we understand the differences and similarities of cultures across the world. so no matter what you see al jazeera brings the need and current affairs that matter to you. al-jazeera. the. reshaping u.s. foreign policy president joe biden is expected to announce the u.s. will and its support for the saudi led offensive in yemen. a low i maryam namazie and london you're watching al-jazeera also coming up on the program the united nations security council finally condemns the military takeover nehemiah and calls for democracy to be restored. the 1st shipment of russia's
10:01 pm
sputnik vaccine arrives in iran and health workers will be among the 1st to receive it. and the child soldier who rose to rebel commander now found guilty of war crimes by the international criminal court. welcome to the program but by mid ministration will hold u.s. support for the saudi led military offensive in yemen the move is aimed at stopping the country's deepening humanitarian crisis president joe biden will deliver a speech soon at the state department announcing a number of changes to foreign policy and a shift from former president trump's america 1st approach we're hearing from him just a few minutes ago as well early up his national security adviser hinted at what to expect. he is going to announce an end to american support for office of operations
10:02 pm
in yemen that is a promise that he made in the campaign that he will be following through on but he will go further than that he will talk about the united states playing a more active and engaged role in the diplomacy to bring an end to the conflict in yemen and that will include the naming of a special envoy which will happen today we have spoken with both. senior officials in the u.a.e. and senior officials in saudi arabia we have consulted with them we are pursuing a policy of no surprises when it comes to these types of actions so they understand that this is happening that's now speak to a white house correspondent kimberly how and this is all part of a broader foreign policy speech where expecting to hear from president biden only here in the few remarks from him just a couple of minutes ago about the broad shift in the way the u.s. will approach the problem isee what specifically are we expecting on u.s. but dissipate in yemen. well you're right the u.s.
10:03 pm
president spoke just a moment ago to the diplomatic corps where he gave them a pep talk in essence he's now on the top floor of the state department where the secretary of state's office is meeting with tony blinken along with his vice president kamel harris who also spoke just a few moments ago near right there's an incredible shift that's taking place and that's why they spoke to the diplomatic corps signaling we appreciate your efforts in the last 4 years which many recognize we're trying but now we are going to have a significant shift in focus not only in foreign policy all around the world but in yemen as you point out and that is what we're watching for because following that meeting the u.s. president will be having a foreign policy speech where he will outline specifically what he plans to do we've had known for some time and some a controversy early and in contrast to the support of the u.s. congress or rather the lack of support the united states has continued to find in terms of intelligence support as well as weapons sales to the saudis for the saudi
10:04 pm
led conflict in yemen that of course the united nations has called a humanitarian crisis that is about to end that is the big headline we're going to be hearing from the u.s. president as he speaks of the state department we also understand he's going to name as we heard jake sullivan the national security adviser talking just moments ago we expect that he will be naming an envoy to deal with the region by the name of timothy lender king who is familiar in the diplomatic corps he's well versed in gulf and yemen affairs and in terms of single signaling a different approach what this envoy is going to be tasked with doing is essentially encouraging the warring parties in this conflict to reach some sort of a peace deal a cease fire and also in terms of the weapons sales we know that those have been temporarily frozen but there is another step that needs to be taken and that is with a terrorist at. designation that was made by the trumpet ministration in the 11th
10:05 pm
hour of donald trump's presidency this is affected humanitarian aid into yemen what we expect is there could be some potential announcement on whether that will be rescinded we know it is being reviewed so this is what we're watching for very carefully but very very quickly we have gotten some excerpts from the speech that the president will be making it's key that what he's saying there is it's time for the united states reclaim credibility and moral authority to begin with restoring american engagement internationally to earn back the leadership position that he believes the united states has an obligation to uphold thanks very much from washington d.c. kimberly thanks very much a diplomatic editor james bays is live for us at united nations he's looking at this story as well and james previously the united nations has said that yemen is suffering from the world's worst humanitarian crisis what could a more active engage role from washington mean for negotiating efforts.
10:06 pm
well diplomats here have been watching this issue very closely and in some ways it's not a big surprise because if you look at the comments of candidate joe biden he said he was going to stop u.s. support military support intelligence support for the war in yemen his comments on that those in his own words he hasn't really made any since he made a big speech in new york in 2019 and many diplomats were wondering whether they would be saudi diplomatic pressure and he'd have to walk that back and wouldn't actually proceed with that policy but it now looks clear that he is going to proceed with that policy of dropping u.s. or bought remember the u.s. support didn't start under trump it started under the obama administration where he was the vice president so what does this mean for the u.s. for the u.n. zp peace efforts led by martin griffiths he at times has said he's feeling close to the who thiis and the yemeni government getting together for proper talks and at other times he's felt those hopes of being seriously dashed i asked the
10:07 pm
spokesperson for the secretary general whether this u.s. move could give more space for diplomacy any move that reduces. the number of weapons the military activity and give is to be welcomed. and will give more space as you say and more hope. most not only to the talks but more importantly more hope to the people of yemen. another important development today james the security council finally condemning the minute she can tell us what they are calling for and how much weight it carries. well a unified statement by the security council to issue a statement like this one they all 15 members have to agree and that's a significant thing because we've heard many of these security council members say the things that are in this statement deep concern calling for release of all the
10:08 pm
detainees and trying to get you try and get myanmar back on a diplomatic path but what's interesting is among those 15 members is the one that's most important in this crisis the one has the most leverage on me and mar and that is china china had to sign up to the statement china has signed up to the statement china finally really has shown its hand diplomatically it's worth telling you the moment the security council statement came out china also put out its own statement explaining the security council statement and why they've signed up to it they don't in any way say they disagree with the statement but they say that the reports that they had blocked a statement a few days ago will roll it was just negotiations were still continuing it says those negotiations were not smooth because an early version of the press statement had been leaked to the media so interesting that china felt it needed to put out a statement saying in never had blocked condemnation of the coup was also telling
10:09 pm
you although this is an important statement unified statement clearly the words were carefully chosen the security council does not call it a coup ok thank you very much our diplomatic editor james bays at the united nations thanks james well speaking of myanmar at least 147 people have been detained in the country as protests against monday's military can gather pace and sang see chee in the deposed president both face charges and if convicted they won't be able to work in politics again i said beggar a poet. i don't think small protests in the 2nd largest city in myanmar the students and activists in mandalay are speaking out against monday's military coup but with the military campaign down on internet and social media providers it's hard for people to communicate and organize protests here don't have the power that we have no access to any news no news about mother on song suchi i feel so sad
10:10 pm
it gives me a pain in my chest i would rather go out and fight if possible but that would be against the wishes of mother sue facebook is a central part of life in myanmar it's why the military has shut it down seems as if the military is really going after the primary social media platforms including facebook which really is the internet in myanmar most people including people within government agencies use facebook almost as if it was an e-mail system so it will be. terrible in terms of its consequences not only in terms of organizing a response to this coup but also in terms of conducting day to day business and economic activity but that didn't stop these health workers walking out of the hospital to protest against the coup according to their facebook groups similar walkouts happened at hospitals across the country have a what have we had just protesting peacefully by wearing this red ribbon we don't need to speak out we all know that playing the ribbon is a sign of protest against the military government and the only want our elected
10:11 pm
government this is a message many people have likely not seen such a military presence on the streets since the 2011 democratic reforms. despite the apparent anger at the social media ban and the international condemnation of the coup the generals who have passed business interests in the country are not going anywhere. many people in myanmar may be troubled by the military intervention but minorities in the country have long been victims of the army's crackdown hundreds of thousands of muslim rango were forced to flee persecution deposed leader aung sun suu she who was largely silent about their plight now finds herself at the mercy of the very same generals assad baig al-jazeera. the 1st shipment of the russians patnaik vaccine has arrived in iran the country hardest hit by the corona virus pandemic in the middle east health workers and

