and for the killing of protesters. the story of the rise and fall of hosni mubarak the family. one. this is al-jazeera. hello i'm sam he say that and this is the news hour live from doha coming up in the next 60 minutes incitement to insurrection house democrats prepared to impeach president trump. search teams recovered one of the flight recorders that could shed light on the fate of the crashed indonesian plane a win for indies is protesting farmers the supreme court puts a hold on contentious new agriculture laws and the e.u.

updates member states on the status of its corona virus vaccine rollout. and i am peter same with the sports news new england patriots n.f.l. coach bill belichick declines president trump's offer of the middle of freedom. now the final days of donald trump's presidency of being marked with historic political action and unprecedented security challenges democrats in the u.s. congress have now introduced an article of impeachment which charges trump with inciting insurrection during last week's violence on capitol hill a vote is expected on wednesday separately another resolution is due to be voted on in the coming hours is the vice president to invoke the 25th amendment this allows the removal of a president deemed unfit for office away from congress
4:02 pm
a leaked f.b.i. memo is warning of armed protests in washington d.c. and all 50 states in the days leading up to joe biden's inauguration let's go live to washington d.c. now and fisher is live for us at the white house let's start with the the resolutions facing congressman take us through that process and how it's unwinding alan. but what we're expecting to see on tuesday is a vote on the move forward by jimmy raskin who is a democratic congressman from maryland the intention there is to ask my parents to invoke the 25th amendment which of course means getting together a majority of the cabinet ruling that donald trump is unfit for office and removing him the difficulty they've got with that is that might parents even though he hasn't made any public comment on that is unlikely to want to do that for a number of reasons not least the fact that even if he does that donald trump can then send a letter to say i'm not actually fit for office and he can resume his duties until
4:03 pm
a panel of experts can can be convened by congress to discuss the merits of the situation and that would just take we to a long here's another difficulty mike pence still has a loyalty to donald trump even after all that happened the people hadn't spoken since wednesday when donald trump of course sent his his supporters heading towards the hill where mike pence was carrying out his duties as vice president they did meet on monday evening they spent 90 minutes together according to the official readout they discussed the successes that they the chief over the last 4 years what wasn't discussed was whether or not mike pence was angry donald trump did nothing to save congress men and women and members of the senate and even himself from the more encircled the capitol building so that's the 25th amendment set aside that's unlikely to go through on wednesday there will be a vote to impeach that can go through pretty quickly the democrats are absolutely
4:04 pm
convinced have got the votes they think a few democrats will vote with them as well so donald trump could well become the 1st president in u.s. history to be impeached for a 2nd type difficulty with that of course then goes to the senate for a trial it's whether or not nancy pelosi decides to send those articles of impeachment straight away to the senate to try and get this done before the 20th of january or holds on to them for some time even perhaps after donald trump has left office. and then there would be a separate senate hearing on the impeachment of donald trump as embroiled as the trump administration is right now with all of this impeachment process it still managed to take a swipe at cuba didn't it tell us how that is being perceived well it seems like an odd move that they would do this of course there's been no movement on cuba for the last 4 years there are certainly angry anger among republicans when barack obama certainly made diplomatic moves towards cuba including reopening the embassy in a van and actually making
4:05 pm
a visit to the island. the idea i suspect according to critics is that the republicans want to make things as difficult for joe biden as they possibly can and forcing him to take a position on cuba they believe plays well with a large part of their base particularly cuban americans in florida florida being a key swing state but this is all about causing problems for joe biden one republican said to me the idea was that they would set as many fires as possible so that he couldn't get to his agenda he was too busy dealing with the aftermath of the final days of the job by of the donald trump administration trump of course heading off to the border he's heading to iowa more in texas the whole intention is to say look wasn't my immigration policy a big success we've built a huge chunk of the wall actually built 600 kilometers or so when he promised more than 3000 but this is the 1st time we will see the president in public of course
4:06 pm
