to combat threats to our planet on. al-jazeera. hello i'm rob matheson and this is the news hour live from doha coming up in the next 60 minutes repairing ties qatar's emir is embraced by the saudi crown prince as he arrives in the kingdom for a crucial gulf summit. that says saudi agrees to open its. borders with qatar after a 3 year long dispute. and then in scotland go into another lockdown to contain covert 19 hospitals struggle to cope with the surgeon infections. we're going to
1:01 pm
fight like hell. for the control of the u.s. senate last minute run ins are held in georgia in a runoff that's going to decide the balance of power in congress. i'm joining with sports as down the premier league plays liverpool continues as the leaders luis impulse he hadn't club says it's his fault we'll hear from him in the next hour. they made of qatar has arrived in saudi arabia and one of the most important moments in relations between gulf countries in recent years sheets haven't been hollowed out tunney and landed in the saudi city of allah and was greeted with an embrace of the saudi crown prince mohammed bin sultan there joining other gulf leaders for the major regional summit it follows
1:02 pm
a move by saudi to open its air sea and land borders to qatar and was seen as a big step towards resolving an illegal blockade on the country delegations from amman buckley in the united out about minutes coate and egypt are also attending. well john hendren standing by for us in washington d.c. with the reaction out of the u.s. we're going to be a live with mohamed vall on the qatar saudi border but 1st we're going to start our coverage with. here for us in doha. up until a few weeks ago it looks as though both sides in this book a dispute were intractable that nothing was going to change that and yet in the last few weeks it seems as though there has been a motivation to move things on what's the speculation about why this is happened. well rob until yesterday there was skepticism about whether this is going to happen finally because of ongoing differences and i think it took them quite some time to pin down some a few details about some of the problems they were all the nations were facing
1:03 pm
before the emir of kuwait had that phone conversation with the emir of qatar and the crown prince of saudi arabia and with the announcement about the lifting of the blockade from the saudi side. one of the reasons for this is we're talking about a political process on different tracks it is safe to say that on the stand your qatari truck you're seeing some significant progress on the self. utterly egyptian trucks you will have to wait for quite some time because you have a different set of problems a different set of priorities or different sets of agendas play the qataris hoping that the moment they have this deal with the biggest key player in the beaches of the most powerful also members of the blockade in countries which is saudi arabia therefore it would be easy for saudi to use that particular leverage and to tell the the emirate is the behind these and the egyptians it's about time to solve the problems that the the have quick pull the g.c.c. for almost now 3 years. and a half in
1:04 pm
a while you will see the meeting in a little earlier talking about that agreement which will be and i think it is safe to say at the same time that they are most likely going to talk about immediate results to be implemented immediate agreements and they will have to give it some time before they start talking about the core issues and drop to just remind our viewers why do we have the g.c.c. crisis it will have different interpretations about how to move forward saudi arabia for example in the united arab emirates all one of the view that for example qatar is a country that supports political islam and the muslim brotherhood in particular and that is have very strong relations with iran as we should or should not be doing because. saudi arabia considers itself to be at loggerheads with iran so qatar on the other hand has been saying no we have very good relations with iran and would like to have very good relations with the turks and would like to have also very good relations with everybody in this part of the world there would have
1:05 pm
been different interpretations about how to solve the problems in libya and syria to solve all those problems you have 1st of all to agree on who you are where do you stand what of political priorities and directions you would how to follow in the near future what kind of relationship you would like to have with turkey what kind of relationship you would like to have with iran in the near future where you talk about the g.c.c. what kind of bloc is this do you see see what kind of aspirations and messages it is going to send to the neighboring countries if you really think of yourself as a key player in the arab world what are you offering the arab world these are probably the issues that will take we some time before all of the nations can be able to pin down all the details before the time being you will see some optimism which is starting to trickle down and prevail particularly in saudi arabia and qatar that this announcement this meeting the embrace you you saw a while ago in a loader could be the beginning of the end of a crisis and the beginning of
1:06 pm
a new chapter in the region. which is saying correctly really this is the beginning of the process and not the end but also this is going to be a hard sell for saudi arabia isn't it because as you were mentioning there are members of the g.c.c. who are not necessarily going to be happy with this arrangement are not necessarily happy with the moves that saudi arabia is making almost you know going to laterally you just have to look at the social media tweets since yesterday and you will see what is happening in the united arab emirates and the bahrain and egypt you have somehow a muted reaction to the announcement by saudi arabia of the lifting of the embargo and this was and the stand for a way in the reason why. another because behind in the u.a.e. and egypt over the view that this is something that should take time and that 1st of all we need to see major concessions from qatar for us to be able to say well this is about time to solve all our own problems and those differences will have to
