that this is just an act of revenge just walk us through for those viewers who are just joining us what's been happening in the last few hours. well robert the result was a foregone conclusion given the democratic majority in the house because the vote is conducted on a simple majority that being said there was something surprising there and that is the number of republicans who joined their compact across the aisle in voting for impeachment now there had been a number who had publicly stated before that they would vote in favor of impeachment but eventually 10 republicans actually cause their votes along with their fellow democrats this is a very important point because this now turns into a bi partisan vote unlike the previous impeachment which was solidly a democrat vote with no republicans whatsoever so the democrats now have the defense that this vote was conducted on a bipartisan basis indicating that there's no political vindictiveness involved

that it is in fact a vote taken on the character of the president rather than with any political intent an interesting note though as well is that you heard nancy pelosi the speaker of the house conducting the engrossment ceremony at which the article of impeachment is formally signed she did so at the podium which had been removed from the house by demonstrators by rioters last week ago so once again a little touch there in terms of reminding people exactly what happened last wednesday one of the linchpins in all of this is the senate majority leader mitch mcconnell because he has been in some respects quite vague about this this vote just talk us through what he's been saying through all of this. well mitch mcconnell has made it clear it would appear that he is giving no directive as to how the senate should vote when it comes to trial before them he

says and he says so in a letter to fellow republicans that he wants to see the evidence and hear the trial before making up his mind this is a very different position from what he took in the last impeachment all of that being said the another factor has changed and that is that mitch mcconnell may no longer be the senate majority leader when the article of impeachment comes before the senate for trial that's because 2 democrats will be sworn in in coming days the exact time when they'll be sworn in depends on the certification status of the vote in georgia so 2 new senators which will give the vice president having a casting vote will give the democrats a majority in the senate now in order to impeach for the senate to confirm impeachment in the trial they do need a 2 thirds majority so mitch mcconnell's was a very important in that he can guide his fellow republicans as to how to vote but what does appear to be the case at this point is that he's not going to whip votes

scripted scripted moment that he doesn't really believe in we're so used to and they're so used to getting instructions and commentary from him in large capital letters over twitter that a lot of people are not going to believe this is authentic donald trump others will be frustrated with him like they were frustrated with mike pence for basically beginning to take a different track which is more constructive i mean the president's tone is definitely different he's definitely telling his people to stand down telling them that they're not his people if they take this course you know you you know sort of wish that twitter reopened his account so he could send it out but there is a there is a kind of challenge for doll jump right now that he's lost his megaphone the one that he you know used a lot across a lot of platforms and this statement from him to some degree to a lot of people looks disingenuous even those who may want to applaud him telling his people not to be violent he's just last contract with new york city companies are cutting off businesses across the board with the trump organization so donald

trump is being squeezed right now and so people may think that this is just an effort to survive this moment rather than an earnest step forward we heard it on all mother just a moment ago saying that she was convinced that this impeachment move was bipartisan it's the same phrase that was used by nancy pelosi their own as well given the fact that this is all happening at the same time of course as we're going through inauguration at a time when joe biden is still trying to put together his cabinet for which he needs senate approval how much damage do you think this could do to the ending days of the biden administration. i think it's going to be distracting i think that the republican party is splitting into in front of our eyes it's very hard to describe what the republican party is about right now liz cheney you know the cheney political franchise which has extraordinary power and connections is trying to say it's about certain key principles but others are here into the line that is

you know really about donald trump and so as that's happening that distraction no matter how it happens that battle in the republican party is going to continue to create tensions across the nation and that's going to mean donald trump is in the news every day donald trump's name is in the headlines is a day that gets in the way of joe biden being able to enact his plan to get his people through confirmation process in the senate and begin to change the narrative and push reset and the country and try and pull them together again it's a real problem when when donald trump continues to be above the full in the headlines and as far as i can tell they've just laid a plan that that's going to continue happening because they're going to put this man on trial after he's out of office in this in the senate and we're going to continue to talk about it every day that's a problem for joe biden. given the fight that most of the people who are supporting this this vote for impeachment or using the phrase though the word accountability

an awful lot in the event that it gets the senate and there is no impeachment process that it is voted down where does that leave the credibility of both congress and senate when it comes to essentially sending the message that you can do something like this and to all intents and purposes get away with it. well it's there are lots of shades of gray here and i don't want to lose the audience in describing them the fact that the president has been impeached twice is a remarkable stain on this presidency it's consequential for the republican party may say well he's not in jail he's not you know despite you know he's not able to not run again but nonetheless what happened today does matter if there is no senate trial which i'm. i'm of the view that there probably will be a trial as your previous commentator said you know chuck schumer is going to be running the show there there will be a senate trial there will be an effort to create some accountability i think it's very iffy very hard to imagine could happen that he will be convicted if he's

convicted and he can be banned from running for office again there can be consequences in that step but even if let's say for a moment they don't get 2 thirds of the senators to convict him they're going to get a majority of senators to convict him and if i am right i don't think there has been a vote over 50 votes. to convict in any case of any impeachment that does this thus far has been held so so i think that's very important member that that itself will be historic no president has been removed from office richard nixon resigned and even andrew johnson did not have a majority of votes against him to remove him from office so that in itself just getting you know 50 plus one would be historic and would be again another mark on donald trump's presidency obviously the events possibly of the last 2 weeks have been watched around the world how much damage do you think this is done to the that

the u.s. for want of a better phrase moral high ground that it takes when it comes to trying to reinforce and encourage its version of democracy in other parts of the world. look i think you know it to use your phrase any grin a moral low ground right now i think it makes it very hard you know i tweeted something out recently where i said rock you know me glass house it's very hard for americans to look at bellows today to look at you know svetlana taken ost who you know probably won the election against libya and go there and to say well we see things differently or you have to look at this moment where we've sent election monitors you know with jimmy carter the former president has made the carter center very much about trying to create election integrity around the world sending election monitors to kountry is for decades after decades i think that that role the united states has played is now over for the foreseeable future trust has to be

rebuilt and america has to somehow get back to the point where it can demonstrate that it's a healthy country again where both sides of the political equation recognize they're in the same boat and there's a basic mutual respect because that is not the case today and that makes it impossible to counsel other nations on how they should run their governments or democracies and that's going to affect things like hong kong taiwan down the road how to comment on china about. camps where where forced labor is working and so with the wheat years and so i think all of these things are going to complicate america's role in engagement on these important issues just let's take a specular look about 2 years from now how do you think the american political landscape is going to be given everything that's happened over the last 4 years. well i think that everyone is now already thinking about the the house and the

senate 2 years from now the republicans gained ground why did they gain ground is it all about donald trump is it all about this moment that doesn't make sense to me because he lost the election so you saw it's something in the way the republicans were responding at the local level and state level that was more appealing than than some of the democrats and that's why so many republicans did better than expected in what they called down ticket races might might gut feeling tells me that while we're talking about these big national trends talking about donald trump talking to that the secret to winning elections in america is seeing to your citizens and their needs in their local and state races and right now i think nancy pelosi and chuck schumer got a lesson in that and are going to try to get back into a results oriented strategy trying to deliver for americans who are feeling a lot of need right now over the covert crisis over unemployment economic anxiety
