0. to stand the differences and similarities of cultures across the world around us and no matter when you call. in kind of trails that matter to you. u.s. president donald trump backs down and signs a pandemic a bill off to millions of americans lost unemployment supporters. hello i'm a very emphatic and this is our 0 live from doha also coming up literally libya's tripoli government is visited by a high level delegation from egypt which spent years backing its rivals in a bloody conflict. optimism in europe a massive vaccination campaign begins to protect hundreds of millions of people

from covert bite. the big turnout in the central african republic selections but in some places rebels open fire trying to scare voters away. after holding out for almost a week u.s. president donald trump has signed the coronavirus relief bill which he earlier described as a disgrace the delays allowed some unemployment benefits to lapse adding pressure on millions of americans struggling with economic hardship brought on by the pandemic trungpa been insisting that direct stimulus payments to people being creased from $600.00 to 2000 let's go live out of washington i was a serious russell and jordan is there for us so the president may have signed the bill but he then sent out a convoluted statement which seems suggest that he wanted changes to the bill what was he saying. well essentially just that adrian the president does
6:02 am
have the right under a law that's about 40 years or so old to say to a congress that he will sign legislation or she will sign legislation but that there are parts of the legislation that really should be stripped out it then falls on congress to pass a bill that would actually give the president what he or she wants but let's face it the current congress goes out and ends a week from today and so it's very unlikely that it's going to grant the president's wishes it's also unclear that congress will give the president what he says he ultimately wants which is a separate standalone measure that would give americans not just the $600.00 that they're going to be getting under the bill signed on sunday evening but get an additional $1400.00 per american adult in order to try to ease some of the
6:03 am
financial strain that people have been feeling throughout this pandemic or at so i don't get the full $2000.00 number last will americans be breathing a sigh of relief tonight. well it's better than nothing which is what people went into christmas basically having which is nothing that he 1414000000 people who have been getting unemployment benefits because of the pandemic got their last checks this week and so this coming week new year's week they're not going to be getting anything now that this measure has been signed the federal government can coordinate with the states on getting this extra money to them but because friday is a federal holiday it's probably going to be a delay that doesn't mean that the mortgage banks and the landlords aren't going to want their rent money come january 1st it doesn't mean that other bills are going
6:04 am
to take a break and not wait for people to pay those expenses those things have to be done elec tricity water food gasoline all of those things still have to be paid for and so if you don't have the money in your checking account how do you make good on those expenses and so there is a lot of criticism of the president for delaying unnecessarily in these critics view and making things even harder on people than it's already been for the past 9 months or address many thanks indeed and zeros ruslan joining them live for us in washington d.c. let's bring in eric ham who's a political analyst he joins us now live via skype from washington eric good to have you with us the president described the bill as a disgrace he held out for almost a week what do you make of it. well this is president donald trump's last stand at one be relevant but also to being able to cause more chaos and discord in
6:05 am
washington this is a president who called the build the disgrace even after his own treasury secretary steve menuhin was part of the negotiations that crafted that $600.00 a stimulus check that would go to every american as well as the additional unemployment benefits and now here we are president donald trump continuing to threaten to not only hold millions of americans who are out of work hostage but the entire nation remember we're not just talking about i stimulus package but we're also talking about funding that would keep the federal government open and so the president continued to threaten only to back down and signed a bill and as rosalyn said this is only going to increase the amount of economic pain that millions of americans will fail because now that's a week that they will have to forgo this much needed money. the president said that they want to or seem to hint that he wanted some changes made to the bill i mean he has a point does need that there is stuff in this bill that really has no place in
6:06 am
a coronavirus stimulus package. well we have to look at this as 2 separate bills that passed as 11 is a bill to keep the federal government open the other is just a covert relief package so we're talking about funding the government as well as providing millions of americans the necessary resources that they need to continue to weather this pandemic and so that's what we saw put together and it's also important to note that many of these issues that the president was railing against many of these were issues that was in the president's own budget that he sent to congress so we saw the president get a lot of what he wanted including money for the border wall along the u.s. mexico southern border so again these are issues that president donald trump lobbied for that he pushed for and he got most of what he wanted but now again what we're seeing is a president who continues to change things in a moment's notice and it just sends people into chaos and also this is only going
6:07 am
to make things much much more difficult for those senate republicans who are in a very tight runoff in georgia now that they have to go out and try to defend this even after president donald trump has railed against the $600.00 payments that will now be forthcoming what would have happened there rick had the president tell have not signed this bill we could have saw economic calamity the government most certainly would have shut down now this is also if the president had not signed if he had to actually be told that bill there were a number of votes to override that presidential veto and that's something that could have happened if he would have simply that late signing the bill we could have saw a government shutdown that would have sent the economy into a death spiral in addition to those millions of americans who are without unemployment as well as the victim protection program that goes away so the president certainly averted a disaster but again this was a disaster of his own making goods to many thanks indeed in washington.

a political settlement. some believe the visit by the egyptian delegation is a step in the right direction we need to ensure that the international community remains united also to keep playing egypt and turkey khamenei messages to the parties that they sponsored to tell them compromise is inclusive reconciliation among libyans rather than launching a new and separate initiatives the united nations is also working to build trust between western and eastern libya the rival sides agreed to hold elections next year but they have so far failed to reach an agreement on the shape of any new government although there is some anger over the visit by the egyptian delegation many here believe the normalization of ties between tripoli and cairo may help fuel a political settlement to the year long conflict now traina al-jazeera tripoli gulf

6:26 am
such an early warning systems which allow people to get away from the point of land flow and that significantly can reduce loss of life but they also destruct economies and they disrupt the environment in which people live and the flow on effects of that in terms of things like food security can be quite profound so so it's not just deaths that it's also the morbidity the reduction in the livelihoods that occurs in a sort of cascading effect often well outside the region where that extreme bit actually what we're seeing is really significant changes in extreme events and the cost of those at just $1.00 degree global warming at the moment we're heading towards 3 degrees so we're likely to see a lot more of these and really important to note that just a little bit of global warming results in a lot lot more extreme events and more severe extreme events many types such as

heat waves so we really need to be prepared much better than we are currently are. there are still few signs of help for thousands of refugees and migrants stranded in freezing weather in bosnia herzegovina they've been sleeping out in the open near the croatian border since a fire destroyed most of their camp last week many are suffering from frostbite and hypothermia there are warnings that amounts to a humanitarian crisis politicians have yet to find somewhere else for them to live . the pandemic has decimated tourism and spain's canary islands lockdowns and flight restrictions have left hotels and resorts sitting empty so the new era of working from home trying to turn that into an opportunity as part of smith reports now from gran canaria the government wants people to swap the home office for one by the beach is this your view when working from home during winter lockdowns. more likely in the northern hemisphere at least this is what you'll be enduring it
