do not be concerned about that there is no further north west coast news running down the coast of washington it won't make it really into california this is the picture of the tuesday is generally proper like running across the mountain states with sunshine to the size where it's quite warm. this is al-jazeera. you're watching the news hour live from our headquarters in doha. coming up in the next 60 minutes travel chaos in southern england as france closes its border over fears of a coronavirus train set to be out of control dozens of countries have banned flights from the u.k. . on the other side of the world south korea puts half its population under

4:02 pm
action and response to the news russia india and hong kong are the latest to join the growing list of nations banning flights from the u.k. their move came after some of britain's closest allies including germany italy and france imposed similar bans while saudi arabia or mon and kuwait went even further suspending all international flights not just those 2 and from the u.k. these border closers mean trading across the u.k. has effectively ground to a halt trucks carrying essential goods to and from mainland europe are stuck and that's because ferry ports are shots and tunnels just won't let them through or one of the u.k.'s biggest supermarket chains is warning that if this continues they may run out of food to sell especially items with a short shelf life or concerns over the mutated strain also sent european stocks tumbling when markets opened earlier on monday wiping billions of dollars in value from british companies all this comes as the u.k.
4:03 pm
teeters on the edge of a no deal breck's it with less than 10 days left for both sides to reach a trade agreements we've got step standing by in amsterdam step will bring you the latest on the race for the vaccines in europe bernard smith will join us from paris with more on those border closures but 1st we'll speak to rory challenge joining us from dover in kent where you are rory there must be huge logistical challenges right now. this early on in this season normally one of the if not the busiest ports 'd in the united kingdom with ships leaving all the time to cross the channel to. kalai in france and what can you see behind me nothing that is a completely swept and desolate landscape or seascape behind me. let's have a little sit rep of where we are you know in the united kingdom in the moment christmas is effectively being cancelled for millions of people london and the
4:04 pm
southeast is cut off from the rest of the country we have the country itself isolated from much of the world with all these travel bans that you have just mentioned and we have little way to go till christmas and about 9 or 10 days till the end of the breaks a transition period this chaos that we're seeing now is basically a foretaste of what might come in just a few days' time if the u.k. cannot reach a deal with its european partners at the moment we've got trucks that are backed up all along the motorways out of another channel ports the government says common did say fields where $4000.00 trucks can be laid out while they wait for the situations that clear shots transport secretary says that there is not an acute problem in terms of food and medicine medicines getting into the country but
4:05 pm
certainly this is something that the government wants to finish as quickly as possible and the french have said that they are going to hopefully get freight moving the next few hours with some sort of medical protocol but we don't quite know what that is yet but you know we're it's quite an unprecedented situation that the u.k. finds itself in i mean what is the mood like and what is the reaction like inside the u.k. to these sudden close friends. well i think the mood at the moment is as bleak as that is the weather here is. is it's a pretty miserable place after say and it's not just because of what's happened with the frights in the and the and the travel bans is also the christmas situation that i talked about it's just seems to be a few days in which bad news is followed bad news there is a kind of gallows humor with people sharing jokes about being marooned on bricks it islands on twitter and such but i think there are real fears and this is
4:06 pm
the you know the main fear is that what we're seeing now is what january and february and march are going to be like if no deal breaks it comes and this is certainly going to be sharpening the mines in london amongst the negotiators and the governments there are people like nicholas sturgeon the scottish 1st minister saying that the brics a transition period should be extended. for more negotiating time the government hasn't yet gone for that but we'll see how things pan out this is not a good place for the u.k. to be at the moment ok rory thank you very much for reporting from dover over in the u.k. while european nations have been meeting to establish a health present all around testing so that freight can resume moving in and out of the u.k. for more on the european response let's bring in bernard smith he's joining us from paris so we haven't seen a coordinated response yet bernard by european nations but what more can you tell
4:07 pm
us about how they're dealing with the situation. well european nations not just when it comes to the outbreak in the united kingdom have dealt with their own borders individually are in the main different countries have a different rules on whether or not whether you can answer on how you can enter into what terms you can and there is a meeting going on at the moment to see if they can find a coordinated response to the specific issue of this mutating mutation of the virus from the united kingdom france while waiting for that meeting to reach conclusion or some sort of agreement is introduced this 48 hour ban on any transport back and forth from the united kingdom it said the trade minister said earlier on today that after this ban is lifted that the french people want to come back or people want to come back to france from the united kingdom they should expect to have
4:08 pm
