7:00 pm
the waiver is approved i feel confident that the senate will confirm the general secretary of defense. civilian control of the military is a not an issue. as a principle and we are so pleased that unlike the. the ministration. courage the generals to come and. what is happening right now in armed services committee so again. a very happy time. proud of our members. such bright came here. a session that was made available for members and staff about the trauma of what happened on january 6th. physical or psychological trauma. carious trauma and the rest when the press him
7:01 pm
and the rest and asked about. things that were stolen that was broken just violation of the property there i really said i don't that's important i respect the speaker's office and the. of history that is there but i'm more concerned about the damage that they did to our staff. and the to the showed that in the capital of the united states that is damage that is damage that must be addressed. the resilience that we want to convey we tried to do that coming right back opening up the session of congress. proceeding with the business at hand. the counting of the electoral college votes to ascertain that and for president and vice president of
7:02 pm
the united states but that was one aspect of resilience so many members felt their lives threatened. and the uncertainty of it all contributed to the trauma this is of something that everyone in the country should take a measure of how they reacted to this but the resilience that our country is famous for and that people need to have as we go forward and one other part of that is that we will be a few days when talking with the managers as to when. the senate will be ready for the trial. of the then president of the united states for his role in instigating an insurrection on the house on the capital of the united states on our democracy to undermine the will of the people
7:03 pm
very clear his has been on this path for a while but that just that day he rouse the troops. urge them to fight like hell he sent them on their way to the capitol he called upon lawlessness. he showed a path to the capitol. and if it. took place a direct connection in one day. over and above all of the other statesman statements he had made before so in any event we have the saudis asking i'm not going to be telling you when it is going but it what we had we had to wait for the president the senate to be in session they've now informed us they're ready to receive the question is are there questions about how the trial will proceed
7:04 pm
but we are we are ready with that i'm pleased to take any question pretty good jeff or. very. very concerned about the are there any overt racism that. you have any evidence. about these allegations of the promises that. it is not true that there are members in regards to the republic but. you believe that not to the good. of the all of those things as you indicate you have to have evidence of what had what has happened there is no question that they were members and this body who gave aid and comfort to those with the idea that they were embracing a lie a lie perpetrated by the president of the united states that the election did not have legitimacy these people believe that they believe the president president. his
7:05 pm
words have weight they weigh a ton in fact. so that's one thing and terms that what you suggest everything has to be based on evidence and that remains to be seen in that regard i'm very pleased that we will have an after action review that was a view many aspects of what happened if people did aid and abet that there will be more than just. comments from their colleagues here that would be prosecution if they aided and abetted an insurrection in which people died but again as you rightfully ask that is something that you have to collect the evidence for as you proceed a. very excited as you asked about security here that general russell honore. has agreed to. take a big view of the security here we will have an after action review there will be
7:06 pm
a commission but immediately. actually before the weekend he agreed to take a look at the security infrastructure. agency relationships the fact that he is so familiar with the capitol security aspects that we feel we believe that we are in very good hands with his taking the look that he has and inviting experts in the field to give their views and. says whoever you. think the key thing is in the final point on the timing for the article he. had over soon as i said you'll be the 1st to know thank you and also send me to see him or between the senate majority. leader you know.
7:07 pm
what your vice were hurt. in the majority. remember. yesterday still. even today even though democrats have with the government now the white house leader mcconnell the you know the important role republicans. you know if you're asking what insights i would give to lead a sham or you know him i wouldn't think of giving him any advice on how to deal with this and not at all nor does he give me advice on how to run the house and in dealing with leader mcconnell that pat toomey he again that's a dynamic that is very different from the half i would say though for both of us we have responsibility to find bipartisanship where we can to find common ground where
7:08 pm
we can we have that as not only a goal but i responsibility when we can't mess stand a ground that's honest jefferson stand the ground like that but it is. if we're talking about what the country needs the country needs to crush the virus whatever it hasn't happened yet the country needs to end an economic crisis that we're in we need to do more to do that and one way to do both is to help our heroes our health care workers our police and fire 1st responders. our sanitation transportation food workers our teachers our teachers our teachers they are on the front line risking their lives to save lives in some cases. of their jobs so it's a bad case that we make for what the country needs that hopefully we can have a bipartisan agreement. and. you may be.
