10:00 pm
2 national guardsmen have been stood down because of suspected links to far right groups and as he prepares to leave office and the inauguration of his successor joe biden the country's coronavirus death toll is about to reach 400000. it's going to be in washington d.c. and patty we were hearing that from president elect biden but what are we expecting to hear from trump in the last hour as. well isn't that the question has been eerily quiet since he's been kicked off twitter or not a lot of people work in a lot of the work in the white house not a lot of leaks coming out but we do expect that he is going to do a couple of things on his way out the door we think that it's likely that he'll put out a video to basically talking about his accomplishments that is very much not standard practice usually the outgoing president does have some sort of press conference so he might put out a video and then it's these pardons that we keep hearing about the new york times did some really remarkable reporting that the people close to the president were
10:01 pm
taking tens of thousands of dollars from wealthy people who wanted to see their convictions overturned they wanted to see pardons so we expect that we're hearing as many as 100 pardons could be coming down the line you know the big question has been is he going to pardon himself and his adult children there's a lot of pitfalls if he does that for example they couldn't leave the 5th if they were being investigated if they were freed from federal crimes pardons only apply only apply to federal crimes in this country so any person that he pardons if they've in fact stay crimes they can still be charged and convicted and possibly in prison because of that so this is been unpredictable it doesn't seem like a strong enough word should have to look at the source about that unpredictable presidency don't expect that's going to change in the next 24 hours as the president often says we'll have to see what happens and he said i understand from a statement to tom sater state to suggest he's still working to to make biden's job harder. well it's going to make it harder for her give him
10:02 pm
some leverage around to wait and see what we're referring to secretary of state mike pompei on his way out the door released a statement accusing the chinese government of genocide when it comes to the weavers now this isn't necessarily going to be a difference for joe biden his 6 presidential campaign put out a statement saying what's happening amounts to genocide and let's not forget pompei is not the secretary of state 24 hours so the biden team can simply choose to ignore him or they could pursue that policy it does trigger some actions at the state department but again he's on his way out the door so he could be trying to send a message to complicate the chinese relationship with the incoming by did ministration but the biden ministration really is on the same page it seems so we'll have to wait and see how that plays out but this isn't necessarily something that biden doesn't agree with and passion we have to remember an emotional joe biden talking about his is posture the presidency. you know
10:03 pm
unfortunately i wasn't able to hear joe biden because i was coming up these other windy steps so i wasn't able to hear joe biden but this is a man who is one reelection after reelection 1st in the senate than as president because he does strike this balance between his own personal loss and empathy and the path that he's taken let's not forget this is the 3rd time he's run for president he was the underdog he came into this thinking that he was going to be the strongest candidate the last caucus after primary after caucus so it was a long road for him to get here and it was a hard fought election and so joe biden trying to in his words say he has time to unite the country and so there's a lot riding on this speech tomorrow when he does except because let's not forget something like 60 to 70 percent of republicans tell pollsters they don't think he actually won the election they don't see him as a legitimate president so he has
10:04 pm
a lot to do and there's no stronger reminder of that than just looking around the city i've never seen in the dog aeration no one has where there are no people there's just national guard troops and more weapons than you can count bomb sniffing dog secret service this is a city on lockdown and so the he's going to come to the city and for the 1st time in the 1st time you see it when you see the nation's capitol surrounded by 20000 troops it is apparent just how big of a problem he is going to have to deal with not just the pandemic but the state of this country. thank you very much indeed. on the eve of joe biden's inauguration the senate has reconvened to staunch confirmation hearings for 5 of his cabinet nominees his picks treasury director of national intelligence defense secretary and homeland security a face in questions from senate committee members as they considered for their respective roles. set to take office as we said on wednesday without key members of his cabinet in place how does your gastro joins us from capitol hill so how do the
10:05 pm
senate has a rofft of confirmation hearings to deal with how far have they got so far. well this is quite the last minute rush here lauren we we're hearing 3 nominees who began their hearings this morning followed by 2 more this afternoon this delay partially because of here bureaucracy because of the way that things have lined up lodges stickley and also partially because of partisan gridlock but where we are at now is that by the end of tomorrow which will be president biden's 1st full day of office he very well may have no senate confirmed members of his cabinet at that point but this morning among the 3 nominees who their hearings was janet yellen who is biden's pick to be treasury secretary she of course has plenty of name recognition the former head of the fed and she is likely to be confirmed reportedly her nomination and her confirmation will sail through today before this
10:06 pm
committee she said that she her priority would be to push through biden's plan for a $1.00 trillion dollars stimulus covidien economic recovery package. this will be her 1st time really treading into the territory of politics after really building herself a name for herself as a nonpartisan professional who is well respected in fact she is endorsed by every living u.s. treasury secretary this afternoon in fact around now we're expecting antony lincoln's nomination hearing to begin he has been picked to be biden secretary of state he under obama was a deputy deputy secretary of state he's a lifelong diplomat also a former staff member on the senate foreign relations committee that's hearing his confirmation he has quite the job on day one once he is confirmed of course we know of biden's plans to overturn the muslim ban that trump imposed as well as
10:07 pm
rejoined the world health organization in the u.s. leadership role and rejoined the paris climate of. all of these things will be waiting on lincoln's desk once he is confirmed which he is expected to be confirmed as well and then of course there are the arguably even bigger issues he will confront growing threats from iran from russia from china and the very important task of rebuilding confidence in the u.s. from allies who was relationship has really eroded during trumps for years blinken in his prepared remarks will likely say that he plans to go on a path of quote humility and confidence in rebuilding those relationships also later in the afternoon we'll hear from lloyd austin biden's pick for department of defense who will be the 1st african-american leader of the pentagon he is a 4 star general formerly commander of u.s. central command who oversaw the u.s.