a covert test before they come here macron said recently emanuel back on the president to set in the last of hour or so that might well be the case although no firm commitment on that at the moment during the ride bernard thank you very much for that reporting from paris we'll take you over to the netherlands because it was the 1st country in fact to ban flights from the u.k. in order to prevent the spread of the mutated strain for more let's bring in some fast and she is joining us from amsterdam so the european council there is an emergency meeting being held today and it really underscores just how worried you countries are about this new strain of virus. absolutely did not listen to us very swift in the banning all the air flights and now also ferries are not our trains coming in from the u.k. because of this mutated virus they found one person infected with this mutation a couple of weeks ago but many experts here say that just
4:09 pm
a tiny fraction of what's really happening here because in the netherlands when people are tested d. said genetic codes are not often detected or even be researched it's only been a few samples basically so the worry is there's a lot of people more infected with this mutated virus and it's spreading fast because the netherlands yesterday had the highest amount of infections during the 2nd away for 13000 just in the one day so it is a lot of concern and analysis hasn't been swift in the response or with the coronavirus from the beginning but their decision to go to basically block off the u.k. immediately has been quite extraordinary and step 2 we expect officials sitting in that building right there behind you the european medicines agency to give europe the green light to start inoculation soon i mean where do things stand on vaccine authorization. we will know in an hour or
4:10 pm
so and of course you will pass and creasing mean being patient with d.s. vaccination the program to be cost off to the u.k. the united states canada has already started vaccinating of the hundreds of millions of europeans have not been facts unaided so they all waiting for a green light coming from this building here behind me we go into a very serious 2nd wave and most of the countries in europe many have died already but there's also a lot of concern about the vaccine and as i'm standing here it is a a protest going on of people who are actually totally against this vaccination saying it's on safe we don't know anything about the side effects and that's why the european union took its time to approve this medicine because they say the u.k. was too hastily we needed more africans to assure people here that it's safe to use and if this approval comes in an hour or so then the european union will. will give
4:11 pm
this authorization in probably 2 days from now and then most countries like germany and france want to start vaccinating as soon as possible just in a couple of days from now ok step we'll let you go for now i will speak to that later thank you very much for reporting from amsterdam now let's talk about this new mutated strain and bring in dr julian tang he's a clinical for all a just at the university of leicester he's joining us from leicester thanks very much for your time with us on the al-jazeera news hour so let's just break it down for a moment why is this strain this mutated strain reported to be 70 percent more infectious than the other strains of the virus. so there is a perimeter reported by the. team which suggests that this age you don't growth rate of 70 percent which suggests that if you look at say a 1000 samples from last month and a 1000 samples in this month's what i imagine they're doing is they're counting how
4:12 pm
many of those samples are positive contain this mutation and this mutation is increasing its presence in those positive samples over time and that's what that's where i think it is figure from because we haven't seen this data. are you concerned about its transmissive billeted i mean talk us through the method in which it's actually spread isn't spread is it an airborne a strain or is that people's behavior is. yes we think this virus mostly spread by airborne methods by talking breathing the same air as an infected person so for example if you know i can smell your garlic breath after lunch and i'm in haiti or virus as well. but this 1st may be insured for longer high of viral loads in the same way by infected people with this mutant virus so what happens is that instead of infecting one or 2 people when you're talking or breathing near them might be infecting 3 or 4 ok so this seems to be how the process spreading
4:13 pm
further and faster so it's not spreading a different way it's just as more of it spreading to more people who are nearby i see and what do we know about it actual effects like the severity of the illness caused by this mutation is it worse or better than other strains. it is easy no different in terms of the chemicals versatile pnas not so far anyway we've known about this strain since about september and we're not seeing more severe cases associated with this strain reported so far and also in terms of the vaccine response we're not seeing a major change in the spike protein to negates or neutralize any vaccine effectiveness and also the vaccine trials have been done with this strain circulating over the past several months so we don't worry too much about the vaccine effectiveness so we have had this vaccine is going to be effective against
4:14 pm
this mutated strain do we have enough information i want yes yes we think so we think so because this story's been around for a while and the clinical trial data hasn't shown any lack of effectiveness however there might be some reduced finding. to do that spot. like a protein a little bit of that even in your natural human immune response maybe allowing it to be shot for longer to hire a load i don't think that viruses mutate all the time and we reproduce antibodies to different strains of viruses all the time so our human immune response will that this new virus the vaccine seems to be ok at the moment if we need to adjust the vaccine that we can just the vaccine over time as well i see our eye doctor julian tang will leave it there but we thank you very much for joining us there from leicester and giving us your time thank you. now let's take you over to the u.s.