since wednesday and that rally on the mall all right thanks so much alan fischer there. let's bring you up to date on where these moves against trump currently stand then how they could play out while as mentioned rushed moves to impeach him while he's still in office and moving ahead a vote on that is scheduled for wednesday as allen explained it's likely to pass the democrat controlled house but it then goes to the senate where a 2 thirds vote is needed for a conviction and if that happens there would be a vote to bartram from running for public office again if he is removed trump stands to lose no ray of post-presidential perks that includes a $219000.00 yearly pension office space and staff and access to health care benefits another option is impeaching him after he leaves the white house as alan pointed out that's when democrats will have a narrow majority in the senate but 16 republican votes would still be needed
4:07 pm
a resolution urging vice president mike pence to invoke the 25th amendment that forcibly remove the president has also been introduced let's bring in daniel freeman former counsel and parliamentarian on the house judiciary committee is also a fellow at the american university in washington d.c. mr freeman joins us from chevy chase maryland good to have you with us so let's see if we could break this down step by step and talk about the process of impeachment it kicks off with the house of representatives having to vote right there they only need a simple majority done deal that's correct. so if that's the case and they get it through the house of representatives that they expect the real problem then starts with the senate to talk us through what happens
4:08 pm
there. well after that house agrees to the resolution of impeachment by a majority vote then physically what happens is members of the house who are named managers walk through that door that you saw police officers with guns. the other day they walk through to the senate and they present the articles of impeachment to the senate and the senate is under some restrictions about how quickly it needs to go fairly quickly the question is do the you want to proceed to an actual trial if you know that you do not have the votes. the question is what is the purpose of having a trial so it would be up to the majority leader who will be mitch mcconnell until january 20th and then on january 21st vice president harris would be able to break
4:09 pm
a tie in this case it's still vice president pence so fortunately fortunately there are some options but mostly it boils down to do you have the political will to proceed to an impeachment for a an executive officer who is no longer in power. and the the other side of the argument is that. people will want this president to be called to test for the. at the meeting that he had of the requirements that he had on that wednesday. so letting him get off scot free is anathema to many people all right so even if you know of the other just to clarify even if this i mean it seems pretty clear that this is not going to happen before the 20th in terms of the senate trial mitch mcconnell i think is made that
4:10 pm
very clear so even if the democrats have the votes to make sure a trial happens that doesn't mean donald trump will actually gets. the impeachment up held by senate right correct i mean he would he would as a tomorrow afternoon he will have been impeached for the 2nd time and they had pitchman under the rules is the action of the hell so it's analogous to. an indictment by the grand jury but the senate has complete control about how to do it . and they they can if they don't have the votes to proceed then it's not going to happen then the question is after january 20th is there the political will to proceed against their own president who is no longer in office even if he's only in people trying to. explain this to our viewers he would have been impeached
4:11 pm
twice are there any implications ramifications are on him for having been impeached twice by the house of representatives what kind of limitation to that place on. well it's never happened before that there been 2 impeachment of the same individual. but that being said the former impeachment has no effect there is no double jeopardy clause or anything similar to that so being impeached is what we lawyers call should be generous it's unusual it's an individual happening but it has no real effect except for people who are writing history especially if the president will not be convicted of either attempts. interesting so it sounds like he could still run again for office it's going to be interesting to see how the future plays out thank you so much daniel freeman
4:12 pm
thank you play more still ahead on the news hour including questions about the timing of a sudden and sweeping coronavirus state of emergency declaration in malaysia. and arrest warrants issued in connection with the august explosion in lebanon that killed more than $200.00 people in beirut and cause more than $200000000000.00 in damage. and the start of the formula one season has been delayed details of that coming up in sport with peter. divers in indonesia have recovered one of the black boxes from a passenger plane that crashed into the ocean with 62 people on board the one they found is the flight data recorder that logs information like instrument readings engine performance and altitude

