and it appears to mutated further the strain of corona virus suspected of fueling cases in south africa has now been detected in the u.k. . this is angry truck drivers protest at the english port of dover worth thousands are still stranded after a covert blockade. montana hamas now have all the sport including. aiming to finish the year on a high note then it is a dance man it be another one nil to go level on points with leaders that lexical. we begin this news hour with reports of a brutal attack in western ethiopia gunmen are reported to have killed more than

100 people one farmer in the town of bullen in the region told. reuters news agency he counted 82 dead bodies in a field another man said he saw 20 bodies in another location ethiopian human rights commission confirmed at least 100 died it's the latest deadly violence between rival ethnic groups in the region while the gunmen struck hours after the ethiopian prime minister visited the region affirming his plans to stop the recurring violence there one of the recent that lee incidents in the region was an attack by gunmen on a bus last month which left $34.00 people dead. and since the beginning of november these european military has been fighting the t. great people's liberation front in the northern t grave region that's raised fears of a security vacuum in restive areas elsewhere in the country elections due next year have further inflame the simmering tensions over land power and resources.

well william davison is a senior analyst in ethiopia with the international crisis group and was based in itis of about for 7 years as a journalist he joins us via skype from london now sir thank you so much for joining us here on al-jazeera i mean we have just started to hear the reports but from what we do know what do you make of the situation. well this is a continuation unfortunately of repeated incidents of into communal violence in of any shango groomers region and particularly to mexico area and what we're dealing with here is you know a lack of clarity about exactly who the perpetrators were exactly who the victims are there are not to pull competing claims that are claims from ethnic horror activists this is part of the campaign of persecution that is backed by various and you know nationalist opponents of them and local people in the area they talk
12:04 am
about aggression from haro who they say have designs on their territory and they also competing claims between an horan or a mo activists and human rights commission has said that a minority ethnic group with a predominantly the victims here and so it is a very messy picture with multiple competing claims of into communal violence you mention the competing claims one of the issues that we found in reporting what was happening and still happening until great was it was very difficult to get information out what is the sort of i guess media landscape all the way that we could access reliable information like in that area. with a ticket the situation is exceptional almost exceptional because there is you know complete there's been a complete telecommunications blackout across the vision and what we're dealing with here in indonesia region is something more typical and that is that this is happened in a fairly remote rural area and therefore reports filtered through and through
12:05 am
activists through government channels but there is no real independent and certainly not timely verification like i say exactly who the victims were and who the perpetrators were it's also worth mentioning though that by senior any shango region officials have subsequently been arrested and so there was a suggestion from the bench and go government and that some of their own members are involved in stoking this violence. the reports are that the gunman struck literally hours after the prime minister i.b.m. had visited the region he'd gone there to affirm his plans that the stop of recurring violence what do you make of that timing and the impact that the on that is having in that region of any. well you have of course that we have a federal position is that it is a source of consistent as well i don't think we should draw too direct a link between the prime minister's visit and your clearly of course he was trying to speak to community members trying to understand this is the source of the
12:06 am
violence. you know obviously that hasn't been serialized yet but you don't reason to draw too direct a link. and you know we should also we should well i mean no reason jordyn direct link there. and there was mention from the human rights commission that there was security procedures without relating to some officials that left some sort of security vacuum in the area and so that could be related to the promises that final turbulent times of ethiopia will be monitoring that story and hopefully speak to you again soon for the moment william they were sent senior analyst and here with the international crisis group with davison thank you thanks very much. tensions are high in central african republic before sunday's elections a new alliance of armed groups calling itself the patriots coalition for change has threatened to march on the capital bangui the u.n. mission says it's pushing back the rebels to prevent them from taking control of

strategic tiles but fears of violence of prompted shops to shop and people to hunker down in their homes from the capital bangui catherine soy has more. panic in the wild quickly spread that troubles to be making their way to the capital who were in the city center when suddenly everyone around us started running and traders were closing the shops many were here. while the mostly move on group arrived in force and overthrew the then president francois so no one wants to be caught unawares this time it comes out an incident in the p.k. 12 suburbs on the outskirts of the city the commotion. memo says we have been told that government troops and trucks came speeding into the city people panicked and started running the soldiers fired into the year to contain the population but that only caused more panic. we went to p.k.

