12:00 am
it is always of interest that people all right the world people pay attention to what goes on here and i do see it is very good at bringing the news to the world from here. al-jazeera. hello i'm barbara sarah this is the al-jazeera news hour live from london thank you for joining us coming up in the next 60 minutes president trump is accused of pressurising georgia officials to recalculate the presidential vote just days ahead of a crucial senate runoff in the state. huge crowds gather in the iraqi capital baghdad to mark one year since the u.s. assassinated
12:01 am
a rainy and general kassim sulaimani. india approves 2 vaccines for emergency use the government says it aims to immunize 300000000 people by august. broyard in south korea at the mountain town famous for its ice festival that has plenty of ice though 1st of all. i'm gemma nash and i have all the sports a female and remain top of it's least syria after beating better vantage to know way. we start this news hour with some breaking news out of the united states the washington post has released them or do you take over an hour long phone call between president donald trump and the georgia secretary of state brad raffensperger in the recording which is running extensively on u.s.
12:02 am
media outlets trump is heard pressurizing the georgian politician to recalculate the presidential vote in his favor let's have a listen to an excerpt of this extraordinary conversation. the people of georgia are angry and these numbers are going to be repeated on monday night along with others that we're going to have by that time which are much more substantial even and the people of georgia are angry the people of the country are angry and is nothing wrong with saying that you know. 2 2 that you've recalculated well mr president the challenge that you have is the data you have is wrong you should want to have an accurate election and you're a republican we believe that we do have an active election no idea that. you don't have you don't have not even plus you've got you're off by hundreds of thousands of us you know what they did and you're not reporting it that's it you know that's a criminal that's
12:03 am
a criminal offense and you know you can't let that happen that's that's a big risk to you and to ryan your lawyers that's a big risk but they are shredding ballots in my opinion based on what i've heard and they are removing machinery. and they're moving it as fast as they can both of which are criminal fines and you can't let it happen and you are letting it happen you know i mean i'm notifying you that you're letting it happen so all i want to do is this i just want to find. $11780.00 lugs which is one more that we have because we won the state so so tell me bread what are we going to do we won the election and it's not fair to take it away from us like this and it's got to be very costly in many ways and i think you have to say that you're going to reexamine
12:04 am
it and you can re-examine it but but resemble it with people that want to find answers not people that don't want to find answers. that phone calls there between the georgia secretary of state and president donald trump alan fischer joins us live now from atlanta in georgia where 2 special elections are due to take place on tuesday which will decide the balance of power in the united states senate. and we heard a clip there pretty stunning conversation really between the u.s. president the secretary of state for georgia what did you make of it. i think what's incredible as well is the fact that the president's chief of staff was also on the call as was a lawyer from his campaign and both of them seem to be ok with what the president was saying the call lasted for more than an hour according to the washington post it didn't it donald trump variously tried to bully could jolt in college praise the georgia secretary of state to change the result the fact that he spoke in specific
12:05 am
figures that he wanted $11870.00 votes overturned it puts him in some sort of legal jeopardy here is the president of the united states are doing an elected election official to change the result of an election that has already been certified by the state and also certified by the governor of the state at the fact that donald trump would do it certainly speaks to the fact that he doesn't believe he lost the election in the call he said he believes without any evidence whatsoever that he won the state by hundreds of thousands of votes that simply not the case and he believes that if he could overturn the result in georgia they're not would give him a victory in the presidential race not even close a georgia has 16 electoral college votes even if you took them out of joe biden's total he has got more than enough to be sworn in as president on january the 20th which is exactly what will happen what will be interesting to see will be the
12:06 am