10:08 pm
troop withdrawal from iraq he has much support behind his nomination as well except for one thing the fact that he was only recently retired from the service says the law says you have to be out of a uniform for 7 years and he's only been 3 years out of the job and so he would need a waiver from the federal law which made delay rather his confirmation even further so what this all boils down to is tomorrow when joe biden is inaugurated as the new u.s. president he will do so with few if any confirmed secretary cabinet members and certainly that's a tall order for the incoming president over these hearings is the issue of impeachment. of course the senate of course will be the trial of what will be former president donald trump once this inauguration has passed and we saw the senate reconvene for the 1st time since
10:09 pm
january 6th which of course is now that infamous day when the violent mob over took the capitol building and we heard some startling words from the senate majority leader mitch mcconnell the republican who famously a year ago defended tromp in his 1st impeachment saying he had no intention whatsoever of conviction well now we're hearing a completely different tune from mcconnell who pointedly said the president was responsible for that violence. in the senate convened we just reclaim the capital from violent criminals who tried to stop congress from doing our duty. the mob was. they were provoked by the president and other powerful people and they tried to use fear and violence to stop a specific proceeding of the 1st branch of the federal government which they did not like. but we pressed on we stood together and said it
10:10 pm
would not get the job power over the rule of law in our nation. now the irony here is of course the senate's time is limited so it has these 2 priorities carrying through this impeachment trial and getting the rest of biden's nominees confirmed and getting his agenda off the board so we're expecting perhaps a split time table where the senate is hearing the case against trump in the morning and attending to biden's business in the afternoon still some sensitivity there and also we're still waiting to hear when exactly this trial would commence of course it would not remove the president from office he'll be gone already however if convicted which would require at least 17 republicans to cross the aisle to vote for trump's conviction he could be barred from running for a future office address or thank you very much indeed. washington d.c.
10:11 pm
is preparing for a very unconventional inauguration is joe biden professed to take office she had returns in looks at how different this event will be from those in the past. june but is calling on the public to stay away from inaugural events a request he'd already made due to the pandemic but one that's taken on added emphasis since the round of joinery of the 6 no less seats have been installed on the west side of the capitol where biden will take the oath of office at noon on january the 20th it's clear that the president elect felt it was important that the entire inauguration not be virtual iraq. which. america where it stand out stand up. enough enough enough but instead of some 200000 tickets just $1070.00 will be issued for members of congress and one guest along with v.i.p.'s that this year will include all
10:12 pm
living presidents except for 96 year old jimmy carter vice president mike pence says he will attend donald trump says he will not follow the ceremony and a military review biden will travel to allington national cemetery with the former presidents to lay a wreath at the tomb of the unknown soldier before being escorted to the white house by the military government instead of the usual inaugural parade a televised and live streamed virtual parade will be broadcast that will be similar to this summer's virtual democratic national convention featuring diverse voices and musical performances authorities say the security perimeter in downtown d.c. is larger than previous at all gracious and will be in place for longer far more national guard members have been deployed on the national mall where in the past a public has gathered to watch proceedings on large screens page the she's mad as i asked for all permits for gatherings to be declined but inaugurations are
10:13 pm
traditionally times for political protest. and it's clear that since police were overrun by trump supporters on capitol hill authorities already have a different posture towards demonstrations this protest attracted barely 50 people protesting against the republicans who supported donald trump and yet a very very quickly masses of police appeared followed by the national guard not far behind or. at least some plans of protests by progressives on inauguration day intended to pressure joe biden to the left have been counseled i would recommand for people that are all. corrupt about our own good. right wing white supremacy actors quited out with this before they have created this problem with baby pig now with it i'm not recommending personally anyone take a risk free and in any way. put themselves at risk as for the future that they
10:14 pm
didn't block and others fear that even the authorities had existing laws and military equipment to clamp down on the violence capital hill protest as the result will be even more restrictions and repression of legal dissent against those in power in the coming years she had her town see al-jazeera washington. i know wrapping his knife at from downtown washington d.c. and what can you tell us about the movement of to national guardsmen. sure i want to talk about these 2 national guardsmen that were removed from their mission to protect the dog aeration i want to also give you a sense of what it's like you got to see from she have to report a few seconds ago how different the city looks right now behind me if you can see a few military vehicles and several members of the u.s. army national guard as well as members of the d.c. police department and the secret service securing this ever expanding secure
