and other top people. under detention and a state of emergency manufactured by the military to justify your long seizure of power there's a growing list of nations expressing concern over the situation in myanmar as well as the united nations the u.s. state department has called on the military to release all those who have been detained australia's prime minister says his country is keeping a close watch but these are rather disturbing. developments i'm aware of those troubling reports in the foreign minister has been following and the banks in myanmar have shut due to poor internet connection and not knowing what might come next people are stocking up on supplies scott heiler al jazeera let's get updates now with that ali file she's joining us from yangon so set the scene for us allie now that yang gone and in fact the rest of the country has been plunged into a state of emergency. in the air things in yangon not
1:05 pm
a not too dramatic we have seen increased police presence special and a few military security vehicles being driven throughout the city we've got sort of riot police presence around and soon they which is where the city hold them and that's quite often the focal point will protests and also and it was a focal point for the the military coup in 1908 so i think that's you know. famously many big tanks drove across in front of it so that around that sort of area you are seeing increased increased police presence but generally there's not too much going on there's not we're not seeing heavy military presence like we might have in the past in previous coups here things are relatively quiet there's a long queues at a.t.m. machines because the bank closure is a little bit of nervousness and panic and tension in the air but it's not too much going on and just just a few hours ago just not long ago there was some pro military protesters.
1:06 pm
gathering around and soon they around that city hall area meant she diana and there had been some clashes with journalists matel attack on journalists so people are getting definitely very nervous about that and about that kind of thing happening more and they're those kind of protesters are have been coming out of the streets for a while in the last couple of weeks they've been having almost daily protests and they're obviously emboldened by this move in the military what about the protests cold on. cheney do we expect people to come out and protest. it's really difficult to tell at this moment i mean i think one thing we definitely know is that this is going to be a very very unpopular. but whether we'll see that translated into a popular movement or a popular response it's yet yet to be determined you know there's still
1:07 pm
a huge amount of fear nervousness this is early stages we're not quite sure how it's going to go in the past the military and their crews have been very very they've been deadly they've been dramatic they've been very brutal and so everyone a lot of people here a lot of people live in yangon they remember those days you know this was in the late eighty's that the last violent today i think that they have basically there is caution still at the moment and although i do think that people will be influenced by those words attributed to uncensored see that statement released by the an audi it's the they will need to be rallied behind someone and we have seen an arrest of a lot of high profile activists they go in the last few hours as well people from the 88 generation who were the student leaders of the protest in 1988 and they've a lot of them have been arrested and so so have some of the popular figures tests
1:08 pm
writers filmmakers saying as people who a seen as the kind of people that would be able to rally enough people to have some sort of popular movement and allie let me ask you very some in the military has been saying for a while now or alleging or rather that the election was fraudulent so really hammering that point and so has this coven come as a surprise. i think there were definitely morning signs it's been rumors since choose day when the military held a press conference to complain about fraud and to to call for an investigation into very distraught in the november elections after that during that press conference the military spokesperson refused to rule i'm to when asked and that was when spears really began the fall that the tension had haven't really reached peak levels and so the last few days since tuesday there has been a lot of tension and fair but i think
1:09 pm
a lot of people really didn't think it was it was still didn't think it was going to happen and there was a lot of speculation and debate but generally it was thought that the military still have a huge amount of power under this constitution it was specifically written by the military so that they would have this power and so it didn't seem logical and i think that was one thing that a lot of people are saying is that this is not so much of a military move but move by the commander in chief who as an individual was due to retire in july and was perhaps worried about losing losing power and the only way to extend his power would have been to call a meeting of the national security council something that the n l d has to do the president chosen by the annulled he had to do that and they had have been refusing to do it the entire time they've been in power the last 5 years of that they've never called a national security council so they've never given the military that opportunity or men online that opportunity so it may be just almost his own personal ambitions and

