this is al jazeera. watching the news our live from our headquarters here in doha coming up in the next 60 minutes protests and vaccinations the number of. actions worldwide is still rising and now stands at 100000000. israel says it's preparing for a possible offensive against iran creating a challenge for the new u.s.
1:01 pm
president joe biden. security remains site in the indian capital a day after a major protest against you farming laws we'll look at what options the government has now. and the tide is rising on the opinion around climate change a new survey shows 2 thirds of people around the world do see it as a global emergency. and i found out how much with all the sport. back on top of the english premier league at west brom 5 nil. the devastating effects of covert 19 laid bare this year on the news are as nations around the world face economic crises the challenges of vaccinating entire communities and the struggle to control the spread of the disease the world has now surpassed 100000000 cases that's the number 100000000
1:02 pm
296057 people according of course to the tracker at johns hopkins will focus on several countries here on the news which are across the spectrum of this global stories in a hotter is in tripoli lebanon where a strict lockdown has fueled protests people there are already dealing with an alarming economic crisis rory chalons is at london's gatwick airport as we wait to hear whether the u.k. government will impose a mandatory hotel quarantine for new arrivals into the u.k. 10 via choudhry is in dhaka where a mass vaccination program is underway it has more than half a 1000000 cases let's start with him in bangladesh tanveer given where the vaccine has come from across the border in india i guess this is covert diplomacy in action in a way. very much so i mean at least 7000000
1:03 pm
vaccine 2000000 were donated by india as a good whale 5000000 were part in a trilateral agrement between a back simple farmer the government and the indian government now all those vaccine are in hand right now history has already been made to force some 38 year old very close to the 1st person in bangladesh to be given the vaccine a dozen other health care in this hospital which is why behind me the general hospital where it will take stock and then at least 5 to 600 people across different hospitals mostly fos responder will be given this vaccine but it is a vaccine diplomacy right now bangladesh is only sourcing from india and right now there's a $7000000.00 government plans to start that general vaccination program from next month at least $1200.00 people per bed that's a dis 1000000 law considering that is $165000000.00 people and over including
1:04 pm
$1000000.00 going out refugees who are also under this umbrella that have to be vaccinated and the u.n. health organization and government is doing a lot of stuff together to protect their going as as common as 19 vaccine goes now one thing out to remind you this is a very densely populated country but it's a very low death rate with barely over $8000.00 and a half a 1000000 infection rate the country is a business as usual it took a konami blow in the beginning of the lockdown last year the government took a strategic decision to open up businesses and government offices other than schools you'll thing this country is totally normal of course everybody wears a mosque and take precaution but it is pretty much business as usual there's no sense of panic but the virus is very much in there people on an average 16 to 20 people die every day in this country so a vaccine is a must down the road. turn be a many things to be reporting live from portugal's cope with 19 fatalities reached
1:05 pm
a record 291 on tuesday as cases there continue to surge the government has been urged to seek international help with some hospitals facing a shortage of i.c.u. beds portugal has among the highest infection rates anywhere in the world relative to the size of the population the country of 10000000 has more than 650000 cases and 11000 deaths. the u.k. expected to announce new restrictions on citizens and residents entering the country very soon the rules will affect people coming from places where new coronavirus variants have been identified most foreign nationals from high risk countries are already denied entry into the u.k. now on tuesday the country did reach 100000 deaths from the virus or a challenge is at london's gatwick airport just of the british capital so rory we think we're going to get the management today or tomorrow from pretty to tell the home secretary. yeah that's right and i don't think there's going to be
1:06 pm
that much of a surprise when she stands up to speak in front of the commons this afternoon all the newspapers here are heavily trailing the government is set to announce that they are going to bring in this hotel quarantine measure for british residents returning from some countries but not all countries now we understand that the cabinet has been split on this with some parts of it pretty put out herself reportedly favoring a more comprehensive approach that all people returning to the u.k. should be asked to quarantine in hotels but the prime minister was reluctant to do that he had been written out of that by the heads of the major airlines british airways virgin atlantic saying don't go down that route that would be catastrophic for an already devastated industry. but the opposition labor is saying
1:07 pm
that what the government is actually chosen here is one half baked policy and scientists have also been criticizing a selective approach saying that look you know if you're going to be trying to protect the country from new variants of covert 19 you don't know where those are going to come from they're going to arrive on your shores if your airports are international train stations etc from countries before those countries might have even identified the new strain so if you're only making some people from some countries quarantine you leave yourself open to to potential risk down the road rory thanks very much for a challenge there at gatwick airport now the c.e.o. of drug maker astra zeneca says a 400000000 vaccine deal with the european union was quote not a contractual commitment. so the company only promised to try is best to deliver that quantity without any guarantees his comments follow anger from the e.u.