a national defense bill is also provoked anger in iraq by pardoning foreign military contractors jailed for shooting dead that 14 civilians including children in baghdad and things didn't go according to plan for the n.b.a. champions in their season opener basketball action coming up in sports. the u.k. is now facing the threat of to cope with 19 variants one detect after the tech thing another potentially more infectious strain. in 2 people who traveled from south africa this comes as the u.k. have reports its highest increase in cases since the pandemic began with 39237 new infections the government also recorded another 7 $144.00 deaths on wednesday the highest death toll since april and it announced that
12:11 am
another $6000000.00 people will be put on the highest level of coronavirus restrictions from december 26th we are quarantining cases and close contacts of cases found here in the u.k. 2nd placing immediate restrictions on travel from south africa and finally and most importantly anyone in the u.k. who has been in south africa in the past fortnight and anyone who is a close contact of someone who's been in south africa in the last fortnight must quarantine immediately well richard less souls is an infectious disease a specialist at the university of qualifying and the talent joins us now from durban sir thank you so much for joining us here on al-jazeera so we were just hearing there from the british health secretary telling us about this new variant says it comes from south africa tell us
12:12 am
a little bit about what you know of this ferry and then when it was actually discovered there. so so we detected this new variant a few weeks ago through arjan only surveillance network so actually quite similar to what you've seen happen in the u.k. where they detected the new variant that spread even there. and we shared the information very openly with the minister of health in south africa and then with the world health organization and through those channels those kind of been a lot of. cross learning between south africa and the u.k. and by these different variants that have emerged in the 2 countries and 8 sorry in a place gone. the variant that we've detected here is it's concerning us because similarly to the u.k. it seems to be. finding it very easy to spread and it's spreading very efficiently
12:13 am
and we're seeing a very rapid rise in cases in several parts of the country and south africa ok so that's something that both variants seem to have in common what else have you managed to find out about the very into in south africa specifically could it be more aggressive cause that's the more often and crucially is there anything to indicate that it may be resistant to the vaccines that are under development right now. you know so so at the moment we don't see any evidence that it's causing more severe disease or a different pattern of disease we're looking at the dates of very closely but it seems at the moment that it's causing very similar disease having said that the rapid rise in the number of cases is already overwhelming our health care system so we are starting to see that the health system is so stretched that
12:14 am
obviously the outcomes are poor or we're starting to see high numbers of that. in terms of the vaccine there is. another mutation in the variant that we detected here in south africa that is giving us concern because it it seems to be at a key site in the in. the virus protein that is the site where the antibodies attack sean to and neutralize the virus and so we are urgently kind of performing the burra tree experiments and also collaborating with scientists in the u.k. and elsewhere in the world to urgently understand how that might affect the immune response from natural infection and also from vaccination. and and so i seemed to understand that basically you haven't really had enough time to
12:15 am
study this new variant to know if it would be resistant to how it would react to the vaccines and if so when do you think you would know for sure. so that's right so these experiments take a bit of time and you'll have heard that from the u.k. as well that needs careful. work in the lavar treaty to to do the to do these studies and understand what we do know is from some work that's been done over the course of the year where people can do experiments i mean kind of predict or see what happens when you when you introduce mutations to the virus and so that's where we have some evidence that concerns us survive this mutation but we will only know for sure when we do these. experiments and the final dive what the true
12:16 am
effect of of these genetic changes. but how worried are you generally about this area and well we're very concerned about it but we're very concerned in general of heart of the virus is spreading inside africa the moment and the heart of the health system is becoming very rapidly overwhelmed in in several parts of the country we're worried that they didn't specifically but what we need to be clear part is that this is. the virus evolves in and it's evolving because we've given the virus the opportunity to spread so widely in the population and to continue spreading and that's what we need to stop and to slow down our. richard less is infectious disease especially specialist at the university of. joining us from durban sir thank you. well meanwhile the

