standing by at the white house but will starts with heidi jo castro is on capitol hill so high you'd see on the specific. an action packed day what more can you tell us about that impeachment is proceeding. sure will we're seeing 2 things happening at the same time with democrats now formally introducing the article of impeachment against president trumped it reads that he is charged with inciting inciting violence against the u.s. government it cites his words prior to the mob coming to capitol hill in which trying to hold his supporters to march upon the capitol to try to overturn the election results it also talks about this being a continuation of trump's efforts to overturn that election including calling the

georgia secretary of state in a search for votes to change essentially so that the state would fall under his support rather than supporting joe biden so now that this article has been introduced it does not mean that trump is at this point impeached that still requires a vote but this sets the prague process in motion with the house vote likely to occur sometime between tomorrow and wednesday a near majority of house members have already signed on to this article most are democrats but there are a handful of republicans as well and if trump is indeed impeached by that house vote native week he will be the 1st president ever in u.s. history to be impeached twice in office and then he would move on to the senate for a trial which would likely not happen until after he leaves office in 9 days time but on that other front the 25th amendment that is the other total democrats are

using their. try to pass a resolution calling on vice president mike pence to invoke the 25th amendment to remove president term from office they tried to get unanimous consent on that today that was as expected objected to by every public and house member nancy pelosi the top democrat in the house responded saying that the complicity of house republicans endangers america the roads our democracy and it must end now that resolution will come to a floor vote 2 tomorrow ultimately though my cancer said he would not endorse the idea of calling the president out of office using the 25th amendment so lightly that will be a dead end but certainly does send a sharp message ok heidi they're bringing us the very latest from capitol hill thank you very much indeed. view from the white house there for sure joins us from there we could see these efforts ramping up to remove donald trump from the white

house. as he said anything since the events that since all of this. we're in a different world know and have been since friday when twitter kicked donald trump off the platform 80000000 followers but we don't know what he thinks about the impeachment when was the last time something like that happened when we didn't know what donald trump thought about something particularly when it was something that was attacking him so nothing from him is due to hold a medal of freedom ceremony at the white house a partly the white house is still discussing whether or not the president will make some remarks he's had a couple of those events over the last 10 days or so at both instances they have been behind closed doors with just the white house media there white house camera white house video and no one else and so the fact that he might make some comments does that mean that the press pool is going to get and we're not entirely sure but we're expecting something from the white house you can expect that donald trump will not be pleased that the republicans are considering the fact that they are

going to impeach him for a 2nd time he would be the 1st president that that's ever happened to you likes being a president to break new ground not the sort of thing is really keen on this time around though we do know though that he doesn't think that he's going to be removed from office in the next 9 days doesn't believe that my parents is going to follow through with the 25th amendment not only that he could legally challenge that and slow the whole process down and he doesn't believe that the impeachment process will go to the senate in time for them to hold a trial he of course would be allowed to defend himself with his legal team although not the same legal team that defended him in the impeachment almost a year ago and so he thinks he will get to spend the rest of his term in the white house untroubled but of course he leaves office on the 20th of january just before midday that's when joe biden takes over and he's already said he will not be at the inauguration although over the weekend you might have missed this might penn says he will be there and will we have a situation certainly after the events of weighed in saying that's raising
9:08 pm
a lot of questions about security around the inauguration that both happen in 9 days' time have any details been released about how to avoid a repeat of the 'd terrible scenes that we saw in washington d.c. on wednesday. well just in the last 15 minutes or so we've heard from the the national guard who say they'll be 15000 soldiers on standby ready to move in certainly the f.b.i. is well aware of some of the threats that had been made not just to the capital here in washington but also state capitals around the country a big rally being planned on the 17th of january which is sunday and then of course there would be the inauguration on wednesday on the 20th medial bowser is d.c.'s mayor she has been talking about what she might do she's even considering extending the current coronavirus restrictions would stop things like indoor dining all the way through to january the 24th that would cover the period of the inauguration and