1:08 pm
expressed yesterday after astra zeneca was forced to cut supplies citing production problems also blame the timing of the contract saying the u.k.'s obligations need to be met 1st. so lebannon people are continuing their protest against lockdown measures and the dire state of the economy. security forces were deployed to the northern city of tripoli to protect government buildings at least 60 people have been injured since monday officers in a holder joins us live now from tripoli just the time lining of what's going on in tripoli they were living with the reality of an economic crisis anyway then and then the local government the national government reacted to that and nobody's happy with that. lebanese are back on the streets back on the streets like you mentioned because the economic
1:09 pm
crisis is not new the economy collapsed over a year ago and this is one of the most impoverished cities in the country this that this fix really tells us how serious the situation is 500000 people families that scares me they need assistance that is 2500000 people in a small nation like lebanon where the population is an estimated $5000001.00 3rd of the workforce is unemployed according to the united nations more than 50 percent of the population living under the poverty line living on less than $14.00 a day here in tripoli if you can see behind me that doesn't look like there is a lockdown the people are defying a 24 hour curfew a very strict lockdown and a lockdown which there is only a few exceptions only essential workers are allowed to venture out but as you can
1:10 pm
see 50 percent of the workforce there informal workers people who live day by day if they don't work today they can't feed their kids and this is what people here have been telling us and there is so much anger at the authorities for failing. to provide any assistance whatsoever there have been 3 downs in the past year each time the authorities provided help to $230000.00 families $47.00 in fact which many said were not enough but this time around during this lockdown no assistance has been this 1st as of yet so you can imagine the anger and definitely there is also a health crisis people know that they have seen the pictures inside the e.r. as of of the hospitals across the country doctors are struggling hospitals are overwhelmed the number of cases are on the rise because the authorities opened the country over the holiday system so this season they allowed parties they allowed social gatherings so there was
1:11 pm
a really steep rise in the number of corona virus cases and now doctors are saying the lockdown which is set to end on the 8th of february may yet be extended so this is going to cause a lot of suffering more burden on the people and the nation the government is is nearly bankrupt how are they supposed to help the people and politicians refusing to make any concessions in order to be eligible for an international financial bailout they're holding on to power instead of agreeing to carry out much needed reforms so that the international community will provide them with financial assistance so tonight so protests many people here say they will keep taking to the streets and keep crying for help but we've seen how the authorities responded they responded with force thank you very much in a lot of the reporting life the news from tripoli lebanon. china is pushing to test 2000000 people in just 48 hours to contain

a new 1000 cluster in beijing people into downtown districts have been lining up for testing 19 new cases have been reported in the city within the past 7 days and the capital's been in a partial lockdown since the more contagious u.k. variant was detected there one week ago. in mexico the death toll from covert 19 has crossed 150000 that is the 4th highest in the world on sunday the president announced he tested positive for covert 19 the government is very close to signing a contract for russia's sputnik v. vaccine manuel explains. the 1000 al break in mexico continues to worsen this week deaths in mexico from coronavirus surpassed 150008 figure much higher than the one health officials had predicted for the start of the year. news that mexico's president and the basement. tested positive for the virus has sparked renewed criticism over his handling of the pandemic. critics

point to the president's refusal to wear a mask and continuing to hold public events even as health officials warn the outbreak in the country was worsening but he doesn't we had a face mask that's what happens when you're going to be at a facemask the problem is because the person their problem is that wind up in them excited the president did not take it so seriously unfortunately he tested positive and now they have to take measures for him to recover we are all exposed from the president to any citizen. president lopez obrador now joins the list of other latin american leaders who have tested positive for cope with 19 a list which includes brazil's. guatemala's on the 100 jemma day in honduras is one orlando in on this. sources close to lopez obrador see the mexican president is being treated for mild symptoms it briefly then there's only one president of mexico and race manual lopez obrador and it should be clear that he remains in full