driven ok ali fowle reporting from yangon ali thank you. let's cross the border to india elizabeth peron i'm joining us from new delhi so india will be looking at the situation in myanmar with particular concern elizabeth. well that is what the ministry of external affairs have said they released a statement saying that they are noting the developments with deep concern that india has been steadfast about support to the process of democratic transition in myanmar and that the rule of law and the democratic process must be upheld that they are monitoring the situation very closely india has very close ties with me on my invested a lot in the relationship since the democratic transition of power began in 2011 the 2 countries share a 6100 kilometer land border along 4 of india's northeastern states and west of
1:11 pm
myanmar they also have a more than 700 kilometer maritime border in the bay of bengal and because india sees in myanmar it's a gateway to southeast asia it's invested in large infrastructure projects over the past 3 years it's trying to bolster its presence there and bolster trade and has close ties but it also has a somewhat complicated relationship and that's because while india has supported the democratic process it's also maintained very close ties with the military because of its security concerns in the north east various armed groups in the northeastern states have had bases in myanmar over the past few decades and for that reason india is army has worked really closely with me on mas military to put pressure on those groups they conduct many joint operations as well as that india has always seen maintaining close contacts with me i must powerful military as a way to balance china's influence in the country and that's just one of the
1:12 pm
reasons why india has never criticized. handling of the violence against the hanger which led to. tens of thousands fleeing the country into india now general men playing who is now in power in myanmar he has visited india and there have been several meetings visits by not just the top level military commanders but both prime minister that is more the end to each other's countries and so analysts here are saying that this is not what india wants to see that this is the last thing in fact that india would want to see is a weakened to me on my on its border and of course we can myanmar that mice give that might sort of fall into the clutches of china because of the military being back in power and being pressured to do china's bidding in the region ok let's put that to katrina you from beijing elizabeth for the time being thank you so much so katrina china has strong ties with me and more what are
1:13 pm
we hearing officially from the government over there. well china's foreign ministry has released a quite brief statement in response to what's happening in yen lives it said that china hopes that all sides could properly manage their differences under the constitution and legal framework and uphold stability they do also described itself as a good friendly neighbor to myanmar and said it was watching closely and waiting to see how things develop to there are quite a muted statement no criticism whatsoever china has tended to take a non interference approach to these matters and whilst importantly beijing seems to be concerned about stability the stability in the end of things should escalate how that might affect the greater stability of the asia region but of course man is very close to china relies on china economically tun is the biggest trading partner 2nd largest source of foreign direct investment and china is a 2100 quot much of border with my animal. has been cultivating this economic
1:14 pm
relationship over the past few years it's signed the belgian road initiative the r c e p it has its own china myanmar economic corridor and this relationship is not just confined to trade there's also a political element china is one of the lone countries who has been supportive of. policy towards the written ger and myanmar in turn has supported china when it's come to shin john. hong kong and taiwan but it is true in saying that under our own song suchi china's influence indiana has waned somewhat compared to what it was when the military junta were and power trade is not what it used to be and there have been some crucial chinese infrastructure projects that have stalled which are frustrated the chinese government so recently actually just 3 weeks ago china's foreign minister one he visited and when he was there he sat

down with aung sun suu kyi signed if you remember those talked about kick starting a railway project china sending some. cove in 1000 vaccines as well and quite crucially one also sat down with myanmar's military commander in chief at the time now we do not know of course whether there was any discussion any consultation between the military to communicate their intention to launch this coup to beijing but what is true is that the military will certainly need backing going forward especially if any other into international players place any economic sanctions in on myanmar on the military beijing's economic support will be a sort of lifeline for 9 hours military going forward certainly beijing hasn't commented on that directly but it's watching very closely the main thing for beijing is ensuring that its own interests of very well protected and they're also going to be watching and waiting to see whether this transition office china any

other opportunity to expand its influence in the region to ok katrina you were reporting from beijing thank you so much while there been other world leaders who have condemned the military seizure of power and me and mar let's not speak to natasha butler she's joining us from paris that's also tell us about what some european countries have been saying about the current how much leverage they have. yes quite a bit of reaction coming out of europe the head of the european union commission on delenn put out a tweet a bit earlier saying that she strongly condemns the coup and then also she says that there must be a rapid return to a legitimate civilian government those sentiments echoed by the head of the e.u. council sharm michel also condemning the coup saying that the vote that was held at