she says she's considering other measures and taking other actions to make sure that this inauguration is safe i sent a letter yesterday requesting that the president declare a pre emergency disaster for the district of columbia d.c. he requested and was granted this designation in 2009 to support the naga ration of president barack obama this is necessary because the inauguration poses several and a precedent and challenges that exceed the scope of our traditional planning processes the kobe $1000.00 pandemic and of course the domestic terror attack on the united states capitol. unusually for the mirror in washington she is asking people not to turn up for the inauguration normally they'd be more than

delighted to see the people coming in here spending money in the city spending money in the restaurants and the hotels but this time she says because of covert and because of the threat to security that she wants people to stay away the national park service has in the last decided it's closing the washington monument i can see it from where i'm standing just the other side of the white house they've decided that stays close until january 24th they said they've received a credible threat to people who might be using the more newman it really is a different world and certainly seems like a. life or might say the white house and i thank you very much indeed let's stay with this we can speak now to john malcolm he's director of the nice center for legal and judicial studies at the heritage foundation that's a conservative think tank it's great to have you with us on the knees are. i just i ask given the shocking events of last wednesday why do you think it's taken so long for congress to take any action. oh my gosh they're moving very very quickly the
9:11 pm
senate is out of session and congress has just had the house of representatives they just had a very very jarring event so i think events are moving at a very very rapid pace so there was consideration given obviously about whether vice president pence was going to invoke the 25th amendment and you know in less than a week's time there's a draft article of impeachment that is circulating around that may well in fact in all likelihood will receive a lot this week so i think that it had to move in pretty pretty quickly given the circumstances we when you say they're moving quickly but it's a given some of the scenes that we've seen unfolding and more videos coming out we had people in congress who were asking to execute the vice presidents with countless examples of how this crowds were and the allegations have been incited by the president and his supporters. many people have been asking what the 25th
9:12 pm
amendment wasn't wasn't in volts with an iris of all this happening it seems to many that feet are being dropped here. well i respectfully disagree with that i mean people have been rounded up and arrested who engage in these heinous acts inside the capitol and the many of them have been charged and arrested the 25th amendment you know is designed for an emergency basis when a president is physically or mentally unable to carry out the duties of his office that is a high standard to meet the vice president has to make that decision supported by a majority of the cabinet and certainly one can't fault the president for his actions and his words but whether he is physically or mentally unable to carry out the job that is quite a dramatic finding that the vice president would have to make and he has said that he does not believe that that high standard has been reached and so we're now
9:13 pm
moving on to the impeachment process at the let's talk about the impeachment process we have a republican who objected to. the motion so it's ask pens to invoke the 25th amendments there are republicans we know this over 206 and 18 as democrats are supporting this notice many republicans why do you think republicans aren't getting behind this motions impeach the president given the shocking events that we've seen. well there could be several reasons for that one is the process in these the a presentation of evidence and perhaps the president entitled to present some kind of a defense nobody is of course defending what the president had to say and certainly nobody is defending the actions of his supporters who rioted in the capital and then portray lives were lost but whether you believe that you know his words well intemperate and very ill considered whether they actually incited a riot is
9:14 pm
a different question the draft article says that he willfully encouraged violence you know some people might disagree with that and there might be other people who say look let's center the president let's condemn him if you were political stock it has fallen dramatically in the last couple of weeks but it is now time to unify the country and the proceeding with impeaching the president will not exactly unify any of the 74000000 people who voted for him so there may be all sorts of reasons why people either want to proceed or hesitate but things are certainly moving very quickly why do you think it should be a choice between unifying the country and holding the whole thing the president accountable for these actions why is this a binary choice. i just think the reality is that if they embarked on a road of impeachment that that is going to anger very very many people who supported the president a but i realize that if they don't proceed with impeachment that there will be many people on the other side of the island and probably many conservatives to who will
9:15 pm
be dissatisfied with that result these are not easy choices to make there may be a way to thread that needle perhaps with a resolution of censure i don't know what the house or the senate will decide to do but suffice it to say we have you know there's a hornet's nest it's been kicked ok i'm afraid when i have time john malcolm but thank you so much for joining us here and i'll just say it's great to get your son . the pleasure to be with you. well several major companies are suspending donations to republican lawmakers who are challenging joe biden's presidential victory chain marriott's and says it will stop backing members of congress who opposed the results from the electoral college votes other businesses are taking that stance include the health insurance giant split across the shills citibank and commerce bank shares bank of america ford motor an 18 c's say they will take recent