1:16 pm
israel the new u.s. administration is drafting its approach on dealing with tehran harry force it has more from west jerusalem. so help me god congratulations mr president. and it's up to joe biden was sworn in as u.s. president last week israel's prime minister released a congratulatory video. referencing a warm personal friendship and also his government's immediate priority for the new administration and to confront common challenges chief among the threat posed by iran on tuesday israel's top general turned up the volume saying he was preparing new attack plans targeting iran. i have instructed the i.d.f. to prepare several operational plans in addition to existing ones which we would develop throughout the coming year the power to initiate them lies with the political echelon however they are friends of options need to be prepared ready and on the table. the general will the new u.s. administration that returning to the iran nuclear deal from which donald trump
1:17 pm
withdrew in 2018 would be a mistake that would allow iran to develop a nuclear weapon cause less chemical in even if there's a similar agreement with a few improvements it is operationally and strategically wrong it's operationally wrong because they will again allow edits in our even before in iran to enrich uranium to develop centrifuges to develop even the capabilities of the weapons until developing a bomb. the message was delivered on the same day that joe biden's pick for secretary of state was confirmed by the us senate have to realize 2 week anthony blinken signal that the u.s. was not preparing to rush back into the deal and would consult with israel and other regional allies on its policy for its part iran says time is short for the u.s. to revive the deal is the joint comprehensive plan of action or j.c. . any progress in this regard is totally dependent on the practical steps that the
1:18 pm
u.s. will take to meet its obligations under the reason lucian 2231 actually i may because time is limited and the window of opportunity for the u. s. and the european members of the g c p a remains open for a limited period iran is still reeling from a series of blows inflicted during the last year of the trumpet ministration including the us assassination of its most revered military figure kassam salah money and the killing of its chief nuclear scientist most in fact residing which tehran attributes to israel and israel a shift away from trump's hard line on iran is a major foreign policy challenge provoking a debate about whether the government should confront the biden ministration publicly or lobby behind the scenes in this instance the public confrontation has come from the head of its army air force it al-jazeera west jerusalem. ok we have 3 correspondents covering the story alexander go for is in moscow to tell us more
1:19 pm
about the russian interests in their stores or body as in tehran 1st let's go to west jerusalem back to perry for said harry we were just watching your reports there this puts mr biden in a difficult situation i mean israel washington very strong allies but we've got a new president who perhaps mr netanyahu doesn't feel best disposed towards compared to what went before. indeed he. could be working from home issues. slightly gerry read certain tripod yes as you say this is i think interpreted here very much as a. send a very clear message by the administration in some debate here in israel as to the best way to get the biden team to really get here to israel's demands to the maximum that they can in terms of ensuring that if there is going to be a return to iran nuclear deal would be a very different one set up
1:20 pm
a whole load of stringent demands that are very unlikely to be radians to meet they would accept the or endorse the u.s. returning to such a deal 'd. and so there's been a debate as to whether the best way to do that is to confront the americans publicly or try to be behind the scenes we do hear reports in israeli media that the chief jew in washington d.c. soon. to try to conduct. scenes but they seem to have given the military chief. a pretty prominent role in giving the message that there is an updated set of plans being formulated and will be on the table that israel if it feels it has to retains the right to take unilateral military action to stop iran from getting a nuclear weapon so this is a strong message i don't think it's one that's being interpreted here as an
1:21 pm
