yeah and here at u.n. headquarters in new york they're watching extremely closely what's going on in switzerland this libyan political dialogue forum and this is the conclusive moment of this what they're doing is they brought together a representative group of libyans they say who are now the voters and you're seeing these people going up to the front and putting their votes in they had before them a list of a number of different slates to form the presidency council in libya for different posts that they're looking for including a chairman of that council and a prime minister we had a 1st round and now we're down to a 2nd round of voting which will be the final round and at the end of this they will then decide which slate becomes the temporary interim government i need to stress that talking about a government that's going to govern libya to lead the country to elections and it's

an ambitious timeline planning elections by the end of the year everyone here at the u.n. i think is optimistic but not trying to be too publicly optimistic because remember kemal we've been here before remember there was an interim government 5 years ago and 2015 and it just added to the other rival power blocs in libya and really just led to more confusion and eventually to more violence and i think there's still a big question marks over this procedure there's a cease fire in place which is very good news will lack continue to hold throughout the year what about general hurley for half who from benghazi tried to take the whole country into try to take tripoli while he apparently says he's on board with this process but some are wondering what he'll do in the intervening months and then of course there's the other big problem with the ceasefire which is the foreign forces who are there in libya will they withdraw and what will happen with
