political leaders are detained her party is calling for protests. military power has been transferred to the commander in chief general. first batch of vaccines is expected to arrive in south africa battles a 2nd wave of covert 19 driven by a more contagious very. old looting. 650th goldfield barcelona details of his contract been leaked to the press. welcome to the news hour we begin in me in mar where the military has seized power and declared a state of emergency the democratically elected leader has been detained along with other senior politicians from the ruling party the military says it's

a response to alleged fraud in november's election that returned. for democracy to power the n.o.c. is calling on the people to wholeheartedly protest against the coup we'll get a live update from one of the few western journalists based on me and more in a moment but 1st this report from scott hyder. myanmar was supposed to mark an exercise in democracy on monday but instead the military rounded up the nation's democratically elected leadership including on song suchi it then announced a coup on military run t.v. . the name of the state of emergency is in effect nationwide and the generation of the state of emergency is set to one year military chief men playing now rules the country monday was to be the 1st session of a new parliament after on songs to cheese party the national league for democracy a landslide victory in november. recently the army made accusations of election
4:03 pm
fraud and tension between the civilian government and the military increased last week when a general refused to rule out the possibility of a coup the matter where like this member of parliament and all the leaders and military critics were taken into detention before dawn this is our worst nightmare quite clearly this is the myanmar military scrapping the democratic experiment you know you're talking about a party that won a landslide election truly a landslide election and all of the sudden we have. the we have the president and other top people. under detention and a state of emergency manufactured by the military to justify your long seizure of power there's a growing list of nations expressing concern over the situation in myanmar as well as the united nations the u.s. state department has called on the military to release all those who have been detained australia's prime minister says his country is keeping a close watch won't lead rather disturbing. developments on the winner
4:04 pm
of those troubling reports in the foreign minister has been following the the banks in myanmar have shut due to poor internet connection and not knowing what might come next people are stocking up on supplies it's got hardly al-jazeera we can now say to the fellow who is one of the few western journalists to be based the nana marsh is joining us from yang on so. any news on the whereabouts of suchi and the other political leaders. yeah it's still that they are being detained in their own homes in nato the capital so rather than initially the news that they've been detained was coming out that we went sure whether big detainees there was much information about whether they'd been taken somewhere where they've been put in prison or anything like that but now we're learning or hearing certainly that it's what's happened in most cases is that the military have been surrounded all
4:05 pm
security forces have been surrounding areas where they are based so the presidential compound has been surrounded would mean it's. still inside on fancy cheese houses also been surrounded by security. now and she's. trapped inside so they're all in the capital but they're in their own homes and the m.p.'s have all been detained as well all the newly elected and a lot of already already setting m.p.'s who are really reelected they're also still in the m.p. come kind so all m.p.'s in myanmar live in these government built compounds in the same area and so that whole area has been surrounded and that's where we think they all are at the moment i mean there are more than $600.00 m.p.'s so it's also possible that they just there's too many people for them to start taking people off to prison but it's also possible that just keeping them there for the moment while they make will ease in that sense and then hopefully they'll be released or maybe
4:06 pm
we'll get a bit more information about what's going on there and i know the a save of a general of us general men flying screw it is about his personal ambitions rather than a concern for the country what more are we learning about the general himself behind us. and i think this is very telling about men on lying it's very very interesting to see that he's made this move obviously the been speculation over the past week about whether this was going to happen and a lot of people really skeptical because it just didn't make any logical sense the military maintains a huge amount of power through the constitution they're very comfortable of course that they're not the sole leaders of the country but they have a huge amount of influence they have influence in palm and their 25 percent of the parliament reserved for them they have key ministries positions but i think for the main online at least it just wasn't enough and he's due to retire july he was due
4:07 pm
to retire in july when he turned 65 and there is no effect has been no opportunity for him to legally extend his 10 without the cooling of national security council which needs the ok of the president who is or who was before today. an n l d appointed person when meehan who's an old and long term and a. member and it was an m.p. before that and so the end of the you have been refusing to coal a meeting of this council the council is dominated by. military members it has a majority military members and so they would be able to have the majority vote on almost any kind of motions that passed so they've been resisting calling that meeting and there's been no other opportunity for a min on line to extend his term so this is possibly what this whole thing is