imminent threat hope military action i think it's more about the stagecraft in the state craft of trying to get the new u.s. administration close its new israeli position thanks very much in the west jerusalem let's talk to. us in tehran any iranian response yet also. no and that's calling on its president hassan rouhani his recruit cabinet meeting or. early on wednesday morning he didn't specifically respond to these threats that were made against iran and he said in general that iran maintains its position and that the remaining signatories of this nuclear deal have to uphold are and they have to they're waiting for a commitment to be matched to with a commitment the iranian position is one that they say since the u.s. left the nuclear deal and imposed a series of sanctions on iran they should not be the only one left complying with that nuclear agreement and as a result they've taken a number of steps to reduce those commitments all of which they say are reversible
1:22 pm
immediately if and when the u.s. returns the nuclear agreement and lifts the sanctions the point of contention here is that the iranians say the united states can't just return to the nuclear agreement without lifting the sanctions they've imposed on iran since they left it in 2013 there is a series of events which need to happen before the u.s. can rejoin this deal but also there is the conservative voice within iran that is very loud at the moment that saw a passing of a bill in parliament which the man that the government accelerate the country's nuclear program to put more pressure on the u.s. administration we've seen so far iran is back up to 20 percent enrichment levels under the agreement of the nuclear deal they're supposed to be at 3.67 percent and they have now given a deadline to the biden administration till the end of february for them to show something is so the iranians will believe that they are serious about returning to
1:23 pm
the deal otherwise iran will limit the access of i spect years right now there are abiding by voluntary protocols of the nonproliferation treaty meaning that the i.a.e.a. inspectors can come into iran and visit any of the nuclear sites on announced but once that is done the iranians by the end of february say they will take that privilege away and they will go back to what it was. like before the nuclear deal that is the inspectors will have to submit a request to come in to visit these sites so this is another pressure point for iran and other step they will take by the end of february if the united states continues on this path and of course we have presidential elections coming up here in june of this year and that will be very this deal will be very important and how they elections play out in the country there's a lot of voices. within the conservative camp saying that this deal is dead it there is no point in really trying to revive it but the moderate voices and the
1:24 pm
current government are still adamant that there is a possibility to try and salvage this deal dosser thanks very much live out of moscow and reporter alexandra and xander what do you think the russians will be saying to the americans when it comes to sort of fine tuning their reaction to what we're hearing from israel. what we don't hear still have a reaction on what israel has been saying but not quite at this point it's quite clear what their stand is when it comes to how to proceed from this situation what they're saying and they're basically under same page with iran is that the u.s. is the one that has to make the 1st step they have to 1st lift the sanctions imposed on their own and that creates preconditions for iran to basically go back to what was agreed in 2015 now they were very critical of us when they withdrew from the joint from from this iran nuclear deal they were saying and insisting that
1:25 pm
it is having a negative impact on nuclear arms nonprofit remover ration that is also endangering the stability of this region we do know that russia is strategic rather reasons to future partner for russia and the withdrawal pushed all of the close ties between moscow and they head on to be even fight there to be even closer. at the same time moscow doesn't want iran developing nuclear weapons so they have to whatever their response is going to be to the israel move or us more they have to balance these 2 to keep their position in the region to keep iran as a strategic partner but at the same time to carve iran's nuclear ambitions and for sure this iran nuclear program has been treaty has been one of the 'd topics or platforms on which moscow hopes they can rebuild their relation the relations with
1:26 pm
