unprecedented security operation and a pandemic that's claimed almost 400000 american lives biden will take the oath of office on the steps of the u.s. capitol just 2 weeks ago it was overrun by a mob of pro trump supports us it now resembles a fortress here surely a crowd as an inauguration would likely stretch all the way back to the washington monument with the double threat of security breaches i am coronavirus flags will represent americans who can't attend there in the thousands however will be police and national guard they're expected to outnumber the attendees al-jazeera should have pretends he runs through how biden's inauguration will look very different from those of the past joe biden is calling on the public to stay away from inaugural events a request he'd already made due to the pandemic but one that's taken on added emphasis since the rant of january the 6 nonetheless seats have been installed on

the west side of the capitol where biden will take the oath of office at noon on january the 20th it's clear that the president elect felt it was important that the entire inauguration not to be virtual i am not. saying here you know. i'm 6. american stand up stand up. enough enough enough but instead of some 200000 tickets just $1070.00 will be issued for members of congress and one guest along with v.i.p.'s that this year will include all living presidents except for 96 year old jimmy carter vice president mike pence says he will attend donald trump says he will not follow in the ceremony and a military review biden will travel to allington national cemetery with the former presidents to lay a wreath at the tomb of the unknown soldier before being escorted to the white house by the military government instead of the usual inaugural parade
6:04 pm
a televised and live streamed virtual parade will be broadcast that will be similar to this summer's virtual democratic national convention featuring diverse voices and musical performances authorities say the security perimeter in downtown d.c. is larger than previous at all gracious and will be in place for longer far more national guard members have been deployed on the national mall where in the past the public has gathered to watch proceedings on large screens. dc's matters are asked for all permits for gatherings to be declined but inaugurations are traditionally times for political protest. and it's clear that since police were overrun by trump supporters on capitol hill authorities already have a different posture towards demonstrations this protest attracted barely 50 people protesting against the republicans who supported donald trump and yet a very very quickly masses of police appeared followed by the national guard not

far behind or. at least some plans of protests by progressives on inauguration day intended to pressure joe biden to the left have been cancelled our reprimand for people that are all. corrupt about our own good. right wing white supremacy actors quited out with the before they have created this problem the state needs to deal with it i'm not recommending personally that anyone take a discreet and in any way. put themselves at risk as for the future they need dean block and others fear that even the authorities had existing laws and military equipment to clamp down on the violence capital hill protest as the result will be even more restrictions and repression of legal dissent against those in power in the coming years she had her town see al-jazeera washington. well let's focus on the man who will be president because yes joe biden's a familiar figure a senator
6:06 pm
a vice president but he's the one with the unique and compelling personal story of the year at the age of 78 he'll take office as the oldest president in u.s. history biden's been chasing this moment for decades he ran for president in 1808 and again in 2008 and very publicly considered running in 2016 when he was still vice president before being chosen as obama's running mate biden spent 36 years in the centers representing delaware he chaired both the judiciary and for nations committee's personal tragedy has haunted his years in the public eye biden's 1st wife and infant daughter died in a car crash a few weeks after he was elected to the senate in 1972 his sons bo and hunter were gravely injured in that same accident but went on to make a political career in his own right but in 2015 he too died tragically succumbing to brain cancer biden cited his grief over oppose death as one of the reasons that
6:07 pm
he didn't run for president in 2016 but 4 years later his moment has arrived but in the most extraordinary of circumstances tomorrow's inauguration takes place during a global pandemic meeting they'll be no members of the public out there watching and of course it's just weeks after supporters of donald trump overrun the building in that the center of washington the capitol building trying to in the end stop the inauguration from happening but as they say the show goes on and every 4 years washington really does put on a show here's my colleague kemal santa maria. traditionally it is a day of sermon. and obama do solemnly swear like the idea is for. granted a. ritual stretching back to america's founding. joe biden says the 59th u.s.

