12:00 am
one of the biggest stains on the country as a whole. isn't a religion this is a politic me and an unholy alliance on al-jazeera. al-jazeera. color our intake of this is the al-jazeera news hour live from london coming up. israel on the brink of its full national election in 2 years its problem and has just one hour left to approve a budget will be dissolved. as the lines of lorries stuck in the u.k. grows longer promise says it will reopen the border but only to e.u. citizens with negative tests. this is salt happened on donald trump's watch
12:01 am
when he was watching. u.s. president elect joe biden pledges action to hold those behind the massive cyber attack accountable. and 5 prison doctors and health workers are killed on their way to work in the latest bomb attack in afghanistan. with the sports news as the cost of delaying the take care lympics is reveals the postponement because of coronaviruses added $2800000000.00 to what's already the most expensive summer games in history. we begin this hour in israel where the parliament has less than an hour to pass a budget if it fails the country will be forced into its 4th general election in just 2 years from minister benjamin netanyahu government has been moving towards collapse as rifts opened up with his governing party and rival benny gantz if the
12:02 am
budget dispute isn't resolved by midnight local time the knesset is automatically dissolved means fresh elections will be held in march but could be risky for netanyahu who has faced 6 months of protests because of alleged corruption and his handling of the pandemic. it's cost are enough so who's in west jerusalem i mean they have an hour left are they likely to do it and is this really about the budget well the chances are really quite slim there have been some last minute efforts just last night even they were trying to postpone the votes until on the budget until december 31st but that failed at the last minute in the knesset in the israeli parliament today the government passed an interim budget again in an effort to delay that vote but that is really unlikely to pass again this is as you mentioned not recently about the budget though the power sharing agreement that was signed between netanyahu and benny gantz it had said that benny gantz would take
12:03 am
over the premiership after 18 months and that would have been november 2021 but the one condition was that the budget had to pass and it looks like that is unlikely to happen the only way to relieve ordinance and hold on to his seat as prime minister was to delay and push this vote as much as possible and we've got an hour left to see what's what's about to happen really and if there is another election which contained then to is the israeli public likely to back. well i mean it's and you know we're really now is in a much better position despite all of those protests that have taken place against . corruption charges criticism on the handling of the pandemic his numbers are really quite low over the past few few months but he's got a few wins he even mentioned them tonight in a speech that he made just a few hours ago but a covert vaccine has just been rolled out here in israel just this week he's also
12:04 am
signed agreements normalization tyo remains with 4 arab countries we could bring in and a little bit more economic deals and ties into israel as well in terms of guns really is seen by analysts is the last man standing in his party with a lot of his party members having left and joined others in the parliament in the latest polls in israel his ratings were really quite low if it goes into election he's likely to only get about now just about 6 seats so netanyahu does have a lot of challenges ahead he also has a lot of political contenders as well including a new party called new hope the pandemic is still raging here in israel and by then coming into the white house just in january but he's very much of a political survivor and he's got quite
12:05 am
a few months ahead of him to ramp up more support i mean less of thank you very much indeed. man is the chief political correspondent for the jerusalem post he says an election would be a referendum on netanyahu. the public that wants to get rid of nets and you know that wants to get rid of benny gantz and wants a government that could function and has no hope that the current government could function is absolutely overjoyed that israel is going to elections the rest of the population is just upset at going to elections for the 4th time in 2 years of course there are cabinet ministers who would love the election to be about the economy or about the health crisis but no it's going to be out about needs and you know how and whether people want him to remain in power and that's what our last 3 elections have been about and we're we've definitely fallen into personality politics here in israel and that's i mean i was facing 3 criminal indictments and blue and white wanted to protect the rule of law prevents you know from bypassing it. prevents you know from having involvement in choosing the next state's attorney
12:06 am
and then after that the next attorney general. has hope of an end to the isolation imposed on the u.k. of the fear is that a highly infectious new strain of the corona virus could spread from says now open the door slightly letting in you citizens you have a negative test comes after the european union recommended that members roll back the border closures so far it's the only country to open up and the prostate the u.k. recorded almost 37000 new cases a growing number of countries have also imposed travel bans on south africa after a new variant emerged that 2 meanwhile south korea and thailand which were both seen as having successfully control their outbreaks and now fighting a surge in cases and as the vaccine rollout continues world wide america's top pandemic official dr anthony found she has become the latest senior figure to get