reaction from various republicans the paul ryan he used to be the speaker of the house has described what donald trump tried to do is undemocratic paul ryan has spoken out against donald trump in the past it will be important to see if people who have been considered allies of donald trump in the past start to speak out about this call there are certainly those on twitter in the last couple of hours who said that donald trump should face for that impeachment because of what he did it won't be able to go through the house in time before he leaves office but simply the point should be me. that this should be raised there are other people suggesting that perhaps this is a breach of electoral law and he should face some sort of legal action when he leaves office but then if you go into a parlor which is considered to be a right wing version of torture there are many there who are praising donald trump for highlighting to the secretary of state of georgia what they see without any foundation is the fact that the election was taken from them in georgia if he
12:07 am
insists that somehow he is playing 3 dimensional chess and is ahead of the game on everyone else the reality is the result in georgia will not be overturned it will be confirmed by the senate and on the 20th of january joe biden will become the $46.00 president of the united states and donald trump will become ex president donald trump and alan obviously just to clarify the phone call is about the presidential election but on tuesday there is going to be a senate race in georgia itself that's why you're in atlanta right now and what was interesting is that the president mentioned this election on tuesday in the phone call saying that faulty election results for the presidential election could affect the turnout in this later an election on tuesday let's listen to what he said the lawyer is not allowed to give faulty election results ok you're not allowed to do that and that's what you've done this is a faulty election result and honestly this should go very fast you should be
12:08 am
tomorrow because you have a big election election coming up and because of what you've done to the president you know the people of georgia you know that this was a scam and because of what you guys are the president a lot of people are going to have to vote and a lot of republicans are going to vote negative because they hate what you did to the president ok they hated and they're going to go out and you will be respected really respected if this is a good be straightened out before the election you have a big election coming up on tuesday. so alan that one of the excerpts from that conversation the present they're kind of linking the results of the presidential one to what might happen on tuesday do you see any connection between the 2 and what do you think of the timing how do you think this could affect the result on tuesday. all 1st of all donald trump in this call brought up a number of conspiracy theories that have been disproven and it's important to point out that any allegations about electoral fraud have been or should have been
12:09 am
challenged in court and donald trump has not won a single case in georgia over that when he says that republicans will vote negative no one quite understands what he means by that as for affecting voting well it could impact republicans so he's talking down his own side's chances what is interesting is that an early voting here in georgia they've already been 3000000 votes which is by far and away a record for a senate race here in this state we got 5000000 votes in the presidential election donald trump says even dead people voted that was completely disputed by the secretary of state said they checked into there was only 2 dead people who voted no one is denying that there were a few problems here and there but nothing of the widespread nature of the donald trump is talking about and while he does that and while republicans may think that the election is rigged that may keep them away from the polls on tuesday and that me impact at the republican side donald trump would quite like to get 2 republican
12:10 am
senators elected from georgia because that will give the republicans the majority in the senate which makes it difficult for joe biden to rule to be president to to push forward his agenda and that would please don't all trump greatly however if the democrats win here then the senate is tied 5050 and then the casting vote is made by the vice president and from the 20th of january that will be coming the highest so donald trump is really treading a fine line here by almost depressing the republican vote while talking up his own chances and the secretary of state simply isn't going to budge he has made his decision he said he was always going to follow the law and that's exactly what he's done what is interesting is that donald trump is due to arrive in the state probably about this time to morrow. the get out the vote rally and there's going to be thousands and thousands of people there and we expect that he will spend a lot of time talking about his grievances the worries that he has about the
12:11 am