presidential inauguration and across the more than 200 years of history there have been some stand outs times when images have become iconic and words of captured moments of generational change and ask not what your country can do for you ask what you can do for your country. moments of political transition. in this present crisis government is not the solution to our problem government is the problem and sometimes moments where americans were told what they most wanted to hear and maybe needed to believe about themselves there is nothing wrong with america that cannot be cured by what is right with america. messages have been sent to both allies and adversaries we shall pay any price bear any burden

meet any hardship support any friend. oppose any foe to where you are the and the success of liberty from this day forward it's going to be only america 1st. and a few inaugurations are remembered only because something bizarre happened like in 941 when william henry harrison wanted to prove he was tough by speaking for 2 hours on a cold went day purposely without an overcoat he died of pneumonia exactly a month later and 12 years earlier when andrew jackson threw up in the white house to anyone and everyone it got so out of hand he had to escape his own party by climbing out a window. the ones history most remembers of the ones that captured a moment and seem to bend it to the new president's will in 1933 a nation teetering on the brink of economic ruin heard these words let me or my

family. that the only thing we have. heard. and by all accounts the national mood began to change perhaps appropriately the most famous inaugural address was delivered by the president often considered america's greatest in 1965 as the civil war drew to a close abraham lincoln called for unity with malice toward none he said with charity for all of us strive on to finish the work we are in to bind up the nation's wounds woods that once again resonates in this deeply divided america of 2021. and kemal santa maria joins us now live overlooking the capitol in a very cold washington into one little after 10 in the morning here 26 hours now until joe biden becomes the president of the united states the 46th president way

here overlooking the u.s. capitol here on constitution avenue to a credible view isn't it and we're going to be here for the next 2 days breathing out some analysis on the events of and inauguration that frankly americans have not seen since well 150 years since the civil war really and the world will not have seen either perhaps we've got some pictures which show you i was hoping to just go back to some earlier pictures which i showed you of the field of flags here in washington because it is quite a lovely sides of the 200000 flags on the national representing all those people who can't be here for this inauguration. also 56 beams of light representing the 50 states and 6 territories as well so no people but they are high on symbolism here in washington very pleased to welcome may be counter to al jazeera today associate professor from howard university which is where common
6:12 pm
interests graduated from and i think we'll talk a little bit more about that in a moment but i want to really focus 1st of all on inauguration day i know we keep saying it it's unprecedented there's been nothing like this you walking in this morning and you said the calm was what struck you absolutely there's literally nothing moving in the city right now this usually a very celebre torrie very jovial time but right now i think many people are just still reeling from the events of a couple weeks ago and not really sure how to enjoy this moment not only with the added security but with the rancor and uncertainty about maybe violence and so i think it's just a very different mood in the city right now i think events tomorrow will lose something the fact that they won't be all those people here manage it hastert we have lived in this strange virtual world for 9 or 10 months now at the conventions were held online maybe we just kind of get used to that sort of thing i think we do but i do think the inauguration is something different it's a moment of
6:13 pm
a revelation it's a moment of 'd sort of installing a new leader in sort of welcoming them to this place and i think most citizens want to be able to participate in that some ways and yes if you're at a distance bertold is great but living here in the city or being at proximity to the city being able to come to the city i think was something that many people look forward to and of course we knew this year would be different with the pandemic but certainly the events of last week added a different kind of danger to gathering of any gets even more different when we think about the main players involved the president the man who is still president right now will not be there and that is quite something i've been watching u.s. media here and they've been using terms like historic snow that the president won't be there that there won't be a handover done at $1600.00 pennsylvania. and you at the white house that all of those things which are supposed to happen one tap and it's. but how important is that well i mean i do think it's important to show that hey i acknowledge to transfer this power that this person won the election fair and square and it's now
6:14 pm
time for me to do my duties and make sure this transition happens but if we've been paying attention for the last few months donald trump is sort of hampered this transition so sue me it's not really a big loss and i do think that perhaps his presence may not do as much to unify the country as people might think and that's typically what we look at to these handoffs why it was so important michelle obama barack obama over there giving presents and doing those kinds of things because it is an important signal to the next person who will who will take this office and it's a small group of people that have had that distinction but at the very least i guess joe biden and dr jill dougherty to tour the i think that they've been able to kind of how it works and they say let's talk about joe biden's speech of course he has to speak of unity that is what this is all 'd about trying to unify the nation downs he reference what happened here on the 6th because it's delicate set is still rule absolutely and i think he does have to thread a very thin line here because there are lots of people on both sides who feel very
