10:31 pm
knowing we were up to the oath we all took thank you and i yield back the gentleman kneels fact the gentleman from new york research the gentleman from ohio is recognized by the speaker we reserve which element from ohio wishes to reserve the gentleman from new york is recognized that as speaker now you have 30 seconds to the gentle lady from virginia missouri and the gentlewoman from virginia is recognized for 30 seconds thank you madam speaker the perpetrators of this heinous attack on our nation's democracy were americans encouraged and emboldened by president trump because he could not accept the outcome of a free and fair election his actions are seditious and the president has proven that he is not fit to serve history will look back on this moment to see who stood strong in support of american democracy. as my colleagues is that we must come together but our nation cannot build gang c. heal until there is that the title one time has expired prosperity to china woman's
10:32 pm
time has expired. that. this gentleman research has shown from ohio. thank you madam speaker i would yield one minute to the gentleman from georgia mr clyde. is gentleman from georgia is it gentleman from georgia when it is recognized . madam speaker i rise today in opposition to the effort to impeach president trump this course of action will only increase dissent industry unity across our country and it flies in the face of all efforts to heal our nation quite simply it is a shameful final act of political retribution retribution this president has weathered since day one i have no doubt that those who breach the capitol will have due process and their day in court however there will be no investigation in the people's house into whether the allegation against the president meets the criteria for a crime worthy of impeachment no evidence was presented no witness testified no cross-examination was conducted no due process was afforded and that sets an extremely dangerous
10:33 pm
precedent for the future if my democratic colleagues were serious in their efforts to get to the truth they would convene the house judiciary committee and investigate but they are not and so i am proud to stand before you today to defend our president from the injustices my democratic colleagues are so giddy to pursue i oppose this effort to impeach the president and ask all members of the house to do the same i yield back. the gentleman from or her wishes to is reserved the gentleman from new york is recognized. where the speaker a 32nd is those things generally from georgia has been the gentleman from georgia is recognized for 30 seconds thank you madam speaker i rise with a heavy heart for what our nation has endured all those who incited an attack on these halls of freedom must never forget that in every generation americans of all colors and creeds have laid down their lives in the struggles against tyranny the fight against fascism and the defense against those who would be trade the values upon which this nation was founded it is our duty to shoulder that defense of our
10:34 pm
democracy here today the president's actions have laid bare his contempt for our constitution and he must be removed john lennon's time has expired so. well earlier the president issued a statement urging people not to repeat the violent scenes last wednesday it reads in light of reports of more demonstrations i urge that there must be no violence no door breaking and no vandalism of any kind that is not what i stand for and it is not what america stands for i call on all americans to help ease tensions and calm tempers thank you but to discuss all this we're joined now by sean taylor he's the editor of congressional quarterly magazine joins us via skype from washington d.c. thanks very much indeed for being with us 1st of all i'd like to get your take on the significance of a president potentially being impeached for a 2nd time. well it's certainly historic it's the he will be the 1st president to
10:35 pm
be impeached a 2nd time and i think this time around with the number of republicans voting to impeach it will also be highly notable in that it will break a partisan logjam we see vote after vote in congress that breaks directly along party lines and this one won't and i think that that's a a statement at this point in time even if it's only a dozen republicans so i mean that some of the the rhetoric has felt familiar on that one on one side saying we make history forever today on now this is this is all political retribution what does it achieve do you think for both sides and for the democrats festival in getting him out a week and what does it achieve for them to impeach him well i think the democrats are legitimately concerned that there are several days left in donald trump's presidency and we don't know what he has in mind in directing his followers.
