rolls out a 2nd vaccine in beijing races to inoculate millions before the chinese new year. i'll use one of. 11780. recordings of a phone call revealed donald trump pressured officials in georgia to find and off votes to overturn his election defeat there. i'm joining us there with the sports japan's prime minister insists the tokyo olympics will go ahead despite a spike in current a virus cases and the cleveland browns reached the n.f.l. playoffs for the 1st time in 19 years will hear from their game winning quarterback in the next hour. iran says it is beginning the process to enrich uranium at 20 percent in a move likely to escalate tensions with the u.s.
4:02 pm
that's a breach of the 2050 nuclear deal but it is under the 90 percent required to build a nuclear weapon the european union is describing it as a considerable departure from the agreement. we are across the story we have 4 correspondents this castro is in washington d.c. for the u.s. perspective we have dominic cain in berlin to bring us the reaction from europe with harry for sit in israel with the israeli prime minister benjamin netanyahu has been speaking but 1st in tehran we have to also jabari iran had told the i.a.e.a. that it was planning to do this but is the timing a surprise. it certainly is it was something we certainly didn't expect to hear we heard from the government spokesperson eileen rebbie who told a local news outlet that the orders have come from president hassan rouhani to start this process of the 4 doe nuclear sites to begin the enrichment capabilities of up to 20 percent now it's important to note that the iranians had given
4:03 pm
a letter to the i.a.e.a. on december 30th saying they were going to do this and based on a law that was passed in parliament in early december there were a few things that the parliament wanted to see happen with the country's nuclear program one was to go back up to 20 percent enrichment capabilities but also to limit the additional protocols that iran was abiding by when it came to spec sions in the country that meant no more surprise visits this is a 1st step that the president has instructed the countries atomic energy agency to take this is something that iran was doing prior to 2015 and nuclear deal between 20122015 iran was enriching 20 percent levels and that was when it saw some of the most stringent united nations security council being imposed on it as a result of it but the nuclear deal was supposed to be a way for iran to get away from those sanctions but since the u.s.
4:04 pm
left this deal in 2018 they imposed a series of sanctions on iran in the establishment here has said we haven't seen any of the benefits so we need to reduce our commitments and that's what they've done they've taken 5 previous steps but this now is based on the law and it's certainly one of the most severe steps that they've taken to show that they're very unhappy with the way things have worked out. there in tehran let's go now to our aforesaid who's on for us and western and harry we've heard from israel's prime minister benjamin netanyahu what's he been saying. that's right he was pretty quick to react to this announcement on twitter talking about these actions and saying that they cannot be explained in any other way than the 3rd 'd the realisation of iran's plans to develop a military nuclear program and now of course benjamin netanyahu has throughout all of his career especially since becoming israeli prime minister in 2009 talked about
4:05 pm
the threat of iran having nuclear weapons he was instrumental in convincing donald trump to pull out of the iran nuclear deal in 2018 and there have been other actions that have been taking place just in the last year which of sort of been attributed to israel not confirmed as being carried out by israel but if you remember those blasts that took place in various iranian facilities during the course of the summer of last year most notably the explosion of the natanz centrifuge plant centrifuge production facility which is said to of by some analysts to have destroyed about 3 quarters of that facility inside iran's most well known nuclear facility that was something that israeli ministers and officials hinted at talking about iran not being able to act with impunity it was seen as something of a terror and effort and then of course the assassination in late november of the
4:06 pm
head of the iranian nuclear program most in fact residing again in iran blaming israel for that if those measures were designed to materially put iran back in its nuclear program or indeed trying to tear it this response from iran would suggest that that may not be at least the immediate result of that netanyahu is saying that israel won't allow iran to produce a nuclear weapon much now depends on how the new by the ministration tackles the issue have also put the israeli perspective there from west or islam thank you. let's get reaction now out of europe the mccain is live for us and then dominic everyone steps away from the nuclear deal have been meant to pressure the european countries to help with sanctions relief and to this point how do you think that the european signatories to the j.c. going to react to this. will this is clearly
4:07 pm
a further step by iran as it were testing the waters testing how far the europeans and the chinese and the russians as the remaining partners in this agreement how much they will allow the iranians to do this the point to make is that all of the 5 remaining countries the partners in this agreement the european 3 that's the british french and germans they have been perhaps the most vocal in trying to find ways to allow iran to try to remain inside this deal setting up the instax program which was a which is a program rather which helps the iranians in some ways to circumvent the effect of some of the sanctions placed upon them it is worth making the point also just before the christmas holiday period began here in germany the foreign minister heikal masterman social democrat party he said that he believed that there was a window of opportunity in the new year for iran for this deal to try to save this