us and the hope has been expressed the moment joe biden was elected the president at that they can go back to working together on this issue and this was one of the topics of the conversation phone conversation between the russian and the u.s. presidents are very recently with russia saying that the normalization of relations is in the both sides interest and that this is possibly one of the global issues on which they could possibly work together alexander thanks very much alexandra gold for the in moscow. russia's lower house is ratified an extension to the nuclear arms control pact with the united states the last remaining arms control agreement between the 2 countries after donald trump withdrew from 2 others during his term in office the new u.s. president joe biden proposed a 5 year extension the deal was to expire in about a week. the un and oxford university have conducted the largest ever survey on
1:27 pm
climate change they found 64 percent of people recognize it is a global emergency they polled 1200000 people in 50 countries on the attitudes towards climate change and how they'd like their governments to respond of those polled the most concerned were in the u.k. and italy for a general trend did show the higher the level of someone's education the more worried they were in every country more young people than old people believe there is a climate emergency and more than half of respondents want their governments to conserve forests and land invest in renewable energy promote climate friendly farming methods and create green jobs stephen fisher is a co-author of that report and also an associate professor of political sociology at the university of oxford he says the survey threw up many surprises. the most surprising and perhaps important findings to may is that of all the 18 different
1:28 pm
climate policies we asked about people were willing to pick as many as 8 on average and that number went up to 10 in some of the high income high education countries and even as high as 12 in a few countries even those who didn't think that climate change was a global emergency don't use that term still they want climate action still they pick 6 that's a 3rd of the 18 policies we asked about and those policies are over wide variety of different things nature and the g. the economy transport farms and food protecting people and one of the top 4 policies is investing in green industry and jobs and that's going to be particularly important as countries start to think about economic postcodes recovery plans and wanting to make those environmentally friendly and this show that survey shows that there's demand right across the globe to make this postcode
1:29 pm
recovery a an environmentally friendly one. still to come here on the news hour the u.s. president commits to vaccinating millions more americans sooner than was previously anticipated. and in sports english premier league side chelsea have a new manager santa will be here with all the details coming up in about 1520 minutes time. how the weather is looking much moderate cross west in parts of europe as we go through the next couple days also a cloud tumbling in from the atlantic and that's going to bring that much milder air into many pos particularly down to the southwest says quater is colder over towards central areas but we have still got some live is still is just around the black sea pushing up towards that's eastern side of europe we have got the mild air
1:30 pm
then it's down towards the southwest temps getting up to 18 celsius in madrid about 10 at this time of year for the north winds intense in london and paris don't too bad at all but as it bumps into the colorado looking at that some pieces of snow around the out surround the baltic states around the eastern side of europe the mild i will continue to push its way in that across spain a push who should be last you try and find here because we go through the next couple of days but the west the weather will continue to push its way into northern parts bringing with it a risk of flooding for some pushing across france and heavy rain here easing into germany snow there around the outside snow in the leading edge of that which aggression make its way into poland and the czech republic and some out west the weather into central areas of the med will just laugh along the coastal shores of algeria pushing across northern parts of egypt a brisk wind south of that is fine and dry and staying very warm to the gulf of guinea.

frank assessments you've got colleagues on the ground there in the canaries what is the situation there is on the. doctor and one nurse for 2200 people informed opinions how big does foreign policy figure in the early stages of a bi ministration he comes into office with a huge amount of foreign policy experience in-depth analysis of the day's global headlines how will a place like it live get a back seat when there's no money at all the rest of rich countries are fighting for an inside story on out just 0. i really did bad things with i.b.m. to forgive somebody like me a convicted war criminal who seeks out the survivors of a prison camp to apologize for the crimes of his past i just can't get even with that as showing. the unforgiven a witness documentary on al-jazeera my own team asked beth to not let me actually.