1:17 pm
the end of last year must be held must be respected he also called for all of those that have been unlawfully detained in myanmar to be released and we found reaction here in france as well from the french governments the french government spokesperson. speaking a bit earlier he said that france is watching the situation very closely indeed with a lot of concerned paris watching hour by hour were his words he also said the paris is talking to international organizations and partners including the united nations as concern grows also concern in france for any french citizens french nationals who are living in myanmar so watching the situation very closely there and those sentiments echoed by the german foreign ministry who also put out statements condemning the coup the european union has been very adamant over the last months that it is very important that me and mar continue to go down what it calls what
1:18 pm
the e.u. calls a democratic path they were supporters of the elections at the end of last years a lot of concern here in the european union all right natasha thank you for that update from paris or particle him as in the u.s. as the new biden administration will want to take an assertive stance on the coal. i think we can expect the by the administration to take quick action on this but remember this was joe biden he campaigned for president saying that america needs to reengage the world america to take up its position as leader of the free world i think you'll see this is an opportunity to send a message that you're serious about that and you want to rally international opinion we've already heard from the white house they said the president was briefed by his national security advisor and they are warning that sanctions. that they that these people need to be released immediately and if not steps we will take action against those responsible the senate foreign relations committee under
1:19 pm
senator bob menendez went even further saying that they will probably they will pursue economic sanctions as well as other actions and the senate foreign relations committee draft chairman going on to say these are the same people who committed the genocide in his words of the regime and that they will take necessary actions i think you'll see that by demonstration want to get in front of the 3rd round of want to get in front of the cameras they're going to want to put out whatever sanctions they want to see put in place because they see this is a time critical situation and also the 1st test of the biden presidency he said america will retake its leadership role in the world this will be his 1st chance to show how directly do that laura by the money has more on i'm jonathan chance turbulent relationship with the military. she was once considered a beacon of democracy who stood up to the country's powerful military leaders now
1:20 pm
the military has seized control and arrested her replacing her with a military general it says the action is legally justified but many reject their concerns as an institution that the election results will trigger government policies that will weaken the military's power system i think everyone in myanmar understands that they're using the law to their advantage the coup is a culmination of a turbulent relationship between suchi and the military that's been going on for decades suchi is the daughter of the late nationalist leader aung sun and she spent much of her youth overseas. she returned home in 1808 when she joined student that protests against the military the taken power and in 1962. the movement was crushed and hundreds of protesters killed. a year later she was
1:21 pm
imprisoned in her family home and would spend 15 years in detention. in 2010 the military released see chief who walked free among a large crowd of supporters. it is this fickle to achieve democracy and after we achieve democracy it is hard to maintain we have to do a lot of work and we have to take things slowly. in an historic shift for military rule cheese national democratic party came to power in 2015 she became state counselor and the de facto leader of. but after 5 decades in power the military maintained much control. the constitution allowed to control the defense and interior ministries and it was guaranteed a quarter of seats in parliament. that gave it enough power to veto any changes to the constitution. suchi is extremely popular in the. in
1:22 pm
2900 she appeared in the international court of justice when she defended the military against allegations of genocide in 20 twentieth's november election her n.d.l. party won a landslide victory the military kind the win was fraudulent just over 2 months later it seized power by fools provoking widespread criticism. cities previous detention did little to undermine her popularity but now it's unclear how active and vocal her supporters will be under threat of military action nor about al-jazeera i suspect that they would matheson was a young on based analyst of me and maher he's joining us from chiang mai in thailand thanks for speaking to us on the news hour so we have a situation now where the military is saying that it will hold on to power for one year and then it will pass it on to the civilian government how likely is that
1:23 pm