vulnerable groups are 1st in line to receive the says dosage of bari has more on the roll out this aircraft brought the 1st sign of good news for millions of iranians since the start of the pandemic nearly a year ago the russian sputnik vaccines are the 1st batch to arrive and there are 2 more shipments coming later this month these jobs will be given to 430000 health care workers before anyone else and iran has so far purchased 2000000 doses of the russian vaccine work said was written about the number of russia sputnik these advocacies 91 to 93 percent considering that the sputnik is designed well and its 2nd dose is a stronger than the 1st doses we expect 91 to 92 percent efficacy in our country and more importantly the sputnik v. prevents deaths in very serious cases of the disease 100 percent. iran is the worst affected country in the middle east with nearly 60000 covert 1000 deaths
10:13 pm
a more than 1400000 people infected the shipment comes at a critical time when the country is trying to avoid another wave ahead of the ring in new year in mid march that's a time when families visit each other in large numbers president hasn't rouhani has warned iran cannot afford another lock down and he's urging the public to continue to observe protocols set out by health officials. iranian scientists have also been working on their own vaccine 2 of which are now in human trial phases and officials are hopeful they will be rolled out in the next few months. despite severe economic sanctions on iran's banking sectors officials say they have purchased 18000000 doses of foreign vaccines but not those made in the us or britain supreme leader ayatollah ali khamenei has banned the import of vaccines made in those countries saying they cannot be trusted on thursday iran recorded 67 deaths it's the lowest