1:32 pm
welcome back you're watching the news are imputed over here and though recapping your top stories could hit 19 vaccination campaigns started in bangladesh me and mark but the devastating effects of the pandemic are being felt in many nations as they struggle with new virus variance and economic crises. the united nations and oxford university have conducted the biggest ever survey on attitude towards climate change and the majority believe it is a global emergency it's the opinion of 64 percent of the $1200000.00 people who took part in. israel senior military commander says he's ordered his forces to
1:33 pm
speed up preparations for possible military action against iran he's also urging the u.s. president joe biden against rejoining the iran nuclear deal. well so far washington biding his time to see if and when iran complies with the nuclear deal here's alan fischer outside the white house. it's clear the by the administration doesn't want to get involved in a fight with a close rival this adly on in the whole process putting out a statement telling al-jazeera a senior administration official confirming that as they have long said they will consult with allies and partners in the region including israel before deciding on the way forward with iran we north throughout the election campaign joe biden said he would like to re enter the deal but perhaps would like to renegotiate some of the towns one of the things that it can send him arounds ability to test ballistic missiles now we know that the administration was very tough on iran and posed a lot of sanctions some of them all of them in fact still in place no sign that the
1:34 pm
by the administration is about to lift them this was all about getting iran back to the negotiating table that didn't succeed we know from senior figures in the biden administration's national security team that there's nothing really pressing as far as they're concerned we had from admiral haynes during her confirmation hearing she is the new director of national intelligence seeing exactly that nothing imminent and tony blinken who will be the new secretary of state come wednesday he has said that the united states would perhaps consider going back into the nuclear deal if iran was in full compliance putting the onus on iran to make moves before the united states does what we do know is that the biden ministration would like to renegotiate the deal but they say they'll consider going back into the iran nuclear deal when it's right for the united states and if it's right for the united states ok let's bring in rodger shanahan he's a research fellow with the lowy institute in sydney and roger welcome back to the
1:35 pm
news hour why is israel sending out these very strong signals now. it's not i think . and the ministration though obviously feel that left out of the negotiations it is them trying to get on the front foot in the early days at the bottom ministration and trying to influence as far as they can they ministrations willingness to go back into the j.p.l. ways i think this is just sitting on the ground very publicly about israel's position with respect to the agreement if the by the administration makes demands are you if it says we do want to renegotiate a little bit sore nipples at the edges of what everyone signed up to in 2015 would that please the israelis but not to please the iranians.
1:36 pm
well listen i don't think. to start with that iran is is really get to be either into negotiating a king outside the original tenets of the j c p i i have said all along that. abiding by that they sign it in good faith europeans. more or less say the same things so i think what we're going to see it for when it happens is that the. j c p i as it was a great 2 document that it is that the parties that he too again i think on top of that there might be. attempts at negotiating other issues but i don't think the j c p i itself is likely that they renegotiate are we seeing from this new still very new biden ministration something that american administrations have done historically with iran down the years anyway and they kind of mis reading or
1:37 pm
misreading their own prediction of the iranian reaction because when biden was signaling very clearly look we've got positive things to do together on the g. c.p.o. a the 2050 nuclear deal they were obviously expecting a reaction which was a few let's all get together again it didn't happen instead of which the iranian government's reaction was actually here's a deadline this is the deadline and you guys have got to sign up to this by that deadline. well it's not think we're saying they very early dies of the negotiations by the parties yet the u.s. is letting it be known out there that there might be a i mean trysting in expanding medicare patients that they want to say iran come back into the c.p.i. before we talk about a guy shot sions irani sighing that sanctions have to come off before that will guy
1:38 pm
back into jessop ai because they feel that they've done nothing wrong so i think i would say those 2 positions are quite wide a pot of mine and like with old negotiations i think we'll come back to the center in the u.s. is trying to cya at the moment that they are not in any great hurry to do that which i think's the right thing because they've got some pretty significant domestic political agendas to address at the moment ok we have to leave it there rodger shanahan in sydney thank you very much thank you. the indian government has tightened security in new delhi after an unprecedented day of protest by tens of thousands of farmers 2000 paramilitary soldiers have been deployed farmers have been demonstrating for months now against new laws they say will ruin their livelihoods and help big businesses was. police in new delhi say they've detained $200.00 people per day after the farmers breached one of the capital's most prominent landmarks the red fort one person was