well whatever military stage a coup it is and set a timer i think it's fair to say just trust and once they get a taste of. i don't see whatever time. that they can make 6 and actually be trusted . you know and all of these promises that there was a coming out today that they want to hold the election and all of these things this is fundamentally a rabbit. and i don't think that matter and shape and those close to him to be trusted a moskowitz or so what do you think there are a lot of game plan as. i think holding on to power and and basically shifting things to maintain their interests now conventional wisdom last week was that they've got it so good anyway why would they actually stated you could well obviously did their calculations are a much different i think that they can better serve their interests holding onto power this and that and then unfortunately the democratic progress the concepts of i mean that's the thing you talk about their interest but they are already had
1:24 pm
significant power and they were looking after their interests and manned mars so just a few days ago they also appear to walk back threats of a coup so why do you think they did this now. i think it's essentially about one perhaps about the commander achievement on a lot and he had no. he had no retirement plan he wanted to hold onto power and he decided to take the entire institution of the military with it and he's been setting up i think to several months is very careful narrative that there was something deeply wrong with the elections which is just not true you know that there was certainly deficiencies but the extent to be the malfeasance that the military is is alleging is just not true i think this is all about the deluded grandeur of one man and the fact that the military thinks that it can actually bassett's interest by holding on to you know all the leaders of power and sorts i think that's going to be counterproductive but to them bit differently to the rest
1:25 pm
of the concert what do you think will happen on the ground because the. leader has called for protest i think people will actually come out in protest. i think if you compare some of the public outpouring of support on censorship and the n o d ahead of the election and the digital ation over the landslide victory this is essentially a betrayal of all those people who voted for all censorship so i do expect that less people will be serious throughout the country i mean there is no way that the military can argue that this was a close election that there was. grafton sorority and involved which could question the outcome and so people quite rightly see this is as a grab for power and the military assault loses and basically want to take over the country and this is a massive backwards and people have been used to their freedoms over the past 10 years and the military is directly challenging the people it's not just an elite
1:26 pm
group out this is the military challenging most of the people of yemen so what do you think the range of options will be for the international community to consider i mean some countries have already weighed in some countries in europe as well as the secretary of state a new united states. i think that there is no other choice but to widespread condemnation across the ball you know japan was one of those countries to endorse the elections after that we hope that november i think they're going to be exasperated by what's going on because of being a big supporter on censorship and of try to engage with the military to a certain extent i think china will just be. really quite exhausted with the inability of the military to actually be rational active so the west i think it's going to be a massive betrayal or go all the support that the western diet has it given to this democratic transition over over the prospect that i think the countries of southeast asia will be really quite. quite frustrated with the amount military
1:27 pm
to doing this and certainly at a time during the 10 demick and lots of economic crises going on this just makes the military looks incredibly. bad say in in their commitment to democracy that makes them look incompetent so i think did these national community groups it's going to be very very negative and so lots of countries like the united states are so there's there's probably legal triggers that will have to come into force because of a coup d'etat so this is also the search to isolate me am i just at the time which was it was opening up to the well about possible yes all right thank you so much david matheson for speaking to us from thailand well officials in bangladesh have called for peace and stability and meanwhile are but this has now cast out over the repatriation of hundreds of thousands of probing or refugees living in cox's bazar tanvir chadri will join us now from the capital dhaka so what official reaction is
1:28 pm
there from the bangladeshi government and as we're saying cox's bazar is one of the largest refugee settlements in the world hosting the region goes. absolutely well the 1st official reaction was from the foreign minister he said it really doesn't matter who is in power the repechage issue an agreement must be followed through now the foreign minister itself send out a press release saying that 8 hopes that the constitutional arrangement and the democratic process will be upheld in myanmar although i spoke to some official off the record they're still concerned they think that my military might take a hardline approach it need to be set in context there has been recent trilateral meeting between china bangladesh and myanmar china is a very close ally of bangladesh it has been trying to influence china to accept pressure on me on my own to start their repat ration process and there was some progress there was going to be another meeting in director general level of foreign
1:29 pm