9:17 pm
have decided it was finally time to take a stand i think there's probably been a great deal of disappointment in the past few days about how you republicans have really come out strongly against what happened at the capitol on wednesday how they're not rallying around the need to either use the 25th amendment or impeach the president and there has been a lot of support republicans or senators josh hallie * and ted cruz who are the ringleaders of this effort in the senate and i think that we're now seeing the american businesses saying anough is enough we need to stop this especially in light of the violence that we seem to be expecting now around the country in the coming days so what sort of impact you think this is going to have to do you think it will change anything is this something we're going to make ted cruz to renton say that he accepts the results of. i think nothing is going to make ted cruz ever come around ted cruz has long been the most reviled politician in washington

particularly by republicans he's always out for himself he and john ollie are both counting on. the people who supported trump to make their careers both of them are looking to run for president in 2024 and they think that by keeping these actions they can garner trump supporters support arm but they will also need. financial support of big corporations and the political class and i think that we're going to see a big split between the establishment class and the drum supporters and time supporters also there have been big donors even small small contributions and the question is will that be enough to make up for what these politicians lose the real question is how mitch mcconnell to make all of this ok but one of the things that. for example the black. movements over the summer of 2020 was a lot of companies who came out it's and they would stick
9:19 pm
a slogan up on their instagram feed saying we support but. they would be criticized by others saying well you can't just use a slow going to do this for 2 minutes and then go back to business as usual do you think a similar phenomenon to see with these companies who are withholding to nations they will withhold them for a couple of weeks or a couple of months and then start really donating against these politicians. i think that's an open question some companies have said they're just seeking the pozner going to be reconsidering their donations and this the 1st quarter of a new cycle is often a slow time for donations anyway and on the other hand dow chemicals that they're not going to be giving anymore donations to anybody who supported the. has supported the effort to undermine president biden for the rest of this cycle for the rest of their term which means for members of congress 2 years and for senators up to 6 years so that's much longer period of time and we will see if other

9:24 pm
what we can to reach the people our job is to let the leaders understand clearly what will be the ramifications and what the difficulties that will be for us to reach people yemen is already in a remotely volatile fragile state with i can't begin to tell you we are on the brink of famine right now in yemen but there may be hope the washington post reports that president elect biden's foreign policy team is against the move to designate the who these as terrorists and there may be a change once he's in office and al jazeera. well let's bring in greg graham he's finds presidents of humanitarian response and save the children us and joins us now from the festa in maryland good to have you with us on the knees or just have been giving us a sense of the humanitarian situation as it stands and how do you think that this new terrorism as a nation will affect that it's
9:25 pm
a good evening and yes had as your report notes yemen is facing the largest humanitarian crisis in the world today 12000000 people before these before these sanctions in dire need of humanitarian assistance 80 percent of population 12000000 children in this designation is all they're going to make our work that much harder yemen is already a complicated place to work it is already a couple kate it was placed provide humanitarian assistance with the ongoing war that what we need are barriers to that assistance removed not new barriers put in place and so do you think that this terror designation constitutes a real barrier to getting food into the country and helping the children that need it absolutely if this goes into place as proposed next week means that whether it's suppliers or our own staff or others will have to have a whole set of new rules and constraints that will make it that much harder to get health care and clean and safe water and food to the people who desperately need it
9:26 pm
simply to stay alive and people have argued though that he's have been hampering efforts to get aid into the country they've been not allowing 8 shipments in and that something has to be done to curtail than i would your response to that. well save the children is on the ground in northern yemen in southern yemen along with other humanitarian agencies and we are able to get provide that assistance and lives are being a safe as a result it is not easy it requires you know there's a set of there are a set of complicated barriers as you suggest but we are it is working and we are able to get through and and help people and our you know our staff on the ground we you know extend those through those reports. and we want that assistance to continue and grow we need barriers removed not new barriers put in place at the so what should countries be doing in order to get those barriers remains to get more
9:27 pm
aid to the people who need it so what we need in the 1st place is that you know resources need to continue to go there's been a cut and done or assistance rather than an increase and then collectively working with un agencies and other n.g.o.s on the ground we need to continue to do what we're doing which is to identify where there is greatest need and provide that assistance that food that health care in the midst of covert and cholera and so many other diseases 'd ascension attrition to the youngest the youngest children a so we know what we know how to do this we do this around the world and it is essential that we continue to work together to assist those. and in terms of. a tangible impact that you see i mean you're as you say your teams and they're there they're trying to overcome the existing barriers that are in place at give us a sense of the real world impact of making it harder to get aids end there. so
9:28 pm
that the challenges are that you need flights and you need food and you need health supplies and if sanctions are placed on vendors of sanctions or place you know make it harder for for banks to war for vendors to work that can cause that can create delays and the delay in providing assistance anything that slows down that allows less aid to come in means that children will die they will die of disease they will die of starvation yemen is on the brink of. what we need is to speed up our work to take down those barriers to make it easy to provide assistance and not create these new barriers ok greg graham vice president of humanitarian response save the children u.s. thank you very much indeed for joining us on al-jazeera. thank you for having me back still ahead on the news hour the rapid spread of covert 1000 infection sends malaysia answer another coronavirus long time. air routes reopen as qatar and saudi