election in 2020 and then he will talk about how they should go out and vote for their senators but many people have been discouraged by what they've heard from the president so this could be a self-defeating step by donald trump and of course as we see every allegation that he's made has been challenged in court and he hasn't won a single case and there is nothing to support with the the stories that he is putting to the secretary of state from georgia who quite rightly said mr president you're walking with the wrong data on stuff i'm going to be a couple of interesting days coming up in georgia for the moment alan fischer with the latest from there arlen thank you. well so this president has continued to tweeting so he said sorry but the number of votes in the swing states that we're talking about is very large and totally outcome determinative only the democrats and some rhinos that's republicans in name only would there dispute this even
12:12 am
though they know it is true gabriel is under joins us live now from washington d.c. so gay what's the reaction been to these pretty startling developments. well i think fishel washington is a little bit in shock quite frankly the last hour or 2 as this news came out of the saudis this audio tape from president donald trump but we have been getting some reaction from key lawmakers here in washington primarily democrats we have adam schiff a congressman from california tweeting out trump's contempt for democracy is laid bare once again on tape another for a flagrant abuse of power by a corrupt man who would be a despot if we allowed him to we will not that from adam schiff we've also heard from bernie sanders who said no donald trump there are no more voice votes for you to find on january 20th you will be an ex-president of the united states
12:13 am
and we've heard from chuck schumer as well the senate minority leader who tweeted it ted cruz a prominent republican in saying ted cruz if you're looking to investigate election fraud you can start with this and then linked to the audio recording from donald trump so clearly democrats are using this as an opportunity to again raise the questions of trump's fitness for the office and also questioning why he would do this and question saying it basically goes down to a threat against democracy we haven't heard from too many republicans so far but clearly this is going to be a this was a clear shock this audio tape when it came out and probably in the coming hours we'll be hearing from more people more lawmakers here yeah i mean i suppose it puts a lot of republicans in a difficult spot especially the ones like senator cruz for example who was mentioned in one of those tweet reactions who was very publicly supported the
12:14 am
president especially in the president's doubts about the election result. yeah that's right and on wednesdays be a key day is allen was insinuating there when he was talking a few minutes ago that that's when congress will be meeting on wednesday to basically count the electoral votes and ratify the election election electoral victory by joe biden it's normally just a formality but this year this it's anything but that as about 12 senators republicans conservative it said they're going to challenge the results of the election in which there are dozens more. house members that are republicans that say they will be doing the same thing on wednesday this is essentially a last ditch effort by republicans to try to overturn the election results which by all accounts simply will not happen but now these republicans that have come out and said that they're going to be doing this are going to be facing another question now do they pursed keep pursuing this given that this tape has now come
12:15 am
out this really explosive tape that donald trump is basically pressuring georgia officials to overturn the results in that state so it does put republicans in all sorts of a difficult situation including mitch mcconnell the senate majority leader who has told his caucus republicans don't go along with this we need to ratify the results according to mitch mitch mcconnell so now you have other republicans basically disagreeing with their own leader this just complicates what is already an incredibly complicated and confusing week ahead here in washington it is indeed gabrielle is on the way the latest there from washington d.c. gave thank you and we will be getting more reaction and analysis of this story a little later later in the news hour after the break so about 15 minutes from now stay with us for that still to come as news share prepares for a presidential runoff vote confirmation more than $100.00 people were killed when

12:23 am
al-jazeera. well mark eccleston turner is a lecturer in global health floor at kiel university here in the u.k. me joins us via skype sir thank you so much for joining us here on al-jazeera we were just watching that report about india with the government is saying they plan to vaccinate 300000000 people in 8 months which sounds like an extraordinary number considering that in a country like the u.k. they are admitting that they'll struggle to at the vaccinate 50000000 in over a year so do you think that india's over promising all what do you think of the distribution processes in various parts of the world so i think the really the key question that india has been very clear with with what in its aims are but there is that danger of over promising and under to live brand which is what 'd we've seen in the u.k. government initially said that they would have 30000000 doses by the end of 2020 and of ended up with 50000 doses and 500000 doses rather and that's that's