1:07 pm
continue and this explains why this the honeys are sending their competence why the amount of these are sending the vice president and why the egyptians are saying sending the foreign minister is a way of saying that we are not happy with what is happening in in a load but ultimately saudi arabia is the most powerful nation in the g.c.c. and saudi arabia prides itself on being the protector of sunnis it will use that same political leverage he used in 2017 to tell the emirate is on the behavior of the egyptians as far as saudi arabia is concerned we are determined to turn that chapter either join us follow us be on the same page about all these things or you would have to tackle all those problems unilaterally with the qataris but as far as we are concerned we've taken the decision we're going to make the announcement later in a low that we're turning a chapter we're starting a new one for now thank you very much indeed i know we are going to be coming back to you as things develop throughout the day but for now thanks very much indeed ok let's speak now to mohamed vall he's standing by at the qatar saudi border of
1:08 pm
course mohammed everybody is going to be watching to see what happens at the border if and when it opens. that's right rob this is going to be the litmus test for the implementation of the agreement that has not yet been signed understandably people here maybe waiting for that signing to put into effect since the early morning we've been here waiting and watching and no crossing whatsoever has happened yet we didn't even see preparations for that only a little bit of preparations they are checking the cameras behind me just they were doing that little while ago and and also we understand that people even yesterday as early as yesterday some people you know drove by here to ask if the border has been opened and they were told to just wait a little bit that was yesterday this morning we ask the police here they told us they are ready but we haven't seen other preparations with regards for instance to customs to the. related tests and medical teams here we understand that
1:09 pm
it's not going to be like before now under the circumstances it's not it's not it's not easy to across without those formalities we haven't seen any vehicles any medical vehicles or cilla t. equipment or doctors here in this base and the understanding is that probably i'm just speculating here they are just waiting for an official announcement so that they can you know start the thought process and this really is key as you were mentioning there mohammed because of course there were so many families and businesses as well but operated in both countries which have been separated from from each other for 3 years it's going to be interesting over the coming hours to see just how many people and what types of people and what types of perhaps industries and trade turn up at the border to see if they can get through. well that's right rob let's start with with the 2nd aspect of your question or side
1:10 pm
of your question the economy this is the crucial after the economic artery linking saudi arabia and even the g.c.c. with qatar the only the only border crossing that qatar has to the outside world and before the beginning of the blockade 3 years ago qatar imported about 80 percent of its needs from the g.c.c. via this crossing that situation of course change and a change that qatar needed to replace. this crossing and find alternative means and that's what happened over the last 2 years now they are talking about more autonomy more internal national capabilities in terms of economy or action and in terms of also finding other partners the question is what is qatar going to import from the g.c.c. now if this once this border crossing is open the other tear is the humanitarian and the human side and that's more crucial more important i think because many
1:11 pm
families were separated and until now and then they need to be reunited as soon as possible and over the next few days we will see what happens when those families try to unite and people try to join their businesses on both sides of the border and that's going to be very interesting to see and it is going to be the proof on the ground but the situation has changed you know as mom involved bring us up to date with a situation at the heart of the saudi border well let's cross over to john hendren he's live for us in washington d.c. and john there's a lot being made of the fact that kuwait was central to the negotiations that have led to at least this point in in the blockade but the u.s. has played a key role in this hasn't it. that's right jared cushion or early on in this administration the president's adviser and son in law was appointed a broad portfolio of issues to oversee for president trump and one of them was achieving agreements in the middle east now the gulf crisis occurred on the trumpet
1:12 pm
ministrations watch and so there is some satisfaction that it's being resolved apparently or at least the initial stages are being resolved with just 15 days left to go in president trump's administration and of course he has a number of accomplishments have been reversed the economy has really torpedoed after kovac that was his big bragging points and this was an administration it was best known for pulling out of agreements like the paris climate agreement the iran nuclear deal and in this case what the u.s. seems to be really trying to do is to form agreements around the region so that it can really circle the wagons against iran which the current administration has been very critical of so this is an achievement that follows up a number of more minor victory is the white house tells us that jared cushion or
1:13 pm
was active in these new negotiations that on sunday evening he was hoping to go to saudi arabia but had to stay to continue working the phones here in washington in order to overcome some miscommunications there and so this follows up on normalization 'd agreements between israel and other countries in the region and it allows the drug administration in its waning days to say we did one thing in the middle east that we said we would resolve and john though of course as you're talking about we're heading into the by the administration which is in many ways a very different animal to the town but ministration with many different intentions towards its relations in the g.c.c. and one would imagine the saudi arabia is probably having to rethink how it's going to be dealing with this new administration. that's right robin they're going to be looking in saudi arabia at possibly a more hostile administration under joe biden biden has talked about rejoining the