office of both that country to start the process. me on my say that it won't be anytime soon. chilled june or july not that cold thing might just fall apart because they'll be too busy with domestic politics right now there's been interesting reaction from the camp i spoke to a lot of the leaders as well as some community people i know they're happy actually they said that she is behind by rather detention they said she has been a big failure for us she gave us a lot of hope we we haven't voted for us many of us during 2015 election but she let us down it was during her time that general genocide and the trust that it took place there not very happy with the military because the military has been the key from 6 days on was to systematically you know crack down on joining us and deal them we still have to hear from the prime minister off base on any official statement from bangladesh in regard to the coup in me and maher ok time here thank
1:30 pm
you very much for that update from dot com let's discuss rolling now with ron lee who's a visiting scholar at the international state crime initiative at queen mary university of london he's also the author of the both mean mars rolling and genocide history. yes in london thanks for your time with us on al-jazeera we'll get on to the subject of bangladesh and among the 1st let's look at the situation for the one who gave me a large self so the military is accuse the genocidal intent in the past against the rohingya and the u.s. has sanctioned the man himself who is now in charge of the country so what does this mean for the rowing. well it's bad news for those really good who are still in myanmar and it's an important distinction to make that this just over 1000000 in refugee camps across the border in bangladesh but a similar number are living in their ancestral home in northern rakhine state mean much that this situation as of yesterday was was already pretty grim
1:31 pm
120000 really there have been but our concentration camps since 2012 but when the military is in power and the complete control in myanmar the really good situation is always worse myanmar's military is a violently buddhists nationalist institution and it simply doesn't believe that the rich have a legitimate place in me and mao's national fabric i think today is very very bad news. who are in myanmar and equally bad news for who are in bangladesh should like to come home now what does this mean for that plan or their hopes rather that bangladeshi author already has had for the role in cox's bazaar to be repatriated back to me and is that just not going to happen. i don't think it will i mean the day she's understandably anxious for a population of 1000000 foreign nationals to be repatriated to the place that
1:32 pm
they're from to me and their ancestral home where they are they should be entitled to citizenship rights and to have that human rights respected but that's not something that's likely to occur with the military in charge it me and my i think a big issue is that the the review will be very reluctant to go back in these circumstances a precondition for their repatriation was was always from the rangers point of view that their human rights with the we would be guaranteed that the human rights would be respected and that they'd have a clear pathway to citizenship i just don't see that being any more likely with the military in charge in me emma it will be deeply frustrating for those who desperately wish to return to their home but return with their human rights respected and minutes very important that they don't return to the same genocide or conditions that forced them to flate rights and sound so cheer herself. lost some
1:33 pm
of her legitimacy on the international stage when she refused to condemn the moves against the roof by the military and to what extent was that perhaps a part of the strategic decision made by the military to stage this code did it play a factor. i think it helped i mean i believe from the military's point of view they needed to either be diligent in my zone sense to cheat domestically and they were able to do that. remains incredibly popular with me and mom but they did manage with her assistance to deal with it in my eyes internationally and i think we all now see what the effects of that now that there has been a coup whether or not countries that in the past were prepared to come to the aid of me and not at the direction of own sense that she whether they take
1:34 pm
a different perspective different approach this time my suspicion is that the international actors who engage with me and not from now on will be a lot less likely to take their cues from among same suit shape and i think that particularly at the moment we've got an opportunity with an incoming administration in the u.s. to take a very different approach to me and ma made from the rangers point of view. the biden administration has said all the right things but the rich get what want more than words they're going to need genuine actions there's an opportunity today for the u.s. to sign up to the gambians case at the international court of justice against me and ma and asserting that me and ma has not lived up to its responsibilities under the genocide convention and i think to this is
1:35 pm
a real opportunity for the us to to very productively in gauge we thank that the issue and the written get community there to ensure that there's some acknowledgement that the regime has residency in bangladesh will now be longer term than was expected and to give the rich. some meaningful life opportunities as refugees in bangladesh knowledge in that they only and not nationals but giving them a chance to have a real life ok iran and the if so much for speaking to us from london. let's move on to other news now and al-jazeera as an investigative unit has uncovered a criminal network colluding with the security forces of bangladesh and profiting from powerful links with the country's prime minister the investigation found evidence that generalizes ahmed who's the head of the bangladesh army helped