7:09 pm
concerned about. that word that the fact is the president of the united states committed an act of incitement of insurrection i don't think it's very unifying to say let's just forget it and move on that's not how unified joe biden said it beautifully they're going to unite us remember that we must we must bring this enemy and it look that's our responsibility to uphold the integrity of the congress of the united states that's our responsibility to protect and defend the constitution of the united states. and that is what we want to just because he's now sank
7:10 pm
god that. you don't say to a president. do whatever you want in the last months of your administration you're going to get a jet you get out of jail card free. because because people think. and forget the people here on january 6th. that the attempt to undermine our election to undermine our democracy to dishonor our constitution no i don't see that at all i think that would be harmful to unity. madam speaker a year ago in the context of the last. you said that you cannot have a trial without documents and witness and i'm wondering what kind of trial you'd like to see your impeachment managers put forward and is that part of what you're waiting for some guidance from the senate about how it will conduct themselves.
7:11 pm
well let me just say this we're talking about 2 different things we're talking about a phone call that the president had as one part of it that people could say i need evidence this year the whole world for a witness to the president incitement to the execution of his call to action and the violence that was used so i believe it or not don't take part in the deliberations of the delivering a making that preparing for the trial that's out to the managers but i do with see a big difference between something that we all witnessed versus what information to substantiate and not a club impeachment based on. large part on a call that the president made and described as perfect it was perfectly
7:12 pm
unconstitutional this is different but again. it's up to them to decide how we go forward when we go forward it will be soon i don't think it will be. but it but we must do it. right the status of h.r. one right now one is. the status of h.r. one is that it is. an exalted position. that is. a priority for us the senate has. 6 this is very important and i thank you for asking about it because this is really central. to the. to reduce of all the big. special interest money in politics to give more leverage to small. roots activists to employ john lewis put forth and suppression
7:13 pm
that is. what january 6th was about. voter suppression and the list goes on that is we have a poll that for which was part of. the voting rights act but that's very much a part of the spirit of that which. them separately is h.r. 6 needs to have provided it with hearings all over the country. soon to be secretary kerry so. john lois buses. were part of the stab of that record for 4. so we're optimistic we're going to push to pass both of them and it will give
7:14 pm
confidence to american people that their voices as important as any. that big. to be the order of the day and i. for his tremendous leadership period of time john. both of them and what's important is that it. address the climate crisis because. that yes we can have gun violence prevention because big. special interest. to the process we in the democratic party have advanced they have been stopped. but we hope. that the more the public. the better.
7:15 pm
and that just. with. everything. and now that we have. and the. more clearly. the public. what is it. the. major difference. with. it because it's very important. why isn't it beautiful when
7:16 pm
president. did what president. thank you all very much difference a day makes. you're watching al-jazeera and we've been bringing you coverage of the press conference that has been given by the u.s. house speaker nancy pelosi now this is normally a weekly press conference but of course this is the 1st press conference she's held since the inauguration of joe biden as the $46.00 president of the united states now in it she covered various elements he talked about the inauguration she also talked of course about the executive orders that joe biden has been signing with regards to covert 19 but she then went on to talk about
7:17 pm
a session that she had been about covering the trauma that had happened what happened on january the 6th those were the riots at capitol hill she said she told president biden she was more concerned about the damage done to colleagues in the capital she said that is damage that must be addressed i want to bring in she had her townsend who's at capitol hill for us this really brings us to essentially the elephant in the room doesn't she have because this sector of impeachment this trial is hanging over the 1st 100 days of the biden administration. yes and speaker pelosi saying that the house is ready to send over the article of impeachment to the senate once place she does that the senate is bound to begin the impeachment trial at 1 o'clock or following day unless it's a sunday and from what palosi was saying that that's what we've heard elsewhere as well is that the senate isn't quite ready to begin the trial there are all sorts of questions that need to be sorted out who will preside over the trial how much
7:18 pm
evidence will be needed will there be witnesses who will defend what will trump that's apparently unclear as well can there be legislative business conducted in the morning and then you have an impeachment trial in the afternoon all these details are still being worked out so from what he was saying is she saying the senate leadership is still working those details out and when that happens there will be a trial you get the sense that there is there is some urgency because the longer they keep them having. impeach the president for inciting an insurrection well how important is that the longer they wait perhaps the less morton seems like more of a political act than the act of impeachment because of the of the danger to the democracy and the republic having said that there clearly there are those in the biden camp who would rather the impeachment didn't take place quite so soon so they can get their list of agenda through and get their appointments appointments confirmed but they don't seem to be that sense of this needs to be done sooner
