briefing at the white house in just the last half hour or so that what is happening right now is that the white house is reviewing various sanctions laws and authorities and that there will be some sort of swift response and that will be followed by appropriate action in terms of precisely what that action is it's not clear but what we do know is that there seems to be a leaning toward sanctions by some in the united states particularly not only the white house but also on capitol hill in terms of the sanctions you say they will be swift kimberly but he won't fall but we're talking travel restrictions are we talking a 6 assets being seized as such i mean it's the sort of line isn't it about an area that with the normal phase the normal line of sanctions and starts. yeah it's unclear right now where this is specifically being steered it could come from

respect the outcome of the election. the high commissioner is alarmed by reports suggesting that at least $45.00 people have been detained including elected parliamentarians under confinement and we call for their immediate release the high commissioner urges the international community to stand in solidarity with the people of myanmar at this time and for all states with influence to take steps to prevent the crumbling of the fragile democratic and human rights gains made by me and maher during its transition from military rule the key un body in all of this is the u.n. security council is the body in the u.n. system that has real teeth now the new president of the security council starts the day the 1st of the month and it's the u.k. which has the presidency the u.k. doherty planned a meeting on me on march on thursday what i'm hearing from european diplomats is that they are pushing for that meeting people called forward and possibly to take place in the next 24 hours what will the security council do will they got lots of

potential tools i think many diplomats on the security council would be wanting them to issue a strong statement potentially they could push for sanctions but there i think you need to look at the role of russia and particularly china the regional power which has a great deal of leverage in myanmar and what their position is on this so i think sanctions though are likely if not from the u.s. and i think the u.s. and the european union will be looking very closely at sanctions in the coming hours but the u.n. is concerned the coup will make the situation worse for the range of muslims who are still in the a bar hundreds of thousands fled their homes following a military crackdown most are now living in camps in cox's bazar in bangladesh. has more on the capital dhaka. well the 1st official reaction was from the foreign minister he said it really doesn't matter who is in power 'd the repatriation agreement must be followed through now the foreign ministry itself send out

action of genocide. really. very situation that is going on in myanmar now. discuss this with michael when he struck for the east asia programme for the quincy institute joins me now from calling in maryland via skype good to be with the program very strong words from the u.s. initially but actions speak louder than words what would you like president biden to do right now. well i think the statements that have come out of the white house and from president biden have been a good start i do think that by the ministration really needs to stay very strongly its opposition and be able to take actions against the military coup and against the government that would result from that and demand that they have a return to the results of the previous election and not the need to hold new elections this is clearly an effort by the military within thailand to overturn the

elected government and their party in myanmar but i do think that the u.s. administration needs to be clear that it needs to focus on developments in myanmar and not on issues relating to u.s. china strategic rivalry which i think has been too much the emphasis on past administrations in looking a policy towards of myanmar there's been too much of an effort to somewhat soft pedal developments in myanmar with the hope of the country away from its leanings towards beijing which has been the case for many years and i think that the u.s. policy towards myanmar should be based on the intrinsic value of having good relations jamar without having to bring in the u.s. china rivalry in this effort but it would say that the issues that the u.s. is faced with me and have been addressed in the past where the u.s.

inappropriate ways economically politically and otherwise and not regard developments in myanmar simply through the lens of this strategic competition between the united states and china which i think is vastly overemphasized in washington within u.s. asia policy ok since tuesday this is when it since 2010 it's been a lot of soft power you might say going in through the american embassy into me and there's been a cultural centers dialogue between different ethnic groups that the united states has facilitated its encouraged the younger generation to grasp what is available in the west whether it be you know computer literacy or. communication is that the way through to try and change it in a way that would be acceptable to the international community because there is a gender gap an agenda a generational gap between the of the old guard and the younger generation that are coming through. oh yes i think so very much i think that those types of u.s.

policies that they're expanded strengthened toward me amar would be would be helpful you are right there is a generational gap there and i think there is a lot of support for the democratic movement within myanmar and there's a lot of support for myanmar to retain its independence from china and also be able to deal with the united states and beijing both so i think anything that can encourage that stability within myanmar and an even handed policy within the country this not just based on a 0 sum competition between the u.s. and china would be very good for myanmar so any policies that support that from the united states i think would be beneficial and i'm heartened by what the by the ministration has done initially in condemning this coup but i think we do need to follow up with a range of different policies both at the social level and the political level but we're hearing now from a white house correspondent kimberly how that president biden is also calling on

his international partners to you might say speak with one voice i mean at the end of the day you know you could get the e.u. on side a body you might get some members of asio and also. asia pacific but then when it comes to the security council that's where the divide happens you have russia and china one side and you might say the rest of the world on the other it's going to be difficult to form a coalition to try to find a way to persuade the military aid b.m.r. that they've that heading in the wrong direction. well i think that's true it will be difficult the chinese and the russians probably are not going to come out and condemn the coup outright they're going to call in general as the chinese have already done for the following of legal procedures and for restraint on all sides it cetera i mean you're not going to get that kind of stronger response from the chinese and yet at the same time there are elements of the myanmar military that

really resist beijing's influence within the country and so i think china should be actually taking a stronger view about this well that would better serve their own interests but in the final analysis i think that beijing in the united states both can reach some kind of middle ground in dealing with myanmar that could push it in the direction of a more stable regime domestically and not one that's based on military coups because ultimately that will go against the interests of myanmar citizens and that will undermine the attractiveness of myanmar for both beijing and for washington and for other countries to deal with myanmar both politically and economically so it will not serve anybody's interests to be supporting or condoning or looking the other way towards a sort of military coup but it will be good if we can approach this problem more cooperatively with when the u.s. and china and other countries are not as a source as i say of psycho u.s.

from countries where it had been identified in particular south africa itself of course as you say $116.00 cases now identified included among them 11 that have no connection to previous travel in 8 different local areas in england and that suggests a degree of community transmission prompting the health secretary matt hancock a couple of hours ago to say that the health service would do whatever was necessary to crack down hard on this strain to try and eradicated so-called surge testing now ordered to begin as soon as possible in those 8 local areas that includes door to door house to house testing calling on people to come out and be tested $80000.00 adults they're hoping to cover all together as quickly as possible and pinpoint focused on those 11 addresses in an effort to break the chain of community transmission i think the problem is that community transmission may be wider and deeper than they're able to detect at this point because one of those 11