10:15 pm
perimeter here in washington d.c. the security of the u.s. capitol as well as the security of the national mall remains a top priority for the u.s. army national guard as well as for secret service and and police since the weekend the u.s. defense department has expressed their concerns over the possibility of the potential for a quote unquote insider attack and have been vetting members of the national guard for any potential tie is that they might have 2 to extremist groups to white supremacist organizations and in fact early on tuesday the associated press confirmed that 2 individuals 2 members of the u.s. army national guard. from their mission to secure the presidential inauguration day trying to vigils are reportedly tied to too far right to far right women who lives here in the united states we should note however that there was no plot against joe biden that was found this is it seems to be more of
10:16 pm
a precautionary measure but again if we're talking about the mood here in the city it's a very different washington d.c. than people are are used to but. the security perimeter continues to expand new street closures are announced every day but we haven't seen anything in the way of protests certainly not anything that we could consider to be violent protests but we have heard that authorities are prepared for any eventuality what about the people who sort of wanted to go and attend to many of the other ways a finding of watching this. we know that this is going to be very very limited there are the v.i.p. tickets they are the people that have received their invitations but unlike previous inaugurations where people can a can can get at the very least close to freedom plaza or close to pennsylvania avenue where the president traditionally walks down a pennsylvania avenue from the capitol on his way to the white house is certainly not going to be an option for people this year we're hearing from president elect
10:17 pm
joe biden asking people to not attend the inauguration to not try their luck and again there's the secure perimeter but people are urged not only to stay in their indoors but to watch it on t.v. to watch it from the safety of their homes not only for the safety of the officers and national guard that will be out here securing the perimeter but also because of the ongoing covert $1000.00 pandemic which is which is hit washington d.c. particularly hard we're seeing that uptick in cases especially after the incident that happened on january 6th thank you very much indeed many on the phone live there from washington d.c. . coming up on this news from london brazil finally starts shipping had 19 vaccines to menow us but it's too late for many people in the northern city . and it's because prime minister braces for a confidence vote in the upper house to bring down his government.
10:18 pm
after weeks of setbacks brazil has started its nationwide coronavirus inoculation program for people in menow us the gateway to the amazon rain forest vaccines can't come soon enough the health system that is on the verge of collapse and oxygen supplies are dwindling want to get your neck you have is that. if you thought the war room was set up in a warehouse where millions of coded 1000 vaccines had been stored on monday health minister it why because we had all gave governors that order to distribute them throughout brazil it was genuine that this is the 1st step towards the largest vaccination campaign in the world this is our mission in the world. but for many families in the northern city of my mouse on the edge of the amazon rain forest the order comes too late. struggled all week to keep

10:23 pm
district of columbia are here in support of the lead federal agency for the presidential inauguration i visit with these men and women every night and they understand the importance of this mission they are also proven prepared and proud to do their part to ensure a peaceful and safe inauguration for $46.00 commander in chief they are providing security communications logistics and coordination support to local and federal law enforcement and have met every request promptly and professionally with your cross the entire national guard we have over 91000 on duty today to include 22000 supporting covert 916000 deployed overseas and over 6000 protecting key infrastructure and capital buildings in 30 of our states although $91.00 is a lot and in $1000.00 it's less than 20 percent of your national guard so we have additional capability if and when needed a phone completion of the inauguration we will continue to support federal law
10:24 pm
enforcement as requested and our service members will return home as soon as conditions permit with respect to comments about extremism let me be clear extremism is not tolerated in any branch of the united states military if there are reported issues our leaders will address them immediately and accordance with established department policies and include ordered coordination with law enforcement. with respect to the army of the national guard the authority rests with the secretary of the army and is based on their mission close coordination with the supported law enforcement agency and the chain of command which is commanded by major general william walker of the d.c. national guard or ability to move 25000 soldiers and airmen to d.c. from every state and territory in less than 2 weeks would not have been possible without the support of our governors and their adjutant general it speaks volumes about america's investment in the national guard and most importantly the support
10:25 pm