4:15 pm
because congressional leaders over there have reached a deal on a $900000000000.00 covert 19 relief package for millions of americans so they extended federal funding to give themselves more time to finalize the deal and prevent a government shutdown it comes as deliveries of the moderna vaccine have begun across the country let's discuss this with fisher who is joining us from just outside the white house so i presume there must be a huge amount of relief because of the spill allan. well it's taken them 9 months to get here and neither side got exactly what they wanted so people suggest that means it's good politics certainly it's less than what the democrats wanted but it's a lot more than the republicans wanted as well $600.00 for every family earning under $70000.00 so for every individual and dependent they get $600.00 so for example if you're a family of 4 you get 2400 dollars there's also money for the airline industry as
4:16 pm
well but there's peach check protection there's also $20000000000.00 for covert vaccines so if you can't afford to get the vaccine money is there set aside so you'll be able to get the vaccine 20000000000 is well covered testing and tracing so i think both sides maybe didn't get exactly what they wanted but they think that this is a good deal the pressure no of course is getting this done quickly the house should vote on the measures at some point on monday possibly this afternoon then goes to the senate if there is no objection it could go through by the end of today but if a couple of senators decide that they want to make a stand on they have a problem with it and a couple of them have suggested they might because this is going to increase the deficit then there could be a problem that means that mitch mcconnell who's the leader of the republicans in the senate will have to go through a few procedural steps before they can have a vote and that might slow things up for
4:17 pm
a couple of days but after 9 months of talking it looks as if they're finally come up with a deal that can be agreed by both sides and donald trump has said he would sign it as soon as it lands on his desk all right allan fessor thank you. in south korea and the capital seoul and its neighboring provinces the toughest restrictions yet have been introduced to try and contain a surge in corona virus infections so the country is battling a 3rd wave of the virus with around a 1000 new cases every day rob mcbride reports from saw. the new restrictions will limit private gatherings to just 4 people and they're being introduced ahead of the year end holiday season how droll to know we will not be able to overcome the crisis unless we reduce cluster infections being spread through private gatherings of family members colleagues and friends often praised for its handling of the coronavirus the government is worried about pandemic fatigue setting in unlike
4:18 pm
previous waves which were concentrated in specific areas or groups this is happening across the country with hospitals becoming stretched and. at the moment our medical response in providing extra beds and assigning patients efficiently a slow compared to the increasing numbers of patients we are dealing with temporary centers of also been set up offering free testing which tens of thousands of people have taken up being increased testing has been running for a week and is due to go on into the new year it's already turned up several 100 people who didn't know they were infected and didn't have a connection with any known cases it's hoped these measures will avoid a complete shutdown of businesses with the government's vaccination campaign not starting until the spring that time table decided upon when the infection rate was much lower now being widely criticized the bride al-jazeera sole. plenty more ahead
4:19 pm
on the al-jazeera news hour including this a dangerous business why owners of a liquor store in iraq are living in fear. native americans have been hit hard by the pandemic in the u.s. but we'll tell you about one community bucking that trend. american sport later on the program we've got action from italy's top division as 2 of the speakers sides face off in rome. but 1st a round of unofficial talks to discuss the future of the 2015 iran nuclear deal has now wrapped up at the virtual meeting foreign ministers from iran russia china germany the u.k. and the e.u. committed to working towards the full implementation of the agreement the deal to lift sanctions in exchange for limits to iran's nuclear program unraveled after of course the u.s.