12:24 am
obviously disappointing but it's also a huge problem for the public trust and confidence as well so that's one thing that we have to take into account i think the the licensing of the astra zeneca vaccine the one which is being manufactured by the serum institute in india is a huge boon for for the immunization campaign in low income countries it's a much cheaper much more accessible much easier to rollout baxi however one thing we have to bear in mind is that vaccines don't save lives vaccine campaigns save lives vaccines when they're in people's arms and they've been given on mass that's what saved people's lives a vaccine which has been developed and licensed but a sit in in a factory and doesn't get rolled out because there's infrastructure problems i view is no good to anyone. up until this point in the pandemic all we've been focusing on is is development is research and development and actually inventing new vaccines to tackle coronavirus and that has been an extraordinary effort and there
12:25 am
have been key achievements with the astra zeneca vaccine but in the u.k. we've also licensed the pfizer vaccine and there's also the post the maternal vaccine as well but what we have what we have not taken into consideration of the huge logistical and infrastructural problems with rolling that vaccine up not just in the u.k. but worldwide as well so for example we now need more glass files to store the vaccine and then we have ever needed in human history we need more of the actual needle the injectable which goes into iraq than we've ever needed at any point to human history and we need more health care workers to administer the vaccine than we've ever needed needed in human history and one of the problems is that we have neglected those issues up until this point because we've just been focusing on research and development and those those areas that i talk about that could create potential of the next in the birth of the next and forget he forgave me for interrupting you there when you say we are you talking about the u.k. or do you mean more generally most countries in dealing with this pandemic and can
12:26 am
you think of any success stories when it comes to the distribution of vaccines. so i think i was talking about the u.k. but also the global system generally the multilateral system through the world health organization gavin kovacs it's very much been focused on research and development and we've we've not paid enough attention to roll out and india is doing these these these trials or these these these dummy runs of rolling out the immunization rolling out the vaccine which is. one success story is is israel israel as managed to immunize nearly 10 percent of its population already and there are some interesting lessons to be learned that no vaccination happened pretty much 24 hours a day in israel round the clock immunization and they've also brought in the military to support that vaccination campaign that seems so it worked quite successfully in israel where the relationship where the israeli military is held in quite high regard with most of the local population we have to be careful about
12:27 am
about thinking that that is a pleasurable to all settings and there are many parts of the world where involved in the military and public health campaigns is a very dangerous precedent to set we only have to look at the military was involved in the ebola outbreak in the sea to see that involved in military actors in public health campaigns tends to and quite badly so we do have to bear that in mind but israel seems to be doing very well at the moment and so i mean bearing in mind that as you say you know each country is different with different dynamics what would you say overall are the key factor is the should be in place to have some kind of successful distribution of this vaccine. i think one of the most important things is trust is the relationship between individual and government and and the individual having an awareness and a trust in that the promises being made by government and the assurances being made by government and the vaccine being offered by government is safe and effective and will work that is key and it's not just key in corona when coronavirus that in this case with all public health care i want you the problem you get when government an
12:28 am
over promise is an under deliver is that erodes trust of confidence and that is key cheer in the pandemic and from the u.k. perspective public trust is something the u.k. government has handled very very badly the communication from government and the messaging coming out from governments throughout this pandemic has been incredibly poor and that's something they really need to step up with the rollout of the vaccine mark eccleston turner lecture of global health law and he'll university here in the u.k. sir thank you for sharing your views with us thank you. still to come in this news hour boldly going where no chinese spacecraft has gone before can when one prepares to enter the orbit of laws. and one of the world's most grueling rallies is underway details coming up in sports with gemini.