the jab we begin with paul brennan in the u.k. for to day that. along the main 82 road into dover the queue was continuous the u.k. government estimated some 1500 lorries had been stranded but to drive around the approach roads to the port revealed many many more than that parked up and waiting for news use eventually came with the blockade would be lifted but only for those with proof of a negative code test that is no use at all to the thousands of drivers whose hopes of reaching home for christmas and now gone and now it's done for this initial trauma here to go home or have. almost a dozen minus effects of the $45.00 followers to drive north of. no sleep yesterday. we can make it. if covert testing is to be the precondition for reopening the border with france that presents an
12:08 am
enormous logistical challenge for the u.k. or thora says there are now thousands of truck and van drivers parked up in labor eyes all across the county of kent and getting the testing to them or them to the testing is going to be an enormous task and all this just days before christmas this german businessman was just minutes away from boarding his ferry when the blockade came into force yes through a car for freedom so if i had been 10 minutes earlier i would be now on the other side and be safe and at home for christmas with my family he's resigned to the possibility that he'll spend christmas stuck in dover but he says the u.k. or forty's have been totally inadequate down there their public toilets which are not open for the drivers they should be open i think that's what you had in the coffee or tea to the drivers immediately government short do something and they should do it immediately. the airfield at manston in kent has been made a temporary lorry park for the hundreds of vehicles here are again just
12:09 am
a section of the true scale of the problem and a. scarcity of food in some a 3 facilities is also creating tensions the member of parliament for denver blames france for this crisis i just think the way in which the french government reacted was just really on helpful i mean that you can the french government the whole it industry the ferry industry they've what's handing glove over the last few months since trance since the virus started to make sure that it's managed and i think that's what should have happened here. as night fell in dover the rayna right on the driver stage the blockade of their own. many of these truckers and van drivers now facing the 3rd night stranded here tempers are clearly starting to fray they were occupied the roundabout which is here at the entrance to the port behind me they've blocked the traffic there is a long snaking line of lorries and not direction the police are trying to restore order but for the moment they're not being successful saying. my my

children my song. is crying for me to go through reinforcements restore order but the situation remains tense. al-jazeera dover. and a smith in paris has more on the french government's announcement. the french government has decided that from midnight tuesday french time people who live in france and french citizens and known french citizens of france will be able to return to france as long as they're in possession of a negative p.c.r. or antigenic test from the u.k. in a last a significant difference because all day they've been talking about a p.c.r. test but this antigenic test is antigen test is much quicker the results are within minutes and while it's not thought to be as reliable it's much easier to administer
12:11 am
one of the biggest challenges for the french and the british was with the french insisting on a p.c.r. test was how the british were going to administer it to more than $600.00 not lorry drivers waiting in care kens to come back to france now the french have allowed this test to be performed instead it will be much easier to administer the results will be much quicker should get the traffic moving much faster and people who live in london in the south east of england if they're allowed to return to france if they're allowed to leave their homes under the restrictions in the u.k. they too will be able to either have a p.c.r. test much more expensive and takes longer to give the results or they can have this antigen tested pretty quickly allowing them to allowing them to leave the u.k. and allowing them to come to france more countries have also blocked air travel from south africa over variant of the greater virus identified there the disease is
12:12 am
now spreading faster across south africa than when the pandemic began and health officials say the mutation is likely to be behind the recent surge very interest different from the type spreading here in the u.k. israel turkey germany switzerland and saudi arabia are among the countries that have barred travelers from south africa. her motor is in johannesburg and explains how damaging the strain is particular south africa's tourism industry scientists say they still studying this new strain of the data collected so far suggests that it's spreading fast and they also saying could be responsible for the 2nd wave of the country is currently experiencing in the countries getting on average just under 10000 new infections a day is been identified in. the eastern cape province and the garden that's where you get the cape town area for example where lots of tourists usually flock to at this time of year and this is another blow to the tourism industry you've got this new strain and then the flight bans and so that because tourism industry is survive
12:13 am