1:14 pm
iran nuclear deal has been critical of the saudi arabian government particularly when it comes to the killing of the journalist and u.s. resident jamal khashoggi so we're likely to see a change between these 2 administrations and it may be that in saudi arabia 1st off we're told that the drug administration had been pushing to close this deal by the end of its administration but the trick will be in the handover because when it gets handed over from the trump administration to the biden administration there may be some different priorities and that may matter as all these parties are hashing out the details of this deal but really what both administrations want here in the u.s. is in accord that will allow all of those countries to have free trade and better diplomacy john thanks very much indeed for that john hendren bringing us up to date from washington d.c. of course we're going to be following this story in the coming hours but in the
1:15 pm
meantime we've got plenty more ahead on the news hour including a new variant of the corona virus is spreading the 1st cases have been detected in france germany extends its locked out of regulations through the end of the month. and a change of plan that the new york stock exchange decides not to remove the shares of 3 chinese telecommunications companies. and in the n.b.a. steph curry and the golden state what is that on the phone for the 2nd night in a row joe's going to have that story in this sport. people in england have been ordered to stay at home as part of a new nationwide lockdown hiding transmissible variant of covert 19 a field a surge in infections from most about is johnson says restrictions will last for at least 7 weeks anderson and reports london. boris johnson had started monday at the

rollout of the oxford university astra zeneca vaccine a world 1st easy to store and distribute but any fanfare was lost replaced by a realisation that the spread of covert in the u.k. is out of control by the end of the day came this announcement the government is once again instructing you to stay at home you may only leave home for limited reasons permitted in law such as to shop for essentials to work if you absolutely cannot work from home to exercise to seek medical assistance johnson had said he hoped the roll out of vaccines could protect the most vulnerable people care homes carers medical staff and people over 70 by mid february he said all schools and colleges would have to close the weeks ahead will be the hardest yet but i really do believe that we're entering the last phase of the struggle because with every job the goes into our arms we are tilting the odds against coded and in

favor of the british people and thanks to the miracle of science not only is the end in sight. but we knew exactly how we will get there earlier scotland's 1st minister was on her feet at a recall session of her devolved parliament with a similar announcement we have to say to introduce from midnight tonight for the generation of january a legal requirement to stay at home except for essential purposes this is similar to the lockdown of march last year and there's another worrying development a u.k. government side to pick advisor is reported as saying that he's concerned the vaccines won't be as effective against a south african variant of covert furthermore matter the u.k. health secretary says he's concerned because the south african variance seems to be
1:18 pm
more infectious than the u.k. strain the u.k. is planned straight into this lockdown with no delay on the country's coded alert level has switched to 5 meaning hospitals are now in material risk of being overwhelmed the u.k. finds itself at its most critical state since the 1st wave in the spring andrew simmons al-jazeera london. barker's joining us now from london things just seem to be going from bad to worse in the u.k. at the moment on any. it is it is pretty bad despite the optimism about the start of the year about the rollout of the oxford vaccine about the fact that the far as a bio vaccine was starting to reach people that needed it most it's announcement by the british government of a total lockdown across england similar situation in scotland there already existing laws continuing in northern ireland and wales as well and all of this of a fears about the spread of this new strain london is the epicenter of the moment
1:19 pm
said the government to deeply worried about it rapidly spreading across the rest of the country is 50 percent more transmissible than the 1st strain uncovered cases the number of people with been admitted to hospital is now significantly above the number that were admitted back in march on monday there were 50000 new cases of corona virus reported for the 7th day in a row that's a 30 percent we call week increase in the number of cases and the scientists have also warned that this bites all of these restrictions coming into force they won't be able to have the similar kind of impact on the all important all rate the race in which the virus reproduces within a population during the 1st lockdown in march or april the results of restrictions meant of the all right was hammered down to north point 6 despite the these new restrictions because this new strain is doubly infectious with these new tighter
1:20 pm
restrictions it will only be allowed to be reduced they believe to about nor point 9 mading that it will take significantly longer to bring this fire is under control which means at the moment it's essentially a race between the virus and the vaccines made thanks very much indeed barker joining us from london. well the new highly contagious could own a virus variant has been found in france the health minister says there are around 10 cases and this promise to speed up vaccinations francis' had one of the slowest roll outs in europe but aims to have $300.00 vaccinations centers in operation next week it's seen a sharp increase in hospitalizations germany is expected to extend its lockdown measures until the end of january regional leaders signaled they would agree to prolong the restrictions after seeing record numbers of cases and deaths last week they're meeting chancellor angela merkel later when tuesday the shutdown includes schools and non-essential stores the country began vaccinating people last month