bottom line and the washington editor at large on the hill he joins us again from washington d.c. via skype steve good to see you again we were talking to you the past hour as well i guess that you know we listen to it it's had more time to the sort of thing can do you think that some of what the president said and that there could be considered illegal. oh yes i mean i think that many people in the country will consider what he did to pressure tactics the efforts to threaten to overturn an election david frum has been now actually tweeting the legal code that would specify that that kind of act would be considered illegal but the president of the united states can get away with a lot and he is near the end of his term so who knows what will really happen but i have to tell people that it was 5 minutes of intense conversation between these
12:38 am
people and this is a one hour long tape of that killing i've been listening to large segments of it it's an hour long of that so take everything by that and multiply it by 20 and asked that question again was this a criminal act it certainly feels that way. more widely how do you think that this is going to affect the already you know pretty tenuous they now make say in washington right now between the political parties. well i think it's not only just between the parties but within the republican party the ex republican speaker of the house of representatives paul ryan just spoke and he says it is difficult to conceive of a more anti democratic and anti conservative act than a federal intervention to overturn the results of a state certified election and disenfranchise millions of americans that is coming
12:39 am
from somebody who just recently stepped down as one of the top republicans in the nation so you have a deeply divided republican party and of course you have a contest between the trump franchise and the biden political franchise as biden comes into power and i think donald trump's efforts not only to hold on to office but also to hold on to that franchise when by does come in and to make biden look illegitimate and to and to end a sort of look at the you know try to make some of those legs that have held up the by election win as wobbly and suspect and that could provide ongoing fundraising opportunities for the trump part of the republican establishment and to keep parts of this engine going even if donald trump is not in the white house so what it means is we're in for a storm a set of storms that will continue long after this next week long after the inauguration of by both within the republican party and then between the parties
12:40 am
one of the things that the president keeps on repeating even just in that 4 and a half minute clip that to brad raffensperger is when the president says there's no way i lost george and that's a point he makes again and again even when the georgia secretary of state effectively just tells him that that's not true i mean i suppose we always suspected that he didn't accept the election result that this is just the stock proof that he just doesn't believe he's lost is that really you see it. well i think i think that's trademark donald trump i mean he wrote a book about it you know when that when truth is not what you want it is you assert the opposite and we're seeing a textbook case where donald trump is denying reality and kind of blustering and muscling his way towards a different reality and the truth is that let's just face it donald trump has succeeded over and over and over again through massive bankruptcies massive

failures massive collapses of of trust in him and yet he's been able to muscle through by fear you know sheer force of will into a different position into printing people long long and threatening institutions in such a way that they ended up supporting him and i'm talking primarily of his business community but he's done that to institutions like fox news he's done that to the entire republican establishment where it's both a complex array of threats and force of will you have to give donald trump credit that he is able to bring a lot of people along to a reality that that a majority of americans don't see but nonetheless they create a cohesive group and he has brought them along and made many united states senators and many house members come along that journey and it's a very dangerous one for them because i think at the end of the day when donald trump is not in the white house he cannot reward them he cannot protect them he

cannot prevent them from being taken down by people who see reality a little bit differently than they do and steve this is pretty extraordinary listening for anyone but i think the view is especially from outside of the united states you know we've often hail that the u.s. how that out there is the example the prime example of democracy just particularly shocking how much do you think this and what's been happening over the past few weeks and months how much do you think that damages american democracy. i think it damages it enormously i think the era of american as exceptionalism this this notion that america is the beacon on the hill you know the gold label of democracy is over i think that we've been coming apart in other ways before this i think the 20082009 financial crisis which harmed lots of the rest of the world not only middle class americans was
12:43 am
a time when american financial markets looked highly corrupt and they were supposed to be the best in the world now we're seeing the wheels come off american governance itself and off you know the american style democracy if we look as if we need you know election monitors from other parts of the world to come watch our elections this is ridiculous and people are appalled and offended by it both domestically and i think they're frightened by it because it really undermines the ability of the united states to be at the forefront of trying to comment about democratic practice elsewhere you know i found or you know there are a lot of things like this president trump just pardoned soldiers that had been convicted of killing innocent civilians in iraq and i think if you know when that happens it's very very difficult when pakistan. releases someone from prison you know convicted of killing danny pearl we're seeing a collapse of american leadership over basic norms on human rights and democratic

rights and civic justice across the board and you're seeing other nations basically you know move in a different orbit and i think i think right now that beacon on the hill is basically dark and on that very sobering note we're going to have to leave it steve clemons host of al-jazeera is the bottom line and washington editor at large of the hill thank you so much for sharing that you have views and i thank you both. now in other news in the shares government says that at least 100 people are now known to have been killed in 2 deadly attacks in the west of the country armed groups who made it to villages and buried region this is a part of my share that's been unstable for years fighters linked to al qaeda and i still regularly stage attacks in the region which borders mali and work in a fast and we did receive as this update from the capital. prime minister bruges address the nation late sunday evening confirming that about 100 people have been