4:08 pm
deal but he said back then just before christmas that iran must not overplay its hands of the question has to be in the 3 european capitals which are the partners to this agreement how will they react to this announcement of going back to 20 percent enrichment a level which when this when the original deal was being talked through what will the european response be certainly and we know that if mr moss's attitude is mirrored in paris and in london they will not look upon this development as a positive one going forward. donna kane in berlin. finally let's bring in how did you castro who is in washington d.c. forests can we expect a response from the u.s. president donald trump on this latest development we are certainly seeking one kim and he has been on twitter in recent weeks increasingly belligerent in his
4:09 pm
rhetoric against iran the big question here in the u.s. is whether this latest move by the iranian leadership is in reaction to the surprise order to keep the u.s. warship nimitz in the middle east that came down from the pentagon last night acting u.s. defense secretary chris miller issued a statement saying that the decision a reversal of an order of the had come just 3 days prior for the warship to return home to the u.s. miller said it was in response to threats from iranian leadership against president trump and other u.s. officials now there wasn't a specific threat cited and u.s. intelligence has been knowing for months that there has been threats against u.s. officials so the big question is what is really the motive the behind the timing of this order to keep the warship in the middle east there has been some questions about miller's inexperience and his role as acting u.s. defense secretary he was just put in that position after trump fired defense
4:10 pm
secretary mark asper in november and trump is dealing with his own political domestic issues at home under fire and so there is some question whether this would offer trump a chance to distract from those troubling domestic issues we know that in november president trump was talked out of a preemptive strike against an iranian nuclear site and again he has been more and more aggressive in his rhetoric on twitter against iran how does your pastor in washington d.c. . so let's get some historical context now then this is not the 1st time iran has pursued a higher level of uranium purity in 2009 under the presidency of mahmoud ahmadinejad a similar decision that to israel threatening to attack iran's nuclear facilities the united states and israel that has its own under nuclear weapons program feared to iran was building atomic bomb the us exposed around underground enrichment plant
4:11 pm
satellite footage of its fortifications and air defenses led to american officials suspecting it had a military purpose that increased tensions until they were diffused by the 2015 nuclear deal. all of us us loni is a senior research fellow at the center for middle eastern teaching studies he joins us now from tehran thank you so much for your time so why is iran doing this now in the final days of the trump administration talk to me about the timing here. well resuming the 10 a person enrich spent by you ron should not come as a surprise however it is the most significant move by 5th ron in the scaling up its nuclear activities and that this comes as a consequence of the measures that by the united states in this drawing funding nuclear deal bring imposing sanctions against iran and conducting a security measures against iran as well as the failure of the europeans in order to campus say that withdrawal of the you that that the states from that the. i
4:12 pm
think this this is happening in the framework of a low recently passed by iran in parliament i think iran is somehow using this as for a negotiating purpose and they are using that as it leveraging case that if upcoming president in the united states takes office they want to signal him that any pressure against iran will have its own costs so they want to somehow pressure the other sides in order to return into full compliance this can be somehow apparently this might seem. but i think the purpose of business to push start the size to return to diplomacy and i think this is some would say a negotiating leverage to run this using a guess the other side ok but that how much does it ratchet up the tensions between iran and the u.s. between iran and israel even between iran and the european signatories to the j c p
4:13 pm
a way. well it seems that the others parties like europeans or event the united states they might be somehow sensitive about this issue and they according to themselves they define this as a red line but i think because because of the fight this is a reverse of a measure by iran. you know there is still chance to hope for a solution to this but there are parties in the region like israel or saudi arabia are they might not like this they might like given this issue because they think that any tension or escalation in the region specifically between iran and the united states in addition to that a tension between iran and europe might complicate the process of engagement between iran and the upcoming administration in the united states and as a result to access their base the situation of the deal so they are hoping that
