heidi thank you very much for the reporting