10:36 pm
i don't think people foresaw the events of january 6th but now that they have occurred their minds are open to other possibilities and they're legitimately worried about the threat of violence for republicans i think they're divided. they're divided in a few few ways you have some who are voting to impeach they were horrified by what they saw last week and they too are fearful but you have some who are who believe that the president was a victim of voter fraud you have some who feel that the process is not right here and it sets a bad precedent to move so quickly to impeach without hearings without an investigation you have some who are fearful for their own political careers because more than 70000000 americans voted for donald trump in november and he has immense power amongst republican voters. tell me about to turn himself in if he gets impeached and if it goes through to
10:37 pm
a trial in the senate what do you expect from him do you expect nation to expect what your thoughts on what happens next. future i think he will try to remain in the public spotlight he's a fighter he that's all he knows how to do is to punch back he has never conciliatory he never apologizes and i think he very much in tends to stay in the political limelight to retain control over the republican party as much as possible i do not think he will resign just before how much damage his brand taken the. public opinion polls show that his approval rating has dropped. about 10 percentage points from the low forty's to the low 30 s for what that's worth i think that there are a large number of trump voters who voted for him as what they saw as the lesser of
10:38 pm
2 evils their conservative people they didn't like. what president joe biden stood for and they voted for trump it was a result but they were always wary of his behavior and what he's done since the election and his speech of january 6th have sent them over the edge thank you very much indeed and a few analysis and will speak to the nation on blessing meantime return to the debate. and you get even if you are as time has expired the person to tell mr thomas it's her town and you have capital new york. and from ohio is thank thank you madam speaker i would yield one minute to the. i would yield one minute to the gentleman from texas mr arrington the telephone from texas is recognized for one minute madam speaker i rise with great sorrow to oppose this 2nd attempt at a baseless impeachment from my democratic colleagues this week's attack on the u.s. capitol was completely unacceptable and the people involved should be met with
10:39 pm
swift accountability the president didn't side a riot the president didn't lead an insurrection and there are no high crimes and misdemeanors requisite of an impeachment i'm not saying the president didn't exercise poor judgment but to criminalize political speech by blaming lawless acts on the president's rhetoric is wrong madam speaker and a very dangerous precedent the criminals who stormed the capitol that day acted on their own bullish that they're responsible for their actions this is an important moment madam speaker for our nation we have the opportunity to come together and do what's right for our country. the votes are certified president tropfest conceded let's focus on the future and get back to the people's business you're back so many years back to tell the men from ohio reserves the challenge for new yorkers for recognized a man to speak right now you have 30 seconds to distinguish gentle lady from it we

10:43 pm
reserve says time the challenge from new york is for this man to speak you have 30 seconds to this thing this gentleman from california is the gentleman from california is recognized for 30 seconds a week ago was the culmination of carnage caused to our country by this president 4 years ago he said he would stop such devastation instead the president has continued to debase our democracy with assaults on our elections and incitement at the ellipse and the battery at our capital american exceptionalism is not guaranteed we must always work to grow it and that includes our work today to hold president trump accountable american carnage started with this president a boat for impeachment will stop it for our posterity tell and yells back the gentleman from new york preserves the gentleman from ohio a speck of dust we reserve the chairman from ohio reserve says gentleman from new york it is big and now you have 30 seconds the distinguished gentleman from wisconsin mr polk and the gentleman from wisconsin his frankness for 30 seconds
10:44 pm
thank you madam chairman the u.s. capitol has not been breached for over 200 years since the war of 812 that is until last week when it was another country that attacked us but our own president president donald trump asked his supporters to march on the capital inciting domestic terrorism that cost $5.00 lives including a capitol police officer and we all know whether you say it aloud or not donald trump is responsible for inciting the attack. in our democracy that he should have been the one person protecting it the most and for that he is unfit john president has and we must impeach him jealous time's expired each element from new york research on the term ohio. matters to you 90 seconds to the gentleman from texas mr roy the challenge from texas is that 90 seconds i think the gentleman from ohio the president the united states deserves universal condemnation for what was clearly in
10:45 pm
my opinion impeachable conduct pressuring the vice president to violate his oath of the constitution to count the electors his open to public pressure courageously rejected by the vice president purposely seeded the false belief among the president's supporters including those assembled on january 6th that there was a legal path of the president that was forseeable and reckless to so such a false belief that could lead to violence and writing by loyal supporters whipped into a frenzy unfortunately by democratic colleagues drafted articles that i believe are flawed and unsupportable. focusing on the legal terms of incitement insurrection even noting impeachment does not require meeting a certain legal standard that the speech of debate in this body and for the republic is high if the house approves the articles as written the language will be used to target members of this body under section 3 of the 14th amendment or will be used to suggest that any statements we make are subject to review by our colleagues and send us down the perilous path of cleansing political speech in the public square we must end this let us condemn that which must be condemned and do
10:46 pm