4:14 pm
these tensions that escalations can somehow lock them away for reviving diplomacy but i think there is a chance because iran has clearly said that if the other parties to the nuclear deal including the europeans and in case if the united states returns to the if the written into of the full compliance iran will do the same in a very short time the last time iran was enriching at this level back and thinking 2012 talk to me about the historical context what do we see back in 2012 that we might see again i mean there were moves were there by the israelis at cross point i was talking earlier about tie u.n. sanctions not u.s. sanctions u.n. sanctions might we see some of that again. well you might be referring to the point that this move my to bring a unity or let's say present bit in the united states as well as its allies like europeans in order to impose you and sanctions against the country but
4:15 pm
there is one point that critics here in tehran argue and that's that by the previous remade the actions but by iran introducing its nuclear come at once most they mostly somehow seeing as they say symbolic moves so in order to change that calculation in the west and european capitals to have around wanted to something let's say significant in order to change that calculation this is against a backdrop of a historical move i mean made in 2009 or even earlier that iran wants to change those calculations or behavior in washington or european capital by. putting pressure through scaling up its nuclear activities and that when the bush administration they didn't want to accept in recent into ron ron started to increase its activities the number of machines and then the americans
4:16 pm
decided to engage with think well maybe they think that again yet that's the solution which can happen in future thank you so much for your time after your analysis asante there from the center for middle east studies. thank you can. thank you my head on the news all including. south africa has called it a vaccine apartheid look at affairs that there won't be enough shots to inoculate people across the continent. rebels in central african republic make a push for the capital the head of provisional election results. in christiana rinaldo schools twice before you ventus says he moves to 2nd to the all time goalscorers list that's coming up and. a court in the u.k. says wiki leaks founder julian assange will not be extradited to the u.s.
4:17 pm
he's wanted on espionage charges for the publication of thousands of secret american military documents and 20102011 u.s. authorities are expected to appeal against the decision the judge denied the request of the concerns about a songes mental health risk of suicide. the prosecution's case fortunate that. she refused the last moment in the last words of her judgment because she accepted that julian assange was a suicide risk i would if he was put under special abuse measures in the united states prison system that would be an oppressive act. live for us at the old bailey in london so nave this wasn't about politically motivated charges this decision was based on a songes mental health. purely on the state of his mental health according to the presiding judge as she said that the overall impression is of
4:18 pm
a depressed and sometimes despairing man fearful for his future this after in 2019 half a razor blade was found in his cellar we know also that julian assange should sought help from the samaritans expressing that he had been experiencing suicidal thoughts one by one of the judge here and she rejected all of the statements made by the defense that they felt would justify not going ahead with this extradition and it was purely on the grounds of the state of his mental health that this extradition request has been rejected as for the choreography next we know that the prosecution. the u.s. government of course acting through britain's crown prosecution service will appeal this result we also know that a wednesday we're likely to hear back on an application for by all from judy and. according to his legal team if it's granted and given all of the questions
4:19 pm
surrounding the state of his mental health that could be a possibility but it could well mean this is what the defense say at least that he could walk out of prison at some point before the end of this week. we're looking at scenes jubilant scenes from when the ruling was announced it looks like there are still people behind you as well so julius has a lot of support it's. he does a few very vocal supporters here outside the courts a lot of people have stood by him some of them very high profile some celebrities probably around justin vivienne westwood the fashion designer to name a few and of course one of the most vocal supporters has been his partner stella morris as she was a member of his legal counsel when he was holed up in the ecuadorian embassy they are now engaged to be married and she is also the mother of 2 of his children
4:20 pm
fathered whilst he was in the ecuadorian embassy this is what she had to say about this ruling of the central criminal court. we are pleased that the court has recognized the seriousness and inhumanity of what he has endured and what he faces . but let's not forget indictment in the u.s. has not been dropped. very extremely concerned that the u.s. government has decided to appeal this decision. it continues to want to punish julian. and make him disappear into the deepest darkest hole of the u.s. prison system. for the rest of his life. so that you have a reflection of. ok this may well be a minor victory but given the implications that the prosecution in the u.s.