is pretty much a time of the year on people coming in from the u.k. europe middle east asia and other parts of the world so now these businesses are now feeling another pressure as well for example you go to our province you find in a place called a very popular tourist resort this saying that they have had more than 50 percent of cancellations because of this you go to durban a lot of the hotels are closed commuter jana's the mayor the big hotel chains are also shut lots of people are losing out of work as well and this is the time of the year when people are in a festive mood many people come to their vehicle for tourism and now this saying that people would who are hoping to make some kind of money this time around those hopes have now been dashed top health officials in the u.s. server old up their sleeves to receive a coronavirus vaccine in an effort to inspire public confidence top infectious diseases expert dr anthony found she received the job he was joined by the health secretary and the head of the national institutes of health they were given the
12:14 am
maternal vaccine which only received emergency approval from regulators last week she says most americans should be able to access the vaccine by the middle of next year. i feel extreme confidence in the safety and the efficacy of this vaccine and i want to encourage everyone who has the opportunity to get vaccinated so that we could have a veil of protection over this country that would end this pandemic. the total number of covered 900 cases in the u.s. has now passed 18000000 and hospitals are struggling to cope but to jessica osterman is an emergency medicine physician in los angeles she joins us via skype thank you very much indeed for taking the time to talk to us at times a bit about the situation at your hospital. you know we're seeing a huge uptick in covert cases that are coming into our you are right now throughout the fall we actually are seeing a ton of cases and then once those getting here we are under the number of cases that we're seeing in the are we are just overwhelmed by the patients coming at this
12:15 am
point so how do you is it mainly elderly still need needed treatment for one of our sources that has the as the picture changed. the pictures changed a little bit in the in the stream we saw a lot of elderly patients coming in from nursing homes and things like that and during this play we're seeing a lot younger patients in their thirty's forty's and fifty's that are coming in quite sick and this to mean that those are patients that have been kind of covered that he can argue about getting errands done for the holidays there is that family right thanksgiving and things like that and to me the protocols change to talk in terms of how you treat people all the sort of the practicalities of it what have you got in place there. yeah just far we haven't changed too much about what we're doing are though as the influx of patients starts to come in the county of l.a. is actually talking about starting to ration supplies and allocating down leaders and things like that to the most viable cases out there or similar to what they did
12:16 am
in new york that in a brawl but right now we have adequate supplies be wish we had more i.c.u. beds at this point but from a ventilator and a p.p.s. standpoint and medication wise standpoint we are in pretty good shape and we're continuing with our kind of standard of care is it in effect to mackay you provide for other conditions or you having to turn away patients with other conditions. absolutely so we're boarding a large number of covered patients that should be up in i.c.u. beds right now and our nurses and our physicians are really stretched thin because we're also seeing patients coming in as you mentioned with heart attacks strokes car accidents gunshot wounds. and we're trying to find places for them in the whole system is really just stressed at this point or what about your own experiences what's it like having to deal with it day in and day out. it's been tough but i actually at the beginning of this whole pandemic. ended up living with
12:17 am
a coworker away from my family very young child at home for 2 miles kind of until we figured out exactly what was going on with this virus and learning better how to treat it but i think my colleagues and i at this point were just tired. we have been hearing about all the standards and social distancing and wearing mascara cells but to see that people aren't at hearing by those the standards and just overloading the e.r. again and again has been really frustrating at this point how about the the rollout of vaccines are you starting to see colleagues being vaccinated or is that not yet arrived in your area. yeah i actually got my 1st vaccine this morning which was exciting and my hospital started last week on our last friday so people are starting to get their 1st doses and then we're we've got the eyes are vaccine so we'll be getting read ghost in 3 weeks and hopefully that will help out because we have had a lot of our staff for nurses in our positions. that cope it in the last few weeks
12:18 am
so it'll be an ace extra layer of protection moving into the winter to jessica osman thank you very much indeed for taking the time to talk to us appreciate it. day after the u.s. congress finally passed a 900000000000 dollar relief bill president elect joe biden says he'll ask congress to pass another coronavirus stimulus package when he takes office the pledge came in an address ahead of the christmas holiday which he used to urge americans to remain vigilant one thing i promise you bob i'm leadership during this crisis i'm going to tell it to you straight ruto you the truth and here's the simple truth our darkest days in the battle against covert or ahead of us not behind us hunter castro joins us live from washington d.c. so i want to start warning there are not covered 900 from president elect biden.