7:19 pm
rather than later and in fact this morning we heard that some negotiation was going on that perhaps they could make it a 3 day trial nancy pelosi saying this is different from the previous impeachment at all trumped this isn't about evidence and phone calls this is about what everyone could see was happening in fact many of those in congress who will be sitting in judgment on the president were that witnesses so therefore it doesn't necessarily need to be as much evidence and discussion and debate about donald trump's culpability because many of the people were there anyway and we are hearing those rumors that perhaps there's an idea of a 3 day trial in some ways maybe the republicans want to get this over with as well and one of the other things is this is all going on of course we've had the executive orders about covert that's been a focus for everybody we've heard john kerry speaking about the climate but one of the key things for the administration is to get people in place and i understand that one of the key elements is defense secretary just give us an indication of where we are on that because that has been slightly controversial. what is that key
7:20 pm
principle of a separation of powers for the defense secretary the separation of powers between the military and the civilian there should be civilian leadership civilian control of the military so then when you when you nominate a general as joe biden has lloyd austin donald trump did with jim matters then there is that concern that this is getting a bit too close to the military you want civilian control of the military you don't move. control of the military. there has to be a waiver that has to be voted upon the democrats are very very confident they can get that waiver which means that. a uniformed member of the service who has been the rule is the member of the service has to have been absent from them from active military command for 7 years in order to become the defense secretary so lloyd also needs a waiver i believe he was last in in 3 years ago or something like that so he does
7:21 pm
not waiver that confident he will get he will get that waiver but that's just one of the hurdles that seems to be procedural and will probably be very quickly dealt with in the coming day or 2 it would seem and then because because there is a majority in the senate. joe biden will get all of his nominees through the question is how quickly will he get them through because still individual senators can hold up proceedings for a few weeks a few months eventually the nominees will get through just a matter of whether they'll be fast tracked or not actually have a chance of bringing us up to speed from capitol hill she had thanks very much u.s. president joe biden and vice president have begun their 1st full day in office with the inaugural prayer service which has been held in the mostly a ceremony took place at the washington national cathedral but biden harris and their spouses joined in from the white house in another break for the trumpet ministrations controversial legacy. has announced that the u.s.

7:24 pm
$120000.00 civilians have been displaced as a result of the fighting there around the elections about half of them have fled the country entirely so there is intense worry about a deteriorating situation on the part of the security council this is the 2nd time in just over a week that they've met on the subject in the last week 2 u.n. peacekeepers have been killed 7 of them have been killed in the country in the last month so they are discussing ways to improve the situation and they got a briefing from the head of the maneuver mission there mom corps and guy who's basically asking for more help because don is there any indication that the help is going to be given. we're hearing from council members bribe support for the in recently reelected president we're hearing support for more resources to go to menu sky just before the election the

security council authorized 2 units of troops from another mission to go to the central african republic and a couple of helicopters. the head of the mission is asking for even more help because he says the country's so large and right now they're authorized about 15000 troops he said it's just not enough to cover the entire country and secure the entire country even working with the country's military we've also heard some talk about lifting the arms embargo there that's something that the government has been in favor of it's something that china and russia are are pushing for and there seems to be some support among council members to move in that direction france in particular the penholder the central african republic did say that it was worth discussing and considering but the united states raised some concerns on that saying that there's a lot of reports of defections in the central african republic military that there
7:26 pm
needs to be more accountability on the part of the government before the international community gives carte blanche to lift the arms embargo the united states also pointed out that request for more weapons so far had been. approved by the council but that there was some concern that they need to continue with the reconciliation process in the government and get a handle on their own troops in an attempt to bolster the situation there but there does seem to be support for reallocating resources within peacekeeping to try to fortify the troops that are there already and attempting to keep the capital clear and free and the president in power christiane thanks very much chris and certainly at the united nations. lawyers ugandan opposition leader bobby whino waited to hear the outcome of the petition challenging his house arrest after last week's disputed election bobi wine has been prevented from leaving his home after declaring victory