4:08 pm
a fact and how are people reacting where you are at least the young gone now that there is a military coup and also a state of emergency. well there's obviously a lot of fear and a lot of tension this time there are so many on knowns this room is going everywhere about you know more people being arrested we've seen not just political figures arrested girl 6 high profile activists people who were. key leadership roles during protests of the past in 1988 for example when there was a huge uprising and there were many high profile student leaders who then spent years in prison but it's there right now and they're still very very popular and they're seen as the sort of people that could mobilize. public support similarly we've seen popular saying those rights. film of the make-a at people who are openly supporters of and i'll be off and who also seem to have public support and
4:09 pm
might be able to rally people behind them but as yet we haven't seen anything manifesting from from the public purse knew because a lot of these key leadership figures have been arrested but also sorry yet that also possibly because there's still so much uncertainty and fear this room is of a curfew. coming into place and so now it's done a lot of nervousness so we haven't really seen people gathering on the streets so far. all right thank you so much for that update from yang on. well just to pick up on what allie was saying about the general in general let's take a closer look at the man in charge of men and took over the military in 2011 that's the same year that me and maher began undergoing major political transformation and under a power sharing agreement the military have had a major say in defense on border affairs they're also guaranteed 25 percent of seats in parliament he's been credited for his involvement in critical national security issues such as cease fire agreements with armed ethnic groups but 2 years
4:10 pm
ago he was sanctioned by the u.s. for his role in a military crackdown on muslims which led to more than 730000 people fleeing to neighboring bangladesh and in recent interviews with local media general funk said he'd be open to entering politics once he'd stepped away from the military let's say it's almost andrews's the un special rapporteur on the situation of human rights i mean mark he's joining us from washington d.c. thanks very much for speaking to us on the al-jazeera news hour so it's very interesting that the general's time was just about to expire and then this military coup what are you most worried about now that the coup has actually taken place. well i'm worried about the people of of me and mark you know they have been through a brutal military dictatorships they're going through a very very difficult time with the pandemic a struggling economy the people of myanmar are very fearful of banks are shut down to medication things are shut down there are people who were trying to restrict who we can't reach so there are
4:11 pm
a lot of questions right now but but my primary concern is the people of myanmar who are obviously in a state of shock there they're very afraid of what's going on what the what may go on and this is absolutely an outrageous unacceptable action by a by the military that you know the state of emergency again it's outrageous the only emergency that exists in b.m.r. is the military itself so the international community has to condemn this in the strongest possible terms and there needs to be immediate discussions about the kinds of action that the international community can take together to address this the people of myanmar need to know that we are with them we stand with them and we will act for them and with them to address this this this catastrophe they are not alone is that going to be difficult for the international community to come up with some sort of a reaction on which everyone agrees because we know that china backs the military so that might make things
4:12 pm
a little bit difficult for the international community will not. well it's always a challenge needless to say when you try to unify and coordinate. responses but so 1st of all went out of the gate there should be strong responses from all countries and then secondly there needs to be put on the table a series of specific actions that can and should be taken and then we have to move as as strongly as we can to see that the international community that takes those actions is going to be a challenge yes is it going to be easy no but the international community must work very very hard and immediately to take action steps necessary to address this and in terms of the situation for the row hang our very human rights now more under threat than previously. there they have been under threat for a long time they are clearly under threat right now i mean the the fact is is that the military had very little accountability as it as it was i mean that what's
4:13 pm