so loudly but let us do it the right way with deliberation and without disastrous side effects we must end tearing apart our nation by social media and sound bites let us stop let us debate let us sit down and leave this nation to go. back to germany i was badly beaten in the debate on whether to impeach president come for a 2nd time let's bring in steve clemons he's the host of the bottom line is at a check of the hill he joins us via skype from washington d.c. thanks very much indeed so you've been watching this and so far a small number of republicans have said though or have indicated they will vote against it in favor of impeachment how significant is that. i think it's hugely significant i mean particularly when among those republicans that are voting with the impeach ors is liz cheney the daughter of the former vice president the number 3 ranking person in the house of representatives we see
10:47 pm
a deep divide because of those republicans and what they think their roles and responsibilities and the social contract of their position is in a time like this so we're seeing 2 different worlds but in many ways over the last couple of weeks we've been seeing the fragmentation of the republican party a battle within the republican party that is as consequential as the battle between democrats and republicans what about the republicans claiming that all this will be damaging to unity and that and it also potentially damaging to free speech or how how much weight does that argument have a resonance does it have. look i you know it from my own perspective we've seen a build up of concern about violence and the president's embrace not just recently but since remember the charlottesville riots you know which were again over confederate statues and over race this is been brewing for some period of time in the president has been resistant to criticize those groups that were very clearly
10:48 pm
white nationalist groups neo nazi groups and you know fringe from the right and what the republicans are trying to do and say well the democrats have their affiliation with black lives matter movement which did damage around the nation. in protests after the george floyd murder you know i think that what is going on when you kind of look at the tensions that are building is that that divide is very serious the president has has been feeding this beast if you will and watching this and i would even say that you just read a few minutes ago the statement from the president basically saying not to engage in violence and that was not what was he was he was about not what america was about but just think for a moment that statement could have been made at any moment but it was made during these impeachment hearings and one would not be illogical to think that if this impeachment process wasn't going on the present united states would not have issued such a statement so we're in a we're in a position of you know folks looking at how to distract the president these last
10:49 pm
few days of his presidency and how to contain him that's what this is really about when you mention containing him wart what is the risk i mean is it likely that he might do something unpredictable and are there attack on iran or something something dramatic or do you think we've moved away from that. look i think the most predictable thing about donald trump is in predictability we don't know what he's going to do and we often hear as we did recently when he taped a you know a more sound set of comments the other day after the protests that people people should stand down and he finally recognized the joe biden connally harris presidency coming into being and then he told everyone later he wished he had not made that recording he had not made that statement we don't know if this statement that he just made whether that was off and tick. up or whether he will reverse himself again so i don't necessarily i don't know i don't i don't suspect given the lay of the land we see right now that he'll launch nuclear weapons in iran to your point but i don't. see as we've seen in this last few days we've seen the
10:50 pm
cubans listed as state sponsors of terror we've seen the hoody s. in yemen listed as sponsors of terror and great frustration not only in the in the international community but within the state department within the various bureaucracies within the congress about these last minute moves that the white house estate is taken they may not come to the level of concern that many people have about what donald trump might do to create greater insurrection in stress in the united states but the point of this is that some people do believe that he if these actions were not going on he would feel unrestrained and have an open feel for whatever he wanted to do in this moment just about mechanics of this evening what do you think will happen next i mean will they will they take the if they vote to peach him will they then take it through to the senate and leave we understand that some want to sit well talk us through some of the kind of. maybe what happens after this is right now i mean nancy pelosi has the option and we know known we
10:51 pm
most likely these articles of impeachment will pass the house of representatives then speaker pelosi can send them immediately over to the senate or she can sit on them a few days mitch mcconnell issued or i don't know if he should. statement but he basically communicated just a couple of hours ago that he was not inclined to reconvene the senate to handle these articles of impeachment before the inauguration so that closes down the prospect of the senate coming back to deal with these that doesn't mean she can't send these articles to the senate and it makes a look at it and it may pressure the senate to look like it's delinquent in its responsibilities but i don't know if she'll do that because right now mitch mcconnell has been more of a friend than a foe in this challenge on impeachment and so we'll have i don't know what her decision will be but i think the way things look right now is they will finish this up they will succeed in impeaching the president today he will be the 1st president
10:52 pm
in united states history to be impeached twice and that is a major stain on this presidency and many republicans have been worried about that it will then go it either today or some other point soon to the united states senate and it will be it will be an action that is privileged on top of all other actions the senate once it reconvenes will have no choice but to take up the trial of president trump and maybe even after he's no longer president ok steve clemons thank you very much and if you're nervous this so as to talk to thank you route the capital and let's return to a debate on the center for democracy if we don't do this then what are we going to stand for we stand for democracy we stand for american values and i stand for the a bit of donald trump you know back around to the chairman yells back down to this time the challenge from new york research the challenge from ohio it's reckon it's a mistake or we reserve the gentleman from ohio wishes to reserve the gentleman