1st covariant identified here in the u.k. continues to cause chaos at the border the english port of dover is gridlocked with several 1000 frustrated truck drivers still stranded that's this bad france lifting the blockade imposed on arrivals from the u.k. because of the new strain only those who have tested negative are being allowed on to ferries but testing all the drivers will take some time as paul brennan reports from dover. facing a 4th night trapped in their vehicles and unable to depart for callaway i frustration and anger led one group of drivers to briefly blockade inbound freight arriving from france there was a confrontation of the police trying to clear the road a demonstrator lay down in front of one of the lorries oh speak to the drivers and time and again the lack of information is what's really causing tempest to flare and i don't know what's going on the police will tell you what's going on all they

yes we don't have to. because we're stuck on the way. yeah the car is stuck here is blocked they have one way here. and we don't know. the u.k. government says it will take a few days to clear the backlog of vehicles christmas for many here is going to be a deeply miserable experience paul brennan al-jazeera over. the u.s.s. suffered its 2nd deadliest day of the coronavirus penned them make with more than 3400 deaths recorded there on tuesday johns hopkins university said there were also more than 195000 new cases the pharmaceutical giant pfizer has announced it will supply the u.s. with 100000000 more covert 1000 vaccine doses by july. and the united states faces the prospect of a year end the government shutdown after president donald trump threatened not to

sign a massive coronavirus relief bill in a twitter video trump called the bill a disgrace he said he's asking congress to raise a stimulus payments the individual americans from $600.00 to $2000.00 democrats support higher payments but many republicans oppose them the $900000000000.00 relief bill was passed by the house and the senate on monday after months of negotiations i'm also asking congress to immediately get rid of the wasteful and unnecessary items from this legislation and to send me a suitable bill or else the next administration will have to deliver a covert relief package and maybe that administrator will be me several times he joins us live now from washington d.c. so she had what now for the covert relief bill. well a conference call has been underway for the last hour or so convened by the
12:22 am
republican leadership in the house and republican members listened to by members of congress it's all goods which are being leaked to the media rather conveniently and it began by kevin mccarthy the house minority leader saying he spoke to the president and the president said he has not made a decision yet on whether to veto the stimulus and government funding funding bill so complete uncertainty but was also clear from the call these from the nuggets that we've been reading is a great deal of unease among the republicans a lot of these house republicans thought they were doing dog troubles bidding they were negotiating a loan with treasury secretary stephen nugent thinking all right well look we're we're resisting the calls for a check $600.00 is all they're going to get and you know trump trumps all on board and it was and then they were completely blindsided by trump's trump speech so they're all rather worried about what they're going to do if trump does veto veto this bill in the meantime the democrats are trying to make political capital out of
12:23 am
this nancy pelosi the house speaker says great let's have $2000.00 for americans suffering economic hardship as a result of cove it and she's going to introduce a bill on thursday morning in the house for for $2000.00 bills a standalone bills it doesn't need to renegotiate all the rest of the the other 2 bills however it's not quite as easy as that and there's actually a growing unease in the democratic party too because more and more progressives are saying wait a 2nd here why is nancy pelosi introducing this through unanimous consent that procedure means any republican can can just completely derailed that effort very easily just one republican can derail it why don't actually produce a real bill and make people stand up for what they believe and see what they believe and so now there's no there's a sensible progress as well there you go again the democratic leadership is just grandstanding but doesn't really want to help help americans and was joe biden that's another question is being elsewhere is kamel a heresy. actually as a senator did along with bernie sanders author
12:24 am
a bill to give $2000.00 checks to americans why isn't there more leadership while they're taking this on so actually there's that actually sort of rifts are opening up in the democratic party as to why they aren't taking this opportunity but a great deal of ollie's all around basically as we wait to see whether president means it when he says he's he's he's not prepared to sign this bill into law he has not made a decision as far as we can go and so the situation was a complicated enough with that in the last hour president trump has vetoed at the fence bill sending it back to congress by. telegraph this isn't quite for quite some time that he was going to definitely veto this is the last day on which he could have vetoed it he'd raise several objections he said and this is true the. amendments put in there to slow roll the withdrawal of american troops from afghanistan there were also provisions in there to rename military bases named after confederate generals that is the priestly every side in
12:25 am
the civil war to rename those bases don't try to not happy about that. kept saying he wanted a provision in the end and the 2 to forgo the the security that facebook and google and twitter have so that they don't they're not prosecuted if someone put something inflammatory on their on their websites none of this is in the bill at all trump says he has vetoed this now but both houses of congress are now going to meet next week it would seem though to override that veto it looks like they still have the votes to override that veto which again to connect up 1st part of the answer very quickly is leading to progressive saying great well if everyone's going to come back into session next week anyway that's have a standalone bill for $2000.00 checks for those suffering economic hardship for kovan let's put your money where your mouth is she had firsthand see with the latest there from washington she had thank you. now iraq's foreign ministry is urging president trying to reconsider a set of presidential pardons he granted clemency to 15 people including 4 military