6:15 pm
strongly about the events that happened here some people want to call it a revolution some people are calling it an insurrection and i do think you know joe biden is the president recognizes that he has to represent all of those people regardless of their personal feelings about what happened i do think he will probably reference it but perhaps not by name because it is still so fresh i mean there are ongoing people being arrested right on an ongoing basis there are prosecutions that are going to be taking place over the next few months so i think he will make some nod to it but i think he wants to make this about him and about vice president harris and not necessarily the ugliness of the top tier vice president how is that stroke about here we can't forget it's. hugely historic moment she gets sworn in i think about half an hour before the president does what an extraordinary moment for americans to watch for the will to watch absolutely and i think for many people of me like me this will be the 1st time i see a person that looks like he gets sworn in in all of my years of life so i imagine
6:16 pm
for the younger people when this will be their normal hopefully my that this won't be something that's sort of extraordinary it will become usual but absolutely the historic sort of value of this moment can be lost perceived as so many firsts wrapped into one she comes from your university how would she graduates advance from an h b c u historically black college or university and you would say that how it is one of the leading on some of those goals and i think that's fair enough what's it been i mean the the the level of celebration i guess for you and how it's to see one of your a lot this go this far yes and she is a political science student as well so i have to put that plug in for my department i think if that means howard students are proud i mean howard alone are notoriously proud of probably some people say to crowd but i think for all a species who's in those who've been educated by a.b.c. news it was a moment of the world to receive the confirmation of the kinds of education that
6:17 pm
our students receive i think many times people you see used to somehow dismiss it but when you look at a speech the use we are making in creating more doctors more lawyer has yeah you know more engineers then most universities with better resources and all the name recognition we're still doing that kamel at harris comes from a long tradition of 1st not just the howard university but a number of h b c u's i mean we look at iraq war not who's becoming the senator who's georgia 1st black man elected from that state is an a.p.c. you went to morehouse college as the martin luther king whose birthday be celebrated the national holiday and i guess these are the types of things which are important to remember was we're thinking about a pandemic must be thinking about a lockdown. thinking about what happened that they are repulsive it's happening at the moment absolutely and i think one of the things about a speech to use the reason that they have to exist or that they've historically had to do this is because they were locked out of other kinds of educational institutions but not only did they create these institutions these institutions are
6:18 pm
flourishing and it's not from a place of lack it's not from a place of want these are places that people choose in a complex areas chose our university she tells alpha kappa alpha sorority incorporated just celebrated the founding event last week so happy found is that it's a case and she chose these spaces and i think that's really important that people don't just sort of go to a species because they can't get any they choose those spaces because they are farming the intellectual labor that happens there it's great i mean if people want to be part of these traditions these legacies which are strangely important final thought from you as we are now almost 24 hours out and you feeling optimistic because we have to feel we have to know that joe biden and complex wave a magic wand tomorrow they're going to make a lot of changes tomorrow but are you feeling optimistic up on what they can achieve i am but i recognise there's a lot of cleanup work that's going to have to happen the pandemic is still devastating this country i mean we're on track to see more people dying in the next few months the back thing rollout has been slow and the economic fallout has been
6:19 pm
wide and deep and so they're going to have to do a lot of work and then try to get to some of those campaign promises that i think most people will hold them to so they have their work cut out of for them but i am hopeful that not only will they attend to the sort of current crises but can also be forward thinking for this nation now because i'm so glad you could join us today i really am i know it's it's a hassle almost getting around this time at the moment so thank you thank you so much so we are going to be back with you 1800 pounds g.m.t. in the next 2 years now we're going to be talking to one of the more progressive elements of the democratic party how to think about how they will work with this incoming administration it's not just about the opposition it's about what's going on within the obvious that would see the 1900 g.m.t. to be 1 pm here in washington d.c. and all many thanks we'll see you again a little lisa. as we've been saying this a security climbed out of washington d.c. the city center has been divided into a red and a green zone. out on the streets of the u.s.