daily rate in the past 8 months but there's still a long way to go before the country's able to vaccinate and off people to achieve herd immunity officials say they hope to end their mass vaccination program by early next year but that may come too late for many iranians who are desperate for any sense of normality in their lives dorset to bari al-jazeera to iran. all 16 countries have expressed interest in african union coronavirus vaccine plan the block is hoping to start rolling out a 114000000 doses in the next 2 to 3 weeks than a year wants countries to vaccinate 3 percent of their populations in the 1st half of this year starting with frontline workers and vulnerable people or africa as a whole as reported at least 3 and a half 1000000 covert $1000.00 infections and at least 80 $8000.00 deaths but will with limited testing in some countries the total could actually be much higher the continent is trying to 60 percent of that $1300000000.00 population over the next 3 years but only
10:15 pm
a handful of african nations have started giving out doses fall behind the vaccination programs we've seen in wealthier countries the african union initially secured $270000000.00 doses of vaccines to combat the disease last month they negotiated a deal with astra zeneca to increase that to $670000000.00 doses on the continent will also receive at least $600000000.00 vaccine doses from the kovacs facility this year alone and that covers both the african union member states and nonmembers as well. well a medical trial here in the u.k. has been launched to see if giving people different coronavirus vaccinations for that 1st and 2nd dose will offer the same level of protection the study will mix the astra zeneca and pfizer biotech jobs mixed vaccine doses have worked it bowler in h.p.v. the man leading the trials says it has the potential to speed up the rollout of the 1000 jobs significantly if you have somebody who's turning up for

conspiracy theories the extremes of the trump base the less electable the republicans will get but perhaps more important given that this is the united states the less money will roll in from corporate corporate donors the republican party's base as it's the democrats on their corporate donations from from business isn't interests who want the republicans to do what they've always done which is deregulate and cut taxes if the republicans start looking in that a bit too out there mitch mcconnell where is that they'll become a kind of minority party a fringe party and already he's saying corporate donors say look we're not really into this and mainstream republicans leave the party but whereas kevin mccarthy here in the house has made a different a different calculation he's looking at 2020 to the midterm elections he's seeing the corporate money but he says look we need the trump base and we're to regain the house and he thinks he can control this element as the republican party always has with right wing extremism in the past they have welcomed every element of right wing extremism because they can be relied upon in the end to fall in line and just

vote for the republicans corporate agenda the difference here which is what worries republicans in the senate is these are different extremists because they're suspicious of the whole establishment including the republicans including the corporate donors so that's the kind of the dilemma going on here but clearly the house republican leadership has made a decision it's a big tent. extremists and conspiracy theorists well that's worth noting marjorie taylor green is now saying she has disavowed some of these theories but all of them she didn't talk about all of them and nancy pelosi the house speaker says they need to act because this just isn't good enough. about house republicans leadership acceptance of extreme conspiracy theorists particularly just serves their eagerness to reward a coup anon at here and a $911.00 truth or a harasser of child survivors of school shootings and a value to give them value of committee positions including. who could

isn't a subpoena this is basically saying you know we would like you to testify and if you don't testify then there's an interesting and interesting is something. if you do it your refusal to testify supports a strong adverse inference regarding your actions and inaction on january the 6th but right now it looks very unlikely that he will testify because let's face it both republicans and democrats want this over as quickly as possible and he's going to not be convicted anyway ok thank you very much from capitol hill chap a taxi thanks yapp. china's state run television channel c g t.n. will no longer be able to broadcast in the united kingdom after the office of communications revoked its license the broadcasting regulator says license holder is breaking the rules by not having full editorial control of the output or a challenge has. europe with a relaunch and a new name late in 2016 china put a fresh face on its english language t.v.