4:20 pm
pulled out in $28.00 let's bring in hellery mann leverett who's the c.e.o. of strategy that's a political risk consultancy she's joining us from mclean in virginia thanks very much for your time on the news hour so the u.s. president elect joe biden is pledging to rejoin that agreement of course that iran welcomes you his intent but how challenging will it be to actually revive an agreement that took years to strike minutes to break down. i think it will be much more difficult at least in washington than many even in washington perceive the amount of political will it would take a president elect by in 2 to rejoin the nuclear agreement agreement on terms that iran would accept will be much more difficult than i think people understand trump has done and president trump has done lasting damage to to go to any prospect of negotiations with iran in terms of re imposing sanctions a tax on generals so they money almost
4:21 pm
a year ago. this coming week their attack on the iran nuclear physicist fuckers that day there's been lasting damage done and it would take a lot for an incoming biden administration to repair all of that damage and to do so before and a new president comes into office in iran it's a tall order and i think you'll be difficult to do but here's the thing iran reportedly wants to stick to the same agreement but is there a chance that then the united states and other european countries will ask for more new accord perhaps. yes certainly there are parties in washington and european capitals who have all voiced their interest and perhaps even a demand that there be at least negotiations for other components of what could be in a deal iran's missile program for example iran's support for what people washington
4:22 pm
call terrorist groups there are there's interest and perhaps even to demand that those issues be addressed the diplomatic challenge here is how to get back to at least a negotiation on the iran nuclear core that was reached in 2015 on terms everyone can accept and then from there after that to pursue these other issues so how do you then see the negotiations playing out what needs to be happen what needs to happen perhaps behind the scenes right now in order to kickstart these negotiations . well certainly there need to be you know what i call negotiations about negotiations that's something that both several experienced diplomats on the iranian side and even some experienced diplomats coming into the bad administration are used to they did these types of negotiations about negotiations before the iran nuclear geo was was achieved there were secret talks held in oman for example that type of process needs to be going on really starting now because there's not going
4:23 pm
to be a lot of time again we're going to have a presidential election in iran coming in june and there needs to be something some basis for for real negotiations i think achieved before that and it has to be some formula where both parties can agree to come back to the iran nuclear agreement as it is as it was achieved and agreed upon in 2015 but with maybe these kind of side deals or side discussions about how to take that deal and make it more more permanent in a constructive way for both parties and that doesn't necessarily mean forcing iran into x. or y. concessions it means really looking at it in terms of having a better constructive fulsome comprehensive iran coming into the international community with good relations with its neighbors and with all of the great powers or rights to hillary mann leverett we thank you very much for speaking to us from
4:24 pm
virginia thank you very much iraq security officials say at least 8 rockets have struck baghdad's heavily fortified green zone they say the u.s. embassy was the intended target of sunday's attack an anti rocket system set up to defend the u.s. embassy is said to have ported most of the rockets. and staying in iraq the government is investigating a rise in attacks on shops selling alcohol in the capital baghdad at least one person has been killed christians say they're being targeted and are calling for better protection charles stratford reports from baghdad up with army works in this small liquor store in central baghdad every month he sends the money he earns to his family of 10 who live near mosul in northern iraq but every day he lives in fear in recent weeks many shops selling alcohol in the capital have been targeted in bomb attacks and one shopper than i was shot dead in a drive by shooting. this mobile phone footage reportedly shows
4:25 pm
a group of men ran the 2nd story from baghdad no one has claimed responsibility for any of the attacks and no one has been brought to justice who was later this everyone's afraid we don't know who's committing these attacks customers are scared to come to the shop and this is the only source of money for me and my family. the same in consumption of alcohol is not illegal in iraq but shops like these which are popular with the christian and use e.-d. communities and secular muslims who drink alcohol need a special license the consumption of alcohol in public is illegal in this muslim majority country but its availability is seen by many as a testament to iraq's tolerance toward his ethnic and religious minorities there are signs that may be changing this man who is a christian but didn't want to be identified tells us no one was injured when a booby trapped hand grenade exploded at the entrance to his shop we respect all
4:26 pm
