in other world news voters in the u.s. state of georgia making a choice that could have a crucial impact on joe biden spiers as president more than 3000000 early votes were cast ahead of the special runoff election to choose the state's 2 senate members that represents almost 40 percent of the state's registered voters georgia voted for biden as president in november ending nearly 3 decades of republican dominance in the state and the runoffs in georgia pits the 2 republican senators david perdue and kelly nafta against democratic challengers john also often raphael warnock the votes will determine who controls the u.s. senate democrats need to win both seats to deny the republicans a majority that they could use to block notch parts of joe biden's legislative agenda if the democrats secure both seize the senate would be split down the middle the vice president comma harris would then get to cast the tie breaking vote alan

fisher is covering this crucial vote for his joins us now live from georgia's state capital atlanta saw allen it's carried on into 2021 but this is really the final out of the 2020 elections 2 races very close what are we going to be looking for who's got the edge. well if you'd asked that 2 weeks ago you would have said that the republicans felt that they were very much on track to victory that they thought they were going to win but the race has changed over the last 10 days particularly over the last 48 hours or so what we've seen is a large turnout in early voting more than 3100000 people voted those votes tended to come from is that that point in the direction of a democratic when you know just in the last few hours i've been speaking to some people here and they say that the republicans are not overly optimistic that they managed to get the tonneau that they need in the rural areas that would perhaps

lift their vote on the day but still this state believes that they're going to get somewhere in the region of $5000000.00 votes that means it will be roughly at the levels we where for the general election is certainly going to be a record for a state runoff here what does all that mean well it means it could be awhile before we actually get a result no there's a democratic member of the state elections board he believes that we could see some sort of result around 1 o'clock that is 6 or 7 hours from now the polls close in just under an hour but given the presidential election was decided by just 2 tenths of a percent that this is going to be incredibly close in both the races that there is every possibility we will see a request for a recount if it is that close and it took 16 days for joe biden to be declared the presidential winner here in georgia don't expect there to be a result in the next couple of hours it could be a long couple of days and of course that has both republicans and democrats
2:08 am
wondering exactly where the electorate of georgia is going to leave them indeed so it could be some time before we know who or who takes us to senator. allen and the president donald trump attacked the voting system in georgia you know from the time he runs the news their action when he lost the election in november he attacked this voting system in georgia what effect will that have on the outcome of these 2 races thing thank you. well certainly over the weekend when we got news of that phone call there were republicans who thought if it just been a couple of days later that we got this news then there is a possibility it might not impact on the senate race but there are certainly republicans in the state of georgia who say that if the 2 republicans lose the race here if this state flips to the democrats then there is only one person to blame and that is donald trump here is a man who came to this state on monday night for
2:09 am
a get out the vote rally told people that they had to go and vote in the senate race and then spent a good 20 minutes talking about how he was robbed of the result here in georgia how he actually won by hundreds of thousands of votes which is simply not true the democrats have marshaled a huge get out the vote effort here in this state since 2018 they believe they will be successful no other problem that had of course as well is that donald trump has continually attacked the republican governor here as essentially forced him off the campaign trail he was quite popular until a few weeks ago until dole trump started attacking you know he's had to leave the 2 republican senators to their own devices both of them of embrace donald trump will that be enough i guess we'll find out hopefully in a few hours but more likely at some point in the next couple of days thank you for the moment alan fischer live for us there in atlanta georgia. meanwhile a few 100 supporters have gathered outside the u.s. congress in washington d.c.