1:21 pm
well let's get more on this from donna cane who's live for us in berlin talk us through what's being decided upon today dominic. so rob what's happening today is that the prime ministers of the 16 states of germany this federal republic are meeting angela merkel many of them will be doing it virtually because of the situation regarding the 19 here in germany and was going to happen well it's been very widely reported that everybody has agreed that until that that the lockdown should be prolonged through to the 31st of january but it is worth making the point that there is some dissent from the prime ministers of 2 states in eastern germany in saxony and throwing in where the incidence of covert 1000 is very high indeed the suggestion is that those 2 prime ministers would like to have the lockdown extended even further further into february that is so that's one thing that's being considered at this meeting between as i say the prime ministers and i'm going
1:22 pm
to and senior cabinet colleagues but there's also been some suggestion over the course of the last 24 hours or so the germany too might consider making the gap between the administration of the 1st dose of the vaccine in the 2nd one slightly longer although there is some argument about the relative efficacy of doing that and that has not been agreed upon but certainly the one thing we know they are all united on is that the lockdown in place in this country should extend right through to the end of this month and that's everyone believes that with the caveat that some want even longer than that it sounds very serious what is the mood behind the government strategy. well there's an interesting as it were the kind of lack of understanding between some senior ministerial colleagues in the government the federal government here in germany remember this is a general election and what you have now is the finance minister of this country who's a social democrat all upshots
1:23 pm
a very important politician in this country he has also been chosen as the lead candidate for his party in the general election so he wants to be chancellor at the end of september he has published 4 different positions he thinks that his cabinet colleague yens tran the federal health minister from angela merkel's party that he thinks that mr shrum needs to address publicly regarding the strategy these are the the vaccines that are in place in this country that are going to be used there is certainly at some levels some real serious disagreement about the pace with which the vaccine strategy has been implemented with some people questioning publicly why it is that the german government has chosen to cleave itself as it were to the e.u. strategy and not perhaps pursue its own particular political strategy of approving the vaccine itself and that sort of thing and that under underpins rather the kind
1:24 pm
of disagreement we see here on the one hand you have people saying why aren't we going it alone why aren't we pioneering this many people in germany were involved in the creation of the bio on sac pfizer vaccine why can it be that other countries use it 1st and then you have on the other side politically those saying no we have to do this in a pan european level that's the best way to go about it so clearly behind the scenes and increasingly publicly you have dissent in this group this grand coalition of course according to your own in germany here in germany remembering this is an election year people and their positioning politically not just in terms of the battle against covert 19 as dominic ain't talking to us about germany's expected intention to extend its lockdown measures until the end of january dominic thank you very much indeed talking to us from berlin. u.s. president elect joe biden and president donald trump rallied in the state of georgia i have 2 crucial senate runoff elections the republicans need to win at least one of those seats to retain control of the senate has the latest from dalton

georgia. the last push from a president whose power might be waning but his influence with the base of his party remains undiminished he came in their thousands for the rally in rural georgia a get to the vote effort for the crucial senate runoff but from a president who won't except the last november's election a list of unproven grievances and complaint there was no way and i just want to thank you you know i've had 2 elections i won both of them but something he did turn his attention to the senate race people to. republican majority limiting the new president's agenda your vote tomorrow will decide which party controls the united states senate the radical democrats are trying to capture georgia's senate seat so they can wield unchecked unrestrained absolute power over every aspect of your lives. the battle in georgia also drew the attention of the

a major step towards resolving the 3 year rift. england's going back into lockdown for at least 7 weeks as the government there tries to get control of a more contagious coronavirus variant the strains also been found in france and germany is expected to extend its lockdown measures until the end of january. president donald trump and president elect joe biden have rallied in the state of georgia ahead of tuesday's senate runoff elections republicans need to win one of the 2 seats in order to retain control of the u.s. senate. ok more now on our top story and the breakthrough in possibly ending the gulf crisis not to understand the significance of the blockade it's helpful to see how the region is laid out is on this peninsula in orange here it was isolated in egypt saudi arabia and the united arab emirates and buckling imposed a land sea and air blockade in june 27th teen that included the closure of khat house only land border with saudi. as of the regional bloc the g.c.c.