4:21 pm
are hoping to take this further an appeal this ruling there is still quite a significant amount of ground to cover still an awful lot more work to be done to ensure that julian assange is out of danger when it comes to extradition to the united states. ok thank you for that neve barkha there in london joining us also from london is rebecca vincent she is the director of international campaigns for reporters that without borders thank you for your time miss vincent it's interesting isn't it that the judge projected the arguments that the charges were purely politically motivated and instead made this ruling based on the songes mental health. yes so we were relieved that the decision was made that he will not be extradited and we share the court's assessment of his serious mental health risks we have long highlighted those as. 'd reasons that his immediate release was more urgently needed and we have called his his possible extradition to the us a possible matter of life or death so in that regard we are relieved but indeed the
4:22 pm
rest of the decision was quite concerning because on substantive grounds the judge made it clear that actually she accepted the prosecution's case largely across the board she did reject that this just this case was about journalism that it was about free speech or that it could be politically motivated those are positions that we maintain at reporters without borders we believe that he has been targeted for his journalism and the courts failure today to take a strong stance in support of journalism in press freedom is concerned because the door is now left open for a similar case to possibly happen against others what do you make of the assertion from some in the us from the prosecution that assad is not actually a journalist and therefore is not entitled to the protections that journalists would traditionally have. so it's not about whether or not mr assad is a journalist it's about why he has been targeted and the implications of such so we fully believe that he was targeted for his contributions to journalism whether one considers of
4:23 pm
a journalist or not is irrelevant when his publication of the leaked information informed extensive public interest reporting the public how to write these stories that expose war crimes and other illegal actions by states so journalism certainly benefited from from the leaked information and the implications of such as well we have stated repeatedly that this case will have long lasting implications for journalism and for press freedom and it's because of the precedent that it sets and unfortunately being decision against extradition to mental health grounds doesn't strengthen protections for journalists again others can be worried still that the u.s. government or other governments could pursue them in a similar manner if they publish leaked information or require a national security issues that the u.s. government wants to keep hidden depending on who you talk to joe they have a song just received in so many different ways isn't a defender of the truth or deluded narcissist as our correspondent was saying earlier why do you think he's being so divisive in that sense. this is probably the
4:24 pm
most divisive case i have ever taken off in my human rights career and again many aspects of julian assange as a person were were brought to the forefront there seems to have been a real concerted effort to smear him in the media to discredit him i do believe that is deliberate this case was politically motivated and again it was connected to his journalism but the the fact that he became a somewhat unsympathetic figure allowed these states to move forward in what is essentially a political case i believe that had there been earlier and more concerted pressure on the u.k. government and the u.s. government that we could have been looking at a different outcome earlier the fact that there hasn't been public pressure in that regard because he has in some quarters been determined to be unlikable has has really just fueled the case against him and i guess also had those sexual charges or allegations laid against him. a few years ago now so do you think there should
4:25 pm
be a separation between the man julian a song and the case of julian assange. not just the man or the case but why he has been targeted and what the occasions are as you would take on any other case it's not about personalities it's not it's not about whether or not you know we believe certain things to be true i will say one thing about this case is that the word that i have gotten involved in it there are so many levels of misperceptions. in any angle and again i do believe that that has been a deliberate part of the case against him intended to divert public support from his case but it's never about the person in any case that we defended about why they are targeted and what the implications are and that is the same in this case as well thanks so much for your time your perspective there from london rebecca vincent the director of international campaigns for reporters without borders. well turning now to the global fight against the corona virus pandemic the united kingdom has added another tool as it tries to stop rapidly rising infections it's
4:26 pm