the religions and sinks in iraq he tells me why can't we be respected to the police say that they are investigating the attacks but they have closed many shops like this one which they say were operating without the necessary license in order to sell alcohol. it's fair to say though that the attacks of course. an increasing resentment especially among the religious minority communities in baghdad. the owners christian he has been threatened many times people from certain political parties have extorted money from him for keeping our eyes on the road in case they place bombs but there is little security on the streets there have been small protests by youth groups against the sale of alcohol in baghdad but many analysts are concerned about iran's growing influence in iraq and they believe those responsible for the attacks may be supported by powerful iran backed groups
4:27 pm
that they say are increasingly dominating iraq's security and political infrastructure and they are looking to put pressure on the iraqi prime minister the idea. and these attacks are aimed at making me look weak in front of political opposition that have big funding and powerful media behind them especially before the election next year they want to show that the prime minister and government up feeling in their security measures. he says many have his fellow drink shop owners are too afraid to open their businesses he has no idea why the attack started or when they will stop. by dad after a check on the weather has. there's loads of snow the ground as you know in japan but it's stopped falling the wind has edged off its changed direction if anything you'll get a risk for avalanche because the rain showers allowed to come in and temperatures are rising stars cause it was in the north east of china nor indeed in central

out of the u.k. a growing number of countries are closing their border to the u.k. due to have you tainted strain of corona virus that's been identified there. south korea's capital has imposed tough new coronavirus measures as it struggles to contain a rise in new infections gatherings of more than 4 people are banned and soul into neighboring regions hospital capacity for critical cases is to be doubled by the end of the year. congressional leaders in the u.s. have reached a deal on a $900000000000.19 relief package for millions of americans this comes as deliveries of the moderna vaccine have begun across the country. and the pandemic is making an already bad situation worse in brazil slums amid record unemployment levels and the recession people who are already poor are growing increasingly desperate yet as monica reports an activist in rio de janeiro's favelas is ensuring that hundreds of children still get to celebrate christmas. in the middle of the

4:43 pm
it's so special it is so fascinating thing to see in the sky every time the plan is going to get there. and they can to get a restart just an illusion we have to remember that jupiter is like here and saturn will be twice as far behind jupiter and in fact the movement is mainly made by us by the earth moving in front of them because they are moves faster than jupiter and saturn is extremely interesting to see their movements with the planets sun they do in such i believe the way to do certify. the model of course better because we can actually see the plans movie you know when they have very close together they bite they showing they meet you just know they bite they you can see them coming closer and closer and closer and closer and then they fire they go away again that is a proof that they plan to go around the sun but the sun be lovely thing for the kids to see and to understand what the plan is why the plants are different from the star system so lovely image that we've got here and i suppose the weather
4:44 pm
though will play a major role on on how clear this will be. absolutely the weather here in london tonight which is the main one they are in close has these going to be cloudy i took the opportunity last night to take my telescope out in the street as the people out of here in this in this show that you have to show their plan is getting more or less quite close together we can see both of them in the telescope at the same time which is very rare to see and i suppose the timing of this can also be seen as somewhat special just a few days before christmas well yes absolutely i mean there is some hypotheses that the star of bethlehem was the result of a conjunction like this but if you see they mature right now you see jupiter the bottom you see sutton on top of it and they look to different star us and they will get close together and close together to the point that we cannot tell them apart
4:45 pm
with the naked eye and that has happened many times i don't know that conjunction between venus and jupiter actually but this scriptures they don't mention 2 starts a bit like end up these most of the time that you would see only one so it is interesting to. see this as you say these very interesting to see this going through this now yeah sure is very interesting just to just tell us briefly about saturn and jupiter. they are the giant planets we called it the gods giants they are made out to hydrogen and helium mainly although subtle. soup it up on them so high the region easily beat light there is 0 gods but below that clouds will gas the pressure a so high that the hydrogen becomes liquid so in fact most of the body of these planets are liquid and they spin very fast boats that both planets are a long gate there they have a squash shape a little bit squashed because they spin about twice as fast as the earth this fact
4:46 pm
that they are 10 times bigger than they are they spin very fast they are fascinating to see if you are not forced to see the rings of saturn with the way that that disco piece is one of the most amazing things to see with it that a scope had that is fascinating thank you very much francisco jango for joining us on a pleasure meeting all of that to us from london thank you it's a pleasure. still ahead on the. tiger woods and his son are in action on the golf course story and more of a sports news coming up right after the break so your. business leaders just want to buy no brush paul.

