we're talking about have crossed to the democratic republic of congo where they're facing an uncertain future let's talk to lose a horse she's the country representative of u.n.h.c.r. in the democratic republic of congo she joins us live on skype from kinshasa as a whore what sort of state of the people in who are arriving there. thank you very much for having me. this the situation in the d.s.e. of the refugees that have a right as you rightly say to that and more than a close to 90000 now estimated by the authorities we can classify as quite desperate because one the physical location in which this refugees have a right is very vast they are in 3 provinces and they are basically very very difficult to reach secondly didn't come emotionally depleted some of them
1:07 pm
this is not the 1st time they're crossing into the d.r. see those or even left let last year help found themselves again been to again been displaced so emotionally in a very very hard position also in terms of their. 'd pick an area needs fault water sanitation slippin and. science rippin and at the moment because we're a house we're still really looked at in assistance from kinshasa and from but only to this location. where the find themselves in 3 provinces and the host community that normally would assist them were the 1st responders that themselves and buried in a precarious situation and that's it where how close we ought to be for interrupting you listen to how close is your own organization or other

organizations to being able to begin to look after these people. we have deployed unicef has already deployed a team to the window where we also move in and now food items so by next week they should start receiving at least. 'd not yet food but there will be receiving what we'll call not for the items that is my. tents to shield them from the elements and we'll will be in a position to ridges that confirm that yes this is a refugee is that on the in the territory tuesday a 2nd team is going to all at different locations since they're in 3 different provinces so we have. been we have going to self that has already rehabilitated 2 wells and we have. a n.g.o.s that have been working with us
1:09 pm
who have acted that is already in place we have action aid and other n.g.o.s that are working with us in the different provinces so assistance is on the way but as i say that only a very difficult to reach areas the cause all assistance has to be effort that there are no roads how do these people survive between where they are today which is a precarious situation to be in any way and the point where they've got something to sleep on shelter and the basics of a diet food stuff coming in the usually as i said the course community is the phone that they're out for the 1st responders because that why. given the vastness of the territory and given the. narrative with which the people are right we didn't have and then already pre-positioned there but as i say we are counting in the next one week at the

this is where they're hoping that these residents. can return to work we've seen a spike in. prices and of course a quarter from this particular area and how i can describe this area it's probably one of the lower socio economic groups minority groups and they live in these subdivided apartments so they crammed areas where thousands of people are forced to live together and as a result to adhere to these social distancing rules and as a result of the being tested and we've seen some of the. numbers at this particular district. and the last few weeks we've seen 70 to 100 cases on a daily basis as a result we've seen the restrictions and put in place this is the 1st of the last 12 months and next week we do expect the government to. put in place mandatory testing for and 70000 staff at the head of the chinese new year celebrations which is in the coming weeks. israel is expected to suspend travel for

2 weeks to prevent the new 19 strain from crossing its border under the proposals being considered by the government only internationally just with special permits would be allowed into the country israel has started to see a promising dropping cases it's done is set to expire at the end of the month joins us live now from west jerusalem the government taking this measure. from discussions between the prime minister and senior officials of ministers late on saturday as you say the key concern is about mutations i think there is an acceptance now that the british strain the u.k. identified strain is now at large within the population there have been worrying signs about the 50 percent increase among young people infected in this wave compared to the 2nd wave but there are concerns that because of israel's very fast
1:14 pm
vaccine rollout they don't want to see other strains which might be less susceptible to the vaccine potentially coming through the borders if they can help it and so there is this measure being considered and likely we think to be voted through and the cabinet meeting which takes place on sunday there's also a political element to this there's been a good deal of public opposition to the fact that so many people have been coming through israel's main port of entry at ben-gurion airport between jerusalem and tel aviv without needing to show a negative coronavirus test up until that is yesterday when there was the enforcement of that 72 hours before flying people now have to show have had to show a negative drone a virus test about of being palmed off on the legalities of it and then a few days ago the attorney general's a well known actually asked me in the whole year long pandemic so there is a political motivation i think as well to show that they are taking airport
1:15 pm
security and the virus entry seriously israel's vaccine roll out harry fastest in the world are there any signs that starting to have an impact on the infection right there. still epidemiologist are saying it's a little bit early to take conclusive readings of that but certainly the numbers are starting to go down that there is of course a lockdown which is still ongoing here is due to expire on the 31st of january but we have seen the numbers start to tail down a little bit in recent days from that peak of a 10000 a day last week friday we saw just over 7000 there are signs though from some of the house providers here that the vaccinations are making a difference to the most recent take as we've had a from the 2nd largest health provider which says that up to 23 days which is when people take the 2nd dose of the pfizer vaccine already just 2 days after that 2nd
1:16 pm
dose which is the $23.00 day mark missing a 60 percent reduction in new infections also some potential signs about transmission as well so there are relatively good signs israel has. lost count racks natured with the 1st 2500000 of its 9000000 people so pushing on to 30 percent of the population what they're going to do is to try to maximize the efficacy of little by not allowing new strains of the virus and to try to challenge that ari thanks very much kyra for so they're reporting live from question. plenty more still to come here on the news hour for you including. a call for change in 2 newseum demonstrators say they're fed up with broken promises corruption and poverty and they want the government out. he was considered tough but fair the legendary u.s. talk show host larry king has died at the age of 87. and in sports 3 of the biggest