6:20 pm
capitol where you've been talking to people there how they're feeling about the presidential transition. when i think there's a lot of apprehension and in the air certainly the residents of washington d.c. have never seen this before is making their life uncomfortable and they're holding up with their press bracing bracing themselves that something could happen that's because of the alerts sent out by the f.b.i. but there's so much security around this city that it's also going to be very difficult for anyone to try to disrupt this inauguration but in general the way you speak to people and you ask them about what happens the day after the integration when many would tell you the divisions that exist and that's not an understatement so deep that it will take a long time to try to even start to heal them and really. if you speak to a democrat or republican they point the finger at each other but there is really no
6:21 pm
meeting point at this stage i haven't heard any understanding from one side to the other now if you speak to those who supported president trump they will tell you they don't see. joe biden as their president just as and they point their finger to democrats said throughout the 4 years of. donald trump that they didn't consider him their president so you do get the feeling that what goes around comes around and at this point there is deep mistrust between the 2 sides any policy that joe biden will try to bring about will be deeply criticized by the other side and so good to be very difficult to see how you get out of this impasse and now there's also the added factor of you have these. supporters. donald trump who are well armed and the mob that went in to capitol hill those are feeding anx
6:22 pm
to a lot of people around the country and then you have the supporters that trump who fingers at groups like black movements like black lives matter saying that those are the ones who are causing havoc in the country so i think really the problems that plague donald trump will also plague joe biden serious. live on the streets of washington many thanks indeed to order so security very tight right now in washington and 100 is associate dean of the school of criminology thompson university he joins us now via skype from fort worth texas in the u.s. good to have you with us i want to start by getting your thoughts on the unprecedented security measures currently in place in washington d.c. . you know typically you see that security protocols are in place in most of the night here asians and we've known in the past few a night eurasians that that security protocol has increased somewhat particularly 4
6:23 pm
years ago but nothing like we were seen now right so the actual security protocol that is in place today is of historical proportions in the united states i can tell you that those of us that have been in the law enforcement industry or security industry for a number of years in my case 23 years i can tell you that i've never seen anything like it in my life right where you have outside perimeter. you know space that is being frozen to not necessarily allow any airplanes close by and also the things that we're not able to see it right there's a lot of security stuff that's going on behind the scenes that most americans that are going to be close to washington d.c. will never see the f.b.i. as one of possible protests right across the nation by right wing extremists and bolton by last week's invasion of the capitol where is the evidence for that where we most likely to see disruption on inauguration day if indeed it happens. you know i think that most of us are hoping that nothing happens but i think the f.b.i.
6:24 pm
and others are simply planning for something to happen the intelligence that they have gathered up to now all of which is public information up to this point is that they have been planning to either have some attacks locally or close to washington or other state capitals across the united states but the bottom line is that law enforcement cannot take this for granted that law enforcement cannot ignore those signs because i think to some extent there were some lessons that were learned on the 6th of january when these rioters stormed the capitol building so all hands on deck as we say here in the states i think that all 50 states are going to be ready and alert but mostly washington d.c. it took about these these signs how will potential demonstrators agitators how will they have been organized given that many of the social media groups the right wing extremists have been using to communicate and war guys have been shut down right so what we have learned is that they have actually found other ways to send each other
6:25 pm
messages that are encrypted ways that they can communicate other than the mainstream facebook or twitter or other social media sites as you know that have been shut down so as we say here you know when there's a will there's a way right and they have the capability of being able to connect with one another but so does law enforcement law enforcement is is tracking that law enforcement is able to identify what those exchanges of information are and hopefully have enough information out there that we know the type of threat we know the type of threat level and we know how to address it immediately really good to talk to so many thanks indeed other 100 i'll come in there in fort worth texas thank you. i want also to bring in virginia ali who is the co-founder of ben's chili bowl restaurant which was established in 1958 she joins us now live via skype from washington d.c. the judea it's an honor to have you with us what do you make of what's going on in your town right now if you seen anything like it before i know i'm 87 years old and
6:26 pm