hello again qatar's health ministry has approved a vaccine for emergency use against the coronavirus doha is due to receive the 1st shipments of the pfizer vaccine later on monday qatar recorded 143 new cases of covered 1000 on sunday bringing the total number of people who've been infected since the start of the pandemic to more than one 142000. on as the number of covered 1000 deaths has surged past 300000 over in the u.s. one community has had remarkable success in keeping the pandemic in check the cherokee native american nation in the state of oklahoma has 140000 residents but only 55 people have died of the virus or brunell's reports. in fighting the worst public health crisis in a century how did a relatively small self-governing native american nation with limited resources
4:49 pm
succeed so well while the wealthiest most technologically advanced nation on earth failed so miserably there's no simple answer rather a series of timely decisions we started early on with a task force and we actually started meeting in march to develop a multi-disciplinary plan to how we were going to take care of our citizens and and to those that depend on us for health care the oklahoma based tribes health care system marshalled resources and coordinated with other tribal departments to focus on cove it gave us the ability to be a little more proactive and start working on problems before those problems became became crisis unlike the u.s. as a whole the cherokees spent decades investing in high quality health care for all their citizens that we have a philosophy at the cherokee nation that people just ought to have access to healthcare unlike president donald trump cherokee principal chief chuck hoskin
4:50 pm
relied on scientific advisors and didn't try to downplay the pandemic i think it's important for political leadership to be honest and straightforward with people tell people what the dangers are you don't get anywhere by trying to quote avoid panic by not telling people how serious and infectious diseases. tribal government worker derek van became ill in june when i got to the clinic they were ready and willing to give me a test right there on the spot having he tested positive as he quarantined at home health care workers constantly monitored vans condition i trusted that they knew everything about my case then has now fully recovered other native american nations like the navajo have fared far worse and have lost many lives to cohabit how the turkey nation medical staff was excellent i think it was a plus care that sense of trust is key with us modeling those examples i think
4:51 pm
that's created a level of trust that's been able to get those things accomplished in a very easy manner chief hoskin wore a mask and stressed the need for social distancing even this statue of cherokee national hero sequoia was fitted with a mask meanwhile the governor of oklahoma tweeted a picture of himself and his kids dining masculists in a crowded restaurant the state of oklahoma still can't get its act together with a mass mandate we've been here since may with the mask mandate the cherokee people and their leaders have set an example for the nation it's about competence and caring and it works robert oulds al-jazeera. let's get an update on the sports news and peter green thank you very much football star chris the honor and all that has added yet another on a series connection events this forward picked up of the golden foot award a lifetime achievement accolade created in 2003 voted for by fans via the internet

tottenham have also slumped to a 2nd league defeat in a row shows a marine years team went down at home to know against leicester city who now leapfrog them in the table the foxes have moved up to 2nd place while spurs drop down to 4th. i'm sure searches win or lose but it's not like there is. there is a target that cannot be achieved our target is to win the next match and the result of the previous matches they don't interfere in our target for the next match the next match we want to win like we want it to intraday manchester united are up to 3rd just a point behind leicester that after a 6 to win the leeds scot mccloughan i am bruner fernandez both school 2 golds each though tom brady no playoffs that seems to be the story of the new england patriots they have missed out on the n.f.l.
4:55 pm