12:19 am
that's right lauren and the context of this is as the holiday approaches we're actually seeing an uptick again of americans traveling against the warnings of public health experts this week expected to be the busiest travel week since the beginning of the pandemic and as you heard president elect biden warning americans against complacency against a false sense of security saying that the darkest days are ahead and that although this vaccine is racing toward americans and all corners of the country it simply will not arrive in time for the vast majority of people so he's cautioning against gathering with family for the holidays asking for just a few more months of hunkering down and patience from americans asked by reporters about any intentions he has about travel restrictions against great britain he said that he is considering issuing requirements for testing as well as quarantine for
12:20 am
travelers who are american travelers who are returning to the u.s. from great britain and on the economy he commended congress for passing that bipartisan massive spending bill which includes the relief for cove did but he did again promise that more is still to come and he said that more money is much needed by american american families who are suffering through this pandemic and 21 other subject he tackled was a big cyber attack has been in the u.s. what if you have to save a load. well he could not have sounded more different than president trump who in recent days downplayed that attack saying that it was under control and refusing to acknowledge his own experts. analysis that most likely it was russia behind the attack biden today said that it that it is apparent that it is russia he faltered president trump saying that it was under his watch that the president was not
12:21 am
watching which allowed for these these. these weaknesses in the u.s. cyber security to develop that trump had overseen the stripping down of cyber security offices and bite him promise to do the very opposite he said that as soon as he takes office on january 20th cybersecurity will be a priority he said that this current attack that the scope and the damage remains unknown that it poses a grave risk and he also promised that once he's in office those who are responsible will suffer likely a similar response from the united states how does your pastor thank you very much indeed. coming up on this news hour from london thailand's prime minister blames illegal migration for a sudden spike in 1000 cases centered on a seafood market. pandemic is now truly global as the last continent to be touched

his home in gosney. genome is a lecturer in politics and international relations at university college london she joins us now by skype thank you for being with us who do we do you think is responsible for the latest attack well lauren what we've seen over this last month is 1st a continuation of taliban attacks in many areas of other picked out of afghanistan but really importantly we've seen a sharp increase in islamic states attacks within kabul itself especially targeting some of the groups that were just mentioned journalists politicians doctors today and so there is actually several groups operating right now and again islamic state has already taken responsibility for some of the other attacks that we've seen in the capital and especially there was using this same kind of attack this kind of car bomb or magnetic bomb which russia tried to do with these killings. well i
12:25 am
think important thing to put is in the context of what's happening in afghanistan right now the taliban and the afghan government are of course an ongoing negotiations trying to get to some kind of ceasefire these are going really quite slowly in the course of these negotiations again the taliban has been increasing their attacks and so i think we see islamic state trying to flex their muscles at the same time assert their presence assert their kind of competition if you will with the taliban and to take advantage of the fact that the taliban is in this negotiating position and trying to assert themselves as a force of resistance in the meantime what do you expect the effect to be could this derail the talks well certainly there are a lot of complications to the talks already i think the main issue for that will be the ongoing taliban attacks as well again these are happening at the same time as the isis the toxin times it's hard to know the difference between the 2 but the
12:26 am
taliban is the one that's in the room in the negotiations they are the ones who are really being tasked with pulling back on their own violence and we have not seen not subside throughout the whole fall to me you mentioned in the magnetic bombs of the school just sometimes described as to what they will. what does tell us about the capabilities that i still have and whether that's something that they might to be used beyond afghanistan. well lauren the sticky bombs or again as these are bombs that are attached usually to a car by a magnet on have been a pretty. common tactic by isis in kabul so far again these are not super sophisticated weapons but they're very effective and so it's one thing that we've seen from isis throughout their many operations and iterations throughout the region is being able to use somewhat crude but very very effective and costly weapons like this judy miller thank you very much indeed for taking the time children and thank you thanks for and. more still to come this hour including