a visit to a crime authority in the eastern state of saxony provides a bleak illustration of the death toll the director of the facility says it's struggling to cope with the sheer number of bodies performing more than 3 times the usual number of cremains sions like dollars for tori amos for as you can see the caskets are not only stacked one by one but 3 high even here in the memorial hall restoring many of the deceased were using all the space we have from the quantity you can see that there is simply an improbably high mortality coronavirus is real more on this let's cross over to berlin where you can find dominic kane so dominic what kind of stricter restrictions are authorities contemplating as they head into easter. the thing to say here 1st of all is that angle americal was speaking to an internal group of her own party have

international arrest warrant has just been issued over the explosion that destroyed large parts of beirut in august lebanese police are seeking the captain and owner of the ship that brought highly explosive ammonium nitrate to beirut or in 2013 it was stored improperly in a warehouse until. it's stored improperly there until erupting last year more than 200 people died in the explosion thousands of others were injured many more were left homeless let's go live now to zain a hoarder in beirut so just explain this one to us saying because they're seeking the captain of the ship what about the people who stored it there for so many years . it's a question many lebanese are asking the authorities they have little faith in the investigation so far the interpol now heeding 11 aunts request to arrest

4:31 pm
last week but also urging vice president mike pence to invoke the 25th amendment declaring trump unfit to hold office an international arrest warrant has been issued in connection with the beirut blast last year police are seeking the captain of the ship the transport of explosive material it was stored in a warehouse at the port more than 200 people died indonesian divers have recovered one of the black boxes from a passenger plane that crashed into the ocean with 62 people on board on saturday the devices are expected to shed light on reasons behind the aircraft's sudden plunge just minutes after takeoff and spring in aviation analyst david lam out from london good to have you with us so how unusual is it to find the flight data recorder but not the voice recorder i think they'll probably get the voice called a fairly soon so you know they will have found both of them i suspect. but no it's
4:32 pm
not unusual to find one 1st and then the other how easy will it be to start getting close with only the flight data recorder. well that's up to the indonesian authorities and i'm not certain that whether or not they have advanced downloading facilities for these these 2 computers when they've got them both the black boxes so called. but they can call for international help on that because there's plenty out there and they have done that in the past but as soon as they want to start downloading they can do it within about 24 hours is this a case of it really having to go to boeing for you know a proper analysis i doubt if they'll send it to boeing because they'll want somebody independent boeing will take part in this investigation because the manufacturer of the aircraft involved always does. operate as an advisor and an observer but they may well choose
4:33 pm
a 3rd country like that has you know expertise in this area like for example france now is the age of the plane significant in the investigation where this aircraft is about 2627 years old but actually no that's not particularly significant i know it's it no if you have a car of that age it's fairly old but it's not a tall rare for an aircraft you know to be flying and working at this age and if it's well maintained there's no problem with it. i don't want you to speculate but do you have an idea of what investigators are least looking at so far as the likely cause of the crash from everything that we know. well it's it's very difficult to work out a cause at this stage but you know we can make some observations on on how it happened whatever it was that happened it was catastrophic in that it caused the aircraft to to plunge to earth very very rapidly indeed and whatever it was
4:34 pm
that happened also meant that the pilots were so preoccupied presumably with trying to save the airplane that they didn't have time to put out an emergency call to air traffic control so it was terribly sutton and so for something like that we're talking about anything from from a bomb on boards to to a severe upset if they got into the center of a thunderstorm because on that day there were lots of thunderstorms around but in indonesia that's not rare the pilots are used to them and pilots have on board an aircraft like this a radar which enables them to see where the core of thunderstorms are high don't they so why have they can fly with them on a fly through a thunderstorm. well it's not a question of allowed or not the pilots would never fly through the
4:35 pm
core of a thunderstorm because it can get terribly terribly turbulent in the middle of thunderstorms there or there are very very powerful up currents and down currents which can damage an aircraft and d. stabilize its flight so that is one of the things that they will be looking for but you know there are any number of i mean one of the things they really won't be looking for is that wings falling off or something like that i mean this aircraft was 26 years old but it's still a modern well engineered airplane so we're not talking about something catastrophic just suddenly happening to this airframe it doesn't work like that in aviation our days on our own i guess time will. tell us more they've eliminate their. ugandan opposition candidate bobby wine says his home was raided by the military on tuesday morning wine gave