amazing is that they have or overturning a constitution that they wrote that gives them enormous power and a lack of accountability so the it's now complete free rein there's not even a pretense that there is any kind of accountability so those who are vulnerable civil society leaders organizations that support democracy and human rights and the right in your community ethnic minorities around the country including those that are in conflict right now with the military everybody is in danger and everybody needs a strong international response and what does this mean for the situation for the narrow hang that are outside of me and mar in bangladesh for example cox's bazaar one of the world's largest refugee camps and their hopes for repatriation does that just take a backseat now. well if their hopes are obviously have been have been dashed but of course as we know the ranger have been through so much and it's just remarkable
4:14 pm
that they are now looking at this development i mean they very much wanted to go home back to a kind state obviously that's not going to happen any time in the immediate future so it is very very important from all points of view both from those who are running or who are remain in me and more in their hundreds of thousands let's not forget to living in rakhine state right now in villages that are very vulnerable as well as the more than 1000000 who are as you say over the border in bangladesh and watching obviously with great trepidation these these developments thomas andrews we thank you very much for speaking to us from washington d.c. it's my pleasure thanks for having me. laura baron malley has more on cheese turbulent relationship with the military. she was once considered a beacon of democracy who stood up to the country's powerful military leaders now
4:15 pm
that military has seized control and arrested her replacing her with a military general it says the action is legally justified but many reject their concerns as an institution that the election results will trigger government policies that will weaken the military's power in the system i think everyone in myanmar understands that that they're using the law to their advantage the coup is a culmination of a turbulent relationship between suchi and the military that's been going on for decades suchi is the daughter of the late nationalist leader aung sun and she spent much of her youth overseas. she returned home in 1908 when she joined student that protests against the military the taken power in 1962. the movement was crushed and hundreds of protesters killed. a year later she was imprisoned in her family home and would spend 15 years in detention. in 2010
4:16 pm
the military released suchi who walked free among large crowds of supporters. it is difficult to achieve democracy and after we achieve democracy it is hard to maintain we have to do a lot of work and we have to take things slowly. in an historic shift from military rule cities national league for democracy came to power in 2015. she became state counselor and the de facto leader of myanmar but after 5 decades in power the military maintained much control. the constitution allowed it control of defense and interior ministries and it was guaranteed a quarter of seats in parliament that gave it another hour to veto changes to the constitution suchi is extremely popular in myanmar in
4:17 pm
2900 she appeared in the international court of justice where she defended the military against allegations of genocide in 20 twenties november election her party won a landslide victory the military kind the win was fraudulent just over 2 months later it seized power by force provoking void spread criticism. cities previous detention did little to undermine her popularity but now it's unclear how active and vocal her supporters will be under threat of military action nor about a man the al-jazeera. world leaders have condemned the military seizure of power in myanmar. as joining us now from paris what's been the reaction. a lot of reaction coming out of europe we heard earlier from the head of the european union commission and she put out
4:18 pm
a tweet saying that she condemned the coup in myanmar she said that myanmar must return faster to is a legitimate civilian government those were the sentiments echoed by the head of the e.u. council michel who also condemned the coup and said that all people who had been unlawfully detained should be released and that the results of the election at the end of last year should be held here in france we've heard from the government spokesperson gabrielle a towel and saying that france is watching the situation very closely indeed with a lot of concern watching hour by hour he said he also said the paris was particularly concerned for french citizens and nationals in myanmar the french foreign ministry also putting out a statement a short while ago in which the foreign minister joy of luxury are called for all people have been unlawfully detained including some sushi to be released those are
4:19 pm
sentiments we've been hearing from countries across the european union belgium spain and germany of course the e.u. is myanmar's 3rd biggest trading partner so it has a certain amount of leverage you might think whether it might use that or not to put any pressure on myanmar certainly nobody at this stage is talking about sanctions but there's no doubt that european leaders will be discussing this issue further and looking at what they could perhaps do to help myanmar to return to democracy right natasha but the reporting from paris thank you. well let's take a closer look at me and mars history it gained independence from britain in 190715 years later the military seized power in a coup. came to prominence in 1988 when the military crackdown on pro-democracy protesters killing hundreds the following years to put under house arrest and 2010 man maher said it would be running elections for the 1st time in 20 years 6 years
4:20 pm