that's oman and kuwait acted as mediators led by the former kuwaiti and near the town but ministration renewed those efforts in a last ditch to tend to resolve the issue before donald trump leaves office. and associate professor in conflict resolution the doha institute for graduate studies he is joining us now on skype thank you very much indeed for being with us on i want to ask you about that you brace that the crown prince of saudi arabia gave to the emir of qatar on arrival how significant of a toll is that. this is any significant step in fact and sends the light message about the willing that's of saudi arabia to stop the north chop that and to put this guy sits behind. a ship with a child at 8 yet so it's a very intelligent thought to see. the way the crisis is developing
1:33 pm
and i think it's a big if they will by all means but nevertheless i think we have to keep in mind that it is still a long way to go and while this is that many important step i don't think that root causes of this guard says have been have been advised that it is still a long way to go on this the root causes of the crisis have not been. discussed we don't know anything about you know what i'm talking about the root causes about the views of that agent and. the positions on how to respond to the arab spring and the calls for change or order to. get the ships indonesia you know that is still doing different tracks who have been positioned as we speak that cupcakes and the lay ship with one of the same time that a lot of the other party with u.a.e. saudi yeah but it's all about outside so there is still
1:34 pm
a long way to go in my view and certainly seemed up until a few weeks ago that the both sides one really prepared to move that as you were talking about that qatada its particular stance in the sense they in relation to iran and turkey and certain cases but also they blockading countries had their view of qatar as actions and their interpretation of that and yet something clearly changed and moved things on what do you think it was that changed things and encourage saudi arabia and possibly others to work towards lifting the blockade. well 1st of all i think we have to recognize the importance of that cumulative mediation with that has been done by a privately equipped that has been engaged with this side of the crisis as a mediator them from day 13 years ago and also that all of the united states as well that has also been engaged as i get that since day one of the crisis with
1:35 pm
different levels of emphasis and you know by then a united states about its role in that egypt now what happened that now and that led to this change is the timing in my view and when i'm talking about the time that i mean i'm defending to the change in the u.s. administration we have a deposit think combat going to station in 3 weeks and i don't think that somebody's going to station wants to leave this crisis of the biden administration to take a look at it what i mean make it through and that can happen so definitely tom administration wanted to get that through that florida in this breakthrough in this crisis and ensure that then the owners of this hold this change by the administration because they've been at me it's very obvious that the biden administration takes a different position on the crisis i don't know if i you me and me add
1:36 pm
is it seems that we have a crisis actually on this collation with the on that's taking place and not a lot of speculations about what could happen in the next 3 weeks with iran so in order to prevent a quote of a possible escalation or a possible clash maybe with that on the united states on the u.s. administration wants to ensure that that is a your mind to the gulf cooperation council that is able. jewel. thought. in one voice if such as getting a ship happens all of these developments so let's could be another reason to let me ask you then about the role of the united arab emirates in all of this there's been a lot of speculation that one of the key drivers of the blockade ultimately being put in place was in fact the united arab emirates where does this change in the dynamic in the gulf leave the united out about what is the u.a.e.