himself but says new polls reported in a british newspaper the sunday times show scottish voters want a referendum to the tune of 49 percent they want independence a majority of all u.k. voters do expect scotland to become independent with in the next 10 years. those same polls show majority of voters in northern ireland also want a referendum on irish unification on the island of ireland the sunday times reported that 48 percent of voters in northern ireland believe there will be a united ireland as well within that time zone of a decade let's talk to in mclean he's professor of renaissance studies at the university of oxford he joins us from there on skype in good to have you back here on the news hour boris johnson london prime minister u.k. prime minister has already told nicholas sturgeon you can't have india reffed too so why is she doing this. well 1st of all politics not really
1:32 pm
study is that's my namesake so why. this is what you might call a game of chicken between prime minister barak's johnson and 1st minister nicola sturgeon each is waiting to see if the other one will blink 1st and. first minister sturgeon actually is being very cautious about trying to ensure that the referendum that she wants to hold after the scottish election in may has a sound legal basis this is because she is looking over her shoulder at what happened in spain and catalonia a few years ago where the council and government tell the referendum which the spanish government said was illegal is this risky for nicholas sturgeon in as much as scotland like the rest of the u.k. like the rest of the world in the middle of a global pandemic the positive testing result in scotland out of the number of people who are being tested for cove it is running at more than 9 percent that's
1:33 pm
a bad enough figure point number one point number 2 the economy is taking a hit clearly point number 3 they had an independence referendum 56 years ago scotland voted no so she's got to get the timing of this right so why is she trying to shake up the snowglobe of scottish politics here. well as to points $1.00 and $2.00 she has said that the referendum will be take place after the pandemic is over the reason she is shaking the globe now is that she is trying to prepare the ground by publishing a bill before the scottish parliament election which is in may so that's the timetable that determines her as to the argument that being put forward by the u.k. government that there was a referendum in 2014 which voted no and that settled it she has quite
1:34 pm
a strong argument against that which is that in that referendum those who wanted scotland to stay in the u.k. said only by voting no can you stay in the european union well the scots voted no and now they're no longer in the european union and so she's entitled to say things have changed and would she also come the referendum if she manages to get it at some point which you also have to on the same ballot paper i guess say by the way scotland do you want to rejoin the european union. she has not said that it will be on the same ballot paper but the scottish national party government has made it clear that they want an independent scotland to rejoin the yes is there a bigger problem here in for boris johnson it's the reality of the reality is that the u.k. looks like it's going to break up particularly if you look at a country like scotland where roughly there are the birth rate means there are
1:35 pm
50000 new 16 year old voters every year when they think about elections and they generally would vote for independence that's that's a broad sweeping statement on my part i get that of course but they are almost statistically directly replacing 505-5000 people who are shuffling off the mortal coil and not casting a vote and those older people would generally vote not for independence. that is probably true i don't have the numbers in front of me but i'll take them and try on trust the dangers from prime minister johnston are that he can go on saying no to a referendum. in fact i think from his point of view there is more danger in the situation in ireland than there is in the situation in scotland you mentioned in
1:36 pm
your introduction that the idea of irish unification which was completely inconceivable until i would think the last 12 months is now moving rapidly up the agenda there and the disruption to trade and every day life in northern ireland that has occurred since breaks it i think is pushing people there towards the idea of irish unification that one will be more difficult for him to stop. keeping on your professor of politics hat for a 2nd ian why is it again whenever we see the question of scottish independence being raised particularly out of hollywood nobody ever makes the fiscal case for this i remember in the run up to the 2014 referendum alex salmond was saying oh we've got oil we've got north sea oil it was trading in that it at that point 20132040 or was trading at 2 at $140.00 a barrel within 6 months of that referendum it had gone down to $40.00
1:37 pm
a barrel you can't base the economy of scotland on oil it just won't work surely that's that's of course that's completely correct the economic arguments that were put forward in favor of independence in 2418 were pretty terrible and mr john has taken that on board they are much more realistic about the economic prospects risk auckland than they were in 2014 and it is the weakest part of the argument for independents because the taxing position and spending musician of an independent scotland would start out pretty terrible at present. there in public expenditure in scotland runs far ahead of the amount of tax raised in scotland some something would have to give ok we have to leave it there i could carry on talking to you about this for another half hour but i can't i'm afraid in great to get your thoughts you and yours are in mclean there at the university of oxford thank you peter. thousands of people have joined protests convoys across brazil calling for