later the military handed over power to the 1st civilian government became the de facto leader her and. last november's elections by a landslide the military says the vote was fraudulent australia has said it's deeply concerned about the situation in myanmar and has called on the military to respect the rule of law. rather disturbing. developments i'm aware of those troubling reports in the foreign minister has been following the very closely with the received already issued a statement on these matters and i understand the details of that as of a very limited because of communications reportedly cut. and it's still relatively early in may and we've been a longstanding supporter of me in my eyes democratic transition including the election that. elizabeth is across the border in india's capital new delhi. they
4:21 pm
released a statement saying that they are noting the developments with deep concern that india has been steadfast in its support to the process of democratic transition in myanmar and that the rule of law and the democratic process must be upheld that they're monitoring the situation very closely while india has support for the democratic process it's also maintained very close ties with the. military because of its security concerns in the northeast various armed groups in the northeastern states have had bases in myanmar over the past few decades and for that reason india's army has worked really closely with myanmar's military to put pressure on those groups they conduct many joint operations as well as that india has always seen maintaining close contacts with me i must powerful military as a way to balance china's influence in the country and that's just one of the reasons why india has never criticized me on must handling of the red cross the
4:22 pm
violence against the hanger which led to tens of thousands fleeing the country into india analysts here are saying that this is not what india wants to see that this is the last thing in fact that india want to see is a we can do me on my on its border and of course we can myanmar that might give that might sort of fall into the clutches of china being pressured to do china's bidding in the region katrina who's in beijing with reaction from china. well china's foreign ministry has released a quite brief statement in response to what's happening in the end it said that china hopes that all sides could properly manage their differences under the constitution and legal framework and uphold stability beijing also described itself as a good friendly neighbor to myanmar and said it was watching closely and waiting to see how things develop to that so quite a muted statement no criticism whatsoever china has tended to take
4:23 pm
a noninterference approach to these matters and most importantly beijing seems to be concerned about stability the stability in myanmar and if things should escalate how that might affect the greatest stability of the asia region but of course man ma is very close to china relies on china economically china is the biggest trading partner 2nd largest source of foreign direct investment but what is true is that the military will certainly need backing going forward especially if any other into international players place any economic sanctions in on myanmar on the military beijing's economic support will be a sort of lifeline for military going forward certainly hasn't commented on that directly but it's watching very closely the main thing for beijing is ensuring that its own interests of very well protected and they're also going to be watching and waiting to see whether this transition office china any other opportunity to expand
4:24 pm
its influence in the region to or the state department has also reacted saying this the united states opposes any attempt to alter the outcome of recent elections or impede me in mars' democratic transition and we'll take action against those responsible if these steps are not reversed we're monitoring the situation closely and stand with the people of burma who have already endured so much in their quest for democracy and peace our white house correspondent can be hard at it joining us from washington so what are we to read into that statement can really. well i think that these are very strong words coming from the state department it is calling for the release of the civilian leader it says it is watching these events with grave concern and alarm and is also calling for the respect of the will of the people for those elections on november 8th so it's very clear that this white house that is just really into its 2nd full week is facing a significant test in terms of how to respond that says that it stands with the
4:25 pm
people in their aspirations for democracy and that the military must reverse actions it's also a socially threaten to take further action if that does not happen the white house press secretary gentz psaki saying very clearly that there will be consequences that there is a time to act and that time is now. so how do we expect i mean what should we be looking out for a venue in the next couple of hours or next few days ahead. well i don't know about the next couple of hours but the days ahead will certainly be significant you have to remember that the civilian leader aung san suu kyi has a very strong allies in the u.s. congress and bob menendez the now head of the senate foreign relations committee has also issued a statement he's calling for very strict economic sanctions you have to remember
4:26 pm