they're protesting against the certification of the presidential election results which is due to happen on wednesday they believe election fraud is behind the president's loss to joe biden a claim constantly repeated since the november vote. saying in the united states a police officer who shot a black man 7 times in the state of wisconsin in august will not face criminal charges that can osha county district attorney kid officer rustin cesky of any crime he shot jacob blake 7 times in the back leaving him paralyzed from the waist down the incident sparked protests in kenosha and several american cities let's bring in john hendren who has covered this story extensively for as joins us live from washington john a case that captured nationwide attention in 2020 a shooting that was captured on video in which we saw an officer grabbing jacob blake's shirt and shooting him 7 times in the back and yet the district attorney
2:11 am
says there's no evidence to file any charges why. foley the family describes this outcome as a slap in the face a gut punch the latest black man to be shot by white police officers in this case one officer ruston cesky and they had real hopes that he would be charged with a crime if you watch that video you can see she asking the other officers following jacob blake around the front of his car opening the door and apparently trying to climb inside the car where his children are sitting in the back seat and ultimately watched him be shot and paralyzed by 7 bullets now the officers say and this is the version the district attorney says is the one he is going by that they jacob blake had told them that he had a knife on his possession and that as he was going into the car show says that
2:12 am
blake turned slightly toward him if you look at the video carefully there may be some slight movement but the officer shoots him 7 times and he says the reason he did that was because he was trained to shoot until the threat is eliminated but this just struck people as the latest evidence of excessive force by police here in the united states and while the district attorney says that the officers had justifiable reason to go ahead and fire at jacob. it doesn't have to go that way there was a 2014 case in chicago of look one mcdonald a man also shown on video walking away from police knife in hand and he was shot 17 times that officer was charged with murder can no shot john was brought to a standstill when this happened last year and there's a lot of concern of course today that anger might boil over again it's not just possible i think it's very likely. can know she went up in flames
2:13 am
just as many apple is did but what happened in minneapolis was when the announcement just days after the incident happened that the officers would be charged in that incident. the rioting the flaming of the city of minneapolis stopped in part because a lot more police and national guard troops were brought in but can oceans a much smaller town and it's likely that the extra national guard troops they've brought in might not be enough we've seen the crowds react in the black lives matter groups can get people out to peacefully protest but sometimes at night there are people who join into the protests who engage in. arson sometimes even looting that's the concern here is that that's going to happen because this frustration is just building up here and there have been so many incidents we all know the name briana taylor george floyd and this is just the latest incident in which that state
2:14 am
is preparing for a possible onslaught of protests that in the past have sometimes turned violent and we're closely watching the situation of course john hendren in washington thank you very much and a teenager charged with met a jury in the on rest that followed the shooting of jacob blake has pleaded not guilty kyle rittenhouse appeared with us noya by video link 18 year old faces 6 charges over the fatal shooting of 2 men and the wounding of a 3rd at the height of the protests augusts. still ahead on al jazeera daily coronavirus cases have a new high in the u.k. where another lockdown has been imposed fast powering ahead in a country that's now buying more electric cars then patch on and diesel come by.

state of wisconsin in august will not face criminal charges pressed in cesky fied on jake a break in the back leaving him paralyzed from the waist down. and the u.s. director of national intelligence is the latest official to point the finger at russia over a massive hacking attack the government now says fewer than 10 agencies were hit by the bug that was attached to security updates president trump has downplayed the attack and tried to shift the blame shift the blame away from russia. has more from washington. this is really a definitive statement by the wider intelligence community pointing the finger directly at russia the statement says that it is in their words quote likely that russia was the origin of this attack and they said it was a serious compromise that that will require a sustained and dedicated effort to remediate the statement also said
2:19 am
that the purpose of the attack according to the intelligence agencies in the u.s. was not to bring down computer systems in america but rather to just intelligence gather and to get intelligence and they believe that was the purpose of this attack now this is a significant statement because it comes from 4 different key government agencies the u.s. director of national intelligence but also who signed on to this statement was yes the i n.s.a. and homeland security as well so that was is why this is considered such a definitive statement and while they're not saying that it is absolutely russia clearly they're saying it is very likely in this statement they did not provide any evidence on how they are reaching that conclusion now this so-called solar winds attack that happened last month was one of the most devastating and significant cyber attacks here in the u.s. in recent memory it brought down or at least brought was an attack on at least no less than 10 federal u.s.

government agencies and as well as dozens of other private companies as well were also hit by this. california has reached a new single day record full coronavirus cases with 74000 confirmed on monday the number of call the 1000 patients in intensive care ward has quadrupled in the u.s. state since november the health services says hospitals are so overcrowded that patients are being left in hallways and ambulances more than 15000000 vaccine doses have been sent to us states but less sent to 3rd of those have been administered so far. says the health system is struggling to cope. it is taking a severe toll on the entire health system which was simply not set up or built for this kind of a pandemic and the numbers of patients one of the most worrying signs that we are
2:21 am
seeing today is that to here in los angeles county emergency medical technicians in ambulances are being told that if they are sent to. take a person to the hospital that person is not responsive they can't be revived they won't even transport them to the hospitals because the hospitals are are overwhelmed and near the breaking point another very worrying sign is a rationing of oxygen again the emergency medical technicians the people in ambulances are being told not to give oxygen to patients unless their blood oxygen level is below 90 percent that's that's quite low. we're also seeing signs that there are difficulties in the oxygen supply in the hospital system itself and that's that's very worrying there is a serious situation with regard to staffing of
2:22 am
hospitals and staffing of vaccine centers so a people like dentists and the national guard troops are being a kind of corralled into help with that and in los angeles it is now estimated that one person dies of covert every 10 minutes a really shocking statistic and that one person is infected every 6 seconds the u.k. meanwhile has reported more than 60000 coronavirus cases in a day for the 1st time on monday the government announced a new national law down in england in some parts of england an estimated one in 50 people now has come on a virus may voc report some that. the sign painters were out at dawn reaffirming the rules the spread of corona virus in the u.k. is spiraling out of control after months of confusing on and off restrictions for many of the new total lockdown lore in england from wednesday is a wearisome next step but the new variant of the virus 50 percent more
2:23 am
transmissible than the 1st threatens to wreak havoc on the nation's health system in a downing street briefing the prime minister called for one last major national effort to stem the virus before massive vaccinations turn the tide when the number of patients in hospitals in england is now 40 percent higher than the 1st peak in april i think obviously everybody you want to be sure that we in government are now using every 2nd of this lockdown to put that invisible shield around the elderly and the vulnerable in the form of vaccination only a few days ago the government was urging parents to get ready to send their children back to school after the holidays but now under the new restrictions they're close to virtually all people must work from home and all hospitality and non-essential shops shut and there are fines for rule breakers scotland wales and northern