have written its many inoculations this is unheard of this is the only real i'm never seen anything like this how is it impacting us on your life the life of your family the life of the business. yes when this it's been this is just been and them mazing time and we might reach their instant a week ago was a ride only a rude awakening and still how things can go and we weren't there plan for it obviously but our capital very own chapel hill was a little bit mentally devastated and the fear that took place and then in china. and now it's come to today i mean even today bridges are closed engine in this city so we've got. a situation here that's an. unreal bens traveling leslie and sorry to hear instead of
6:27 pm
a war minister and it will open in 1958 so when you're 62 news we experience the riots of 1968 a civil rights movement that took place but nothing compared to what we are experiencing today and of course that scene made even worse with the pandemic that's been in place now for some time so it's a very very sad day for. suited to see what's happening we have a near a minister and then which always gives us hope that rain in the region gives up hope that this inauguration and this group of legislators will carry on and make city make things better than before so we are still i am certainly hopeful that that's going to happen once we get past tomorrow ben's chili bowl no stranger to the famous dynas even had some president's visit haven't you going to tell us about
6:28 pm
those. yes we have had some presidents usenet. maintenance the president obama who was president stuff perseids 'd france and that's why president bush there was a few people but the reality gathering place for my new thinking that it's a guest in the civil rights movement and he is the one don't come into the chair the spirit is between the wants them we've had the privilege of. posting from all over the world and it's been our pleasure to do so genea it really has been on a speech to you many thanks indeed for being with us on i was much much appreciated . virginia ali that the co-founder of ben's chili bowl in washington established in 1958. let's bring it out as it was alan fischer who himself is no stranger to ben's chili bowl he's live for us in washington d.c. and has been monitoring. many developments for us including president trump as he
6:29 pm
prepares to leave office where is he it's almost a quiet. he's at the white house remember yesterday here shoot a lead 30 minutes before the pool was meant to gather that means the pool gather to call the president 30 minutes before they were due to be there he said no public appearances were not expecting anything today very much behind the scenes we know he spent monday talking pardons pardons pardons he was with executives in the oval office going through the list we think it's going to be somewhere in the region of about $100.00 they were looking at the list to see which ones they could publicize and which ones might cause them problems extra special attention from donald trump because he was worried that some of the pardons might alienate republican senate support of course he needs all the votes he can get when it comes to the impeachment proceedings also told that he's considering making some sort of video statement hoping to release that in the coming hours before he finally gives up the
6:30 pm
oval office and it we are told he may well list the huge achievements that he made over the last 4 years of course will be missing a things that he promised and didn't deliver on let's talk about a couple of them he talked about how there is going to be a wall from sea to shining sea that hasn't happened and also mexico didn't pay for it there was going to be a whole new overhaul of the health care system a better and cheaper system than obamacare that never materialized he's been talking about for more than 6 years and also we were told that there would be a new nuclear deal with iran that they would be forced to the table that didn't happen and there was going to be an infrastructure bill when he was going to revamp airports and roads and rail lines all across the country that didn't happen and here's another thing that didn't happen he never released his tax returns. all right stand by allan because this is of course the confirmation hearings for members of joe biden's cabinet beginning treating top national security officials his picks the secretaries of state and defense as well as the secretary of the
6:31 pm
treasury will be among those to testify there are a lot of historic firsts here. indeed and a common theme between all of these is that this is joe biden's national security team and he wants to get them in place as quickly as possible there's janet yellen who used to be the head of the federal reserve she is currently undergoing her confirmation hearing for all my orca he's going to be the head of department of homeland security the 1st latin america to serve in that position and then there is going to be avril hines who's going to be the director of national intelligence if she gets through the senate tony blinken who is the secretary of state designate his hearing will take place later on big friend of joe biden's what with him for many years we're expecting his confirmation hearing from committee to happen before the end of the week with a full senate vote early next week and then there is lloyd austin who will be this
6:32 pm
secretary of defense if confirmed by the senate and he will be the 1st african-american to hold that position also just in the last few hours we've heard that it's the intention at the department of health to appoint as number 2 it transgender doctor she would be the 1st transgendered person ever to be confirmed by the senate if that goes through so busy few days for the senate joe biden obviously wants his team around him as quickly as possible he's got an ambitious agenda including writing executive orders but we're also told that within the 1st $100.00 days it's his intention to send a comprehensive bill on immigration to congress which would mean a pathway to citizenship for 12000000 illegal immigrants undocumented migrants people who are currently in the country at the moment that might get some pushback from republicans but obviously they believe that there is a deal to be done there and that could well get pushed through within joe biden's 1st 100 days. reporting live from washington and many thanks and.