given the 1st patients the covert 19 vaccine from oxford university and astra zeneca it's the 2nd shot being used in the u.k. that says it has 530000 doses available and tens of millions on their way china is also ramping up immunizations focusing on those at the highest risk of contracting covert 19 that includes medical workers overseas students and port workers japan's government is considering imposing a state of emergency following the rise in infections the city of tokyo itself has just announced an 8 pm curfew in kenya a nightly curfew has been extended until mid march large public gatherings are also restricted but schools are reopening and pfizer biotech is reportedly offering up to 50000000 vaccines across the african continent by the end of the year but andrew simmons is live for us now in london so andrew a very big day there in the u.k. where the infection rate has been soaring. most certainly
4:27 pm
a very dangerous situation here in the u.k. now just under a month after the launch of the pfizer vaccine in the u.k. which was a world 1st here we have the 1st of half a 1000000 doses going out this is this vaccination to an 82 year old a kidney dialysis patient was regarded as really being something that you could celebrate something triumphant you kate sermons but that's been completely put to one side by the situation that's getting out of control in the u.k. with the infection rate $75000.00 deaths in the u.k. now the u.k. prime minister boris johnson saying that he's going to have to take more restrictions are right across the u.k. was seen very soon whether that will be on monday or not is remains to be seen but already there are 40 years with millions in the highest tier right now of
4:28 pm
restrictions and so that is of great concern now this new vaccine which is cheaper and easier to store and actually administer than the pfizer vaccine there are 100000000 doses on hold and they will be according to the prime minister something like tens of millions used in the 1st 3 months that's a highly ambitious targets many health care professionals doubt that can be reached but really the race is on now to get these vaccines out and to make them effective now you came up the 1st to roll these out the maybe the 1st to get the approval but this key of the just takes this main line area of the just ticks is of great concern to so many people issues such as those making the vaccinations being recruited some retired. medics bringing in and also others who are not experts on
4:29 pm
them they're having training programs how long they'll last is a controversy because there are so many aspects to it so really the u.k. is in more of an emergency now that any stage in the pandemic so whether or not the vaccines are going to be out in times of to actually temper this to any great degree is open to question right now andrew stevens there in london for us thank you. i was going to meet him in joins me now live from johannesburg for me how is the situation in south africa and also across the continent in terms of vaccines and how prepared they are to get enough vaccine. well at this stage we do know that there is that promise of about $50000000.00 vaccines that's promised to the continent and it's nearly it isn't nearly enough especially given that it will still be provided even though at cost and so there
4:30 pm
won't be a profit it still is expensive and also there's the issue of storage and transportation and this is what the health minister in south africa specifically pointed out on sunday evening when speaking to south africans around the vaccine rollout and what the government's plans are in that they say they have approached a number of pharmaceutical companies either vaccines are too expensive or storage needs are quite difficult for south african particulars of this is reduce the options for this country specifically the now the government has said that it has obtained what would serve us i suppose or provide vaccines to about 10 percent of the population but that's only likely to happen in the 2nd quarter of this year and there's been a lot of criticism against the government and it's the the slow pace at which it's try to procure these vital of vaccines for country now that is seeing its 2nd surge
4:31 pm
where numbers are increasing there have been between 11 and 18000 new cases every day for the past 4 or 5 days and they've been about an average of 3 to 400 deaths in south africa every day alone so it is very concerning given the slow pace or at least what the government has explained in terms of the the rollout they are no agreements in place currently the government is saying regarding getting vaccines any earlier than about april next year and this is what is concerning as well as the south african governments lack of communication on this matter. for minimal or there in johannesburg thank you so much for that. and time now for the weather has ever been. hello we're seeing some rather nasty weather moving across northern parts of india recently and even to the south has seen some very heavy showers around sri lanka and so in areas of india but up to the north where we've seen some big downpours some thundery showers but
4:32 pm