1:37 pm
in terms of the gulf and in terms of as you were talking about attempts to try to unify the gulf under the g.c.c. . well let's fair 6 the official position position of the. country to a bomb and egypt i'm sorry that it is and fact tonight and you know of the official position on this that i didn't think that some of them want to submit think they have announced several times that they. saw that it doesn't represent them in the folx weather comes on and. you know what about a child that maybe agrees on that on that as well but with that of this so this list you know the deep thinking guy and the position all the. other centrist is doesn't seem that this is the case we know in the past one or 2 weeks that have
1:38 pm
been some. issues with by any. you know some challenges that also the united arab emirates is not fully embracing the way we see it and the political statements made about this all of this. unity and this for the conciliation you know would cut about it and also if you know that i'm going to still thinks it's position on against the. political map of the region that's one of the friends that action or an opposite that it should have with us on the stands for i don't so we can all sit but it's this again from relationships with the regional powers that are then all of those been sions between the united was. and also turkey so i think that is many things that need to be sorted out i don't solicit me just mention one last point. is that what happened to
1:39 pm
the state of these demands that's when i mentioned before the. crisis from day one we haven't seen any of these demands have been resolved which is also another out of the. that could still be. the u.a.e. position or i've got a look at it touches that they would like to see more happening or changing before we talk about absolutely unique they all add genuinely. let me just us here but the atmosphere if you like that's going to follow these negotiations because as you were pointing out and as our correspondent. was talking about to the top of the show this is essentially just the start of the process it's not the end of the process and one of the big issues they have to deal with is trust isn't that they have to learn to trust each other again. absolutely while chance of all. this is a very very important question that because the trust. that has been efik that
1:40 pm
between the different players is not only on the government level but also on the people's level i mean that is a huge mistrust and so when then. you know within the people's vision of the company people what extent can we trust this happening again or of that have been again in the future i don't sold to what extent that if we talk about that he conciliation out of about a solution of the crisis we saw it as a motion of the cloud and some a lot of good sense back in 2014 but 3 have slipped out of that crisis came back in a much stronger got to form than the way it was handled in 2014 what does. prevent this from happening again a few years again so i think many of us are all legitimate questions and also trust cannot be rebuilt all bottom line it takes time it takes trust is not linked to
1:41 pm

thank you very much indeed as we've been talking to him we've also been seeing live pictures from outside the very large mirror covered conference hall which is being built there it's in the middle of a what essentially a middle of the desert there surrounded by absolutely nothing at all that is quite an extraordinary sight when we see the shots from far outside because that appears to be nothing built around it is simply a large mirrored box if you like in the middle of the desert these are the conference delegates arriving inside the conference hall that you can see they'll be making their way through the conference hall and then settling themselves to be greeted formally and then move into the discussions themselves there's that live shot that i'm talking about the wide shot there of it right in the middle of the empty desert and the new york stock exchange says it no longer plans to delist 3 major chinese telecommunications companies

companies and really a move to accelerate decoupling between china and the u.s. so this move this reversal will definitely be perceived as a positive thing beijing is likely to see this as maybe a move in good faith by the biden administration as a sign that they're not really keen on decoupling as the trumpet ministration was and that they're willing really still to continue doing business with china so even in this is lobel market strategist with x.e. it's a global institutional for the actual services company he says the move was never a security issue but rather a political one. i've never seen anything like this happen but i think the n.y.s.e. is sort of looking at this and trying to disavow themselves from the proposal it occurred around obviously this was really a political knock down more so than a security concern i think we're seeing developed economies sort of margin head here for for technology domination rather than supply she domination so anything

that the u.s. at least president trump can do to nullify china's far reach as far as technology concerns he's going to try to do it look the popular vote in the u.s. is negative and anti china biden would have had trouble reversing these measures but i think the n.y.s.e. is seeing through this given the proximity of biden coming to office right now at least giving him a chance to make a decision in the immediate changes expected to the china relationships are going to not happen immediately but by and takes office but i think he's going to keep the pressure on him but i think he's going to keep the dialogue open and see where it takes him into had the year 2021 and beyond as soon as prime minister says julian assange has is welcome to return home one says legal challenges result is wanted by the u.s. and espionage charges for publishing thousands of secret american military documents mexico has also offered the wiki leaks founder asylum after u.k. court ruled not to extradite him to the u.s. . the