ireland have imposed similar measures it is almost a mirror image of the 1st national lockdown 10 months ago we're very familiar concerns about the impact on businesses in the economy which is why the british government says it will release extra billions to help soften the blow the streets in central london are quiet and empty but after days of government indecision other areas seem slower to catch on. the majority of people back the latest lockdown but rather the oldest simply being old people to follow the rules that expose the rule breakers experts are calling for greater government plan and support in many ways the problem doesn't lie with people's resilience with their psychology with their willingness to do things it lies with government policy so if you look at the areas where there is low at hearings low compliance like for instance of isolation in the u.k. it's very much to do with the fact that we give people precious little support to
2:25 am
do something that is difficult for instance it's very difficult if you live in a multiple captaincy house to isolate from from others so we could as they do for instance in a number of countries we could give people who tell accommodation to support people people are also more likely to follow the rules if the measures are working the fear is that the tactic employed in earlier waves well be enough alone to contain the new variant this remains one of the country's best hopes the rollout of the oxford astra zeneca jab began on monday the government sets number 7 on 13000000 vulnerable people by the middle of february this is now a critical race between the virus and the vaccine the park out london. the number of coronavirus tests has passed f. hours and in south korea where there is growing disquiet about strikes new roles and number of gym owners say they all stay open in protest at social distancing

muslims that we will arrest these murderers at any cost and justice will prevail i have also asked the military here to help the government find the killers. the protesters don't think it's enough. they blame the government for failing to protect their people and despite islamic tradition requiring rapid burial they're refusing to bury the victims until prime minister han visits himself. ethnic cazares make up most of the population inquests the capital of baluchistan. and it's pakistan's largest and poorest region suffering ethnic sectarian and even separatists insurgencies. has are often ostracized by others including eisel because of their faith and their if this city. and the community of miners here believe this won't be the last time that they will be targeted. sort of that.

no way has become the 1st country in the world where electric cars make up most new vehicle sales new figures show that 54 percent of all the old specialist last year way electric tax exemptions have made the market more competitive as part of the norwegian government's goal to end of the sale of petrol and diesel cars by 2025 a decade ago just one in every 100 new cars where electric lauren fix is an automotive analyst and says no way can get ahead thanks to its wealth. we have to remember that the electric grid across every country is quite old because it hasn't been around for more than a 100 years but lot of it hasn't been updated and that's the biggest problem it's not the purchase of the vehicle it's one of the chicken and egg you can have the vehicle and charge it home but we've had problems here in the u.s. we're cities have had brown outs and there's no ability to charge your car or those charging stations are just that enough of them and that's going to be the biggest problem that norway is going to have to her have to clear because without that you
2:30 am
can't charge or vehicle people will then get frustrated and go back to diesel and petrol i think there is a place for gasoline and diesel and electric but also you'll see what china is doing which is blue gas it's a form of hydrogen and compressed natural gas and those together can propel both battery and combustion engines and that may be one of the solutions in the future without having enough electricity to charge of the car. thank. you again i'm fully back to go with the headlines on al-jazeera go he does have signed a declaration to restore full diplomatic ties with qatar and their 3 and a half year locate the motion calling facade of doubt t.n. stability was agreed at a summit in saudi arabia attended by the emir of qatar and while it is in the u.s. state of georgia making a choice that could have a coalition impact on joe biden's powers as president the runoff election to choose