of our service members and what they get from their family and their employers also the outpouring of support to our national guard across the entire country and here in the district is a story in itself and i want to particularly thank the citizens of the district of columbia with that look forward your questions. and if you have questions just please identify who you'd like to have answer and it's going to be a kind of a code it's safe to say watching the briefing there from the pentagon saying that they 25000 national guard soldiers have been moved to d.c. in the space of 2 weeks and he also pointed out that it takes the mizzen as he said is not tolerated in any branch of the u.s. military and let's bring in particular had news been watching this so it's kind of unusual isn't it to have a a briefing on the transition which includes they say $5000.00 deployment right at the heart of the capital. it is somewhat unusual especially because
10:26 pm
there's an acting secretary of defense and the pentagon's been pretty quiet over these last 4 years unlike under the obama administration where we saw regular briefings at the department of defense state at the white house that really hasn't happened the 1st question i imagine is going to be about these 2 national guard troops that they've identified as possibly belonging to an extremist group and that's going to be the question for the military going forward and part of that is because we're seeing now in the arrests of the from the mob that the rioters that storm the capital we're seeing a lot of curfew current police officers ex-military officers that were involved in overtaking the capital and there's concern that more of that is going to come out so the question is going to become now that the by the ministry says it has acknowledged that white supremacy and extremism is a huge problem in this country are they going to expand that and start vetting the force more cares carefully because of what we've seen so yes say now that 25000 national guard troops in the nation's capital never before have we seen any sort of
10:27 pm
security like this for an inauguration i just saw pictures from the pentagon a fence and fencing going up around the pentagon and one thing i thought that was interesting is he said we'll be here for as long as it's requested and that is the question now most experts in extremis and militias don't think that the people who did this story in the capital are belong to those groups think that that was a bad thing in fact they're using it to recruit new members and so the big question i have is how much longer is the capital going to look like this one of the most unique aspects of the u.s. capitol is that pretty much anybody before covert could just walk in school groups did tours there wasn't a whole lot of security. how is that going to change now obviously $25000.00 u.s. troops on the streets of d.c. is not sustainable but again they're saying that this is a very clear threat to the capital and to the inaugural. that that's why they're taking these precautions because they don't think these extremist groups are cowed
10:28 pm
by what they've done but rather emboldened so the question going forward is d.c. is going to look different but just how different and for how long to kill him thank you very much indeed. ottomar us says it's transporting hundreds of migrants back to the border with honduras after they were blocked on their way to the u.s. about 2000 people were cleared from a village in the east in what tomorrow on monday as they try to advance towards the border with mexico but he's used tear gas and batons to stop the crowds moving forward in the 8000 people who vented since friday the government says more than 3000 been sent back so far some fled into the mountains saying they did not want to board buses back home let's go live to go home and no one dream is set for mexico city so what more do you know about where these people went to the latest on the caribbean. we've pretty much so that there lauren actually 3000 people sent back to the border with honduras this was from
10:29 pm
a caravan of around 6000 people the quarter mile in migration of thirty's estimate that we're trying to travel through the country so that would be one of the biggest caravans since this phenomenon began back in 2018 they didn't get very far they only got 45 kilometers into guatemala before the police and the army cleared the main motorway that they were camping out on and then as they spread through the little town that they were in began to send people back persuade them to get on to buses one way or another to go back to the border wild others in small groups would probably continue that journey that's what's happened in the past even those smaller groups are going to have problems going further up the route because there's more security checkpoints in guatemala and mexico has actually sent a lot of elements from its national guard to its southern border to try and prevent them from getting into mexico the reasons that both countries have given is the coronavirus obviously is a big thing right now and they don't want more people coming in during the pandemic
10:30 pm
but of course there's pressure from the united states has been a lot of pressure from the trumpet ministration to try and stop people getting to the u.s. border turn home and thank you very much internees prime minister tzipi contin is about to face a crucial vote of confidence in parliament's upper house it was triggered after the former prime minister material pulled his party from qantas coalition last week over his handling of the coronavirus pandemic going to want a confidence vote in parliament lower house by a comfortable margin on monday but it's expected to be much closer in the senate a defeat would force him to resign throwing the country into political chaos in the midst of a pandemic contain appealed to senators ahead of the vote defending his leadership through the crisis.