6:33 pm
well let's return to washington in a little under 30 minutes at the start of our next he's been assigned here on al-jazeera we'll use the rest of this news out of bring you up to speed with what else is happening in the world right now and security forces a block thousands of central american refugees and migrants trying to reach the united states they were traveling in so-called caravans consisting of a large group for safety al-jazeera as john holeman reports. the moment guatemalan police broke up a caravan of thousands of people from honduras. who were trying to get to the u.s. but they hadn't made it far just about the town 50 kilometers into guatemala the 1st country and there were. security forces stopped them on saturday saying they
6:34 pm
needed code tests and papers to pass since then they've been camped out on the highway well a huge traffic jam build up behind them. now the lorries are running again but the problems of these people remain unresolved honduras is one of the poorest most violent countries in latin america 2 massive november storms make things worse but there are many we don't how they work there is no food there isn't anything we're keeping up the fight the government doesn't save the president one orlando has been criticized for his handling of the economy the rule of law democracy is so you're not going to if the president doesn't want us to leave why doesn't he give us quicken a good salary he's increasing taxes tricity bills the price of gas but the sellers are rubbish. a lot of them have been bused back to haunt duress. thora teeth 1st thought the caravan after a bit of a confrontation as well on sunday and cleared them off the highway and then others
6:35 pm
of the still appear to be in the town above the wandle where they sort of searching presumably for other routes to continue but they're not going to be able to go as this big group. but more than 6000 people that were on the highway the central highway going through the town so it's been broken up even though a lot of people perhaps were trying continue their journey to try to get to the united states perhaps one of the other reasons why this is happening right now they might be encouraged by incoming president joe biden's slightly more sympathetic stance especially towards asylum seekers than his predecessor the current president president donald trump some point might be one of the other reasons but the acting head of customs and border protection has actually said don't waste your time and money just because there's a new administration doesn't mean that our commitment to the rule rule of law and public health is chinese.

after weeks of setbacks brazil has started its nationwide coronavirus flex a nation program for people in the city of manassas the gateway to the amazon rain forest the vaccines just can't come soon enough the health system is on the verge of collapse as oxygen supplies. i'll just era's monica yant to kids is that. the war room was set up in a warehouse where millions of coated 1000 vaccines had been stored on monday health minister. gave governors ordered to distribute them throughout brazil. this is the 1st step towards the largest vaccination campaign in the world this is our mission in the world. but for many families in the northern city of my mouse on the edge of the amazon rain forest the order comes too late. struggled all week to keep her husband alive

then the hospital ran out of oxygen most is what. i tried buying an oxygen cylinder but couldn't find one. he died because he had no air do you know what it means for a person to try to breathe and not to be able to to beg for air and suffocate he had so many projects for the future now he's gone. in one hour we witnessed 3 burials one after the other by now as had been hard hit by the pandemic in april and quick to recover point that some scientists believed people here had achieved herd immunity the file and so the 2nd wave took them by surprise. this is more than a wave it's a tsunami before the pandemic there were 30 funerals a day during the 1st wave we had $100.00 burials now we have more than $200.00 it's

a pattern to this usually when there they go through this fairly lengthy court process this is been going on for about 6 years now usually toward the end when there's a sentencing there's negotiations on a term sentence and then a girl guilty plea is submitted and usually that sentences have been that's what we've been seeing here 43 years the longest term sentence i should say before this was 35 years so yes that's what it is she's going to serve if she serves that entire time that it be left to be determined we know that sometimes there will be some clemency in that they will be released early but right now it's clear that they're making they the establishment both the monarchy and the government here is making a sending a message by the sentencing today. while the world's attention has been focused on covert 19 developing a vaccine there's another big health problem that hasn't gone away resistance to antibiotics the u.k. is oxford university is getting a 135000000 dollar grant to help find solutions one of the half 1000000 people die