a bit of snow just around in kashmir but it's the heavy rain which is cause recent problems one consolation is it has been clearing the poor air quality that we have seen in recent days and weeks across the north of the country but warnings still remain in force just across kashmir pushing up into northern parts of pakistan some heavy downpours light is to turn wintry as we go through the next few days further south it quietens down somewhat but we will see heavy showers around to do kerala and also into sri lanka no sort of too many showers across the arabian peninsula meanwhile we've got a little bit of cloud in the northern parts of saudi arabia over that general drive 5 plenty of sunshine quiet weather just around the gulf we could see a little bit of early morning mist unfold here a cutter over the next couple of days further south there we go lots of hazy sunshine and that stretches down across the whole of africa we have got showers just around tanzania wet weather all the way over towards namibia and we'll see some very heavy showers this week the south africa. rebels in central african

president of the senate oversaw opening proceedings as he will on wednesday for the certification of the presidential election but always a quarter of republican senators have now said they will challenge that certification defying majority leader mitch mcconnell we gavel in today like a $116.00 prior senate gaveled them before. with plenty of disagreements on policy differences among. the latest a group of 11 but by ted cruz they say they want the concerns of the 39 percent of the american people who told pollsters that they feel the election may have been rigged to be reflected in congress but on the sunday talk shows they failed once again to produce any evidence of wrongdoing instead they say they want another investigation into the allegations that are circulating we have a unsustainable state of affairs in this country where we have tens of millions of people who do not view this you actually result as legitimate we just come off of 4 years where the other side refused to acknowledge the legitimacy of president trump in here we are again and what we're saying is we need transparency there are still

2 senate runoff races in georgia that have yet to be determined they will decide whether the republicans maintain control of the senate and that was notable that one of the candidates a key trump supporter was careful not explicitly to commit to challenging the presidential election results in a state that voted for joe biden my number one objective right now has to be winning on january 5th so that we can get to the bottom of what happened in these elections over 100 republicans in the house are also expected to challenge the certification on wednesday and while they all expected to succeed their interventions may well drag on proceedings for many many hours added to all of that is the old certainty of what will be happening outside congress donald trump urging his supporters to gather in washington for what he says will be a wild protest she have written see al-jazeera washington.

joins me now live from atlanta natasha what's going to fall out of all of this of these tapes of donald trump. during that call president trump said i don't want to shake up the whole world but i think it's safe to say that he has shaken up georgia ahead of this high stakes senate race on tuesday trump is filing state and federal lawsuits against the georgia secretary of state who is also a republican it's worth mentioning that trump has repeatedly verbal e attacked the secretary of state here in georgia and called on him to resign but trump is saying that the secretary of state secretly recorded a quote confidential settlement discussion of pending litigation there's been no official acknowledgement regarding exactly who recorded that call and leaked it but media outlets are reporting that it was the secretary of state and he did so
4:45 pm
because he wanted it as a kind of insurance in case trump attacked him and during that call trump did attack him when he said that the secretary of state had not been reporting on election fraud there's been no evidence of that by the way he said that's a criminal offense you can't let that happen that's a big risk for you as you can imagine democratic condemnation has been swift the democratic candidate for senate candidate here in georgia john aasif has said this is a direct attack on our democracy that it trumpets into attempting to intimidate election the election and disenfranchise black voters his opponent senator david produce said that it's shocking that a republican would record this call it's disgusting but what the president says exactly what he's been saying for the last few months but trump did say something on that call that he has not acknowledged publicly he said i know this call is likely going nowhere ok natasha on tuesday as you mentioned georgians will

head to the polls to vote again for its 2 senate seats in a runoff how is the campaigning been going. it has been intense this senate runoff has been cast as determining the future of america these are not my words more than $800000000.00 has been spent more than $76000.00 new voters have been registered since the presidential election in a feverish attempt to get more especially traditionally disenfranchised voters to the polls and more than $3000000.00 georgians have already voted during that early voting period shattering runoff records so it's clear there is a lot of interest in the state and of course in the nation focused on the senate runoff there is an interesting dynamic at work which president mentioned it in his call yesterday he was saying that republicans are so angry with the secretary of state and the governor that it may in fact depress turnout on election day and the