this is al-jazeera quick reminder over top stories for you know us house democrats formally introduce a resolution to impeach president donald trump charges from within size and supporters to stage an attack on capitol hill last week a vote is expected to be held on wednesday. democrats also submitted a resolution urging vice president mike pence to invoke the 25th amendment to remove trump from power the requests was blocked by republican. who are secular what the 25th amendment actually means the measure can be used to remove the president who seemed unfit for office either mentally or physically vice president penson half the president's cabinet need to vote to invoke it's the

9:34 pm
not invoke the 25th amendment to remove him from power which would mean that they are therefore plan. to pass the impeachment proceeding and i believe they'll be able to do that because it's within the house which is democratic controlled and they already have republicans in the house who are allying with this step for removal is the responsibility of the senate and i think there is little likelihood at this point that that would actually happen but democrats seem to be making a play that they could still do a kind of retroactive impeachment and conviction once the democrats regain control of the senate after january 20th in that sense the reason to do it that it would be too bold even though trump is already out of office it would still so a condemnation from the you know from the legislative branch of what he has done and it would also prevent him from being able to run again in 2024 is that constitutional though because the whole point of removing someone for office
9:35 pm
because they're dangerous i mean that's what they were trying to do with this but if he's not in office then then it's starts political doesn't it. well there is some precedent for removing people even after they have already left their position that happened with a war secretary about 100 years ago who was removed afterwards i think part of what the democrats are concerned about as well as their republican allies on this issue is that they need to hold trump accountable they are worried that if trump is you know inciting insurrection and inciting violence at the capitol and then there's no repercussions for it it would either allow him or people around him or the large group of people who supported this movement to act again and to act further so i think they're seeing it as a way of trying to stop it from moving from happening again. but if it's a case of making donald trump. is there a way of doing this and you know like there will be with some of these people that

we're showing on screen who are bartsch against the capital they're being arrested they're being given court summons and they'll have to defend themselves in courts why not do that with donald trump why do you need to get this partisan political going after he's removed from office. i would guess that's for a few reasons one is because democrats are really concerned and republicans are as well especially those in the more moderate rain that trump will run again and this way it would stop that from being able to happen and i think secondly there are multiple problems and my understanding is that democrats are hoping that it would not only be a kind of them pietschmann and diction in the legislative branch but that there would also be modes of holding truck accountable through other federal and state laws so it would be you know one of of all options ok elizabeth banks from george washington university say thank you so much for talking us through this rather