that these sanctions were in place before they were lifted when the country was transitioning to democracy so it's not difficult for the united states to put back in place with some legislative measures those same strict economic sanctions so that's something that we're watching very carefully for the bottom line is that right now the united states is keeping its cards close to its chest in other words they're intimating that there could be strict other measures without saying expressly what those measures are hoping that this pressure will be enough to have the course reversed in me and mar ok you can really how can i thank you so much for that update from washington time for a check of the weather on the officer in his hour here's rob. hello winter is in that had been flowing at the moment it's a cold breeze giving some snow to japan and subzero in solvent up plus one degree in beijing but the sun is out and a change in wind direction and this is it here this temperatures again 6 in beijing
4:27 pm
2 in seoul is still cold enough to produce some star in fact it might well be temporary produce snow in south korea as well as only a temporary thing the wet season the rainy season is focusing on this part central and eastern parts of indonesia that has been pretty wet recently in kuala lumpur maybe you got a day off or tuesday and a bit of a change in fortunes in the far north of india where up in sri lanka we've had record low temps that about minus not freezing weather everywhere as snow or ice that probably won't change much there will be a record breaker but the the chance of showers showing up in northern pakistan and north of india will change the fortunes of somewhere like delhi heat and the atmosphere of you get rid of the fog which is prevalent in the northern indian plain and by thursday 'd we've got shouty weather thunderstorms rain and a breeze all of that would improve the quality so temperatures are on the way down again had 22 by day and then by night temporarily it's quiet in the levant in the

a crackdown against the armed group in the western state of. say their homes were set on fire by the military. more than 730000 refugees fled violence rape torture to neighboring bangladesh described the operation as textbook ethnic cleansing and today leaders are urging the community to help restore democracy. at any cost officials in bangladesh have called for peace and stability in me and more but this. out over the repatriation of hundreds of thousands of rohingya refugees living in cox's bazaar tundra childfree has more from the capital. well the 1st official reaction was from the foreign minister he said it really doesn't matter who is in power the repatriation agreement must be followed through now the foreign ministry itself send out a press release saying that it hopes that the constitutional arrangement and the democratic process will be upheld in myanmar although i spoke to some official off
4:32 pm
the record they're still concerned that things that might military might take a hardline approach need to be saving concept there has been recent trilateral meeting between china bangladesh and myanmar china is a very close ally of bangladesh it has been trying to influence china to exert pressure on me and mark to start their repatriation process and there was some progress there was going to be another meeting in director general level of foreign office about the country to start the process. me on my side that it won't be anytime soon. killed june or july not that whole thing might just fall apart because they'll be too busy with domestic politics right now there's been interesting reaction from the camp i spoke to a lot of the rowing our leaders as well as some community people i know they're happy actually they said that he is behind bars rather detention they said she has been a big failure for us she gave us a lot of hope we even voted for so many of us during 2015 election but she let us
4:33 pm
down it was during her time that janet genocide and their trust that it took place they're not very happy with the military because the military has been the key from sixty's onwards to systematically. crack down on joining us and deal them. to turn ken who is the president of the burmese were going as they should in the u.k. he's joining us from london thank you very much for speaking to us what is your reaction to the coup. let me i thing are we want to we want to share our flu directly and support to the people of burma who were trapped in 2020 alexion we have never seen them military in one city democratic country they have never been dealing with that civilian government we have seen many times military and civilian government you know promptly and close to being
4:34 pm
never gone and we always remain there so i believe this is there as well. that saw from our we have seen and you know 2000 it comes to 2 jewish and there is 2 ministers where there event $10.00 to $15.00 election and only one and then it's like a big story but this deal there are. are from the military but we can see that the military is still not happy with that well known situation now where the military is saying that they're going to hold on to power for just one year and then and give up power for a civilian government is that something that you believe the military will indeed there were what is their long term plan here. it is very hot for our love for me now because we are in a lot of monitoring the situation is still very early to see how we move forward but my worry is that you know all that military ninety's is due to full
4:35 pm
power plant to 6 years in $1008.00. 128 years and again at this time we'll never know how long will it take it quite worrying for. me as far as what i can see so. actually i feel very good story in the people of burma what they are receiving and i worry that country will move very back watch and that it will appear that it received jewish and will be much more ghetto reject what about x. and so che herself because of course on the global stage some would say well look her reputation was damaged because she didn't stand up for the road when the military was accused of atrocities yet she still has a lot of support internally in the country so how do you square the 2. yes you have she is very popular inside burma i believe that i'm betty and i
4:36 pm
totally agree that international color community has much not my credibility on heart because you know as an icon she. would shoot shoot take side of the military and i remember a generation of justice she went there and she defended the military now that same maliciously soul and you know she defended that saw across the crimes was a crime general size puppetry example kmita those military aircraft at heart this is sadly this is a reminder. that you know even you if you if you cover up or if you defend those a few allied with those people who are will probably just walk around the general sites and crime against humanity that can happen the same thing to you this is so be a reminder of her heart she should be there are strongly well rooting you are keeping
4:37 pm
generals like in 25 century up to today to look like what we we believe that she should have done a lot of things she had powers she has she's an ally for democracy in burma many countries intellectually support as many others but she did not set me so this is that is what she should really do it up and strongly on the justice for that running up and other minorities in burma all right all of this is that i know that she is as she allied with them now she is in that so let me after a week. the country our country in burma that that situation i want is that differently or a type of international community to step in and especially to stop genocide against her here and wants everything to be in burma arresting all the trees enough and you know to me and other ok it is very whenever there thank you thank you very much for taking time from london. let's move on to other news now and the
4:38 pm
plane carrying south africa's 1st 1000000 coronavirus vaccine doses for astra zeneca has arrived you're looking at the live pictures out of johannesburg the country is battling a 2nd wave of infections driven by a more contagious variant 1st identified there and there has been concern over the effects in the effectiveness of vaccines against the mutation south africa is the worst hit country on the continent with almost one and a half 1000000 cases and more than 44000 deaths miller is joining us from johannesburg so that live picture is showing the plane just arriving can you tell us about the vaccines rollouts and what's happening on that front. well i would imagine that arrival of the 1st batch of vaccines in south africa has come to the relief of millions of south africans who up till now have been very uncertain about what happens in terms of a vaccination rollout the government has been criticized for being slow to start in
4:39 pm
terms of procuring those vaccines and also a rollout but now $1000000.00 doses of that astra zeneca vaccine has arrived in south africa a further 500000 are expected to arrive later this month and we understand given the information the government has given out that the immediate focus will be to vaccinate health workers those on the frontline of the coronavirus pandemic but if it's if the government's looking at using it about $1500000.00 vaccines or doses rather they are probably only going to manage to effectively vaccinate around $750000.00 health workers when they say it's they aim to target about 1200000 health care workers but also this is a vaccination rollout to that is on a voluntary basis people are going to have to register on an electronic data. base
4:40 pm
and in that way also turn up the act various locations to be vaccinated we know that these vaccines are going to be stored at a facility in johannesburg there's a quality assurance process that has to be undertaken and so the 1st jabs that we expect to be seen in south africa will only be in about 2 weeks potentially and even then the government doesn't it has an issue of confidence to deal with in getting south africans to get on board with the whole vaccination process given that almost half of south african surveyed say that they aren't keen on having a vaccine and you know i was going to ask you about the confidence in the vaccine itself i was on also do we expect any challenges when it comes to the distribution . well at this arrival of the vaccinations at the our tombo international airport we'll see the presidents of africa as well as the deputy president in attendance and i'm sure that's very much a p.r. exercise to boost confidence among south africans because they have been criticized
4:41 pm
as i mentioned what some of the other challenges so far is also that of storage let's just fix we know that the astra zeneca of x. back scene is one that is more suitable for south africa and the continent at large given that it needs to which the cities of about $2.00 to $3.00 degrees celcius we also know that south africa has secured a total of perhaps 42000000 vaccines some of them coming from pfizer for example and that requires a minus 70 degree storage facilities that just ticks are an issue confidence some of the challenges that have been presented to the government and getting people on board with this rollout process all right from india miller thank you so much for that update from johannesburg the philippines has lifted travel restrictions for countries with contagious coronavirus variants travelers with existing foreign visas foreign spouses and children are allowed entry starting today foreign tourists remain prohibited jamila and dog and reports from manila. the travel
4:42 pm
